作為社會主義國家中央計劃的遺產,國民經濟和社會發展五年計劃/規劃是調節中國經濟社會與空間發展的重要工具。隨著中國政治經濟的轉型,五年計劃/規劃也經歷了多次顯著的轉變。尤其在"十一五"時期,五年規劃體系分別在三個地理尺度上加強了其中的空間規劃元素和地位。這包括在國家層面提出主體功能區劃,在區域層面加強區域空間規劃功能,在市縣層面進行規劃體制改革。 ; 目前,學術界還未有對五年計劃/規劃在中國轉型中所扮演的角色展開深入研究,特別是空間規劃如何轉變和行使空間管治功能。基於此,本論文採用管治的視角,構建一個基於過程的概念分析框架,以揭示五年計劃/規劃體系中的空間規劃元素轉變的基本原理和機制,也即在於探討各利益主體、制度、規劃管理和機制如何作用於五年規劃中空間規劃的發展,以及空間規劃在地方具體管治事務上的成效。具體而言,論文試圖回答以下三個相關研究問題。第一,五年規劃為何要植入新的空間規劃方法?第二,"十一五"期間,將空間規劃植入五年規劃體系的機制是什麼?第三,植入的空間規劃是否能有效的進行空間管治?通過分析空間規劃內容在國家五年計劃/規劃體系中的演變特點,以及結合江蘇省"十一五"期間的兩個案例(區域和城市兩個尺度)的研究,論文得出以下結論: ; 隨著市場化改革和經濟權力下放,中國空間發展的政治經濟環境發生了重要變化。這在客觀上需要五年計劃/規劃體系中的空間規劃內容做出相應的調整。初期,空間規劃的形式體現在以部委主導的發展項目;改革開放到"十五"計畫期間,空間規劃的形式主要體現在劃定特殊的政策區域;"十一五"規劃以來,空間規劃則以空間分類引導與約束並舉的空間發展政策框架形式出現。"十一五"以來轉變的目的是使經濟規劃與空間規劃的結合更加緊密,以克服中國當前空間管治的各種困境。但是,這種在空間規劃方法上的創新也受到了來自地方層級政府和不同規劃部門的挑戰,為其實施帶來了一些不確定因素。 ; 在區域尺度上,論文選取了江蘇省五年規劃體系中的沿江規劃作為案例。研究發現,作為省政府自上而下引導區域協調發展和區域經濟整合,約束空間無序開發的手段,沿江規劃的發展高度依賴於地方的政治經濟環境,反應了省內複雜的空間管治機制。沿江規劃稍早於省"十一五"規劃出臺。隨後,省政府將沿江規劃進行調整並植入五年規劃體系。其主要目的是為了加強沿江規劃的政治地位,以克服其早期實施時出現的危機。調整後的沿江規劃進一步突出了空間管治、區域協調發展和可持續性的目標。但是,在規劃實際實施中,沿江規劃戰略成為區內城市政府為資本積累推動新的發展項目的工具,而區域協調發展和空間可持續性問題反而被一再忽略。 ; 在城市尺度上,論文選取了國家發改委主導的蘇州"十一五"市縣規劃改革作為案例。其改革的目的主要是加強規劃協調和發展控制。然而,蘇州"十一五"時期的發展表明,市"十一五"規劃中所植入的空間規劃框架儘管加強了空間發展約束和引導的內容,但實際上其無力調整市域部門分割的空間管治關係。這主要是因為,地方的空間規劃受到來自中央規劃部門的條例、法規和指標控制等垂直管理體系的約束。另外,為了創造土地財政和刺激地方發展,城市政府試圖突破自上而下的規劃控制指標和操縱地方規劃的資料,尤其是土地開發。為此,蘇州"十一五"規劃中的空間規劃處於一個嵌套的規劃管理環境。空間規劃進而成為中央和地方在空間管治理念上博弈的犧牲品。這種空間規劃的創新,不但無法融合部門割裂的規劃功能,更不能觸動地方政府對土地財政依賴,因此無法建立空間管制的機制。 ; 總體上,經濟增長仍然是地方最為重要的規劃管治問題,進而決定了空間規劃中政治的走向。目前的空間規劃理念還主要是緩解經濟增長的限制性因素,如土地供應緊張和環境門檻提升等,而非為了建立有效的空間管治機制。 ; As a legacy of the socialist state with central planning, Five-Year Planning (FYP) is very important in regulating socio-economic and spatial development even in post-reform China. 本文主要研究十九世紀末二十世紀初的一種傳統民間藝術--年畫。這短短的幾十年見證了在中國發生的一系列翻天覆地的社會政治變化:清政府的垮臺,外國勢力的入侵,以及西方先進技術與思想的引入;這些變化我們都可以在這一時期的年畫中找到。本文的地點範圍主要集中于天津楊柳青,另外其他中國北方的年畫產地的年畫,如武強、楊家埠,以及江蘇的桃花塢等,也會在文章因行文需要而被提到。總的來說,本文分為三個大部份,也就是年畫的生產、內容和消費。我認為這些新內容之所以在年畫中出現主要有三個原因:首先,西方先進印刷技術和新的繪畫風格的引入讓年畫內容的轉變有了可能性;其次一些維新人士創辦的畫報和報刊也對年畫的發展產生了影響;最後便是民初時期民國政府採取的對年畫的干涉。本文將這些在年畫中出現的新的主題進行了詳細的探討。一方面,我們可以發現反帝和其他愛國的內容被放入年畫,以此激發百姓的愛國情緒。與傳統年畫主要關注家庭這一點不同的是,改良年畫的重心放在了保衛國家這個更高的主題上。另一方面,在這類年畫中,婦女不再被認為是男人的附屬品,它們鼓勵婦女實現經濟和人格上的獨立,並且有必要的話,也可以成為士兵,加入到保家衛國的行列中。最後一方面,西方先進事物的引入,如鐘錶、自行車、火車和飛機等,為大眾引領了一種新的物質文化,也在不知不覺中改變中百姓的日常生活習慣。作為結論,我提出改良年畫是大眾文化和精英文化互動產生的結果。它們大多數都是在民國政府的提倡之下而生產的,但是年畫的商業本質決定了它需要有一定的市場以保證盈利。這樣,傳統年畫的形式被保留了下來,同時改革家和當權者為其填入了新的思想和觀念,用來教育廣大百姓。這種"舊瓶裝新酒的宣傳方式雖然效果在清末民初效果不佳,但是它卻在某種程度上為中國作為一個現代國家的出現奠定了基礎。 ; This research examines nianhua年畫 (New Year pictures), a form of traditional folk art, from the late nineteenth to the early twentieth centuries. This time period witnessed a series of dramatic social and political changes in China: the collapse of Qing Dynasty, invasions of foreign powers, and introduction of Western advanced technologies and ideas, all of which could be found in nianhua prints. The spatial focus is mainly on Yangliuqing楊柳青, a town very close to Tianjin. However, nianhua produced in other places in North China, such as Wuqiang武強 and Yangjiabu楊家埠, and those from Taohuawu桃花塢 in the Yangzi River Delta, will also be mentioned, for some of them are of great use in my writings. Generally, this study has three sections: the production and circulation of nianhua in Yangliuqing, the contents of nianhua with new elements, and how common people reacted to the reformed nianhua. I demonstrate that the import of Western advanced printing technologies and painting styles, pictorials and vernacular newspapers published by social reformers, and the involvement of Republican government were the major reasons for the appearance of new elements in nianhua. To do so, it examined the nine-year improvement trajectories (1999-2008) of four Hong Kong primary schools that had received initial intensive support from a school improvement program in the context of educational reform. The government sponsors education reform aimed at developing life-long leamers. However, little is known about how schools improve in the current reform environment, especially beyond the initial stage of intensive support. This study seeks to fill these gaps. ; The study employed a longitudinal multiple-case design. Four primary schools with initial reform success were purposefully chosen. Schools' improvement trajectories were traced using data gathered from two time periods (2001-2003 and 2007-2008)'. 本論文主要研究香港殖民地時期由 1843 年至 1926 年的通訊歷史,目的是要補足現有關於大英帝國、英國殖民地史及香港史研究的不足。此研究指出,傳送港督的公文往英國殖民地部是一耗時過程,並是香港與英國殖民地部之間通訊的一個持久問題。電報的出現令雙方之間的通訊更為有效;藉著電報,殖民地部除了能更有效地得知香港的最新情況,並能更緊密地監察香港政府的施政。本研究亦分析殖民地部與港督之間通訊的 "資訊層次",這 "資訊層次" 由殖民地部頒布的規例所構建。透過統計結果,作者辯指除了電報外,機密和高度機密公文也是英國帝國對殖民地管治的 "神經系統" 中的重要成份。我們對不同公文的利用、其底層規則及殖民地部對港督公文的核准與否的研究,可以揭示英政府與總督之間的權力關係,並透視帝國和其殖民地之有意識和潛意識的焦慮。 ; This study investigates into the communication history of Hong Kong from 1843 to 1926 in the colonial period. It aims to fill the gaps as seen in previous studies of the British Empire, British colonialism and the history of Hong Kong. The study has found that the time-consuming process of conveying official despatches to the Colonial Office posed persistent problems for both the Governors of Hong Kong and the Secretary of State in the United Kingdom. With the advent of the telegraph, however, more efficient communication between the counterparts was achieved. The Colonial Office was thus equipped with an efficient means for instant updating of the situation in Hong Kong as well as close monitoring of the administration of the Hong Kong government. Our study also analyses the "information order" existed within the correspondence between the Colonial Office and the Governors, which was considered to be framed by the rules and regulations imposed by the Colonial Office. 經歷十三年風雨,香港樓價再創歷史新高。有云:「禍兮福所倚」,業主得益於財富增長的同時,亦擔心高速增長埋下泡沫爆破的伏線。因樓價高企,年青人置業困難,社會不滿亦日漸升溫。 ; 在國際貨幣基金組織出言警告後,香港金融管理局連同財政司相繼推出措施如額外印花稅,以及收緊不同物業種類的按揭上限,希望保持樓市健康及穩定發展。一石激起千重浪,政策推出後輿論不絶,但至今仍未有人以嚴謹的邏輯推論分析新政策的影響。本文以Stein (1995)的模型作藍本,稍作修改,以分析新政對樓價的影響。 ; 按照文中模型計算,於當前經濟環境下,新措施確能維持樓市健康及穩定發展。額外印花稅能壓抑樓價時,收緊不同物業種類的按揭上限能保持樓價平穩。理論模型同時指出,兩樣政策都不是萬能丹,政府於調控樓市時應先評估當前經濟基礎,否則有機會事與願違。 ; House price in Hong Kong is reaching its historical high. People start to worry a sudden drop of house price as what they had experienced in year 1997. Social disputes emerged and the Hong Kong government has taken several measures in reaction. Policies such as the Multi-down payment constraint by the HKMA and special stamp duty by the Financial Secretary are implemented in response to the soaring house price. The Media and the general public are keen to explore the effects and the consequences of the policies. However, little effort has been done to study the impact of the enacted policy in a systematic way. ; This thesis augmented the model developed by Stein (1995) to examine the housing price behavior of Hong Kong. Simulation results justified the government's policies. SSD helps to lower the house price while multi-down payment policy helps to stabilize the house price. 香港主權移交中國以後,傳媒雖維持獨立自主和商業運作的模式,但過往的研究發現,政治力量對新聞的影響越來越大。例如新聞機構對新聞內容施行政治審查和媒體機構老闆及高層接受政治任命。這是否意味香港新聞界正衰失它的獨立性?本文研究香港新聞界的獨立性在1997 年後的政治融合中如何被構成。 ; 政治經濟學派和美國組織研究著重新聞界如何抗衡外部對新聞獨立性的影響,但究竟新聞獨立性是什麼?新聞獨立性與專業性之間有何關係?這方面的討論十分缺乏。本文提出以布迪爾〈Pierre Bourdieu〉理論補充對新聞獨立性的理解,並以布迪爾理論為基礎,整理出一個場域理論框架以分析新聞界的獨立性。布迪爾的理論認為新聞獨立性是一個相對的理念,而且會隨著社會變遷而改變。場域理論框架幫助理解外界壓力如何影響新聞獨立性,和解答為何某些記者有較大新聞獨立性。本研究組合了布迪爾的慣習〈habitus〉慨念和根據布廸爾理論而建構的決意〈commitment〉概念來分析不同記者行使不同新聞獨立性的狀況。 ; 本研究顯示,由於政治環境的變化,香港新聞界自八十年代起由政黨新聞範式轉換為客觀新聞範式。在1997 年前後,新聞界面臨需要融入新政體的壓力。本文以香港的中國新聞記者為分析個案,檢視政治融合壓力下的新聞報導工作和記者的獨立性有何轉變。本文的研究對象─中國新聞記者〈或稱中國組記者〉是指在香港媒體工作、專職報導中國新聞的香港記者。本研究選擇他們作研究個案是因為他們位處中港融合的前線。本研究共訪問了二十二名記者,另外亦從中國組記者的著作及演講中搜集研究材料。 ; 研究發現,香港的中國新聞報導正在「去政治化」。雖然記者察覺到新聞的製作過程存在政治審查,但他們在採訪時選擇配合官方─包括參加由官方安排的採訪團、使用內地媒體的內容和以官方發言作平衡報導。當記者認為自己正在客觀地報導,他們不覺察在政治力量對新聞製作的影響。本文分析記者的工作流程和新聞內容,發現中國新聞的去政治化正侵蝕新聞獨立性。此外,根據記者個人的文化資本和對報導中國的決意程度,本研究將中國組記者分成三類:局外記者、局內記者及共融記者。局外記者抗拒融入中國內地,但不察覺客觀報導包括的政治性。局內記者受他們的文化資本限制,不察覺資料來源和工作流程中存在的政治影響。擁有高文化資本和對聞工作高度投入的共融記者,由於對新聞工作有所反思,建立了一套對抗政治限制的報導策略,亦令他們能維持較高獨立性。 ; Studies show that there has been an increase in political influence on the news media in Hong Kong during national reintegration. Although Hong Kong media has appeared to retain much of its autonomy and seems to continue to exercise control over its commercial media system to a large extent, the Chinese State has been active in co-opting media owners and senior management, and there have been some instances of political censorship within media organizations. Does this imply the loss of professional autonomy in the Hong Kong journalistic field? This study sets out to examine the constitution of journalistic autonomy during the period of national reintegration in Hong Kong. ; Theoretically, this study enriches the understandings on journalistic autonomy by bringing in Bourdieu's theory of field.
