The aim of the paper is to find out the degree of financial dependence of local and regional self-government from the state in Slovakia in years 2005-2016. Financial dependency will be analyzed for eight regional capital cities (local level) and eight self-governing regions (regional level). This type of research conveys a number of important results, it also provides the scope for analyzing and comparing the partial results of individual self-governing units and their average rates over a twelve-year period. Here is also an option to monitor the value development of the financial dependency of regional and local self-government budgets for the years 2005-2016. In the processing of this issue, we arose from a modified formula for calculation the financial independence. We determined the dependence of a selected sample of territorial self-governments on foreign/transfer revenues. They cannot directly affect the amount of these revenues. We have clearly presented the results in the tables and the graph on the basis of the analysis, comparison and synthesis of the obtained information. In the end, we have summarized the knowledge about the financial dependence of the territorial self-government in Slovakia in the time period under review.
Currently, research, development and innovation is one of five areas that form the basis of the strategy Europe 2020. One of the basic indicators of evaluation of the R&D level in country is an indicator reflecting the share of gross domestic expenditure on R&D in the country's GDP. This indicator is used to monitor the achievement of the objective of the strategy, which is the EU to increase spending on R&D in 2020 to 3% of GDP. Therefore, the article deals with the issue of R&D in selected countries formulated in the strategy Europe 2020 in terms of the amount of expenditure incurred the above activities, the structure of expenditure to the GDP of countries and other partial indicators, which indicate differences in the R&D areas between analyzed and compared countries. Part of the contribution will predict the expected development of the indicator expressing the share of expenditure on R&D in GDP of countries in order to determine whether the targets set for each country are achievable by 2020.
Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. JUDICIAL CONCENTRATION OF PROCEEDINGS IN THE LIGHT OF THE SETTLEMENT OF FACTS BASIS OF ADJUDGMENT IN CIVIL DISPUTE PROCEEDINGS Koncepcia silného sudcu v aktuálnom poňatí civilného sporového konania, ktorá korešponduje s princípom arbitrárneho poriadku podľa čl. 10 Civilného sporového poriadku, dáva súdu možnosť "režírovať" priebeh súdneho konania, a to najmä záväznými pokynmi pre sporové strany, ako aj určovaním lehôt na ich realizáciu. Tento aspekt sporového procesu kladie veľký dôraz na procesnú diligenciu sporových strán, ktoré sú v prevažnej miere zodpovedné za výsledok sporu. Sudcovská koncentrácia konania umožňuje súdu sankcionovať nehospodárne správanie sa strán v prípade, že prostriedky procesného útoku a procesnej obrany uplatnia oneskorene. The concept of a strong judge in the current concept of civil litigation, which corresponds to the principle of homogeneity of the civil proceedings under Article 10 of The code of the civil contentious proceedings, gives the court the opportunity to "direct" the course of the court proceedings, in particular by binding instructions to the parties to the dispute, as well as by setting deadlines for their implementation. This aspect of the dispute process places importance on the procedural diligence of the parties, who are responsible for the result of the dispute. Judicial concentration of proceedings enables the court to sanction the uneconomical conduct of the parties in case they apply the means of procedural attack and procedural defense late. Analysis of elections to the bodies of self-governing regions in the Slovak Republic Elections are an essential part of any democratic country. With the establishment of self-governing regions, the first elections to the bodies of higher territorial units took place in Slovakia in 2001. Through them, voters can influence decisions at the regional level and be fully involved in decision-making processes. Only through elections is it possible to ensure the full participation of the population in decision-making on regional policy, which is ensured by the second level of regional self-government. The aim of the article is to analyze the constitutional regulation of regional elections in the Slovak Republic, to analyze all regional elections held since 2001 with a focus on voters participation, causes of non-participation and certain specifics that result from individual elections. Pojem transteritoriálny správny akt je vo vede správneho práva relatívne novým, a to najmä v podmienkach Slovenskej republiky. Svoju praktickú uplatniteľnosť má v súvislosti s uplatňovaním práva Európskej únie (aj medzinárodného práva). Jeho podstata spočíva v tom, že účinky takéhoto správneho aktu vydaného v rámci jedného členského štátu presahujú územie tohto členského štátu, t.j. majú účinky aj v iných členských štátoch, resp. vo všetkých členských štátoch Európskej únie bez toho, aby podliehali procesu jeho uznania. Cieľom monografie je zhrnutie výsledkov skúmania tohto typu správnych aktov, vymedzenie jeho charakteristických znakov a jeho účinkov, skúmanie možností procesnej obrany pred pôsobením jeho účinkov zo strany dotknutého štátu, prípadne posúdenie možností unifikácie postupu členských štátov Európskej únie v prípade potreby procesnej obrany voči účinkom transteritoriálnych správnych aktov. The concept of a transterritorial administrative act is relatively new in administrative law, especially in the conditions of the Slovak Republic. It has practical applicability to the application of European Union law (including international law). Its essence lies in the fact that the effects of such an administrative act issued within one Member State exceed the territory of that Member State, have effects in other Member States, in all Member States of the European Union without being subject to the recognition process.
