As a scientific research paradigm that focuses primarily on the reflection of the diverse interdependencies between religion and public spheres, Public Theology is naturally open to different religious and denominational appropriations. The present article seeks to appropriate the paradigm from a Protestant-Lutheran perspective by showing how Public Theology provides a contemporary interpretation of Martin Luther's political ethics. In this context, the paper argues that Public Theology can particularly emphasize the theological concerns of Lutheran political ethics in a modern democracyof the 21st century?

In his essay Land und Meer from 1942 on the evolution of world history, the political philosopher Carl Schmitt is making a fundamental distinction between the rough ("gekerbtes") and smooth ("glatte") areas of the globe, i.e. between Land and Sea. While according to Schmitt the simple roughness ("Einkerbungen") of the land also promotes and sustains political stability and continuity, the open sea, on the other hand, represents and supports a distribution and flexibility of power ("Entortung des Absoluten"). From the great discoveries, and onwards, there is a continous drift in the political history of the world, from land- to sea-domination. The continentally based concept of state-souvereignty was gradually overcome by the forces of trade and shipping, which revolutionized the dimension of space. According to Schmitt power and domination can emanate from other sources than the brute military force traditionally connected to territorial domination. In his essay Carl Schmitt links sea-domination to a specific type of power expansion which is anarchic in character, and which, in turn, he connects with two highly questionable analytical or rather philosophical categories which he labels "a-teleological" and "a-historical being".

Human Rights as the Foundation of a Christian Business Ethics). I wrote several comments on his book. One review was published in 2015 in ORDO (vol. 66). Franz Segbers reacted with a letter, which is documented here with his consent (appendix 1). Also documented is my answer letter to him (appendix 2), his reply (appendix 3) and my final answer (appendix 4). This exchange of letters is published here because we share the same goal of promoting a constructive debate on business ethics between the disciplines of theology and economics.

; With his different statements to the question of a new evangelisation in the profoundly pluralistic European context, to the question of the Church-State relationship between separation and cooperation and to the question of the contribution of the Church to European political ethics Cardinal Ratzinger/Pope Benedict XVI has designed a very comprehensive and consistent theological and pastoral concept that deserves full attention inside and outside the Church.
