Chi governa l'Università? Élites universitarie e élites politiche nel postcomunismo romeno

One of the directions in order to study the changes that affected the university in postcomunist Romania is to analyze the relationship between politics and university. This analysis is situated on three levels: the university, the political elites and university and the university and the state. Our study aims to offer a profile of the members of the Romanian Parliament during the period 1990-2008 in terms of academic career. Following the Bourdieu's criteria on academic relevance our conclusion is that the presence of important members of the academic space in the Romanian Parliament explains on one hand the backwardness of the higher education system and on the other hand, the creation of the private universities after 1990.

Managing Otherness: The Political Economy of Place Images in the Case of Tuscany
ABSTRACT Discussions about image and branding policies are usually placed in the framework of "place marketing" and marketing literature helps in defining the features, components and main characters of image and of its relationship with local identity. We suggest, however, that managing images is also a political process with significant impact in supporting and shaping the scenario (perceptions and expectations) for innovation and economic policies. The argument is supported by two different and complementary case studies from Tuscany (Italy). The first one discusses the case of areas that show a divergence from the dominating pattern of social and economic development in the region. It is shown that "managing otherness" is more than a communication problem and may reveal underlying ambiguities: at the same time, a request for supporting structurally disadvantaged areas and the affirmation of an alternative identity and of alternative development patterns. The second case study shows a different kind of "otherness", concerning new industries and emerging social groups. Discussion shows that the branding process may imply a competition between images in order to control the representation of the past, present and future of an area. This competition aims at influencing the policy agenda by manipulating the gaps between image and identity.

The Constitutional Ordinance of Republic of Moldova.1990-2007
The theses "The Constitutional Ordinance of Republic of Moldova.1990-2007" represents a complex analyse of crucial moments of Republic of Moldova political life like the independence proclaiming on 1991, the Constitution adopting on 1994, the level of political culture of local people and the principle of separation of powers in the state, with the representatives institutions as the parliament, govern and presidency. This study is structured in three chapters divided into paragraphs from 3 to 5 each of them and the subjects are systematized in chronological order respecting the most important events of the last two centuries of Moldova`s history. The bibliographical support of the this work is formed by a vast collection of specialized studies of the Moldavian, Italian, Russian and American researchers. The collection of the fundamental laws and documents used in this study made it to be a complex contribution in understanding the South-Eastern Europe state: Republic of Moldova.

Estimating external costs of transportation in regional areas using available statistical data: the case of the region of Campania
Nell'articolo si propongono delle metodologie semplificate per la stima dei costi esterni prodotti dai sistemi di trasporto in ambito regionale, che possono essere utilizzate basandosi sui dati statistici disponibili per le diverse regioni italiane, senza la necessità di predisporre apposite indagini. Queste metodologie consentono di ottenere una stima preliminare dei costi esterni principali, utile per valutare piani, politiche e progetti di sistemi di trasporto. Nella nota, dopo un esame dello stato dell'arte delle metodologie per la stima dei costi esterni proposte in ambito internazionale e degli studi sviluppati sull'argomento, si stimano i costi esterni principali (emissioni di gas serra, inquinamento atmosferico, inquinamento acustico, incidentalità e congestione) prodotti dai sistemi di trasporto in Regione Campania. In particolare sono stati stimati i costi esterni prodotti non solo dal traffico stradale, che comunque risulta essere il principale "colpevole", ma anche dal trasporto ferroviario ed aereo. I risultati ottenuti nell'ambito della Regione Campania hanno mostrato come l'entità dei costi esterni non sia trascurabile in rapporto al PIL regionale e come i costi esterni di maggiore entità risultino essere quelli ambientali: inquinamento acustico, inquinamento atmosferico ed emissioni di gas serra. I risultati ottenuti hanno mostrato la rilevante incidenza dei costi esterni e la necessità che essi siano correttamente ed opportunamente valutati ogniqualvolta si investono soldi pubblici in progetti di miglioramento dei sistemi di trasporto. ; In this paper simplified methods for estimating the external costs due to transportation in regional areas are proposed. The methods are based on data available by national and regional statistical sources and do not need specific surveys; they allow obtaining approximate estimates useful for a preliminary evaluation of transportation plans, policies and projects. Using the proposed methods the external costs of transportation in the region of Campania are estimated. First results show the relevance of external costs and the applicability of proposed methodologies for an Italian region; the same methodologies can be applied to regions of other European countries where the data are available.

Egypt now in an important historical stage and Egyptian woman became asked everywhere of positive and effective political participation and to be more responsible than any other past time.
