During much of the 20th century, the national party systems of Western Europe remained largely unchanged. However, beginning in the 1970s, these frozen party systems slowly started to melt. As the number of parties has increased, the question of what explains new party entrance has also attracted more scholarly interest. Despite this increased attention, the study of new political parties still suffers from a structuralist bias. The implication is that the fates of new parties are decided almost exclusively by external factors. Some scholars focus on the institutional environment; others emphasize sociological explanations, such as the formation of new cleavages in society. Yet such non-actor-centred perspectives risk being excessively deterministic. They also struggle to explain why some parties succeed in gaining entrance to legislatures while others, seemingly under the same external circumstances, fail. In this thesis, therefore, a new way to study parties and their path to parliament is proposed. Starting with the notion that external conditions alone cannot explain new party entrance, the thesis takes an agency-based perspective. Three sets of strategies are identified as being important means for a party to influence its chances of getting into parliament. They concern the party's resources, its political project and its external relations. In what ways can supply and management of resources, policies and relations with other parties affect the potential for becoming a parliamentary party? Through four in-depth case studies of new entrants into the Swedish national parliament, the Riksdag, the thesis concludes that there are some important commonalities in their paths to parliament. Especially with regard to their resources and their political project, the empirical evidence supports the initial premise: new party entrance is unthinkable without successful strategic behaviour.

The thesis concentrates on Hofors and a local trade union environment between 1917 and 1946, where important parts of the trade union's power were held by parties to the left of the social democrats. The overall aim is to problemize and discuss the issue of what characterised and made possible this deviation from the usual picture of a trade union movement dominated by social democracy. What characterised the conditions in such a local trade union environment and to what extent can local norms and political culture be linked to the conditions and the development in the trade union movement in Hofors? The factors behind the radicalism in Hofors can be found in the local union and political context. The investigation points out the following main reasons: the left-wing local council of the Social Democratic Party and its successors' organisational lead, the local labour council's working method being close to what has been considered "social democratic", their representatives being highly trusted in the local community, and the growth of a local radical tradition. The political culture and the norms that gradually developed were based on a left-wing social democratic tradition. The local council of the Social Democratic Party that left the party in 1917 to join the left-wing social democratic faction was the same local council, despite their names and change of parties in the 1920s and 1930s. It became the local labour movement's bearer of traditions and represented the continuity in the local trade union environment, which contributed to the leftwing socialist project being long-lived in Hofors. The central aspects were the trade union work and the practical-concrete tradition that developed. Primarily through successful trade union work, the local labour council and its trade union representatives gained strong and long-term support from a large proportion of the local trade union movement's members and the population of Hofors. Against this background it may be stated that, even though it was often impossible for the parties to the left of social democracy to maintain a local trade union and political power position that was stronger than that of the social democrats for a lengthy period of time, it was not entirely impossible. It may also be stated that for the trade union member as such, a communist or socialist party affiliation was not a real obstacle in the election of shop stewards. Their focus was primarily put on the would-be representatives' personal qualities and ability to live up to the demands and expectations placed on them by the members, and not so much on their ideological persuasion.
Many natural resources have degraded and collapsed despite being managed under rigorous institutional frameworks set up to ensure rational exploitation. Path dependency of dysfunction institutions has been suggested as an explanation for such undesired outcomes. We explore the role of path dependency in natural resource management by studying a 100-year evolution of Swedish fisheries. We rely on three main types of original longitudinal data collected for the period 1914–2016: (A) policy documents, (B) government spending on management and subsidies, and (C) catch and fleet data. Our analysis contrasts the periods before and after the Swedish entrance into the European Union (1995) because this marks the year when fisheries policy became beyond the direct influence of the Swedish government. We uncover four pieces of evidence suggesting the existence of a path dependent dynamic in the pre-EU period: (1) despite increasing insights on the vulnerability of fish stocks to overexploitation, national policy goals in relation to fisheries continuously promoted incompatible goals of social and economic growth but without any reference to the sustainability of the biological resources; (2) the same policy instruments were used over long periods; (3) actor constellations within the fisheries policy subsystem were stable over time; (4) neither political regime nor macroeconomic variables and fisheries performance (industry production, oil price, landing values) could explain observed temporal variation in subsidies. We conclude that key policy actors in the pre-EU period formed an "iron triangle" and thereby prevented necessary policy changes. These national reinforcing feedbacks have been weakened since EU entrance, and the indicators for path dependency show broader involvement of stakeholders, a shift in spending, and policy goals that now explicitly address ecological sustainability.
In Sweden, the agricultural sector uses an estimated 3.7 TWh per year as electricity or fuel. About 34% of this total is estimated to be used in the production of beef, pork, eggs and milk, including the spreading of manure. Some energy is also used for harvesting ley and cereals as feed, which is not included. Most of the energy used is in the form of electricity (approx 63%). All these estimates are based on a 1981-1984 survey by Nilsson & Påhlstorp (1985). Most of the technical equipment is still the same today on farms of comparable size and production methods. However, herds of pigs and cattle are larger now, and therefore new equipment is being used. The average Swedish dairy farm is 39% larger (49 cows) than the EU-15 average (35.5 cows) and herd size is growing rapidly. The climate in winter at the study farms is not as cold as that in central Europe or northern Sweden, although air temperature was below 0ºC for about 3 months in 2006 (average -0.1ºC, Dec-Feb.) In the period June-August, the average temperature was 17.8ºC in 2005 and 19.1ºC in 2006. It only exceeded 30ºC for a period longer than three hours on seven occasions. Because of the climate, it is necessary to have artificial heating in buildings for sows (farrowing section). In all other buildings the animals produce enough heat themselves to keep the house warm. When breeding cattle or dry sows some farmers accept a low inside temperature. Swedish animal welfare legislation requires more space per animal than most other countries. Slatted floors in lying areas are only permissible for fattening steers. Cages for laying hens have to include a sand-bath, nest and perches. Another difference is that sows can only be kept in crates occasionally and can never be tied up. The purpose of this study was to collect data on energy use on modern farms of a size and with a level of technical equipment that could be expected to be in use for the next 10-15 years. The data obtained were then added to data from Nilsson & Påhlstorp (1985).The survey was conducted on 16 farms with buildings mainly constructed during the past 10 years and with modern equipment. All these farms except one were in the south of Sweden (Skåne, Halland, Lat. 55-56ºN) and the last one 180 km south-east of Stockholm (Lat. 58ºN). The study was structured as follows: - Four complete dairy farms were studied in detail and another three were studied because they had interesting technical equipment that was not installed on the first four farms. - Three farms with pigs were studied. One had an FTS-system (Farrowing To Slaughter in the same pen), one a farrowing-growing system (Farrowing to approx. 25 kg/11 weeks in the same pen), and one had fattening pigs (approx. 25-110 kg). - Two farms with laying hens were studied. One had furnished cages and the other had laying hens on floors. - Two broiler houses were studied. - Four different types of grain dryers were studied: batch drier, circulating batch drier, continuous drier and batch-in-bin drier with multiple stirring augers. To measure electricity use, electricity meters of the type used by power companies were installed. These meters distinguishing between feeding, ventilation, light, manure handling and, for some plants, cleaning/disinfection, heating, milking and packing of eggs. When all these were measured there was still some more electricity that was impossible to measure or to distribute to the right category. This was categorised as Miscellaneous. Meters were also installed for estimating the power (W) used at one piglet farm and at two dairy farms. The data were processed and are included in the appendices in order to allow estimations to be made for other farms and evaluations to reduce the use of energy (power). In milk production, energy use was between 930 and 1540 kWh/cow per year (0.125-0.203 kWh/L milk). The functions that used most energy were milking and feeding, which together used 65-75% of total energy. On farms that used a wheel loader and tractor for mixing Total Mixed Ration (TMR), energy consumption was higher than on those farms that used electrical engines for mixing. One litre of diesel was set to 9.8 kWh. Production of piglets (approx. 25 kg) used 689 kWh/sow per year, which means about 28.7 kWh/25 kg pig (assuming 24 piglets/sow & year). During the fattening period (25-110 kg), energy use was 20 kWh per pig. The total energy requirement to produce finishing pigs from birth to 110 kg was thus 48.7 kWh/110 kg pig or 1163 kWh/sow per year, assuming a sow produces 24 piglets per year. This can be compared with the FTS-system, which uses 2431 kWh/sow per year. This difference is not completely caused by different breeding systems but is more likely to be due to difference in buildings, and therefore to a greater need for energy for lighting and ventilation, and a higher temperature in the farrowing unit. The farm that used less energy heated the breeding areas with a heat-pump, while another used diesel as fuel. Most energy was used for heating (including the use of heat lamps). If the building for dry sows needs mechanical ventilation and artificial light, then this leads to a greater use of energy. Egg production with laying hens in furnished cages used 3.1 kWh/year per hen, while a system with free hens used 5.0 kWh/year per hen. Light and ventilation fans used most energy, but were also the functions that showed the greatest differences between the systems. The difference in energy used for light is most probably due to the higher light intensity and to the two extra hours of light each day in the system with free layers. In broiler production, the largest use of energy was heating (84%), followed by light (10.7%) and ventilation (3.6%). The energy needed to produce one broiler (1.5 kg) was an estimated 0.91 kWh. This value is an average of five batches due to large variations between batches. The use of electricity differed from 6% to 20% between similar houses. All the grain driers except the batch-in-bin drier used between 4.2 and 9.1 kWh per 1000 kg of grain during 2005 and 2006. Due to bad weather conditions the use of energy was 30% higher in 2006. The batch-in-bin dryer used 12.0 kWh per 1000 kg of grain 2006. Due to different technical standards the values are not directly comparable, but the data are valid for the separate functions.
During the 1990's the diversity idea entered the Swedish socio-political debate under the name 'mångfald'. The concept originated in the United States and discusses how organizations can be more efficient if they combat discrimination and acknowledge differences. This development attracted the attention of mass-media and led to the publication of books, articles and reports that advocated or commented the concept. It had also had effects on policymaking and various types of consultancy work. The present thesis focuses on studying the dissemination of the diversity concept. This is a way of describing how change takes place through the introduction of new ideas and practices and how various forces and obstacles influence this process. In this dissertation it is the ethnic dimension of the diversity concept that is under the spotlight because this is the aspect which has been given most attention in Sweden. Another limiting factor is that the main object of interest it is diversity as a question involving working life and organisation. This thesis consists of three parts. The first part focuses on how the concept was developed in the USA and discusses the prerequisites in Europe for the dissemination of the diversity idea. The conclusion is that although some economic and structural developmental trends are basically the same in Europe and the United States, there are some obstacles due to contextual differences. In the second part the introduction and the dissemination of the diversity concept in Sweden in the 1990's is studied. The main conclusions of this study are that the idea is 're-invented' in a number of different ways as it is diffused in the Swedish context. The idea, that can be labelled as an essentially contested concept, is modified by different actors in several ways. The contextual differences between the USA and Sweden are another reason that the idea becomes modified and watered down during the dissemination process. The third part investigates how the diversity concept is disseminated and implemented in the municipal organization the City of Malmö. Several obstacles to the dissemination process are revealed, for example the complex nature of the organization and the different views on the benefits of a diversity management strategy. These studies of the dissemination of the diversity idea in Sweden points to the fact that the impact of the idea is rather shallow despite the attention that it has attracted in different arenas.
The main question in this thesis is what kind of considerations political parties in the Swedish parliament have made between individual freedoms and state power in matters concerning information technology. Hence, it relates to a central and never ending debate about the proper relationship between the individual rights of citizens and protection of their personal integrity vis-à-vis state power and the interest of society in general, and in particular how this is affected by the rapid development of information technology. Four cases of legislative processes about information technology are analyzed. These cases concern parliamentary debates regarding the secrecy act (sekretesslagen) in 1980 (first debate), three debates concerning the personal data act (personuppgiftslagen) in 1998-99, three debates concerning the surveillance and crime prevention act (lag om hemlig rumsavlyssning & åtgärder för att förhindra vissa särskilt allvarliga brott med mera) in 2006-07 and three debates concerning the national defence radio establishment act (FRA & lag om signalspaning) in 2007-09. An analytical model is developed that includes two ideal types, individual freedom and state power, for the study and categorization of the parties and their positions in each debate. Thus, parties are categorized according to their proximity to the ideal types. The study illustrates that the majority of parties have a tendency to compromise between values constituting the two ideal types; they choose a so called hybrid position in between individual freedom and state power. The exception to this pattern is the Green Party and the Left Party that tend to choose a position close to individual freedom. Three hypotheses are tested. The first implies that parties tend to position themselves in-between the ideal type positions of individual freedom and state power (hybrid positions). This hypothesis gets strong support as hybrid positions are the most common outcome. The second hypothesis infers that a party has a tendency to support ...
There is a movement away from government governance of farm animal welfare towards more private governance. As a result, many farmers need to comply with both legislation and private standards simultaneously. The overall aim with this project was to study the intentions of different animal welfare regulations, and how effective these systems can be in improving animal welfare. The first study examined the intentions and values of various animal welfare regulations. The second study analysed the content and structure of different sets of Swedish regulations, and the last study focused on controls at the farm level, to identify common remarks and risk factors of non-compliance at dairy farms in official (CAB) and private (Arla) control. We found that the aim of a regulation could be quite vague, and more ambitious than what is included in the detailed requirements. Policymakers had different views on what constitutes 'necessary suffering' and 'natural behaviour'. These differences were seen both between countries, between regulations in a country, and between species in a regulation. The second study illustrated that private standards for dairy cows in Sweden partly covered the same requirements as the legislation, with the exception of the organic standard. However, due to vague wordings and different ways of measuring it was not always clear if the requirements were truly identical between the regulations. In the third study we identified that inspections focused on different areas; dirty dairy cattle being the most common non-compliance in official controls, and dirty cowsheds being most common during Arla audits. The highest risk for non-compliance was, however, similar for CAB and Arla; tie-stalls during winter. Organic farms had a lower risk for non-compliance compared to conventional farms. This project identified the need to clearly define concepts and desired animal welfare outcomes in order to reduce the gaps between intentions, requirements and assessments within a regulation. Also gaps between different animal welfare regulations need to be illuminated with the purpose of either clarifying the differences or reducing the gaps provided that the aims are similar. The presence of both similarities and differences between different regulations and control systems puts extra high demands on transparency, predictability and clarity during inspections.
This thesis presents and asseses a method for participation in landscape planning and management. The method has a long-term perspective, while focusing on the interests of local stakeholders. Public participation has been recognized as a fundamental part of landscape planning and management. Through for example the European Landscape Convention's (ELC) inclusive definition of "landscape", landscape got a more democratic connotation where focus is put on people's perception of a landscape. This shift calls for more collaborative working methods requiring more and somewhat different skills from the professional planner than a traditional top-down system does. The research presented in this thesis is context-bound, and based on action-oriented working methods and approaches where citizens, planners and managers are involved in parallel. Academia, represented by researchers and students, is proposed to supplement and assist municipal authorities and the local society in collaborative planning. Methods and approaches related to awareness raising, embodied knowledge, strengthening people's relationship to their everyday landscape and identifying ways of letting local experts' voices be heard in the municipal planning process, have guided the research. All the cases presented, describe planning processes in peri-urban landscapes, at different scales with strong connection to nature reserves, changed patterns of land use, and with varying amounts of stakeholders directly related to the landscapes in question. Three cases were selected to discover, design and investigate potentials with the "connoisseur methods", and three cases were selected to test and refine the method, anchored in current municipal planning and resulting in actual plans. In this thesis 'The connoisseur method' is proposed as a way to achieve better collaborative planning. It invites a new type of expert to influence landscape development: the connoisseur is an expert in experiencing the landscape from her particular perspective, and represents the local society. The method proposed is a mix of different participatory methods used for landscape analysis as a way for the professional planner/manager to understand how the local community understands and uses different landscape features. The results of the different cases show how the process is of vital importance. A successful collaboration process is a valuable tool for learning, both locally among the connoisseurs and amongst the municipal planners and managers.
This study looks at the adaptation and implementation of the E.I.T.I principles in the Democratic Republic of Congo (DRC) and assesses whether governance through transparency and accountability practices in its extractive sector have improved. It relies on 18 interviews with stakeholders implicated in the E.I.T.I implementation, a literature review, and reports from various stakeholders. The analysis of data is based on Michel Foucault's theory of governmentality as well as a review of key concepts such as transparency, accountability and governance. The study uncovers that a culture of transparency and democratic debate is gradually gaining ground, although there is still too much resistance that prevents the E.I.T.I from leading to profound changes in policies in the extractive sector. In line with the previous studies, the E.I.T.I institutional and operational goals are progressing at the macro level of institutions but progress is almost inexistent at the micro-level. It concludes that in the DRC, E.I.T.I's development goals are far from being achieved because all stakeholders do not fully understand the standard's objectives. The study proposes that government sticks to E.I.T.I's guidelines in administrating mining revenue's, setting clear and measurable targets, implementing efficient data collection systems, put together a review system mechanism, and set up a punishment/reward mechanism that works. In sum, this study contributes to the field of natural resource management by pointing out that internal motivation, internal capacity, and external pressure appear to facilitate or limit the success of the global standard in solving the resource curse in poor countries that are rich in natural resources.

Biodiversity loss can degrade ecosystems and impactthe ability of ecosystems to contribute to people. The last 20 years of ecosystem service research has increased society's interest in fighting the consequences of ecosystem degradation. During the last decades, attitudes towards conservation have been shaped in many ways. According to Mace (2014), "nature for itself" was a key principle during 1960s–1970s supporting concepts such as protected and wilderness areas. Human pressures on nature during the 1980s and early 1990s resulted in extinctions, habitat loss, and pollution, which made it urgent to act for"nature despite of people". That period was followed by a "nature for people" period, in which biodiversity challenges were mainstreamed via concepts such as ecosystem approach, ecosystem services and economic values. The latest paradigm, which was developed by Mace (2014) is called "people and nature". Key concepts in conservation circles include environmental change, resilience, adaptability and socio-ecological systems. Several assessments of the state and trends of biodiversity, ecosystems and ecosystem services have been carried out via various initiatives, such as Millennium Ecosystem Assessment (MA, 2005), followed by the Economics of Ecosystems and Biodiversity (TEEB) assessments and the Aichi biodiversity targets of the Convention on Biological Diversity (CBD). In Europe, Mapping and Assessment of Ecosystems and their Services (MAES) has generated a lot of new knowledge on the quantification of ecosystem services and use of this information in decision-making. Today, more and more open data is available through research infrastructures, for example, remote sensing data through the Copernicus programme of the European Union and European Space Agency. Naturebased solutions and green and blue infrastructure are becoming popular in landscape planning and highlight different aspects of the socio-ecological (synon. coupled human-environment) systems and their sustainable management. The most significant attempt to highlight the importance of biodiversity and ecosystem services globally, has been the establishment of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES). IPBES has launched a series of thematic and geographical assessments. The European and Central Asian regional assessment has been ongoing parallel to this Nordic IPBES-like assessment that has focused on coastal ecosystems and their services. This assessment covers the Nordic countries, i.e. Denmark, Finland, Iceland, Norway and Sweden, and autonomous areas such as Åland, Faroe Islands and Greenland, which are a unique "biocultural" piece of Earth with unique nature values and well-established societies.
In this report future annual emissions amounts of gaseous pollutants, particulate matter (PM10) and noise from the non-road mobile machinery sector in Sweden were estimated. The estimates over future emissions amounts were conducted for each year from 2006 to 2020. Special focus has been taken to the impact of European and national legislations, the age distribution of different types and sizes of machinery and measures to reduce the annual emissions. Besides different measures to reduce emissions, corresponding costs were also estimated. The study comprises fuel consumption and emissions of CO2, carbon monoxide (CO), hydrocarbons (HC), nitrogen oxides (NOx), particulate matter (PM), and noise from non-road mobile machinery equipped with diesel engines with a rated engine power of 37 to 560 kW. Non-road mobile machinery for example includes tractors, wheel loaders, excavators, articulate haulers, mobile cranes, combined harvesters, forestry machinery and trucks. The current report was a supplementary study to a report describing a methodology for estimating annual fuel consumption and emissions from the non-road mobile machinery sector in Sweden for year 2006. Inventory data of the year 2006 study was obtained from the Swedish machinery testing institute's machinery inspection operation, statistics of sale returns from trade organisations and the Swedish motor-vehicle register. The number of machinery and annual fuel consumption and emissions amounts for year 2006 is presented in table S1. Besides estimates of annual fuel consumption and emissions amounts, emissions of noise was also derived both at a national level and for a specific construction site. For the case study the results showed that it was possible to reduce the average noise level with more than 3 dB(A) compared with the base scenario just by choosing the machinery fulfilling the strictest noise limits, i.e. Stage II which was mandatory for most machinery from 2006. Other measures simulated included various types of retrofit of noise reduction packages. The specific cost for the different measures to reduce average noise emissions from the specific construction site varied from 4 000 up to more than 500 000 SEK dB-1. For the estimate of future fuel consumption and emissions amounts various simulations were conducted, each with a different measure for reducing the annual amounts. Five main emission reduction measures or programs were studied: - Scrappage program - Alternative fuel program - Voluntary emission regulation program - Retrofit of aftertreatment program - Noise reduction program The impact on engine exhaust gas emissions and noise of the current European emission and noise regulations, Stage I to IV and Stage I to II for emissions and noise respectively were common for all simulations or programs. Besides the impact of European regulations, annual work was set to a fixed value for each type of machinery and year simulated, thus eliminating any potential changes of the state of the market. The result of the baseline scenario "Business as usual" (BAU), i.e. only taking account to the impact of European regulation, is presented in table S2 for four different years Both fuel consumption and emissions of CO2 remains fairly constant as an effect of the assumption that the annual work was set at a fixed value. However, emissions of especially NOx and PM showed a major reduction due to the tighter and tighter regulations. All programs simulated were able to reduce the emissions compared with the BAU scenario with exceptions for emissions of nitrogen oxides, which increased in some of the alternative fuel programs. Both the absolute reduction and cost varied significantly between and within the various programs. Reduction of NOx varied from an accumulated increase in emissions of 25 000 tonne to an accumulated reduction of 22 000 tonne for the studied period from 2006 to 2020. At the same time the accumulated cost for the programs varied from a few hundred million SEK to more than 60 000 million SEK. In table S3, specific reduction cost for each pollutant in SEK kg-1 for eight typical emission reduction programs are presented. The results showed that the most economically favourable alternative for reducing emissions from non-road mobile machinery was the voluntary emissions regulation program, i.e. early introduction of machinery fulfilling coming emission limits. Another important result was that the introduction of alternative fuels as a mean of emissions reduction was associated with rather high costs compared to the actual reduction in emissions. For emissions of nitrogen oxides the specific reduction cost varied from almost 100 SEK kg-1 up to a few hundreds of SEK kg-1 except for the alternative fuel programs, which resulted in a considerable higher cost.
Design science research was used for the generation, use and evaluation of a model for knowledge sharing in the user community through open educational resources (OER). The focus of interest was on the development process of a model for knowledge sharing that emphasizes the characteristics and the needs of the user community; the empowerment and democratic issues of openness; the collaboration between institutions and dialog with society; and the consideration of quality and sustainability issues. Initially, the community needs were analyzed through surveys and workshops, and the findings used, through negotiations, to formulate the development process. An open-training platform served as an infrastructure and included a repository with OER, a wiki and a discussion forum. The purpose of this article is an attempt to provide universities with a plan and template for integrated knowledge sharing that responds to societal needs. Strindberg's strategies of commitment, disengagement and new commitment across the border between literature and politics represent an intriguing intellectual adventure we can follow throughout his life as a writer. My article focuses on Strindberg's dilemma as it took form in the first half of the 1880s, and observes it through his fundamental and controversial relationship with the Swedish journalist, literary critic and Social-democratic political leader Hjalmar Branting, with the Danish playwright, literary critic, journalist and radical liberal politician Edvard Brandes, and with the Norwegian writer, politically engaged intellectual and nasjonalskald Bjørnstjerne Bjørnson. For a period they all experienced, along with Strindberg, the ambivalence of working in a social field where art and politics were intertwined, and were to a certain extent involved in the same project, each with his own interpretation. For Strindberg the writer, defending his autonomy from the political field in the end became crucial. What did his colleagues expect from his work? How did Strindberg react to their expectations? What is his legacy today with respect to stances such as intellectual autonomy from power, democratic rule, pacifism and critique of civilization, but also anti-feminism and anti-Semitism? Strindberg's unruly genius illustrates that it is at times difficult to draw the dividing line between radicalism and reaction, and that the great modernists were often also great anti-modernists.
