L'hydatidose ou échinococcose cystique est une zoonose majeure et pourtant négligée. Elle est endémique dans plusieurs pays à travers le monde, dont particulièrement le pourtour méditerranéen. Au Maroc, malgré les efforts menés dans le cadre d'un programme national de lutte contre l'hydatidose (PNLH), initié depuis 2007, cette zoonose présente toujours une cause de morbidité importante. Face à cette situation, l'établissement d'une proposition efficace pour améliorer le PNLH est nécessaire. Notre étude part du principe que, pour améliorer le PNLH, il faut d'abord l'analyser et comprendre ses différents enjeux et facettes. Une approche multidisciplinaire a été suivie, basée sur l'estimation des pertes monétaires et non monétaires causées par cette zoonose, ainsi que des analyses participatives de ses parties prenantes, de sa mise en œuvre et des voies de son amélioration. Nous avons pu relever les multiples défis auxquels fait face le PNLH et avons étudié la possibilité d'instaurer une nouvelle stratégie de lutte, basée sur la vaccination des ovins et le traitement des chiens. Théoriquement apte à éliminer cette zoonose au bout de 15 ans, le succès de cette stratégie dépendra en effet de l'aptitude du programme national à la mener et de son acceptabilité auprès de la population directement concernée. Une évaluation précise de la charge de morbidité est essentielle pour la sensibilisation des décideurs, car elle permet de donner la priorité au financement des mesures de lutte en temps opportun. Dans ce but, une première étude a été menée pour estimer les pertes économiques causées par cette zoonose à l'échelle nationale et provinciale en combinant des méthodes financières et non financières. Au niveau de la santé humaine, les pertes d'années de vie corrigées de l'incapacité (DALY), les frais médicaux et les pertes de productivité ont été estimés. Chez l'animal, les pertes liées aux saisies d'organes au niveau des abattoirs et les pertes de production causées par une réduction du lait, de la fertilité, du poids de la carcasse et de la production de laine ont été estimées aussi. L'indicateur zDALY, modifiant l'indicateur DALY pour y intégrer les impacts de santé animale des maladies zoonotiques, a été calculé afin de joindre ces deux composantes. Des simulations de Monte-Carlo ont été utilisées pour calculer les valeurs numériques approchées. Les pertes totales oscillent entre 222 millions USD et 234 millions USD. Les DALYs ont été estimés au niveau national à 0,5 an pour 100 000 habitants et le zDALY à 55 ans pour 100 000 habitants. Selon ces évaluations, les pertes perçues ne représentent que la pointe de l'iceberg, la majeure partie des pertes étant causée par la perte de la productivité humaine chez les cas non diagnostiqués et les pertes de production animale. Cette étude a mis en lumière les pertes énormes causées par cette zoonose, sur tout le territoire marocain, indiquant la nécessité d'une amélioration des mesures de prévention et de contrôle. Les résultats de la première étude ont montré la persistance de l'hydatidose/échinococcose au Maroc et la non-atteinte des objectifs du PNHL. Ceci nous a poussé à poser la question des causes de cet échec. Pour répondre à cette question, une deuxième étude sur les enjeux et les obstacles qui ont entravé la réussite du PNHL a été menée. Une approche qualitative a été menée au niveau de cinq régions du Maroc : Rabat-Salé-Kénitra; Béni Mellal-Khénifra; Sous-Masaa; Laâyoune-Sakia El Hamra et Guelmim-Oued Noun. Nous avons posé le choix pour cette étude d'ouvrir le cadre d'application au-delà de la seule hydatidose/échinococcose, nommément à la rage et à la tuberculose bovine, afin de mettre en évidence les défis communs que le contrôle de ces zoonoses présente. Des observations participantes et 81 entretiens individuels ont été réalisés avec les vétérinaires, les autorités locales et les abatteurs. Les enregistrements ont fait l'objet d'une transcription intégrale et les narratifs été analysés avec le logiciel R, en utilisant le package RQDA. L'étude a révélé un manque de rigueur professionnelle, un manque de cadre législatif, ainsi qu'un chevauchement de pouvoirs et d'intérêts entre les différentes structures, alors que la stratégie multisectorielle est essentielle dans la lutte contre les zoonoses. Cette analyse a amené à notre troisième étude, qui a analysé les parties prenantes du PNLH pour approfondir notre compréhension des relations de chaque acteur avec le programme. La troisième étude vise donc à analyser les acteurs du PNLH pour identifier des pistes de son amélioration et de proposer des voies plus adaptées. Des parties prenantes ont été identifiées, et au total, 163 entretiens semi-structurés ont été menés dans les mêmes régions que la deuxième étude, ainsi qu'un atelier interministériel à Rabat. Les catégories classiques d'analyse des parties prenantes, c'est-à-dire l'implication, l'intérêt, l'importance, l'influence, la priorité et le pouvoir, ont été semi-quantifiées. Un cadre analytique a été proposé combinant ces catégories pour évaluer les acteurs par trois attributs: l'appropriation des mesures, l'agence politique et l'agence sociotechnique. L'étude a mis en évidence une organisation déficiente de la diversité des acteurs impliqués, se traduisant dans une déficience dans les trois attributs mobilisés. Cette étude a proposé une approche analytique et informative, particulièrement utile pour une orientation de la lutte contre les zoonoses dans laquelle la coordination multisectorielle est capitale. Dans la recherche de nouvelles stratégies de lutte contre l'hydatidose/échinococcose, des essais de vaccination des ovins (le vaccin EG95) associés au traitement anthelminthique des chiens ont été menés dans le Moyen Atlas, la région du pays ayant la prévalence la plus élevée. Cette étude présente l'analyse de la faisabilité et de l'acceptabilité sociale de cette stratégie, dont le but est de tracer une approche pour l'élaboration d'un guide pour mener une telle intervention dans l'avenir. Onze groupes de discussion et seize entretiens individuels approfondis ont été menés avec les éleveurs, les femmes, les autorités locales, les médecins et vétérinaires privés, ainsi que les fonctionnaires des structures responsables de la mise en œuvre potentielle du PNLH en parallèle avec les essais du vaccin. Les enregistrements ont été transcrits et analysés avec le logiciel R, en utilisant le progiciel RQDA. Cette étude a mis en évidence différentes réserves émises par les acteurs sur la faisabilité de la stratégie. L'étude a permis de collecter les propositions des participants pour une meilleure mise en place de cette nouvelle stratégie. Ces réserves et propositions devront impérativement être prises en compte pour l'élaboration d'un plan renouvelé. En conclusion, l'étude a mis en évidence l'impact de l'hydatidose/échinococcose dans tout le territoire marocain, qui cause des pertes qui arrivent à 0.07% du PIB du Maroc. Ainsi, l'approche qualitative nous a permis d'abord de comprendre le fonctionnement du PNLH sur le terrain, et de proposer un schéma d'instauration d'une nouvelle stratégie de lutte, que théoriquement, pourra contrôler cette zoonose au bout de 15 ans. ; Cystic echinococcosis (CE) is a major zoonosis, however, it is neglected. It is endemic in several countries around the world, particularly around the Mediterranean. In Morocco, despite the efforts carried out within the framework of a national hydatidosis control program (NHCP), initiated in 2007, this zoonosis still presents a major cause of morbidity. Faced with this situation, the establishment of an effective proposal to improve the NHCP is necessary. Our study is based on the principle that, in order to improve the NHCP, we must first analyze and understand its different issues and facets. A multidisciplinary approach was followed, based on the estimation of monetary and non-monetary losses caused by this zoonosis, as well as participatory analyzes of its stakeholders, its implementation and ways of improving it. We were able to raise the multiple challenges facing the NHCP and studied the possibility of establishing a new control strategy, based on the vaccination of sheep and the treatment of dogs. Theoretically capable of eliminating this zoonosis in 15 years, the success of this strategy will indeed depend on the ability of the national program to carry it out and on its acceptability among the population directly concerned. Accurate assessment of the burden disease is essential for sensitizing decision-makers, as it helps prioritize funding for timely control measures. In this objective, a first study was carried out to estimate the economic losses caused by this zoonosis at the national and provincial level by combining financial and non-financial methods. In terms of human health, loss of disability-adjusted life years (DALY), medical costs and productivity losses were estimated. For animals, organ seizure losses at slaughterhouses and production losses caused by reducing milk, fertility, carcass weight and wool production were also estimated. The zDALY indicator, modifying the DALY indicator to include the animal health impacts of zoonotic diseases, was calculated to combine these two components. Monte-Carlo simulations were used to calculate the approximate numerical values. Total losses range from USD 222 million to USD 234 million. DALYs were estimated nationally at 0.5 years per 100,000 person and zDALY at 55 years per 100,000 person. According to these assessments, perceived losses are only the tip of the iceberg, with most of the losses being caused by loss of human productivity in undiagnosed cases and losses in animal production. This study highlighted the enormous losses caused by this zoonosis, throughout Morocco, indicating the need for improved prevention and control measures. The results of the first study showed the persistence of CE in Morocco and the failure that meet NHCP objectives. This prompted us to ask the question of the causes of this failure. To answer this question, a second study on the issues and obstacles that hindered the success of the NHCP was conducted. A qualitative approach was carried out in five regions of Morocco: Rabat-Salé-Kénitra; Béni Mellal-Khénifra; Sous-Masaa; Laâyoune-Sakia El Hamra and Guelmim-Oued Noun. We made the choice for this study to open the framework for application beyond hydatidosis alone, namely rabies and bovine tuberculosis, in order to highlight the common challenges that the control of these zoonoses presents. Participatory observations and 81 individual interviews were conducted with veterinarians, local authorities and slaughterers. The recordings were fully transcribed and the narratives analyzed with R software, using the RQDA package. The study revealed a lack of professional rigor, a lack of legislative framework, as well as an overlap of powers and interests between the different structures, while the multisectoral strategy is essential in the fight against zoonoses. This analysis led to our third study, which analyzed NHCP stakeholders to deepen our understanding of each stakeholder relationship with the program. The third study, therefore aims to analyze the actors of the NHCP in order to identify avenues for improvement and to propose more suitable ways. Stakeholders were identified, and a total of 163 semi-structured interviews were conducted in the same regions as the second study, as well as an inter-ministerial workshop in Rabat. The classic categories of stakeholder analysis, i.e. involvement, interest, importance, influence, priority and power, have been semi-quantified. An analytical framework was proposed combining these categories to evaluate the actors by three attributes: the appropriation of the measures, the political agency and the socio-technical agency. The study highlighted a deficient organization of the diversity of the actors involved, resulting in a deficiency in the three attributes mobilized. This study proposed an analytical and informative approach, particularly useful for an orientation of the fight against zoonoses in which multisectoral coordination is essential. In the search for new CE control strategies, sheep vaccination trials (EG95 vaccine) associated with anthelmintic treatment of dogs were carried out in the Middle Atlas, the region of the country with the highest prevalence. This study presents the analysis of the feasibility and social acceptability of this strategy, the aim of which is to outline an approach for the development of a guide for carrying out such an intervention in the future. Eleven focus groups and sixteen in-depth individual interviews were conducted with breeders, women, local authorities, private doctors and veterinarians, as well as officials from the structures responsible for the potential implementation of the NHCP in parallel with the trials of the vaccine. Recordings were transcribed and analyzed with R software, using RQDA software package. This study highlighted various reservations expressed by the players on the feasibility of the strategy. The study made it possible to collect participants' proposals for a better implementation of this new strategy. These reservations and proposals must imperatively be taken into account for the development of a renewed plan. In conclusion, the study highlighted the impact of CE throughout the Moroccan territory, which causes losses reaching 0.07% of Morocco's GDP. Thus, the qualitative approach allowed us first to understand the functioning of the NHCP in the field, and to propose a scheme for the establishment of a new control strategy, which theoretically, could control this zoonosis in 15 years.

Can we, today, address the citizens' healthcare without talking about his territory ? This seems unbelievable, and the French government has already understood this and to answer to this question has designed and launched the "ARS", which stand for "Healthcare Regional Agency", in order to define and manage healthcare strategy at its own territory level (region). But, before arriving to this conclusion, the healthcare system had to reform itself along four centuries moving from healthcare concept to healthcare system concept. This has been conducted through several reforms from decision makers that had to use quantifiable elements to perform so. Therefore, some specific indicators, called "health deterministic indicators", have been put in place. Then, the sum of all these along the years bring the French government to launch the ARS which are defined within the law called "HPST" standing for Hospital Patient Healthcare and Territory). Now, if we are looking closer to the ARS mission, it clearly appears that they are closely linked to the notion of "sustainable performance" for which it is important to define underneath concepts as "Performance", "sustainable performance" and of course "healthcare sustainable performance". Then, to applied those healthcare sustainable performance principles, the ARS would have to learn how this performance could be increased or decreased based on some specific mechanisms. Therefore, the notions of "risk" and "vulnerability" became key components of such an approach. However, looking forward it appears that the vulnerability has a close link to risk and that the risk is essentially linked to a mismatch between the "offering" and the "demand" or the "needs" of the citizens. Then, by integrating all those aspects, the ARS would became a healthcare sustainable performance for a territory vector, thanks to new governances, a better risk management politic and the usage of performance measures as healthcare expenses for a territory, regulation tool. Based on this it is easy to understand that the ARS will be at the heart of the reform and will have to drive the regional health system. But, and it is true for all sectors (private and public), the management of such a system cannot be done without an accurate information system. Then, the next question is "what is an information system for a health system?" but also, "how to feed this information system in order to let it provide relevant information?" Therefore, to understand this, it is necessary to understand the definition of all existing information system types and their role in the healthcare environment and how the citizen and the patient will take benefits of that. Based on this theory, it is now interesting to better understand the status of the current health information system and why he has failed in his pupil service missions, and that in order to better understand how, through a new ARS governance, it will be possible to have health information system able to reach the sustainable performance goals. The failure notification and the willingness to get the French healthcare system out of this trap is real. However, it is important to notice that to succeed in the mission regarding the information system, it will be necessary to adopt an accurate methodology. But, it is also important to understand that after investigation, no such methodology has been found and it appears necessary to build one in order to satisfy the needs of health professionals, citizens, patients. The final goal being to allows the French health system to reach the health sustainable performance goals by the understanding and the resolution of business pains coming from the citizen requests known and understood at the right time and the right location. It is easy to understand that cannot be done without a better understanding of the human, geographical, politic, social and health environment that could be better handled through new technologies. Therefore, it will be possible to put in place certain of these technologies that will enable this approach by allowing a global access to data or simplifying application integration into complex business processes or providing analysis and permanent traceability tools allowing to take "preventive" decisions (real time) or "corrective" decisions (after past facts analysis) . Everything, of course, being at maximum secured and with maximum integrity guarantee. This thought has bring to the definition of MAEVA methodology which seat in the middle of a particular context composed by actors (health professionals, citizens, politicians, patients, etc.), stimulus (known or unknown meaning handled or not), the health system itself (on which the methodology is applied) and results (benefits for the health system increasing the sustainable performance of the health system). To do so, I has been necessary to build the method in two "layers". The first layer is made of components called "fundamentals" which permit to define the project foundations that has to be implemented by following MAEVA rules. These fundamentals, counted as four (plus one) allow the definition of a global consensus for the project and for the associated community of practice in order to successfully deliver the related project. The "fifth" fundamental allows the rationale to pursue on a new version or to stop the project in its current stage if the necessary condition to continue it are not met. Once these basis have been setup, the method offer the capability to define five actions which will allow to manage the project from the beginning until the final delivery. These actions are: "Integration", allowing the integration of the data sources needed to the project implementation; "Detection", allowing the definition of "actuators" components bringing to a risky situation ; "Anticipation", allowing the definition of self defense mechanisms against the previously mentioned "actuators"; "Action", allowing the realization of the project mission; and at the end, "Evaluation", offering factual elements to analyze project outcomes and provide therefore facts to the fundamental "Decide". All these components are linked within the methodology through two "tools": Iteration, allowing to complete a phases with results coming from an upfront phase; and the Active Memory Zone (ZAM) which is used to be the project memory in order to store traceability data, but also "keep in mind" all taken decisions. This methodology, as defined, hasn't been designed theoretically in few months, but has been the result of real life projects analyze done during the past five years in the area of health system performance. It is also good to know that the MAEVA approach based on consensus will be a great help for the ARS, as they will have, since the beginning, work with people, processes and information coming from diverse horizons that were, until now, more in competition rather than in collaboration mood. But all of this is just about the first version of the methodology and already, due to read publications, it appears that some research works, like "Design Thinking" should be integrated partially or totally in a future "release" of MAEVA. ; Est-il possible, de nos jours, de parler de santé des citoyens sans faire référence au territoire qu'ils occupent ? Ceci est fort peu probable, et le gouvernement français en a pris conscience et pour cela a créé et mis en place les " Agences Régionales de Santé " (ARS) permettant de définir et gérer la stratégie de la santé sur son territoire régional. Mais avant d'en arriver là, le système de santé a dû se réformer, pendant près de quatre siècles, afin d'évoluer du concept de santé au concept de système de santé. De plus, pour mener à bien ces réformes, il a fallut que les différents organismes décideurs puissent s'appuyer sur des éléments concrets, et, de fait, des indicateurs particuliers, appelés " déterminants de santé " ont été mis en place. Ainsi, tout ceci a amené le gouvernement français à créer les ARS organisés autour d'un territoire de santé et dont le cadre légal est défini à travers la loi HPST (Hôpital Patient Santé Territoire). Dès lors, en s'intéressant de plus près à la mission des ARS, il apparait qu'elle est clairement liée à la notion de performance durable, d'où l'importance de définir les concepts sous jacents à savoir : " Performance ", " Performance durable " et bien sur " Performance durable en santé ". Ainsi, pour pouvoir appliquer des principes de performance durable en santé, les ARS vont devoir s'appliquer à comprendre les mécanismes favorisant ou pénalisant une telle performance. Dès lors, les notions de " risque " et de " vulnérabilité " sont devenus des éléments clés d'une telle approche. De fait, en regardant, une fois de plus, d'un peu plus près, il apparait que la vulnérabilité est liée au risque, et que le risque est essentiellement lié à une inadéquation, ou déséquilibre, entre " l'offre " la " demande " et les " besoins " du citoyen. De fait, en intégrant ces éléments, les ARS vont devenir un véritable vecteur de performance durable en santé au niveau d'un territoire, grâce à un nouveau pilotage, à une meilleure gestion des risques et l'utilisation de la mesure de performance comme d'un outil de régulation des dépenses de santé sur le dit territoire. De part ces propos, on comprend bien que les ARS vont être au cœur de la réforme et du pilotage du système de santé en région. Or, et cela est vrai dans tous les secteurs (aussi bien privés que publics), la gestion d'un tel système ne peux s'effectuer sans un système d'information adapté. Ainsi va se poser la question de ce qu'est un système d'information pour un système de santé, mais aussi comment faire en sorte que ce système d'information consomme et produise des informations de qualité. De fait, et pour mieux comprendre tout cela, il est nécessaire d'appréhender la définition de tous les types de systèmes d'information existants, mais aussi leurs rôles dans le domaine de la santé et comment cela va bénéficier au citoyen et patient. Fort de cette approche théorique, il est maintenant intéressant de s'attarder sur l'état du système d'information en santé, et de comprendre pourquoi, en l'état actuel, il a échoué dans sa mission de service public, et ce afin de mieux comprendre comment à travers la nouvelle gouvernance des ARS, il sera possible d'avoir un système d'information en santé permettant d'atteindre des objectifs de performance durable. Le constat d'échec, ainsi que la volonté de sortir le système de santé français de l'ornière dans laquelle elle s'est enfoncée est réel. Cependant, force est de constater que pour mener à bien cette mission, et notamment en regard des systèmes d'information, il sera nécessaire d'utiliser une méthodologie adaptée. Or, après investigation, il apparait qu'une telle méthode ou approche n'existe pas, d'où la nécessité d'en définir une nouvelle, afin de satisfaire les besoins des professionnels de la santé, des citoyens et patients, et ce pour permettre au système de santé français d'atteindre des objectifs de performance durable en santé par la compréhension et la résolution de problèmes métiers issue de la demande, connue et comprise en temps et en lieu, des citoyens. Il est clair que ceci ne peut se réaliser que par une meilleure compréhension de l'environnement humain, géographique, politique, social et médical qui peut mieux être appréhendé au travers des nouvelles technologies. Ainsi, il sera possible de mettre en œuvre un certain nombre de ces technologies facilitant cette approche, soit en garantissant un accès global aux données, soit en simplifiant l'intégration d'applicatifs au sein d'un processus métier complexe, soit en fournissant des outils d'analyse et d'audit permettant des prises de décision " préventives " (temps réel) ou " correctives " (après analyse des faits passés). Le tout, évidemment, en garantissant un niveau de sécurité et d'intégrité maximum. Ainsi, cette réflexion a amené à la définition de la méthode MAEVA qui se situe au milieu d'un contexte bien particulier, composé d'acteurs (professionnels, citoyens, politiques, patients, etc.), de perturbants (connus ou inconnus, donc maitrisés ou non), du système de santé en soit (sur lequel la méthode s'applique) et des résultantes (résultat de la méthode appliquée sur l'accroissement de la performance du système de santé). Pour se faire, il a été nécessaire de bâtir la méthode en deux " couches ". La première couche, composée d'éléments appelés " fondamentaux ", permet de définir les fondations du projet à implémenter selon MAEVA. Ces fondamentaux, au nombre de quatre (plus un), permettent de définir un consensus global, pour le projet et pour la communauté de pratique associée afin de mener à bien ce projet. Le " cinquième " fondamental permettant lui de définir les éléments de poursuite vers une nouvelle version ou d'arrêt du projet si les conditions nécessaires ne sont pas atteintes pour reconduire une nouvelle version du projet. Une fois ces fondements posés, la méthode offre la possibilité de définir cinq actions qui vont permettre de gérer le projet du début à la fin. Il s'agit de : " l'Intégration ", qui permet d'intégrer les sources de données nécessaires à la réalisation du projet ; la " Détection ", qui permet de définir les éléments " déclencheurs " amenant à des situations à risque ; " l'Anticipation ", qui permet de définir des mécanismes d'auto défense vis-à-vis des " déclencheurs " ; " l'Action ", qui permet de réaliser la mission pour laquelle le projet a été défini, et enfin " l'Evaluation " qui va offrir les éléments pour analyser le projet et de fait fournir des éléments factuels au fondamental " Décider ". Tout ces éléments, étant relié au sein de la méthode à travers deux " outils " : l'itération, qui permet de compléter une phase amont avec des éléments issus d'une phase aval ; et la Zone Active de Mémorisation (ZAM) qui sert de mémoire au projet et permet non seulement d'entreposer des données de traçabilité, mais aussi de garder la mémoire des décisions prises. Cette méthode ainsi définie n'a pas été établie de façon théorique en quelques mois, mais a été issu de l'analyse d'expériences vécues au fil de cinq ans de labeur dans le domaine de la performance du système de santé. Il est à noter que l'approche consensuelle proposée par MAEVA sera d'une grande utilité pour les ARS qui vont devoir, dès le début de leur existence, travailler avec du personnel, des processus et des informations issus de divers horizons jusqu'à présent plutôt compétitifs que collaboratifs. Mais tout ceci ne constitue que la première version de la méthode, et déjà, compte tenu des publications lues ces derniers temps, il est apparut que certains travaux de recherche tels que le " Design Thinking " devraient pouvoir être intégrés partiellement ou totalement dans une prochaine " release " de MAEVA.

Minority and community are concepts that have dominated the analysis of Christians in the Arab world, leading to a perception of Middle-Eastern societies as confessional or sectarian mosaics. This paradigm posits that religious and political identities and dynamics are closely intertwined in countries where the dominant culture is Islam, and that religious and ethnic groups live side by side, maintaining limited interactions while their immutable identities offer a strong potential for conflict. This work questions the paradigm of the mosaic by focusing on identity formation and interaction across religious boundaries over a period that extends from the later decades of Ottoman rule in Transjordan (1870) to present Jordan (1997). It asks whether confessionnal identities are by nature conflictual and if the 'minority' concept is the only relevant one to evaluate the degree of social, political and economic participation of non-Moslems in countries where Islam is the dominant culture. The approach is inductive and historical but mobilises concepts from the disciplines of social and political anthropology and political sociology. The dissertation comprises of 10 chapters set chronologically and covering the period 1870 to 1997. Taking a historical approach, it focuses on the modalities of exchanges, transactions, cooperation and communication (looking at kinship, mariage patterns, the role of women, economic cooperation, and various aspects of local and national politics) between Christians and Moslems and between several Christian denominations in Jordan (Orthodox and Roman Catholic, or Latin, in particular), more particularly in the town of Madaba however set within a broader national and international context. These broader contexts (that encompass the politics of states and of transnational Church actors over time) allow to bridge between the local and other levels to document how institutions regulate identity formation and cross-communal interactions. Over a century, Madaba provides the background, widely open to the rest of the country and the world, of a social, religious and political history of Arab Christian families. The work combines historical and anthropological approches and sources (in particular so far unexploited parish and Vatican archives, together with other archival sources). It questions the nature and the maintenance of the social and political link between Christians and Moslems in Madaba and in Jordan, and the changes that have affected identity boundaries between groups: both as Christians and Moslems, but equally as members of different Christian denominations, particularly in the context of missionary activities. The thesis defended here is that it is time to 'break the mosaic' so as to cast light from the inside on the societies and polities within which Christians in the Arab world are inserted. The title of the dissertation refers both to this paradigm and to the Byzantine mosaics that have made Madaba famous as an archaeological site. In place of the static image of the mosaic, the dissertation offers successive episodes of a moving picture where political powers, Churches (missionary or not), those local families that transfer their assets to Amman, the Jordanian capital, and the national arena, negotiate the organisation of local social interactions. One important contribution of the dissertation is to document how the tribe, over more than a century, remains a central social form to express identities, regulate economic and political interactions, and manage conflict both between Christians and between Christians and Moslems. Communal identities, however central they have become since the inception of the modern state, do not appear to threaten the cohesion of the society and the polity, either at the local or national levels. The maintenance of tribal identities is dealt with throughout the dissertation as a dynamic process in which both successive states, regimes, social actors at the national and local levels play a part, in particular in the historical context of the arrival of the Palestinians in Jordan and in the town of Madaba. At another level, the dissertation deals extensively with the institutional relations between the Greek Orthodox and the Roman Catholic Churches and the Jordanian state, bringing a new insight into a previously under-studied domain. Finally, this work offers an argument about the relationships between state and society in contemporary Jordan by interrogating the changing nature of the social pact between the Hashemite regime and local constituencies, more specifically with non-Moslems but also with Transjordanians as opposed to Palestinians. This work is therefore not a mere monograph about Christians in the town of Madaba: looking at a 'marginal' and local phenomenon, it enlightens broader social, political and historical dynamics. ; En partant d'un phénomène observé 'à la marge' afin de mieux illustrer ce qui se passe au centre, ce travail aborde des questions fondamentales pour la compréhension des sociétés du Moyen-Orient en déconstruisant notamment la catégorie de 'minorité', en s'interrogeant sur la nature du lien social entre chrétiens et musulmans dans l'agglomération de Madaba et au-delà dans la Jordanie contemporaine et en analysant la construction des identités collectives sur plus d'un siècle (1870-1997). Sont proposés d'autres paradigmes que ceux des traditions orientaliste et développementaliste pour l'analyse des minorités en pays musulmans. Ces traditions postulent la primauté du facteur religieux dans la formation et l'expression des identités sociales et envisagent les sociétés arabes comme des 'mosaïques' formées de groupes ethnoconfessionnels homogènes, relativement hermétiques les uns aux autres et inscrits dans une hiérarchie de statuts. On s'est plutôt inspiré ici de l'approche sur les frontières et les interactions entre groupes ethniques proposée par F. Barth en lui adjoignant une certaine profondeur historique et en intégrant une analyse des rapports entre le pouvoir politique et les groupes sociaux. Il s'agit de poser les affiliation religieuses et confessionnelles comme des constructions sociales et historiques dont on peut étudier le développement, les méandres et les interactions avec d'autres types d'affiliation. S'inspirant de tous les travaux récents portant sur la construction des identités collectives, qu'il s'agisse de nations ou d'ethnies, l'approche choisie défend une conception plurielle et mouvante des identités décrites en termes de processus dynamiques et interactionnels en s'interrogeant sur les temporalités et les facteurs de continuité/changement et en montrant des continuité beaucoup plus longues que celles qui posent la période coloniale comme période charnière de fixation des identités collectives. En plus d'une méthodologie d'observation anthropologique du terrain et des acteurs, quatre types principaux de sources ont été exploités : la littérature des voyageurs occidentaux, les archives paroissiales et missionnaires (en particulier celles de la Propaganda Fide à Rome), les témoignages oraux, la littérature d'histoire locale produite à Madaba. On a adopté un plan chronologique découpé en trois périodes principales. A l'intérieur de chaque partie, l'analyse thématique a été privilégiée en suivant, dans l'agglomération de Madaba depuis sa fondation en 1880, les alliances matrimoniales, politiques et économiques entre chrétiens et musulmans et entre groupes de différents rites chrétiens (essentiellement orthodoxes et latins) afin de déterminer où passent les frontières de l'identité et comment elles changent. Une variété d'acteurs institutionnels et individuels, dont certains apparaissent à un moment historique donné, influent sur la forme de ces frontières : les administrations des États qui se succèdent et leur personnel, les hiérarchies ecclésiastiques, les prêtres, les Grandes Puissances occidentales et leurs représentants locaux, les intellectuels de formation moderne, les partis politiques, les notables traditionnels et modernes, les organisations de la société civile, les émigrés et les immigrés, les tribus et leurs membres. Centré sur l'agglomération de Kérak, dont sont issus les chrétiens qui fondent Madaba en 1880, le prologue fait apparaître que, dans la Syrie du Sud (Transjordanie) du milieu du XIXe siècle, les institutions ecclésiastiques (grecques orthodoxes) et impériales (ottomanes) n'ont que très peu d'influence sur ce territoire situé à l'extrême périphérie de l'empire. Minoritaires sur le plan démographique et dispersés sur le territoire, les chrétiens ne sont pas marginalisés du fait de leur appartenance religieuse car l'ordre tribal des relations sociales assure différents niveaux d'intégration sociale et de coopération politique et économique entre lignages chrétiens et musulmans en fonction d'autres critères que ceux de l'appartenance religieuse. Les chrétiens sont fragmentés en plusieurs clans et tribus sans que l'on puisse repérer de cohésion confessionnelle. Sur le plan de la pratique religieuse, c'est une forme de syncrétisme qui prévaut. L'impossibilité des échanges matrimoniaux entre chrétiens et musulmans n'est pas nécessairement perçue comme témoignant d'un frontière religieuse infranchissable mais s'inscrit dans le contexte plus vaste des règles qui régissent les alliances matrimoniales entre tribus. L'appartenance religieuse est avant tout un marqueur d'identité tribale. La première partie analyse comment l'ordre communautaire religieux apparaît dans les dernières décennies du XIXe siècle, sous l'action conjuguée des organisations missionnaires (protestantes et catholiques) et de l'administration alors que les Ottomans entreprennent de rétablir leur autorité sur la Syrie du Sud. Autour de la fondation du village de Madaba par des lignages chrétiens immigrés de Kérak sous l'impulsion des missionnaires latins, on montre comment de nouveaux acteurs religieux et civils entreprennent d'imposer un ordre communautaire des relations sociales à travers l'éducation missionnaire, le marquage d'espaces chrétiens, le contrôle des alliances matrimoniales, de nouvelles pratiques cultuelles, l'accès aux instances de représentation administratives et juridiques ottomanes. Les modalités d'insertion des tribus chrétiennes qui fondent Madaba dans leur environnement permettent de mettre en lumière les résistances à l'ordre communautaire par l'établissement de partenariats économiques et d'alliances politiques avec les tribus musulmanes du lieu selon des logiques lignagères persistantes où les acteurs instrumentalisent à leur profit les nouvelles ressources communautaires fournies par les Églises ou les consulats européens. Au cours du XXe siècle, la Transjordanie, d'abord sous mandat britannique, accède à l'indépendance. Malgré ce changement politique, le régime monarchique se perpétue sans que les modalités d'insertion sociale des chrétiens ne soient bouleversées au niveau du pays dans son ensemble ou au sein de l'agglomération de Madaba. La deuxième partie se penche alors sur la manière dont l'État hachémite et les Églises majoritaires (grecque orthodoxe et romaine catholique) négocient les frontières des espaces communautaires à travers la législation sur les communautés confessionnelles et leurs prérogatives religieuses, éducatives et caritatives. Le traitement différencié accordé par l'État aux différentes Église en présence ainsi que des relations diverses entre les hiérarchies ecclésiastiques et les laïcs des communautés sont deux dimensions qui contribuent à empêcher la cohésion des chrétiens pris comme un ensemble. Le statut politique des chrétiens est ensuite étudié non en isolation mais en parallèle avec celui d'autres groupes sociaux, Circassiens, bédouins, réfugiés palestiniens, familles musulmanes transjordaniennes du nord et du sud, etc. afin de poser question quant à la réalité d'un statut minoritaire et à l'existence d'une majorité politique dans le royaume hachémite. Il ressort que le régime octroie aux communautés chrétiennes et aux familles chrétiennes de notables (anciens ou modernes) un espace privilégié d'expression et de représentation qui leur permet d'occuper une place centrale, et non marginale, dans la société. Dans le même temps, il est difficile d'identifier une norme identitaire autre qu'hachémite et il apparaît qu'une des modalités d'exercice du pouvoir monarchique repose sur la cooptation d'individus et de familles appartenant à tous les groupes de la société. Dans un second temps, recentrer l'analyse sur l'agglomération de Madaba permet d'observer comment les acteurs locaux relaient les efforts de l'État qui visent à maintenir une fragmentation sociale selon des clivages communautaires et lignagers afin de résister à la formation d'identités politiques transversales qui mettraient en danger sa stabilité. La modernité politique et économique n'en engendre pas moins un système de relations multiples entre chrétiens et musulmans que l'on peut repérer à travers les alliances politiques lors d'épisodes électoraux, dans les mouvements associatifs, dans les partenariats économiques, dans les partis politiques ou lors d'épisodes de conflit aigus tels celui de Septembre noir. En parallèle, les logiques tribales continuent à ordonner conflit et coopération entre groupes de religions différentes qui se définissent d'abord selon leur affiliation lignagère. C'est le cas, en particulier, dans les domaines de l'économie agricole et pastorale traditionnelle, dans les épisodes de règlement de conflits de sang ou d'honneur où prévaut encore le droit coutumier, parfois à l'encontre des prescription du droit musulman. La fragmentation des chrétiens en groupes lignagers est ainsi préservée sans que ne s'effectue une communautarisation incluant une dimension politique. De même, les valeurs qui permettent aux chrétiens de participer pleinement à l'échange social, telles l'honneur individuel ou collectif, le prestige familial, la limitation de l'autonomie des femmes, ne sont pas menacées par l'imposition de normes islamiques. A partir des années 1970, la polarisation de la population du royaume hachémite entre Jordaniens 'de souche' et Jordaniens 'd'origine palestinienne' amène un processus de différenciation identitaire dans lequel l'organisation tribale en vient à symboliser l'identité jordanienne. Dans le même temps, les islamistes deviennent la principale force d'opposition que le régime tente d'endiguer en réaffirmant son propre caractère musulman et en islamisant de nouveaux espaces de la vie publique. Ces changements de paradigmes de la société politique jordanienne touchent Madaba, ville mixte où cohabitent Jordaniens des tribus et Palestiniens réfugiés, chrétiens et musulmans. De plus, les équilibres démographiques et politiques de la ville penchent de plus en plus en faveur des musulmans. Les chrétiens, autrefois majoritaires, entreprennent alors de défendre leur position de prééminence dans la ville. Les stratégies qu'ils mettent en place pour combattre une double logique de minorisation (en tant que chrétiens et Jordaniens 'de souche') font l'objet de la dernière partie de ce travail. On montre tout d'abord comment les chrétiens résistent sur le terrain à un recul de la neutralité religieuse de l'espace public et à leur mise en minorité démographique et politique (conseil municipal) dans l'agglomération et comment ils se redéploient dans l'espace urbain, créent des réseaux de soutien financier avec les immigrés, amorcent un rapprochement entre Églises, compensent dans le champ politique national la perte de leur hégémonie locale. Dans un second temps, on se penche sur la littérature d'histoire locale que produisent les chrétiens de Madaba afin d'analyser comment ces derniers, en reformulant leur histoire ancienne et récente, se construisent à la fois des identités confessionnelles, ethniques et lignagères et comment elles sont rendues compatibles afin de lutter contre une marginalisation symbolique. Le dernier chapitre se penche sur les élections législatives de 1997 afin d'illustrer la manière dont les chrétiens utilisent leurs imaginaires identitaires comme vecteurs de mobilisation politique à l'occasion des élections législatives, nouvelle arène de compétition depuis la libéralisation de la vie politique intervenue en 1989. Malgré l'existence d'un siège chrétien réservé pour la circonscription de Madaba, ce n'est pas la mobilisation communautaire qui apparaît comme efficace mais bien plutôt le discours des solidarités tribales, éventuellement (mais non nécessairement) en conjonction avec l'appartenance partisane ou confessionnelle. On peut alors avancer que les chrétiens participent pleinement aux dynamiques de la société dans son ensemble. Tout au long de la période étudiée, la parenté joue un rôle central comme vecteur essentiel de l'identification des groupes, que ceux ci soient dans un espace rural ou urbain. Les chrétiens de Madaba mobilisent les mêmes ressources symboliques que les autres groupes avec lesquels ils sont en contact. Comme l'ensemble de la société, les chrétiens participent à une multitude d'échanges et d'interactions et se positionnent en fonction de ces interactions. Au-delà de l'étude de cas qui s'ancre dans une ville moyenne de la Jordanie centrale, ce travail s'interroge en conclusion sur le système politique jordanien et sur les modes de légitimation de sa monarchie. Les analyses en termes de construction nationale sont critiquées, le terme de 'minorité' est mis en question tout comme le présupposé classique d'une imbrication nécessairement étroite du religieux et du politique dans les pays dits, ou qui se disent, musulmans.

What is a radical? Somebody who goes against mainstream opinions? An agitator who suggests transforming society at the risk of endangering its harmony? In the political context of the British Isles at the end of the eighteenth century, the word radical had a negative connotation. It referred to the Levellers and the English Civil War, it brought back a period of history which was felt as a traumatic experience. Its stigmas were still vivid in the mind of the political leaders of these times. The reign of Cromwell was certainly the main reason for the general aversion of any form of virulent contestation of the power, especially when it contained political claims. In the English political context, radicalism can be understood as the different campaigns for parliamentary reforms establishing universal suffrage. However, it became evident that not all those who were supporting such a reform originated from the same social class or shared the same ideals. As a matter of fact, the reformist associations and their leaders often disagreed with each other. Edward Royle and Hames Walvin claimed that radicalism could not be analyzed historically as a concept, because it was not a homogeneous movement, nor it had common leaders and a clear ideology. For them, radicalism was merely a loose concept, « a state of mind rather than a plan of action. » At the beginning of the nineteenth-century, the newspaper The Northern Star used the word radical in a positive way to designate a person or a group of people whose ideas were conform to those of the newspaper. However, an opponent of parliamentary reform will use the same word in a negative way, in this case the word radical will convey a notion of menace. From the very beginning, the term radical covered a large spectrum of ideas and conceptions. In fact, the plurality of what the word conveys is the main characteristic of what a radical is. As a consequence, because the radicals tended to differentiate themselves with their plurality and their differences rather than with common features, it seems impossible to define what radicalism (whose suffix in –ism implies that it designate a doctrine, an ideology) is. Nevertheless, today it is accepted by all historians. From the mid-twentieth century, we could say that it was taken from granted to consider radicalism as a movement that fitted with the democratic precepts (universal suffrage, freedom of speech) of our modern world. Let us first look at radicalism as a convenient way to designate the different popular movements appealing to universal suffrage during the time period 1792-1848. We could easily observe through the successions of men and associations, a long lasting radical state of mind: Cartwright, Horne Tooke, Thomas Hardy, Francis Burdett, William Cobbett, Henry Hunt, William Lovett, Bronterre O'Brien, Feargus O'Connor, The London Society for Constitutional information (SCI), The London Corresponding Society (LCS), The Hampden Clubs, The Chartists, etc. These organizations and people acknowledged having many things in common and being inspired by one another in carrying out their activities. These influences can be seen in the language and the political ideology that British historians name as "Constitutionalist", but also, in the political organization of extra-parliamentary societies. Most of the radicals were eager to redress injustices and, in practice, they were inspired by a plan of actions drawn on from the pamphlets of the True Whigs of the eighteenth-century. We contest the argument that the radicals lacked coherence and imagination or that they did not know how to put into practice their ambitions. In fact, their innovative forms of protest left a mark on history and found many successors in the twentieth century. Radicals' prevarications were the result of prohibitive legislation that regulated the life of associations and the refusal of the authorities to cooperate with them. As mentioned above, the term radical was greatly used and the contemporaries of the period starting from the French Revolution to Chartism never had to quarrel about the notions the word radical covered. However, this does not imply that all radicals were the same or that they belong to the same entity. Equally to Horne Tooke, the Reverend and ultra-Tory Stephens was considered as a radical, it went also with the shoemaker Thomas Hardy and the extravagant aristocrat Francis Burdett. Whether one belonged to the Aristocracy, the middle-class, the lower class or the Church, nothing could prevent him from being a radical. Surely, anybody could be a radical in its own way. Radicalism was wide enough to embrace everybody, from revolutionary reformers to paternalistic Tories. We were interested to clarify the meaning of the term radical because its inclusive nature was overlooked by historians. That's why the term radical figures in the original title of our dissertation Les voix/voies radicales (radical voices/ways to radicalism). In the French title, both words voix/voies are homonymous; the first one voix (voice) correspond to people, the second one voies (ways) refers to ideas. By this, we wanted to show that the word radical belongs to the sphere of ideas and common experience but also to the nature of human beings. Methodoloy The thesis stresses less on the question of class and its formation than on the circumstances that brought people to change their destiny and those of their fellows or to modernize the whole society. We challenged the work of E.P. Thompson, who in his famous book, The Making of the English Working Class, defined the radical movements in accordance with an idea of class. How a simple shoe-maker, Thomas Hardy, could become the center of attention during a trial where he was accused of being the mastermind of a modern revolution? What brought William Cobbett, an ultra-Tory, self-taught intellectual, to gradually espouse the cause of universal suffrage at a period where it was unpopular to do so? Why a whole population gathered to hear Henry Hunt, a gentleman farmer whose background did not destine him for becoming the champion of the people? It seemed that the easiest way to answer to these questions and to understand the nature of the popular movements consisted in studying the life of their leaders. We aimed at reconstructing the universe which surrounded the principal actors of the reform movements as if we were a privileged witness of theses times. This idea to associate the biographies of historical characters for a period of more than fifty years arouse when we realized that key events of the reform movements were echoing each other, such the trial of Thomas Hardy in 1794 and the massacre of Peterloo of 1819. The more we learned about the major events of radicalism and the life of their leaders, the more we were intrigued. Finally, one could ask himself if being a radical was not after all a question of character rather than one of class. The different popular movements in favour of a parliamentary reform were in fact far more inclusive and diversified from what historians traditionally let us to believe. For instance, once he manage to gather a sufficient number of members of the popular classes, Thomas Hardy projected to give the control of his association to an intellectual elite led by Horne Tooke. Moreover, supporters of the radical reforms followed leaders whose background was completely different as theirs. For example, O'Connor claimed royal descent from the ancient kings of Ireland. William Cobbett, owner of a popular newspaper was proud of his origins as a farmer. William Lovett, close to the liberals and a few members of parliament came from a very poor family of fishermen. We have thus put together the life of these five men, Thomas hardy, William Cobbett, Henry Hunt, William Lovett and Feargus O'Connor in order to compose a sort of a saga of the radicals. This association gives us a better idea of the characteristics of the different movements in which they participated, but also, throw light on the circumstances of their formation and their failures, on the particular atmosphere which prevailed at these times, on the men who influenced these epochs, and finally on the marks they had left. These men were at the heart of a whole network and in contact with other actors of peripheral movements. They gathered around themselves close and loyal fellows with whom they shared many struggles but also quarreled and had strong words. The original part of our approach is reflected in the choice to not consider studying the fluctuations of the radical movements in a linear fashion where the story follows a strict chronology. We decided to split up the main issue of the thesis through different topics. To do so, we simply have described the life of the people who inspired these movements. Each historical figure covers a chapter, and the general story follows a chronological progression. Sometimes we had to go back through time or discuss the same events in different chapters when the main protagonists lived in the same period of time. Radical movements were influenced by people of different backgrounds. What united them above all was their wish to obtain a normalization of the political world, to redress injustices and obtain parliamentary reform. We paid particular attention to the moments where the life of these men corresponded to an intense activity of the radical movement or to a transition of its ideas and organization. We were not so much interested in their feelings about secondary topics nor did we about their affective relations. Furthermore, we had little interest in their opinions on things which were not connected to our topic unless it helped us to have a better understanding of their personality. We have purposely reduced the description of our protagonists to their radical sphere. Of course we talked about their background and their intellectual development; people are prone to experience reversals of opinions, the case of Cobbett is the most striking one. The life of these personalities coincided with particular moments of the radical movement, such as the first popular political associations, the first open-air mass meetings, the first popular newspapers, etc. We wanted to emphasize the personalities of those who addressed speeches and who were present in the radical associations. One could argue that the inconvenience of focusing on a particular person presents a high risk of overlooking events and people who were not part of his world. However, it was essential to differ from an analysis or a chronicle which had prevailed in the studies of the radical movements, as we aimed at offering a point of view that completed the precedents works written on that topic. In order to do so, we have deliberately put the humane character of the radical movement at the center of our work and used the techniques of biography as a narrative thread. Conclusion The life of each historical figure that we have portrayed corresponded to a particular epoch of the radical movement. Comparing the speeches of the radical leaders over a long period of time, we noticed that the radical ideology evolved. The principles of the Rights of Men faded away and gave place to more concrete reasoning, such as the right to benefit from one's own labour. This transition is characterized by the Chartist period of Feargus O'Connor. This does not mean that collective memory and radical tradition ceased to play an important part. The popular classes were always appealed to Constitutional rhetoric and popular myths. Indeed, thanks to them they identified themselves and justified their claims to universal suffrage. We focused on the life of a few influent leaders of radicalism in order to understand its evolution and its nature. The description of their lives constituted our narrative thread and it enabled us to maintain consistency in our thesis. If the chapters are independent the one from the other, events and speeches are in correspondences. Sometimes we could believe that we were witnessing a repetition of facts and events as if history was repeating itself endlessly. However, like technical progress, the spirit of time, Zeitgeist, experiences changes and mutations. These features are fundamental elements to comprehend historical phenomena; the latter cannot be simplified to philosophical, sociological, or historical concept. History is a science which has this particularity that the physical reality of phenomena has a human dimension. As a consequence, it is essential not to lose touch with the human aspect of history when one pursues studies and intellectual activities on a historical phenomenon. We decided to take a route opposite to the one taken by many historians. We have first identified influential people from different epochs before entering into concepts analysis. Thanks to this compilation of radical leaders, a new and fresh look to the understanding of radicalism was possible. Of course, we were not the first one to have studied them, but we ordered them following a chronology, like Plutarch enjoyed juxtaposing Greeks and Romans historical figures. Thanks to this technique we wanted to highlight the features of the radical leaders' speeches, personalities and epochs, but also their differences. At last, we tried to draw the outlines and the heart of different radical movements in order to follow the ways that led to radicalism. We do not pretend to have offered an original and exclusive definition of radicalism, we mainly wanted to understand the nature of what defines somebody as a radical and explain the reasons why thousands of people decided to believe in this man. Moreover, we wanted to distance ourselves from the ideological debate of the Cold War which permeated also the interpretation of past events. Too often, the history of radicalism was either narrated with a form of revolutionary nostalgia or in order to praise the merits of liberalism. If the great mass meetings ends in the mid-nineteenth-century with the fall of Chartism, this practice spread out in the whole world in the twentieth-century. Incidentally, the Arab Spring of the beginning of the twenty-first-century demonstrated that a popular platform was the best way for the people to claim their rights and destabilize a political system which they found too authoritative. Through protest the people express an essential quality of revolt, which is an expression of emancipation from fear. From then on, a despotic regime loses this psychological terror which helped it to maintain itself into power. The balance of power between the government and its people would also take a new turn. The radicals won this psychological victory more than 150 years ago and yet universal suffrage was obtained only a century later. From the acceptance of the principles of liberties to their cultural practice, a long route has to be taken to change people's mind. It is a wearisome struggle for the most vulnerable people. In the light of western history, fundamental liberties must be constantly defended. Paradoxically, revolt is an essential and constitutive element of the maintenance of democracy. ; Die radikalen Strömungen in England von 1789 bis 1848 Formulierung der Problematik Was ist ein Radikaler? Im politischen Kontext, in dem sich die britischen Inseln am Ende des 18. Jahrhunderts befanden, hatte dieser Begriff eine negative Konnotation. Er erinnert nämlich an die levellers und an den Bürgerkrieg. Diese historische Epoche, die als traumatisches Erlebnis empfunden wurde, hat bei den politischen Führern Stigmata hinterlassen, die immer noch vorhanden sind. Die Herrschaft Cromwells hatte bestimmt einen direkten Einfluss auf die Aversion der Engländer gegen jede heftige Form des Protestes gegen die herrschende Macht, vor allem wenn er politisch vereinnahmt wird. Im politischen Kontext in England versteht man unter Radikalismus verschiedene Versuche, eine Parlamentsreform durchzusetzen, die das allgemeine Wahlrecht einführen sollte. Natürlich bedeutet dies nicht, dass die Befürworter solch einer Reform eine gesellschaftliche und ideologische Nähe verband. In der Tat waren sich die reformistischen Verbände oft untereinander nicht einig und ihre jeweiligen Führer hatten wenige Gemeinsamkeiten. Edward Royle und Hames Walvin erläutern, dass der Radikalismus historisch nicht wie ein Konzept analysiert werden kann, da er keine einheitliche Bewegung war, da sich die Führer untereinander nicht einig waren und da keine eindeutige Ideologie vorhanden war. Der Radikalismus war ihrer Meinung nach nur eine vage Ansammlung bunter Ideen. Er sei « eher eine Einstellung als ein Aktionsplan» gewesen. Am Beginn des 19. Jahrhunderts verwendete die Zeitung Northern Star den Begriff « radikal » in einem positiven Sinne, um eine Person oder eine Gruppe zu bezeichnen, deren Ideen mit den Ihrigen im Einklang standen. Gegner der Parlamentsreformbewegungen haben diesen Begriff im negativen Sinne verwendet. Der Radikale wurde dann also als Bedrohung wahrgenommen. Der Gebrauch des Begriffes radikal scheint kein semantisches Problem darzustellen im Vergleich zur Verwendung des Wortes Radikalismus dessen Suffix -ismus eine Doktrin bzw. eine Ideologie voraussetzt. Die Tatsache, dass die Radikalen so unterschiedliche Gesinnungen vertraten, scheint eine Definition des Radikalismus unmöglich zu machen. Trotzdem wird sein Gebrauch heute von allen Historikern akzeptiert. Man könnte also behaupten, dass es seit der Mitte des 20. Jahrhunderts gängig wurde, mit dem Begriff Radikalismus jede Bewegung zu bezeichnen, die Ideen durchsetzen wollte, die nach unserem heutigen Verständnis als demokratisch verstanden werden. Wir können den Begriff Radikalismus zwischen 1792 und 1848 also erst einmal als eine praktische Bezeichnung für die verschiedenen radikalen Volksbewegungen, die das Ziel verfolgten, das allgemeine Wahlrecht einzuführen, betrachten. Diese radikale Einstellung findet man bei einer ganzen Reihe von Menschen und Organisationen wieder. Cartwright, Horne Tooke, Thomas Hardy, Francis Burdett, William Cobbet, Henry Hunt, William Lovett, Bronterre O'Brien Feargus O'Connor, die London Society for Constitutional information (SCI), die London Corresponding Society (LCS), die Hampden Clubs, die Chartisten, usw. Man kann viele Gemeinsamkeiten zwischen den Protagonisten erkennen, die sie sich auch eingestanden haben. Auβerdem wird auch der Einfluss erkennbar, den sie aufeinander ausgeübt haben, um ihre Aktionen zu gestalten. Diese Einflüsse findet man sowohl in der Sprache und in der politischen Ideologie wieder, die von den britischen Historikern als « konstitutionalistisch » bezeichnet wurden, als auch in der politischen Organisation von auβerparlamentarischen Gruppierungen. Alle Radikalen wollten die Ungerechtigkeiten beheben, und in der Praxis haben sie sich von einem Aktionsplan anregen lassen, den sie im 18. Jahrhundert in den Pamphleten der true whigs gefunden haben. Wir müssen teilweise das Argument zurückweisen, dass die Radikalen nicht kohärent und einfallsreich waren, oder dass sie nicht genau wussten, wie sie ihre Ziele umsetzen konnten. Ganz im Gegenteil: Die innovativen Formen des Protestes, die ihnen zuzuschreiben sind, waren bezeichnend und haben eine Spur in der Geschichte hinterlassen. Das Zaudern der Radikalen war erstens auf die prohibitive Gesetzgebung zurückzuführen, der die Verbände unterlagen und zweitens auf die kategorische Ablehnung der Behörden zu kooperieren. Die Zeitgenossen der Epoche, die sich von der Französischen Revolution bis zum Chartismus erstreckt, haben nie über den Sinn des Begriffs radikal debattiert. Dies bedeutet allerdings nicht, dass alle Radikalen gleich waren, oder dass sie zu derselben Einheit gehörten. Horne Tooke und der Priester Stephens waren beide Radikale, so wie der Schuster Hardy und der extravagante Burdett. Ob man ein Adliger, ein Mitglied des Bürgertums, ein Handwerker, ein Gutsbesitzer oder ein Mann der Kirche war: Nichts hinderte einen daran, ein Radikaler zu sein. Jeder konnte auf seine Art ein Radikaler sein. In dem Radikalismus gab es in der Tat eine groβe Bandbreite, die sich vom revolutionären Radikalismus bis zum paternalistischen Torysmus erstreckte. Wir waren daran interessiert, genau zu verstehen, was der Begriff radikal bedeutet, denn sein integrativer Charakter wurde von Historikern übersehen. Wir haben uns deshalb so genau mit der Bedeutung des Begriffs « radikal » beschäftigt, weil dieses Adjektiv im Plural im Titel die radikalen Strömungen enthalten ist. Mit dem im französischen Titel enthaltenen Gleichklang zwischen den Wörtern « voie » (Weg, Strömung) und « voix » (Stimme) wollten wir zeigen, dass sich der Begriff « radikal » sowohl auf ein Ideenbündel als auch auf eine Person bezieht. Die methodische Vorgehensweise In dieser Arbeit richtet sich unser Augenmerk weniger auf die Frage, wie eine Gesellschaftsschicht entstanden ist, als auf die Umstände, die die Menschen dazu bewogen haben, ihrem Schicksal und dem Ihresgleichen oder gar der ganzen Gesellschaft eine andere Wendung zu geben. Wir stellten das Werk von E.P.Thompson in Frage, welcher in seinem bekannten Buch "The Making of the English Working Class" radikale Bewegungen, entsprechend einer Vorstellung von Klasse, definiert. Wie kam es, dass ein einfacher Schuster wie Thomas Hardy, während eines Prozesses, in dem er beschuldigt wurde, eine moderne Revolution anzuzetteln, im Zentrum der Öffentlichkeit stand? Wie kam es, dass ein Autodidakt und ein Anhängiger der Ultra- Tories wie William Cobbett sich nach und nach für das allgemeine Wahlrecht einsetzte, zu einer Zeit, in der es unpopulär war? Wie kam es, dass sich die ganze Bevölkerung in Massen um Henry Hunt scharte, einen Gutsbesitzer, der nicht gerade dazu bestimmt war, sich für die Belange des Volkes stark zu machen? Unser Ziel ist es, das Universum, in dem die wichtigsten Beteiligten lebten, wiederzugeben, so als wären wir ein privilegierter Zeuge dieser Epochen. Die einfachste Art diese Fragen zu beantworten und die Beschaffenheit der Volksbewegungen zu verstehen besteht unserer Meinung nach darin, das Leben jener Männer zu studieren, die sie gestaltet haben. Wir hatten den Einfall, mehrere Männer, die in einem Zeitraum von mehr als 50 Jahren gelebt haben, miteinander in Verbindung zu bringen, als uns aufgefallen ist, dass Schlüsselmomente der Reformbewegungen miteinander korrespondieren, wie z.B der Prozess von Thomas Hardy und das Massaker von Peterloo 1819. Je mehr wir uns mit diesen Ereignissen beschäftigten, desto mehr weckte dies unsere Neugier auf das Leben jener Menschen, die sie verursacht haben. Schlussendlich konnte man sich fragen, ob radikal zu sein nicht eher eine Frage des Charakters als eine Frage der Klassenzugehörigkeit war. Die verschiedenen Volksbewegungen für eine Parlamentsreform haben in der Tat viel mehr unterschiedliche Menschen vereint und waren um einiges vielfältiger als es die Historiker behauptet haben. So war es zum Beispiel Thomas Hardys Vorhaben, die Führung des Verbandes einer intellektuellen Elite unter Horne Tookes Kommando zu überlassen, nachdem er es geschafft haben würde, genug Mitglieder der Arbeiterschicht zu versammeln. Auβerdem haben die Sympathisanten mit Freude Führer akzeptiert, deren Schicksal sehr wenig mit dem Ihrigen gemeinsam hatte. O'Connor z. B erhob den Anspruch, der Nachkomme eines irischen Königs zu sein. Cobbett, der Besitzer einer bedeutenden Zeitung, erinnerte daran, dass er aus einer Bauernfamilie stammte. William Lovett, der den Liberalen und einigen Parlamentsmitgliedern nahe stand, stammte aus einer armen Fischerfamilie. Wir haben diese fünf Männer Thomas Hardy, William Cobbett, Henry Hunt, William Lovett und Feargus O'Connor in Verbindung gebracht, um gewissermaßen eine Saga der Radikalen zu erstellen. Dies erlaubte es uns, uns ein genaueres Bild zu machen von den Merkmalen der verschiedenen Bewegungen, an denen sie teilgenommen haben, von dem Kontext, in dem die Bewegungen entstanden sind, von ihren Misserfolgen, von der besonderen Atmosphäre, die in diesen unterschiedlichen Epochen herrschte, von den Männern, die diese Bewegungen beeinflusst haben und zuletzt von dem Zeichen, das sie gesetzt haben. Diese Männer waren im Mittelpunkt eines Netzwerkes und standen in Verbindung mit anderen Akteuren, die an peripheren Bewegungen beteiligt waren. Sie waren umgeben von treuen Weggefährten, mit denen zusammen sie viele Kämpfe ausgetragen haben, oder mit denen sie sich heftig gestritten haben. Unsere Vorgehensweise ist insofern neu, als wir die Fluktuationen der radikalen Bewegungen weder linear bzw. chronologisch beleuchten, noch in einer zersplitterten Weise, indem wir die Problematik in mehrere Themen unterteilen. Wir sind ganz einfach dem Leben der Männer gefolgt, die am Ursprung dieser Bewegung standen. Jedes Kapitel behandelt eine historische Person und die gesamte Abhandlung ist chronologisch aufgebaut. Manchmal war es notwendig, Rückblenden einzubauen oder die gleichen Ereignisse mehrmals zu erwähnen, wenn verschiedene historische Personen daran beteiligt waren. Die radikalen Bewegungen wurden von Menschen aus verschiedenen Horizonten beeinflusst. Verbunden waren sie vor allem durch ihr Bestreben, eine Normalisierung der politischen Welt zu erreichen, gegen die Ungerechtigkeiten zu kämpfen und eine Parlamentsreform durchzusetzen. Wir haben uns auf die Momente konzentriert, in denen das Leben der Männer mit einem aktiven Handeln in der radikalen Bewegung oder mit einer Veränderung ihrer Ideen oder in ihrer Organisation einherging. Ihre emotionalen Beziehungen und ihre Einstellung zu belanglosen Fragen interessierten uns nicht. Ihre Meinungen zu Fragen, die unser Studienobjekt nicht betreffen, waren auch nicht Gegenstand dieser Abhandlung, es sei denn sie ermöglichten es uns, ihre Persönlichkeit besser zu umreiβen. Unser Augenmerk richtete sich ausdrücklich und vor allem auf die radikale Tätigkeit der Beteiligten. Natürlich haben wir auch die Lebensumstände und die geistige Entwicklung dieser Männer geschildert, denn wir wissen, dass Meinungen sich im Laufe eines Lebens ändern können, wie es der bemerkenswerte Fall von Cobbett verdeutlicht. Das Leben dieser Personen fiel zeitlich mit markanten Momenten in der radikalen Bewegung zusammen, wie z. B die ersten politischen Organisationen der Arbeiterschichten, die ersten Massendemonstrationen oder die ersten politisch ausgerichteten Volkszeitungen. Wir wollten die menschlichen Züge jener Männer wiedergeben, die Reden gehalten haben und die in den radikalen Verbänden anwesend waren. Man könnte uns vorwerfen, dass wir- wenn wir uns auf eine historische Person konzentriert haben- andere Fakten oder Personen, die nicht zu ihrem Umfeld gehörten aber dennoch an der Bewegung beteiligt waren, ausgeblendet haben. Uns schien es aber wesentlich, die analytische Methode oder die historische Chronik, die die Studien über die radikalen Bewegungen maßgeblich prägt, aufzugeben. Unser Ziel war es nämlich, diese Schilderungen zu vervollständigen, indem wir den menschlichen Aspekt in den Vordergrund stellten. Dazu haben wir die biografische Perspektive gewählt und unserer Studie angepasst. Schluss Jeder Mann, dessen Rolle wir hervorgehoben haben, lebte in einer bestimmten Phase der radikalen Bewegung. Der Vergleich der Reden, die sie in verschiedenen Epochen gehalten haben, hat aufgezeigt, dass die radikale Ideologie sich im Laufe der Zeit verändert hat. Die Verteidigung der Menschenrechte verlor an Bedeutung und die Argumentation wurde konkreter: Es ging z. B mehr und mehr um das Recht, die Früchte seiner Arbeit zu genieβen. Dieser Wandel fand in der chartistischen Epoche Feargus O'Connors statt. Die Traditionen des Radikalismus und die Erinnerung daran spielten jedoch weiterhin eine wichtige Rolle. Die Rhetorik des Konstitutionalismus und der Volksmythos waren Themen, mit denen die Arbeiterschichten sich immer identifiziert haben, und die ihre Forderung nach dem allgemeinen Wahlrecht gerechtfertigt haben. Wir haben uns auf das Leben einiger einflussreicher Männer des Radikalismus konzentriert, um seine Entwicklung und sein Wesen zu verstehen. Ihre Lebensläufe haben uns als Leitfaden gedient und haben es uns ermöglicht, eine Kohärenz in unserer Abhandlung zu wahren. Zwar sind die Kapitel unabhängig voneinander, aber die Ereignisse und die Reden korrespondieren miteinander. Man könnte manchmal den Eindruck haben, dass sich Fakten, Handlungen und die Geschichte im Allgemeinen endlos wiederholen. Allerdings ist der Zeitgeist im ständigen Wandel begriffen, so wie dies auch beim technischen Fortschritt der Fall ist. Wir sind der Ansicht, dass diese Besonderheiten fundamentale Elemente sind, die es ermöglichen, historische Phänomene zu begreifen, die nicht auf philosophische, soziologische oder historische Konzepte reduziert werden können. Die Geschichte als Wissenschaft weist die Besonderheit auf, dass die physische Realität und die erwähnten Phänomene auch eine menschliche Realität sind. Daher ist es wesentlich, bei der intellektuellen Auseinandersetzung mit einem historischen Phänomen den menschlichen Aspekt nicht aus den Augen zu verlieren. Wir wollten einen Weg einschlagen, der dem vieler Historiker entgegengesetzt ist. Unser Augenmerk richtete sich zunächst auf die Männer, die ihre jeweiligen Epochen maβgeblich geprägt haben, bevor wir uns mit Konzepten beschäftigt haben. Die Männer, die wir auserwählt haben, gaben uns einen neuen und frischen Blick auf den Radikalismus und brachten uns diesen näher. Natürlich sind wir nicht die ersten, die sich mit diesen historischen Personen beschäftigt haben. Durch die chronologische Anordnung unserer Abhandlung, wollten wir- so wie Plutarch, der griechische und römische historische Personen miteinander in Verbindung brachte- die Wesensmerkmale ihrer Reden, Persönlichkeiten und Epochen aber auch ihre Unterschiede in den Vordergrund rücken. Wir haben also versucht, eine Bewegung zu umreiβen und im Kern zu erfassen und die Wege nachzuzeichnen, die zum Radikalismus führten. Wir behaupten nicht, dass wir eine neuartige und ausschlieβliche Definition dieser Bewegung geliefert haben. Wir haben nur versucht, die Wesensmerkmale eines Radikalen zu begreifen und herauszufinden, aus welchen Gründen tausende Männer an diesen Mann geglaubt haben. Wir wollten uns von der ideologischen Debatte über den Kalten Krieg losmachen, die sogar auf die Interpretation zurückliegender Ereignisse abgefärbt hat. Zu oft wurde die Geschichte des Radikalismus mit einer Art revolutionären Nostalgie erzählt, oder mit der Absicht, die Vorzüge des Liberalismus zu preisen. Der Chartismus leitete zwar im 19. Jahrhundert das Ende der groβen Massenbewegungen in England ein, aber diese Methode hat sich im 20. Jahrhundert überall auf der Welt verbreitet. In der Tat zeigt der arabische Frühling am Beginn des 21. Jahrhunderts, dass die zahlenmäβige Überlegenheit das beste Druckmittel des Volkes ist, um seine Rechte einzufordern und das bestehenden Regime zu destabilisieren. Ein Volk, das demonstriert, zeigt, dass es keine Angst mehr hat. Von dem Moment an, in dem ein autoritäres Regime diese psychologische Waffe, die es ihm ermöglicht hat, an der Macht zu bleiben, verliert, kehrt sich das Machtgefälle zwischen der autoritären Staatsgewalt und dem unterworfenen Volk um. Diesen psychologischen Sieg haben die englischen Radikalen vor mehr als 150 Jahren errungen. Jedoch wurde das allgemeine Wahlrecht erst ein Jahrhundert später eingeführt. Damit es also nicht bei Prinzipienerklärungen bleibt, sondern die Freiheiten in die Wirklichkeit umgesetzt werden, bedarf es einer Bewusstseinsänderung, die nur durch eine langwierige Arbeit zustande kommen kann. Für die Schwächsten ist dies ein langer Kampf. In Anbetracht der abendländischen Geschichte muss man die Freiheiten als Rechte betrachten, die es immer wieder zu verteidigen gilt. Paradoxerweise scheint die Revolte also eine grundlegende und unabdingbare Bedingung zu sein, um die Demokratie zu erhalten.
