At the beginning of this century, the cities of our country face a challenge that, in quantitative terms, goes beyond the action referred to the rehabilitation of historic centres and XIX century extensions. This challenge is the rehabilitation of a specific fabric of our cities: neighbourhoods built in the period of 1940-1980, which are undergoing processes of serious urban degradation and can be identified as vulnerable urban areas. This article discusses the strategies taken from the various government levels in urban rehabilitation, and the experiences initiated, with the aim of detecting what are the main barriers of all kind (legal, social, economic, cultural) that prevent the systematic practice of these initiatives, which today still have an experimental and minority character, and to forward proposals for action to achieve comprehensive and systematic urban rehabilitation in these neighbourhoods. ; Al inicio de este siglo XXI, las ciudades de nuestro país tienen ante sí un reto que en términos cuantitativos supera, con mucho, al referido a la actuación de rehabilitación sobre los centros históricos y primeros ensanches. Se trata de la rehabilitación de un tejido específico de nuestras ciudades, los barrios de bloque abierto construidos entre 1940-1980, en los que se están produciendo graves procesos de degradación urbana y que pueden caracterizarse como áreas urbanas vulnerables. Este artículo analiza las estrategias emprendidas desde las diversas administraciones públicas en materia de rehabilitación urbana, así como las experiencias iniciadas, con el objetivo de detectar cuáles son las principales barreras de todo tipo (legales, sociales, económicas, culturales) que impiden una práctica sistemática de estas iniciativas, que hoy todavía tienen un carácter experimental y minoritario, y avanzar propuestas de acción para conseguir la rehabilitación urbana integral y sistemática de estos barrios.

The Spanish civil war and its postwar period remain two of the most important historical references of present-day Spain. Along with themes of strictly political nature addressing that period of time and with the negative aspects of the transition to democracy, themes of memory and postmemory (Hirsch 1992 / Liikanen 2015) appear. Both are closely related to – although not only to – the silencing of the victims of the mentioned historical periods. By this, I am referring to the ones defeated and to the next of kin of the disappeared. Despite the famous affair of the so-called "gentleman's agreement", the "amnesia", the "forgetfulness" or the "silence" of the democratic transition, a variety of narrative works have emerged in recent history; literary works that in various manners have the Civil War and Franco's posterior dictatorship as topics or common threads in their narrations[1]. The consolidation of a new literary subgenre of hybrid characteristics combining the mode of narration found in novels and the specificities of the comic strip is a novelty in the context of Spanish literature. Although already canonized in the 1970's in the United States (Eisner, 1978), the subgenre emerged in Spain during the end of the 1990's. With the turn of the century, a new vision of the Spanish cartoon arrived: it was no longer fundamentally limited to the sphere of children, of satire, or of short comic strips in newspapers. With an expanded format, it began addressing the adult public. In the selection of graphic novels that I am presenting, there are various narrative strategies and aesthetics elaborated from accounts from the Civil War, and its prolongation in the Second World War, by authors who were not protagonists in the real-life events themselves and whom I include within the wide concept of postmemory. The prevailing ideas in all the texts are as follows: the necessary recuperation of the memory of the Civil War, the presentation of the present as a result of the past and the importance of knowing the points of view of the defeated in order to update the cultural identities of the territorial sphere of the Spanish state

For some decades now, entrepreneurship education has been progressively incorporated into the curriculum of all educational stages. Its inclusion is heterogeneous and not without controversy. One of the objectives is to establish and define the theoretical framework to consolidate this subject in the classroom. The article compiles the main relations of entrepreneurial education with the different philosophies of education: liberal education, post-structuralist philosophy, constructivism and experiential learning. An analytical and interpretative approach is used, based on the academic literature. It is concluded that entrepreneurial education does not fit neatly into a specific philosophical current, because the interest in this discipline is born in the political and economic sphere and not in the educational one. Moreover, both philosophy and the entrepreneurial task come from different fields of knowledge. It is necessary to carry out an anthropological foundation of this subject that guides and supports the pedagogical approaches to human development and does not limit itself to legitimize as a subject of educational interest what enjoys instrumental rationality or contributes to the progress of science and technology. ; Desde hace unas décadas la educación emprendedora se ha ido incorporando de manera progresiva en el currículo de todas las etapas educativas. Su inclusión es heterogénea y no está exenta de controversias. Uno de los objetivos es asentar y definir el marco teórico para consolidar esta materia en las aulas. El artículo realiza una recopilación de las principales relaciones de la educación emprendedora con las diferentes filosofías de la educación: la educación liberal, la filosofía postestructuralista, el constructivismo y el aprendizaje experiencial. Se emplea un enfoque analítico e interpretativo, fundamentado en la literatura académica. Se concluye que la educación emprendedora no se encuadra con nitidez con una corriente filosófica concreta, porque el interés por esta disciplina nace en el ámbito político y económico y no en el educativo. Además, tanto la filosofía como la tarea emprendedora proceden de ámbitos de conocimiento dispares. Se requiere llevar a cabo una fundamentación antropológica de esta materia que guíe y fundamente los planteamientos pedagógicos del desarrollo humano y no se limite a legitimar como materia de interés educativo lo que goza de racionalidad instrumental o contribuye al progreso de la ciencia y de la tecnología. ; Au cours des dernières décennies, l'éducation à l'esprit d'entreprise a été progressivement intégrée dans le programme d'études à tous les stades de l'enseignement. Son inclusion est hétérogène et non sans controverse. L'un des objectifs est d'établir et de définir le cadre théorique permettant de consolider cette matière en classe. L'article compile les principales relations de l'éducation entrepreneuriale avec les différentes philosophies de l'éducation : éducation libérale, philosophie post-structuraliste, constructivisme et apprentissage par l'expérience. Une approche analytique et interprétative est utilisée, basée sur la littérature académique. Il est conclu que l'éducation à l'entrepreneuriat ne s'inscrit pas dans un courant philosophique spécifique, car l'intérêt pour cette discipline provient de la sphère politique et économique et non de la sphère éducative. En outre, la philosophie et la tâche entrepreneuriale relèvent toutes deux de domaines de connaissance différents. Il est nécessaire de disposer d'un fondement anthropologique de ce sujet qui guide et soutienne les approches pédagogiques du développement humain et ne se limite pas à légitimer comme sujet d'intérêt éducatif ce qui jouit d'une rationalité instrumentale ou contribue au progrès de la science et de la technologie. ; Negli ultimi decenni, l'educazione imprenditoriale è stata progressivamente incorporata nel curriculum in tutte le fasi dell'istruzione. La sua inclusione è eterogenea e non priva di controversie. Uno degli obiettivi è quello di stabilire e definire il quadro teorico per consolidare questa materia in classe. L'articolo compila le principali relazioni dell'educazione imprenditoriale con le diverse filosofie dell'educazione: educazione liberale, filosofia post-strutturalista, costruttivismo e apprendimento esperienziale. Viene utilizzato un approccio analitico e interpretativo, basato sulla letteratura accademica. Si conclude che l'educazione imprenditoriale non si inserisce perfettamente in una corrente filosofica specifica, perché l'interesse per questa disciplina ha origine nella sfera politica ed economica e non in quella educativa. Inoltre, sia la filosofia che il compito imprenditoriale provengono da diversi campi del sapere. C'è bisogno di una fondazione antropologica di questa materia che guidi e sostenga gli approcci pedagogici allo sviluppo umano e non si limiti a legittimare come soggetto di interesse educativo ciò che gode di razionalità strumentale o contribuisce al progresso della scienza e della tecnologia. ; Ao longo das últimas décadas, a educação empresarial tem sido progressivamente incorporada no currículo em todas as fases educacionais. A sua inclusão é heterogénea e não é isenta de controvérsia. Um dos objectivos é estabelecer e definir o quadro teórico para a consolidação desta disciplina na sala de aula. O artigo compila as principais relações da educação empresarial com as diferentes filosofias da educação: educação liberal, filosofia pós-estruturalista, construtivismo e aprendizagem experimental. É utilizada uma abordagem analítica e interpretativa, com base na literatura académica. Conclui-se que a educação empresarial não se enquadra bem numa corrente filosófica específica, porque o interesse por esta disciplina tem origem na esfera política e económica e não na esfera educativa. Além disso, tanto a filosofia como a tarefa empresarial provêm de diferentes campos de conhecimento. Há necessidade de um fundamento antropológico deste tema que oriente e apoie abordagens pedagógicas do desenvolvimento humano e não se limite a legitimar como tema de interesse educativo aquilo que goza de racionalidade instrumental ou que contribui para o progresso da ciência e da tecnologia.

Izquierda y derecha (o liberales y conservadores) son conceptos usados ampliamente para estudiar partidos y otros objetos políticos, pero tienen al menos dos problemas. Primero, no es claro que sean útiles fuera de las democracias prósperas. Segundo, no se los define de una única manera: hay dos grandes familias de enfoques. Por un lado, una tradición histórico-analítica y, por otro, un enfoque basado en las teorías espaciales de la competencia entre partidos. Este artículo compara dos clasificaciones de los partidos políticos de América Latina en la escala izquierda-derecha basadas en esos enfoques y muestra que son muy diferentes. En segundo lugar, sugiere una explicación para esas diferencias basada en pautas sistemáticas observadas en los datos, explicación que conduce a varias hipótesis que pueden ser verificadas empíricamente. Finalmente, muestra que la evidencia y la literatura disponibles apoyan esas hipótesis, y por lo tanto la explicación en sí misma. ; Left and right (or liberal and conservative) are widely used concepts for analyzing parties and other political objects, but they have at least two problems. First, it is unclear whether they are useful outside rich democracies. Second, they are not defined in a single way; there are two broad approaches. On one side an historical-analytical tradition, and on the other side, an approach based on spatial theories of party competition. This paper: a) compares two classifications of Latin American political parties on the left-right scale according to those approaches, finding that they are very different; b) suggests a plausible explanation for those differences based on systematic patterns found in the data, explanation which leads to several testable hypotheses, and c) shows that available evidence and current literature support those hypotheses, hence the explanation itself.

El presente artículo estudia elmodelo constitucional desarrollado en lasConstituciones latinoamericanas que han entrado en vigor en el sub-continente después de la Constitución Colombiana de 1991. El autor argumenta que la transformación constitucional latinoamericana de las últimas dos décadas, basada en la recuperación de la legitimidad popular y el reconocimiento del carácter multicultural de la nación, encuentra sus límites emancipatorios en los fundamentos filosóficos que la han inspirado. Si bien, las Constituciones pretenden refundar los Estados mediante el desarrollo de instituciones propias que permitan abrir espacios emancipatorios clausurados desde la época colonial, lasmismas también son la expresión de la filosofía política y jurídica moderna. El autor concluye que el nuevo modelo constitucional latinoamericano debe entenderse como resultado de la "migración de ideas" que hacen parte del proceso actual de globalización del derecho, y en este caso particular del derecho constitucional, y no como un caso exitoso de autodeterminación jurídica y política. ; This article analyzes the constitutional developments that have taken place in LatinAmerica since the 1991 Colombian constitution. The author shows that the constitutional transformation undergone during the last 20 years focuses on the recovery of popular sovereignty and the recognition of cultural diversity within the nation. Consequently, he argues that emancipation is unachievable through these three elements incorporated in the recent Latin American constitutions because they are limited by their own philosophical assumptions. The author claims that institutional arrangements set up in the newconstitutions with the aim of achieving social emancipation from the colonial constitutional legacy, are themselves deeply grounded in the European and modern philosophical tradition of law and politics. Hence, the author concludes the new LatinAmerican constitutions are to be seen as the result of the "migration of ideas" within the frame of legal globalization, rather than as a successful case of political and legal self-determination. ; 39-64 ; david.restrepo@ulb.ac.be

Este artículo analiza diversos episodios sobre el tema de la traición en varios libros de caballerías compuestos o difundidos entre finales del siglo xv y principios del siglo xvi con el objetivo de determinar el pensamiento político que deriva de estos. Se demuestra que este pensamiento coincide con preocupaciones que también se encuentran en los tratados políticos de la época. Asimismo, el estudio establece vínculos entre estos episodios y los contextos históricos que explican su orientación ideológica. ; This article analyses several episodes on the subject of betrayal in chivalry books composed or published between the end of the 15th century and the beginning of the 16th century in order to determine their political thought. It proves that it corresponds to the same concerns to be found in the political writings of that time. Likewise, this study establishes links between these episodes and the historical contexts that explain their ideological orientation.

A experiência da deficiência faz parte da vida de pessoas que têm doença, lesão ou limitação corporal. A deficiência é compreendida, ainda, como um fato de má sorte pessoal e, do ponto de vista social e político, os deficientes são vistos como minoria. Este estudo pretende contribuir para o aprofundamento dos conhecimentos sobre o tema deficiência. A pesquisa traz nova abordagem do tema: o modelo social. Essa abordagem surgiu como alternativa ao modelo médico da deficiência, que reconhece na lesão, na doença ou na limitação física a causa primeira da desigualdade social e das desvantagens vivenciadas pelos deficientes, ignorando o papel da sociedade na sua opressão e marginalização. O estudo permitiu refletir como as dificuldades e barreiras impostas pela sociedade às pessoas, consideradas diferentes, tornam a deficiência uma realidade e retratam a injustiça social e a situação de vulnerabilidade vivida por grupos excluídos. ; La experiencia de la deficiencia hace parte de la vida de personas que tienen una enfermedad, lesión o limitación corporal. La deficiencia es comprendida, también, como un hecho de mala suerte personal y, del punto de vista social y político, los deficientes son vistos como una minoría. Este estudio pretende contribuir para profundizar los conocimientos sobre el tema deficiencia. La investigación trae un nuevo abordaje del tema: el modelo social. Ese abordaje surgió como una alternativa al modelo médico de la deficiencia, que reconoce en la lesión, en la enfermedad o en la limitación física la causa principal de la desigualdad social y de las desventajas experimentadas por los deficientes, ignorando el papel de la sociedad en su opresión y marginalización. El estudio permite reflexionar como las dificultades y barreras impuestas por la sociedad a las personas consideradas diferentes tornan la deficiencia una realidad y retratan la injusticia social y la situación de vulnerabilidad vivida por grupos excluidos. ; The experience of disability is part of the daily lives of people who have a disease, lesion or corporal limitation. Disability is still understood as personal bad luck; moreover, from the social and political points of view, the disabled are seen as a minority. The aim of this study is to contribute to the knowledge about the experience of disability. The research presents a new approach on the theme: the social model. This approach appeared as an alternative to the medical model of disability, which sees the lesion as the primary cause of social inequality and of the disadvantages experienced by the disabled, ignoring the role of social structures in their oppression and marginalization. The study permits reflecting on how the difficulties and barriers society imposed on people considered different make disability a reality and portray social injustice and the vulnerability situation lived by excluded groups.

XIII, el autor nos presenta una novela detectivesca en la que nos adentramos en la investigación de una serie de crímenes acontecidos en este convento. Una monja, Constanza, será la encargada de ello. De esta manera accedemos a este mundo donde el amor, la política y la muerte, se mezclan continuamente. El artículo nos hace ver los puntos de vista de los personajes y los juegos de palabras que ayudan a la ambientación medieval sin necesidad de largas descripciones. Todo un conjunto de elementos que transmiten verosimilitud y agilidad a las acciones que se nos presentan, desde la resolución de los crímenes, hasta los conflictos de Jaime I en su vida personal y política.

Socrates (469-399 B. C.), first philosopher of Athenian birth and socially plebeian origin, inaugurates a new wisdom in which the teacher teaches nothing and what he "teaches" he does through dialogues and ridiculing his occasional fellow members; demonstrating that daily life offers the possibility of philosophizing, loving the simplicity of living and the corresponding verbal expression. Socrates philosophized walking with friends, eating with them, going to war, fulfilling his political duties and finally drinking hemlock, assuming all the consequences of his particular way of life.Socrates in doing so and not teaching from the top of his chair, reminded his fellow citizens that philosophy is a way of life and not a speech or speculation about the nature and existence. La evangelización en las Indias ejemplificado en el establecimiento de misiones de frontera, intentó transformar a sus habitantes "bárbaros" en vasallos fieles a la Corona. En este artículo se analiza la complejidad de la presencia misional en el Darién y las relaciones que se tejieron entre los cunas y los funcionarios españoles, sobre todo misioneros, militares y hacendados. Relaciones enmarcadas en los maltratos hacia los cunas, los temores de los pobladores a una rebelión indígena y la necesidad de la permanencia española en el territorio darienita, tan importante para la geopolítica trasatlántica del siglo XVIII. ; The evangelization in America during the Vice Royal Era, illustrated in the establishment of frontier missions, attempted to transform its inhabitants "barbarians" into faithful vassals to the Crown. This article analyzes the complexity of the missionary presence in the Darien and the relationships that were woven between the cunas and the Spanish officials (especially missionaries, soldiers, and landowners). These relations are related to mistreatment of the cunas, the fears of the settlers of an indigenous rebellion, and the need for Spanish permanence in the Darien territory, which is so important for the transatlantic geopolitics of the eighteenth century.

This article analyses the sportswomen's image during the Mussolini's regime, from 1928 to 1943, as shown in the Luce news bulletins. These bulletins are used as a source because they were one of the key instruments of the fascist propaganda. We study the evolution of representation of sportswomen, as well as the fascist politicies about women's sport and the cult of the body. ; Este artículo analiza la imagen que el noticiario cinematográfico Luce presentó de las mujeres del mundo del deporte entre 1928 y 1943. Se utiliza como fuente los noticiarios Luce porque constituyó uno de los instrumentos fundamentales de la propaganda fascista. Se estudia la evolución de la representación de la mujer en diferentes ámbitos del deporte, así como la política fascista relacionada con el deporte femenino y el culto del cuerpo.

Este artículo analiza la imagen que el noticiario cinematográfico Luce presentó de las mujeres del mundo del deporte entre 1928 y 1943. Se utiliza como fuente los noticiarios Luce porque constituyó uno de los instrumentos fundamentales de la propaganda fascista. Se estudia la evolución de la representación de la mujer en diferentes ámbitos del deporte, así como la política fascista relacionada con el deporte femenino y el culto del cuerpo. ; This article analyses the sportswomen's image during the Mussolini's regime, from 1928 to 1943, as shown in the Luce news bulletins. The author performs an analysis of the power that public entities have, under certain assumptions, to attend their own needs for goods, services and proyects without the need of contracting with private individuals, but using self-provision. The study covers the conditions under which entities can opt for this alternative, the limits that exist for it and the consequences they bring to the effectiveness of the entity's management. In addition, the author proposes considerations that should be adopted by legislation in the field for greater control and verification of the conditions of effectiveness. ; El autor realiza un análisis de la facultad que tienen, bajo ciertos supuestos, las entidades públicas para atender sus propias necesidades de bienes, servicios y obras sin necesidad de contratar con privados, sino recurriendo a la autoprovisión. El estudio realizado abarca las condiciones en las cuales las entidades pueden optar por esta alternativa, los límites que existen para ello y las consecuencias que traen para la eficacia de la gestión de la entidad. Además, el autor propone consideraciones que debería adoptar la legislación en la materia para un mayor control y verificación de las condiciones de eficacia.
