(2) Señalar las diferencias fundamentales de dos concepciones opuestas de la historia: modernidad e historicismo. (3) Subrayar la unidad que tales diferencias ocultan y mostrar sus deficiencias y oscuridades. ( 4) Proponer una nueva unidad de medida de las actuaciones públicas, que concuerde con la estructura de la acción y con la práctica ordinaria. Para ello se emplea un método crítico y constructivo: el análisis de la contraposición actitud ética-actitud política permitirá constatar los endebles cimientos de esta dicotomía, obligando a la fijación de coordenadas que no la incluyan, coordenadas según las cuales la evaluación política no será el juicio de las motivaciones de la acción, sino de sus resultados previsibles.

Gegenstand des vorliegenden Beitrags ist die Beschreibung qualitativer Methodologien im öffentlichen Gesundheitswesen, genauer: im Bereich seelischer Gesundheit, wie sie in der medizinischen Fakultät der Universidad Nacional Autónoma de México zum Einsatz kommen. Wir skizzieren hierzu zunächst unsere Lehrerfahrungen (Master- und Doktorarbeiten), um hiervon ausgehend zum einen die Schwierigkeiten zu diskutieren, die Lehrende und Studierende erfahren, wenn sie qualitative Ansätze praktisch im Bereich des Gesundheitswesens einsetzen wollen, und zum anderen die Präferenzen für spezifische Themen auf Seiten der Studierenden näher darzustellen. Vor dem Hintergrund dieser Erfahrungen kommen wir zu dem Schluss, dass die wesentlichste Herausforderung darin besteht, qualitative Forschung niveauvoll und methodisch elaboriert zu betreiben, um sie als akzeptierten Forschungsansatz in diesem Themenfeld etablieren zu können.

The article discusses the definition and correlation of the concepts of "conflict" and "competence" and provides various expert opinions on this. In the methodology it is an analytical research based on documentary. In modern scientific literature, the clash of the rules of criminal law is called conflict of laws, using the definitions indicated as identical concepts. However, the authors point to the controversial nature of such an interpretation of those concepts. The causes of conflicts in the rules of Russian law are analyzed. Thereis also a detailed analysis of conflicts in the rules of domestic criminal law and criminal executive law. In the context of the topic studied, the authors refer to the categories of criminal law and criminal executive law as the principles of criminal law. It emphasizes by way of conclusion that the conflicts identified are not an exhaustive list, simply the authors of this work managed to consider only some aspects of the subject, therefore the conclusions and suggestions are not indisputable. In any case, the discussion of these issues is important to achieve coherence in the rules of criminal law and criminal executive law.

The article is devoted to the scientific analysis of the implementation of security measures of participants of criminal proceedings in the mechanism of prevention of criminal offences against them. It was concluded that an important component of effective prevention of criminal offenses committed against participants of criminal proceedings is the creation of a system to ensure their safety by applying international legal norms of the interdisciplinary institute specified in the national criminal legislation. The specified task can be achieved in the case of: introduction of specific programs for the protection of participants in criminal proceedings (creating a simplified mechanism for choosing and applying short-term security measures and, a detailed mechanism for long-term measures; defining criteria for danger assessment by individualizing the needs of a person in the application of security measures, or a combination of more effective tools developing approaches to the duration of security measures based on the interests of justice and the existence of threats to the person); creation of a special unit to ensure the safety of participants in criminal proceedings, separate from the investigative bodies.

Gegenwärtig ist in vielen Industrieländern eine Zunahme riskanter Sexualpraktiken von Männern in Gelegenheitsbeziehungen mit anderen Männern erkennbar. Für die hier berichtete Studie wurden 20 Männer zwischen 18 und 40 Jahren interviewt, die innerhalb von drei Monaten mindestens einmal ungeschützten Analverkehr mit anderen Männern hatten. Ein wesentliches Ergebnis ist, dass viele Befragte, die über Analverkehr in Gelegenheitsbeziehungen berichteten, an Erfahrungen interessiert waren, die nicht unmittelbar die sexuelle Ebene tangierten. Wesentlich war vielmehr der Wunsch nach Bestätigung des eigenen Wertes und der eigenen physischen Attraktivität, der Wunsch, eigenen Defiziten oder erlebter Einsamkeit zu entkommen, die Suche nach Verbundenheit und Intimität, Verliebtheit oder die Tendenz, das Risiko als Vergnügen am Verbotenen umzudefinieren und gegen etablierte Strukturen zu rebellieren. – In all diesen Fällen wurde die Sorge um die eigene Gesundheit und Unversehrtheit während des ungeschützten Analverkehrs ausgeblendet. Deshalb ist es unbedingt erforderlich, dass HIV- und Aids-Präventionsprogramme auch diese Motivlagen künftig mehr beachten.

Leopoldo Zea erarbeitete Elemente der philosophischen Basis für die Dependenztheorie der sechziger Jahre, indem er das Abhängigkeitsverhältnis zwischen entwickelten und rückständigen Staaten in seinen Auswirkungen auf die Kultur und Philosophie Lateinamerikas als wesentliches Bewußtseinselement bestimmte. Im Kontext der Untersuchung der Philosophie der Befreiung ist die angemessene Beachtung seiner Erkenntnisse ein aktuelles Erfordernis seitens der marxistisch-leninistischen Philosophie

Esta reflexión busca analizar la relación/tensión que se estableció entre el "Buen vivir" y el Sumak Kawsay como consecuencia de la legitimación jurídica que realizó el gobierno ecuatoriano, con el objetivo de resituar y recuperar sus lugares de enunciación, sus singularidades y sus potencialidades como propuestas políticas comunitarias frente al discurso del desarrollo en América Latina.
