This paper considers terrorism as an extortion activity. It uses tools from the theory of extortion and from conflict theory to describe how terrorism works, why terrorism is a persistent phenomenon, why terrorism is a violent phenomenon, and how retaliation affects the outcome. The analysis highlights the importance of information aspects and discusses some aspects of the organizational design. ; Anhand der frühen terroristischen Organisation der Ismaili aus dem 11. bis 13. Jahrhundert wird deutlich, dass zwischen Schutzgelderpressung und Terrorismus keine klare Trennlinie existiert. Die Ismaili waren zeitweise als Staat organisiert, teilweise eine Organisation ohne eigenes Territorium. Sie nutzten die gleichen Instrumente zur Durchsetzung politischer, religiöser und rein finanzieller Ziele. Diese strukturelle Äquivalenz wird genutzt, um einige Ergebnisse aus der Theorie der Schutzgelderpressung für das Verständnis der Funktionsweise von Terrorismus abzuleiten. Die formale Analyse konzentriert sich dabei auf ein fundamentales Informations- und Glaubwürdigkeitsproblem, das anhand der Berichte über die Ismaili deutlich wird. Dieses Informationsproblem kann erklären, weshalb Terrorismus ein mehrperiodisches Phänomen ist, warum Terrorismus mit Gewalt einhergeht, weshalb Terroristen eine öffentliche Sichtbarkeit ihrer Anschläge bevorzugen und wie Gegenschläge und Versuche der Zerschlagung einer terroristischen Organisation in diesem Zusammenhang zu bewerten sind. Kurz werden weitere Aspekte diskutiert, die für das Verständnis von Terrorismus wichtig sind, in der formalen Analyse aber ausgeblendet werden.
This paper aims at historicizing terrorism by focusing attention on how the current dominant discursive patterns, constituent elements of the 'global terrorism' dispositive, have come to existence. It brings to the fore the first robust international debate on terrorism which took place in the League of Nations following the Marseilles assassination (1934) and Shows its conspiratorial features, many of which are detectable in the discourse of terrorism among states after 9/11.
This contribution aims to give an overview on the state of the art of research on terrorism and gender in the field of Political Science and International Relations (IR). Contemporary analyses of terrorism have begun integrating gender aspects into their frameworks. This article supports the call for a much more coherent use of gender as an analytical category as this is beneficial for the analysis of terrorism in a threefold manner. First, gender as an analytical category in the study of terrorism exposes the gender blindness of the term terrorism; second, gender challenges the political myth of protection central to international politics, i.e. that states can legitimately fight wars to protect the vulnerable – vulgo women and children. Third, gender also challenges the myth of an intrinsic peacefulness/vulnerability of women. The paper closes with the plea to integrate a coherent historical dimension into a gendered analysis of terrorism in order to potentially achieve a more empirically attuned theoretical understanding of terrorism and political violence in current times.
After some introductory remarks, this article gives a brief overview on contemporary terrorism research in the political and social sciences. Then, the important contributions historical studies have made to enhance the academic knowledge about terrorism are sketched. The third part provides an overview which not only critically discusses the state of research on gendered aspects of terrorism but also demonstrates the stimulating insights gained by employing a historical perspective in this field. In the fourth chapter, the authors outline some promising topics of future terrorism research which all can be studied from gender sensitive historical perspectives. Finally the results of the contributions put together for this HSR Special Issue are summarized.
Theoretical development within gender studies and terrorism studies has occurred along the axes of identity, material and spatial power and inequality, and geography. Gender scholars have been concerned with the transformation of oppressive political structures, with increased inequality and understanding how gender structures limit women's opportunities, and with the role of separate geographical and social spheres in shaping outcomes. Terrorism scholars have conceptualized terror as a political process, the result largely of economic inequality and to some extent, gender structures, and they have articulated a role for urban space in conceptualizing interventionist policy to ameliorate the terrorist threat. This paper traces the development of these theoretical traditions, pointing out the thematic similarities, but also the dissimilar objects of inquiry. A review of the scholarship where gender informs terrorism studies points the way to future development of scholarship around (1) solving the global terrorism problem by further understanding gender structures for both men and women; (2) the role of urban and non-urban spaces as the backdrop for terrorist recruitment and formation processes; and (3) how gender is likely to affect actual survival for gendered urban populations when terrorism occurs.
Terrorism has expanded worldwide. It became necessary to look for a new framework of analysis in order to understand this type of violence. The expression "third world war" has been used in different circumstances. But terrorism is not a war because the two enemies are not well identified and conflict is not precisely located. There is a conflict in Syria and Iraq, but it is not a world war. The term "third world war" is also dangerous because it gives the impression that you will be able to end terrorism by some kind of act of war. The expression "war on terrorism" has technically not any sense. But terrorism has an aspect where religions are concerned: this is the individual decision to enter into a processof radicalization. One of the most fruitful places of peace building for religions is the interreligious dialogue at local level, schools, municipalities, churches. Global dialogue has no impact on the field if there is no action and connection at the local level. ; Terroryzm stał się zjawiskiem globalnym. Sprawia to, że niezbędne jest poszukiwanie nowych podstaw systematycznej analizy dla zrozumienia tego rodzaju przemocy. W różnych okolicznościach było używane wyrażenie"trzecia wojna światowa". Jednakże terroryzm nie jest wojną, gdyż nie można dobrze zidentyfikować dwóch wrogów, a konflikt nie jest precyzyjnie umiejscowiony. Mamy do czynienia z konfliktem w Syrii i Iraku, ale nie jest to wojna światowa. Termin "trzecia wojna światowa" jest niebezpieczny, gdyż tworzy wrażenie, że możliwe jest skończenie z terroryzmem za pomocą rodzaju aktu wojny. Wyrażenie "wojna z terroryzmem" technicznie jest bezsensowne. Jednakże terroryzm posiada wymiar, którym zainteresowane są religie. Jest to indywidualna decyzja włączenia się w proces radykalizacji. Dla religii jednym z najbardziej owocnych miejsc budowania pokoju jest dialog międzyreligijny na poziomie lokalnym:szkół, społeczności lokalnych i Kościołów. Dialog globalny jest bezskuteczny jeśli brakuje działań i powiązań na płaszczyźnie lokalnej.
This thesis explores the origin of sectarian violence and terrorism, the impact of terrorism risk on the individual's democratic preferences and the deterrence effect of the law enforcement interventions against terrorism and violence over time and space in Pakistan. It comprises of six chapters which fall under the category of 'Illegal Behavior and the Enforcement of Law.' The causes and effects of the illegal behavior (terrorism and violence) have been discussed in the chapters 2 & 3, while, chapters 4 & 5 focus on the enforcement of law against these crimes. Chapter 2 serves two core dimensions: Firstly, to cater for the historical account of the origin of sectarian violence and terrorism and their temporal variation in Pakistan. Secondly, the construction of these crimes has been presented from the religious market perspective. Adam Smith argues in The Wealth of Nations that ". the hazards of government regulation are as real for religion as for any other sector of the economy." Therefore, chapter 2 advocates historical evidence on the hazards of government interventions in the religious market of Pakistan. It explains that rent-seeking behavior on the part of the three players in the religious market, namely, religious sects, government and cold war allies of Pakistan, leads to regular interventions in the religious market. The interventions produce externalities in the form of intolerance in the religious space which slowly and gradually transforms into sectarian violence and terrorism. The 3rd chapter discusses exposure to the risk of terrorism and its impact on the individual's preferences for liberal democratic values. It explores the following question: Does exposure to terrorism and violence affect democratic opinions and perceptions? Exploiting the individual level socio-economic, religious and political information collected from the 6,000 respondents, the chapter empirically evaluates and presents evidence that acts of terrorism negatively affect preferences towards democratic institutions. The persistent shocks of terrorism decrease the support for the elected legislators while increasing it for the law enforcement institutions like the armed forces. The deterrence effect of the exogenous intervention by law enforcement institutions on different types of tribal violence is explained in the 4th chapter of the thesis. Approximately, 3% territory in the North-West of Pakistan is ungoverned but constitutionally presented in the lower and upper houses. It has never been exposed to modern law enforcement institutions like the judiciary, police and military. Thus, it experienced pervasive tribal violence, revenge killings and drug trafficking over the years. The incident of the September 11, 2001 and the consequent US invasion of Afghanistan provided an exogenous shock to the military institution to enter the ungoverned space for the first time. The empirical results show that the intervention significantly decreases different types of violent conflicts in the ungoverned terrain. Finally, chapter 5 explores criminologists' hypotheses on the displacement and diffusion of crime control benefits to test the displacement and diffusion effects of anti-terrorism interventions. The empirical analysis highlights that anti-terror interventions displace terrorist activities from the treated to the non-treated districts, thus, impose a significant public cost on the neighborhood. Displacement of the terrorist activities from one district to another in response to the negative sanctions imposed by the law enforcement agencies might be one of the reasons for the pervasiveness of terrorism in Pakistan. With regard to the policy, this dissertation suggests the following recommendations: First, a more comprehensive understanding of the interactions between violent conflicts and the democratization process is needed. The democratic transition can revert to autocracy, if voters are exposed to persistence terrorism risks. Second, an ungoverned territory may not produce negative externalities in the form of organized crimes including terrorism in the short-term, but, exposes to such crimes in the long-term. Therefore, a responsible state needs to invest in the establishment and capacity building of the law enforcement institutions in such territories to avoid future spillovers. And third, effective law enforcement interventions requires not only to deter violence and terrorism in the given geographic space but also their externalities into the neighborhood.
Diese Arbeit setzt sich mit der Frage auseinander, wie sich westliche Dschihadisten radikalisieren und welche konkreten Faktoren dazu beitragen können. Anhand theoretisch ausgearbeiteter Modelle, soll der Frage am konkreten Beispiel Denis Cuspert nachgegangen werden. Aufgrund der Brisanz des Themas, allein in der Bundesrepublik sind in den letzten Jahren über 850 Personen nach Syrien oder in den Irak ausgereist, liegt die Notwendigkeit einer Auseinandersetzung mit dessen Hintergründen nahe. Gerade hinsichtlich Cuspert, dem die Sicherheitsbehörden ein erhebliches Mobilisierungs- und Gefahrenpotential zusprechen, wurden bisher vor allem nicht-akademische Beiträge gewidmet, weshalb diese Arbeit den Anspruch erhebt, diese zu sammeln und den Radikalisierungsprozess Cusperts in einer theoriegeleiteten, empirischen Untersuchung darzulegen. Die Ergebnisse spiegeln, wie in der Forschung zur Radikalisierung vielfach ersichtlich wird, die Vielschichtigkeit des Prozesses wieder. So sind es, wie so oft, persönliche Krisen und Diskriminierungserfahrungen, Identitätsprobleme, Einflüsse extremistischer Bewegungen sowie Narrative dass der Westen einen Krieg gegen den Islam führt, die letztlich dazu führen, dass er in den Dschihad zieht. Was der Fall Cuspert aber auch lehrt ist, dass sich vor allem aufgrund von individueller Charakteristika erklären lässt, warum in fundamentalistischen Kreisen manch einer zur Waffe greift und ein anderer nicht.English AbstractThis study deals with the question of how western jihadists radicalize and which concrete factors might contribute to this, using theoretically elaborated models and the case study of Denis Cuspert. Due to the pressing nature of the issue, in recent years more than 850 people have left Germany for Syria or Iraq, the necessity of dealing with the background of radicalization is obvious. Particularly with regard to Cuspert, to whom the security authorities ascribe a considerable mobilization and risk potential, so far primarily non-academic contributions have been devoted to, which is why this work aims to collect these and present Cusperts' radicalization process in a theoretical and empirically based investigation. The results reflect the complexity of the process, as is often evident in radicalization research. Thus, as is so often the case, it is personal crises and experiences of discrimination, identity problems, the influence of extremist movements and narratives that "the West is waging a war against Islam", which ultimately lead to him being dragged into jihad. What the Cuspert case also teaches us, however, is that individual characteristics above all explain why in fundamentalist circles some people resort to taking up weapons and others do not. Dieser Artikel wendet eine leicht modifizierte Version der Copenhagen School an, um aufzuzeigen, wie die Vereinigung südostasiatischer Nationen (ASEAN) seit 2001 auf die vielfältigen politischen Hindernisse für eine engere regionale Anti-Terrorismus-Zusammenarbeit reagiert hat. ASEAN hat, erstens, eine Sekuritisierung des Terrorismus als transnationales Verbrechen und, zweitens, eine Depolitisierung und "ASEANisierung" (die Kontextualisierung einer sicherheitspolitischen Bedrohung unter den Werten des ASEAN Way) ihrer Anti-Terrorismus-Politik vorgenommen. Sowohl Depolitisierung und "ASEANisierung" sind bewusste politische Handlungen, die es den PolitikerInnen ermöglichen, die interne wie externe Zusammenarbeit auf eine unpolitische, technische Basis zu gründen. Im Widerspruch zu einer These der Copenhagen School wird hier argumentiert, dass ein solcher Ansatz in Südostasien, wo Souveränität und Nicht-Einmischung immer noch zentrale Prinzipien sind, realpolitisch bessere Chancen eröffnen kann, um ein sicherheitspolitisches Problem zu bewältigen als eine "klassische" Sekuritisierung. Zusätzlich zeigt der Artikel, dass ASEANs Anti-Terrorismus-Ansatz das fragmentierte Verständnis der Organisation in Bezug auf menschliche Sicherheit widerspiegelt. Dieses basiert stärker auf nationaler und Regime- als auch auf individueller Sicherheit. Da Anti-Terrorismus-Politik in der Region jedoch keine Priorität genießt, ist diese Politik bloß eine schwache Triebfeder für die Implementierung von ASEANs Verständnis von menschlicher Sicherheit. ; This article applies a modified version of the theoretical approach of the Copenhagen School to demonstrate that the Association of Southeast Asian Nations (ASEAN) has since 2001 reacted in a twofold way to the complex political obstacles to closer counter-terrorism co-operation: First, it has responded with securitising terrorism as a transnational crime and, second, with a depoliticisation and 'ASEANisation' of its counter-terrorism policies. Depoliticisation and 'ASEANisation', i.e. the framing of a security threat under the ASEAN Way values, are both deliberate political actions. They enable politicians to base co-operation among the ASEAN members and with outside powers on a non-political, technical basis. Contradicting an assumption of the Copenhagen School, this study argues that in South-East Asia where sovereignty and non-interference are still core principles this approach can offer better political opportunities to resolve a security threat than a 'classic' securitisation. Furthermore, this article demonstrates that ASEAN's anti-terrorism policies reflect its fragmented version of human security, which is based on national and regime rather than individual security. As counter-terrorism does not enjoy political priority in the region, these policies can only be a weak trigger for the implementation of ASEAN's notion of human security.
Terrorismus ist ein unspezifisches Konzept. Doch wenn wir uns ansehen, wie Terrorismus in der Medienwelt repräsentiert wird, stoßen wir auf ein Konstrukt, das sehr wohl spezifische Eigenschaften aufweist. Der Diskurs rund um den ?Krieg gegen den Terrorismus? inszeniert Terrorismus als die größte Bedrohung für die liberale Demokratie des 21. Jahrhunderts. Diese Inszenierung, so wird argumentiert, dient dazu, den gesellschaftlichen Zusammenhalt zu stärken und Kriegsführung zu rechtfertigen. Letztendlich wird dabei jedoch auch islamophobes Gedankengut gefördert. Unterstützt von einem theoretischen Rahmenwerk, das Elemente der Sprach-, Kultur-, Medien- und Kommunikationswissenschaften vereint, untersucht diese Arbeit, wie Terrorismus in anglophonen Printmedien repräsentiert wird. Eine Abhandlung zur Geschichte und Entwicklung der Massenmedien zielt darauf ab zu illustrieren, warum Medien das Potential haben, Ideologie als gesunden Menschenverstand darzustellen, und damit zum Erhalt von Hegemonie beizutragen. Ein kritischer Blick auf die Kulturindustrie und ihre Implikationen für den Mediensektor erklärt, wie der tägliche Nachrichtenzyklus zustande kommt. Terrorismus, seine kommunikative Funktion und die Rolle ?des Terroristen? für den westlichen Diskurs werden von verschiedenen Perspektiven untersucht. Das Material für die korpusunterstützte kritische Diskursanalyse setzt sich aus 1.000 Artikeln zusammen, die von den Webseiten britischer und amerikanischer Tageszeitungen kopiert wurden. Eine quantitative und qualitative Analyse beschreibt die Form dieser Texte, interpretiert die Konstruktionen, die sie erschaffen, und evaluiert deren soziale Signifikanz. Auch wenn die Texte anscheinend nur dadurch miteinander verbunden sind, dass sie das Wort ?terrorism? beinhalten, sieht es so aus, als würde der Korpus eine klare Geschichte erzählen. Eine Geschichte, über die Angst und Abgeschlossenheit einer übermächtigen Zivilisation, die gegen einen unsichtbaren Feind kämpft. ; Terrorism is an indistinct expression. Nevertheless, when we look at the contemporary media representations of terrorism, we will encounter specific meanings attached to it. The discourse on the ?war on terror?, which this paper examines, reliably casts terrorism as the 21st century?s biggest threat and enemy to liberal democracy. This construction, so it argues, serves to legitimize warfare and to strengthen social cohesion among the public, and ultimately supports Islamophobic thoughts and practices. Based on a theoretical framework that combines elements from linguistics, communication science, cultural studies and media studies, this paper investigates how terrorism is represented in Anglophone print media. Treating the history, development and contemporary practice of mass media, it aims to illustrate why manipulative presuppositions in media texts can function to disguise ideology as common sense, and thus be employed to sustain cultural hegemony. A critical look into the culture industry and its implications for the contemporary media business explains how agenda-setting and large-scale meaning-making work today. Terrorism, its communicative dimension and ?the terrorist?s? role in Western-centric discourse, are observed from a number of different angles. The material for the corpus-based Critical Discourse Analysis is composed of 1,000 articles that were taken from the websites of Britain?s and the United States? most successful dailies. In a quantitative and qualitative analysis, the constructions created by these texts are described, interpreted and evaluated for their social significance. Although they are connected to each other only by the appearance of one single word ? ?terrorism? ? the texts of the corpus seem to tell quite a clear narrative. In this paper, the organizational forms of terrorism are analyzed on the basis of an extensive literature study. In the literature, the hierarchical form of the "old," nationally bounded terrorism of organizations like ETA, IRA or Hamas is contrasted with the new ?network of terror? represented by Al Qaida. In fact, however, both old and new terrorism are characterized by a mixture of hierarchical and network-like organizational features. Both old and new forms of terrorism display moreover a set of additional features that fit neither a hierarchical nor a network model, constituting a distinctive form of governance. Nevertheless, organized terrorism shares many structural features with other kinds of organizations, including economic organizations. ; Auf der Grundlage einer ausgedehnten Literaturrecherche werden die Organisationsformen des Terrorismus in Kategorien der Organisationssoziologie analysiert. Anders als in der Literatur behauptet, besteht kein scharfer organisatorischer Gegensatz zwischen dem auf ein nationales Territorium bezogenen "alten" Terrorismus von Organisationen wie ETA, IRA oder Hamas und den neuen, vor allem mit dem Namen Al-Qaida verbundenen "Netzwerken des Terrors". Vielmehr weisen alle verdeckt operierenden Terrororganisationen eine Kombination von hierarchischen und netzwerktypischen Merkmalen auf. Darüber hinaus kennzeichnet den organisierten Terrorismus eine Reihe von Merkmalen, die weder ins hierarchische Muster passen noch allgemein netzwerktypisch sind. Dabei handelt es sich um einen besonderen Steuerungsmodus und einen besonderen Modus loser Koppelung, die beide auf einer starken ideologischen Identifikation der Mitglieder mit der Organisation und ihren Zielen beruhen. Keines dieser Merkmale terroristischer Organisation ist einzigartig und unvergleichlich; sie finden sich vielmehr alle auch in anderen Organisationen bzw. Interorganisationsnetzwerken.
Terrorismus gehört zu den größten Bedrohungen des Weltfriedens im 21. Jahrhundert und dementsprechend hat die UNO eine Rahmenordnung entwickelt um ihn zu bekämpfen und ihm vorzubeugen. Die vorliegende Masterarbeit beschäftigt sich mit den präventiven Maßnahmen, die die UNO im Zuge der Terrorismusbekämpfung ergriffen hat. Es wird untersucht welche Rollen die relevanten Organe einnehmen und analysiert welche normativen und politischen Debatten die Entscheidungen der UNO in diesem Kontext umgeben. Zuerst wird auf die fehlende Definition des Begriffes Terrorismus, auf seine Erscheinungsformen und auf das Konzept der Prävention näher eingegangen. Im deskriptiven Teil werden zudem die Tätigkeiten der relevanten Haupt- und Nebenorgane der UNO im Rahmen der Terrorismusprävention erläutert. Im kritisch-analytischen Teil der Masterarbeit werden Debatten bezüglich eines Menschenrechtsansatzes, dem Spielraum der Befugnisse des Sicherheitsrats, der Legitimität der UNO und dem schmalen Grat zwischen vorbeugenden und bestrafenden Maßnahmen aufgegriffen. Es wird festgestellt, dass die UNO in ihren Bemühungen zur Prävention von Terrorismus keinen vollständigen Menschenrechtsansatz verfolgt. Des Weiteren kann schlussgefolgert werden, dass der Sicherheitsrat in den letzten Jahren seine Macht zwar ausgeweitet, jedoch nicht außerhalb seines Mandates gehandelt hat. Zudem zeigt die Bereitschaft der Mitgliedstaaten, Terrorismusprävention weiterhin im Rahmen des UNO-Systems zu behandeln, dass sie trotz Legitimitätskrisen die legitime Organisation dafür ist. Die letzte Debatte bestätigt, dass sich Sanktionen auf einem schmalen Grat zwischen Vorbeugung und Bestrafung bewegen. Abschließend wird in der Arbeit auf den Wert einer umfassenden Konvention zum internationalen Terrorismus eingegangen, sowie auf die vor kurzem stattgefundene Reform, im Zuge derer ein Büro für Terrorismusbekämpfung eingerichtet wurde. ; Terrorism is one of the biggest threats to peace in the 21st century. Thus, the UN has been at the forefront of developing a framework to combat and prevent it, identifying measures and addressing new developments. This Master's thesis focuses on the often understudied issue of preventive measures taken by the UN in the context of counter-terrorism. It examines the efforts of the UN to prevent terrorism as well as the roles of the relevant UN bodies and analyzes which normative and political discussions surround the decisions of the organization in that context. The thesis begins by taking a closer look at the lack of a definition of the term terrorism, how the threat manifests itself today as well as the concept of prevention. The descriptive part further outlines the work of relevant UN organs and subsidiary bodies to prevent terrorism. The critical analytical part considers debates concerning human rights, the scope of the Security Councils authority, the legitimacy of the UN and the thin line between preventive and punitive measures. The thesis determines that the UN does not pursue a truly human rights-based approach in its efforts to prevent terrorism. Moreover, it concludes that the Security Council has considerably extended its powers in recent years, but has not acted outside its mandate. It suggests that despite its crises of legitimacy, member states willingness to continue to discuss terrorism prevention within the UN system shows that it is the legitimate organization to do so. The last discussion reaffirms the very thin line between prevention and punishment regarding the sanctions regime. The Islamic State of Iraq and Syria has been the subject of intense scrutiny in the West. Considered by many to be the most dangerous terrorist organisation in the world, it has become shrouded in numerous myths and narratives, many emanating from the US, which often fail to grasp its true nature. Against these narratives, Mohammad-Mahmoud Ould Mohamedou presents a bold new theory of ISIS. By tracing its genealogy and documenting its evolution in Iraq and Syria, he argues that ISIS has transcended Osama Bin Laden?s original project of Al Qaeda, mutating into an unprecedented hybrid form that distils postcolonial violence, postmodernity and the emerging post-globalisation international order. This book analyses ISIS from a social sciences perspective and unpacks its dynamics by looking beyond superficial questions such as its terrorist nature and religious rhetoric. Der Terrorismus hat sich zu einem transnationalen Sicherheitsrisiko entwickelt, welches mit einem globalen und kooperativen Ansatz gehandhabt werden muss. Internationale Kooperation ist jedoch für ihre Trägheit und Einschränkungen bekannt. Daher wurden Staaten bereits dafür kritisiert, ihre Bereitschaft für Zusammenarbeit reduziert zu haben, um sich auf eine staatlich-fokussierte Sicherheitspolitik zu fokussieren. Diese Masterarbeit wird die Thematik der internationalen anti-Terrorismusstrategien behandeln und sich dabei auf das Werk des Sicherheitsrats der Vereinten Nationen (UNSR) spezialisieren. Dabei soll sich herausstellen, ob Staaten sich tatsächlich mehr auf ihre nationale Sicherheit fokussiert und dabei der internationalen Kooperation weniger Aufmerksamkeit geschenkt haben. Hierfür werden terroristische Vorfälle und die darauf folgenden internationalen Reaktionen nach 2004 untersucht, um eine neue Perspektive zu entwickeln, die sich nicht streng an den Vorfällen von 9/11 orientiert. Kapitel 4 und 5 bilden den Kern der Masterarbeit und unterteilen die Studie in zwei Kategorien: 1) einzelne terroristische Vorfälle und die dazugehörigen internationalen Reaktionen; 2) die Komitees des UNSR für den Kampf gegen Terrorismus. Zum Schluss wirft die Arbeit einen Blick außerhalb des Rahmens des UNSR und versucht auch das Konzept des heutigen Terrorismus darzustellen. Außerdem bietet die Arbeit Empfehlungen für die Zukunft der Terrorismusbekämpfung. Die Arbeit kommt zu dem Ergebnis, dass sich Staaten zwar oft auf ihre nationale Sicherheit konzentrieren, dies aber nicht auf Kosten von internationaler Kooperation passiert. Dadurch bietet diese Arbeit einen neuen Blickwinkel auf die bereits vorhandenen Studien zur internationalen Terrorismusbekämpfung, da sie sich nicht vom sogenannten 'Krieg gegen den Terrorismus definieren lässt. Stattdessen wird ein Überblick internationaler Anstrengungen geboten um einen Anstoß für weitere Studien in diesem Gebiet zu fördern. ; Terrorism has developed into a transnational security threat that needs to be addressed through a global and cooperative approach by the international community. It is known that international cooperation can at times be slow and limited. Thus states have been criticised for having reduced their political will for cooperation in favour of returning to a state-focused security approach. The current thesis analyses the topic of international counter-terrorism strategies with a focus on the work of the United Nations Security Council to assess whether states have actually increased their focus on national security at the expense of international cooperation. This is done through an investigation of terrorist incidents and international reactions after 2004, in order to provide a new perspective that is not strictly related to the influence of the 9/11 attacks. The core sections of the study, chapters 4 and 5, will divide the analysis into two categories: 1) individual terrorist incidents and the respective international reactions and 2) the United Nations Security Council committees for the international fight against terrorism. At the end, the study will look outside the framework of the Security Council and also at the concept of the type of terrorism the world is faced with today. Moreover, it will also provide recommendations for future progress. The examination will conclude that states have often focused on their national security but that this has not been at the expense of international cooperation. The analysis will thus add to the available research on international counter-terrorism efforts, as it provides a new perspective that is not strictly defined by the so-called 'war on terror, which started after 2001.
