This article provides a scientific reflection on the need for considering the issue of new technologies and their development in contemporary social policy in Poland. The article focuses on three selected areas of social policy, which are most intensively influenced by the development of new technologies: labor market policies, education policies, and telecare, including some elements of senior policies. The publication initiates further discussion on the current challenges and dilemmas faced by social policymakers. It corresponds to the specific experiences of the COVID-19 pandemic related to intensified, technologically mediated forms of communication and remote forms of using social services. It argues that rapid development of new technologies changes the goals and ways of putting social policies into practice. Drawing on theoretical assumptions of technological determinism and new institutionalism, the article aims to conclude that adequate institutional and legislative changes should be the consequence of technological changes and they should lead to greater compatibility of systemic solutions with citizens' everyday practice.
This paper discusses Helena Radlinska's (1879-1954) international activity. Helena Radlińska was the initiator of social pedagogy in Poland but her activities abroad in 1918-1939 is not yet known. Her works, their scope, aims and directions were interconnected with the largest european centres of education: International Congress of Moral Education in London, International Office of Education in Geneva, International Leuge of New Socialization in Geneva, Association of International Conferences of Adult Education in England and International Conferences of Social Services in Paris. Her engagement for many years in these organizations led to multiple social and institutional achievements together with scientific, methodological and methodical developments. Along this route the main life achievement in Radlinska's life- the development of a discipline of social pedaogogy, connects the development of individuals with insvestment in social and cultural spehere of life. Radlinska's activity makes Warsaw of her times one of the core places of international cooperation in the field of education, socialisation and social work.
Potęga państw współczesnych nie straciła na aktualności. Można to zaobserwować w ujęciu przedstawicieli różnych teorii stosunków międzynarodowych. ; The issue of the power of contemporary states has not lost its significance, which can be seen in various theories of international relations. It remains valid despite the changes in the international system and different perception of states' power. The changes in the international system have made soft power as important as the military or economic power of a state. It is also important to consider the source of power, embodied in a well-functioning state or a will of the community to accomplish its goals. The assessment of the power of contemporary states should also take into account the international system, which greatly influences which elements of power are more, and which are less important in a given situation. It has to be recognized that the power of the state is a complex outcome of military, economic and soft factors. However, external, systemic factors that ultimately determine the power of the state should also be taken into account. Several research methods have been used in researching the power of the state. One is the method of systemic analysis, which is particularly important in power studies as it determines where power is located on different levels of the international system. The statistical methods that take into account both quantitative and qualitative aspects of the phenomena studied are important, especially in the field of power. The comparative method (analogy) is also used, as it allows similarities and differences between processes and phenomena to be detected.

RESEARCH OBJECTIVE: The aim of the article below is an examination of the discrepancy between notions of sovereignty and a sovereign in a modern state, revealed by the question of statecraft (state leadership).THE RESEARCH PROBLEM AND METHODS: The consequent research problem is to determine who indeed decides on state policy. The research problem refers to the sphere of policy making as a practical implementation of the reason of a state's imperatives. The author uses the descriptive and analyticalmethods, carrying out a critical comparative overview of theories and research findings presented in the current source literature.THE PROCESS OF ARGUMENTATION: At the beginning the authordefines policy making and exposes its relation to the notions of sovereignty and ration of state. In the next step he identifies actors who decide on policy making. He underlines the key role of a "political disposition core" – a small group of leaders placed at the head of public institutions. He then considers the conditionsof effective planning and making of policy. He indicates the inconsistency between the decisive role of a "political disposition core" and official status of a constitutional sovereign. He finally shows the fictitious character of a people as a sovereign.RESEARCH RESULTS: The author concludes that a traditionally comprehended sovereign is neither the source nor an implementer of state sovereignty because it is not a subject capable of policy making.CONCLUSIONS, INNOVATION AND RECOMMENDATIONS:The author finally recommends either a redefinition of the traditional notion of the sovereign, based on a theoretical proposition given by Carl Schmitt, or else its renunciation and invention of a new category, designating a subject which implements state sovereignty, to be used in the vocabulary of political science. ; Cel naukowy:Celem poniższego artykułu jest zbadanie rozbieżności pomiędzy pojęciami suwerenności i suwerena w nowoczesnym państwie, uwidocznionych przez zagadnienie przywództwa państwowego.Problem i metody badawcze:Wynikającym z powyższego problemem badawczym jest ustalenie, kto w istocie rozstrzyga o polityce państwa. Problem badawczy dotyczy więc sfery prowadzenia polityki jako praktycznej realizacji nakazów racji stanu. Autor posługuje się metodą opisowo-analityczną, dokonując krytycznego przeglądu porównawczego ujęć i ustaleń pojawiających się w dotychczasowej literaturze przedmiotu.Proces wywodu:Na początku autor definiuje prowadzenie polityki i odsłania jego związek z pojęciami suwerenności i racji stanu. W dalszej kolejności identyfikuje podmioty, które decydują o prowadzeniu polityki. Podkreśla kluczową rolę "ośrodka dyspozycji politycznej" – wąskiego zespołu przywódców uplasowanych w czołowych instytucjach państwowych. Następnie rozważa warunki skutecznego planowania i prowadzenia polityki.
; The standardization process in the NATO has been considered in the interaction with the NATO defence planning process and is recognized as a principal thesis of this research paper since it works as a primary tool for interoperability enhancement. The main objective of the research is, by exploiting scientifi cally well-founded analysis of standardization in NATO as well a dependence model which takes into account its seamless relations with Force Goals (NATO Force Planning Process) remaining in correlation with NATO defence process, to confi rm the effects of compatibility of these processes. The research problem is based on the question: How is the standardization policy implemented at Institutions and the NATO Command Structure as well as within dedicated NATO Force Structure with the main aim to create desirable conditions for development of the Military Standardization Requirements (the MSRs) for the Force Goals (the FGs) in harmonization with the standardization process Force Goals Cycle (FGC). It worth highlighting that in the course of the research commonly recognized methodological principles (systemic analysis, modeling) were applied to choose the capabilities driven model of NATO force structure limited by military standardization requirements (effects based approach EBA), irrespective of the infl uence of theories concerning threat assessment driven model (Threat Assessment Approach). (Threat Assessment Approach).
Od początku procesu integracji europejskiej badacze stawiają pytania dotyczące dynamiki i kryzysu integracji europejskiej. Proponowali i wciąż proponują nowe pola i pytania badawcze dotyczące teoretycznych i empirycznych ujęć problematyki nieprawidłowości w Unii Europejskiej, głównie ostatnich lat. ; Researchers have posed questions concerning the dynamics and crisis of European integration since its beginnings. They have proposed and continue to propose new research fields and questions on the theoretical and empirical approaches to the issue of irregularities in the European Union, in particular the most recent ones. The author of this paper joins this trend, and takes a standpoint with respect to the (dependent and independent) variables that define the distorted dynamics of EU integration which have been analytically determined. The author intends to expose the distorted dynamics o f the EU system and European integration, as well as the crises that accompany them, fuelling numerous academic, political and media debates and polemics. The research agenda of both an epistemological and empirical nature concerns the academic search for an anti-crisis finalité politique. The paper confirms the pluralistic nature of integration ideology, where no single theory or theoretical concept suffices to explain the increasingly complex, multi-directional crisis-related phenomena and interactions following from European integration. Therefore "the Union as described and academically analysed" is not always equivalent to "the Union in action." That is why we are dealing with the growing detachment o f theoretical concepts from the practical activities within the process o f European integration. This paper demonstrates that the theoretical attempts at presenting European integration and its crises result in a certain permeation o f paradigms between different concepts and in spontaneous promulgation and 'merging' o f selected elements of theoretical outlooks that were assigned to quite different, or even contradictory theories and concepts.
The article relates to the results of pardoning the founder of Jukos oil company Mikhail Khodorkovsky by the Russian President Vladimir Putin. The author has lied down a broad analysis of possible causes of Russian President's decission as well as shown the legal basis in force in this country, regulating the procedure of a pardon. According to contemporary practice, a plea for pardon was considered as same to a confession to commiting a crime, what was what neither Khodorkovski nor his partner wanted to do. According to the author the compromise was reached; Russian regulations demands for personally formulated a plee for pardon, however confession to a crime is no longer an obligatory element of the procedure. Among possible causes for releasing Khodorkovsky there were mentioned such factors as: an attempt to improve the image of Russia before the inauguration of Winter Games in Sochi; establishing the lack of validation of accusations of breaking the human rights in discussed case; shifting a focus of public opinion from deterorating geopolitical situation of the Russian Federation; an attempt to mute the voices of the opposition which was trying to bring down the myth of President Putin's diplomatic successes; or an attempt to demonstrate special political bounds between Russia and Germany, which participated in the release of Khodorkovsky. The author also underlined the fact that the release of Khodorkovsky was not connected to the amnesty of prisoners announced by the State's Duma on the occasion of the 20'th anniversary of the Russian Constitution. According to the author the latest political changes in Russia prove the theories about a need to improve the image. In the article there was also included a broad analysis of a taxation system concerning the largest Russian oil companies in 2000–2001 and pointed out the possible motives of Khodorkovsky's arrestment. According to the author the surprising issue is not a constatnt support of the Russian society to the government, but the behaviour of the influential Russian businessmen and liberal polititians.
The Polish Slavophile concepts at the time of the Second World War were part and parcel of the general tendencies and suggestions based on the assumption that Poland's future, political power, and safety will be guaranteed through the tightening of its links with other states of the East-Central and Southern Europe. The said territories were predominantly inhabited by the Slavs, who found themselves in the war time under threat of losing the very foundations of their national and political existence, so it was, in a sense, natural that many theorists and publicists representing various political orientations saw the ethnic affinity of the Slavs as an important factor in bringing together the nations of Central Europe. This did not have to imoly any deep theoretical consequences, but, as in the past, the historical affinities, and the sense of an ethnic solidarity inspired the creation of political programmes and entire historical and philosophical systems based on the utopian conviction that the blood relationship and the cultural and linguistic links will enable the Slavs to unite politically, economically, and even spiritually and to form, together with some non-Slavonic but culturally close nations, akind of Central European community (a federation, a confederacy, a union, an empire etc.), which would also give some new quality to the dvilisational development of the whole international community. Such convictions, based on the myth of the Slavonic unity, could be found in the thought of all the main ideological and political currents of Poland's independence movement, apart from the socialists and the last remnants of Pilsudski's followers, and in many circles existing on the margins of the main political formations. Various political forces had their different, depending on their ideological colouring, models of the Slavonic community and saw differently its tasks, possibilities, and character. The political and military groupings which represented the nationalistic, or national Catholic, orientation, such as the "Secession" National Party, The National Armed Forces, the Confederacy of the Nation, saw the Slavonic ethnic unity as a chance to construct a Greater Poland, and multiply the power of the nation through links with other nations seen as "close in blood and spirit", i.e. mainly the West Slavonic ones. Similar conceptions could encountered among the Christian Democratic, or rather national-Catholic circles (such as the Union, or the Party of Labour) with the difference that they put more emphasis on the reconstruction by the civilisationally still immature Slavonic nations of "the ideals of liberty and Christian ethics", and of international and interpersonal relations based on the Christian morality. For the political forces representing the peasants' movement (the "Roch" Popular Party, the "Orka" Union of the peasants' Labour) the Slavonic idea was a natural completion of the concept of the union of the Saving nations of East-Central Europe, whose population was largely composed of peasants, on the basis of agrarianism. The theories about the dvilisational backwardness of the Slavs combined here with a fascination with the peasantry; and with the belief that the peasants, representing the healthiest, morally and spiritually, part of the nation, and being intimately linked to the soil, can understand better than others the ideals of freedom and democracy. The attitude of the democratic political forces, mainly the Democratic Party, to the Slavonic idea, was, on the other hand, usually devoid of elements of mysticism and exaltation; and might be called the most rational. In this case, the Slavonic community, based naturally on the linguistic and cultural affinities, was to be ideologically founded on the Slavs' understanding of the community of interests, especially with regard to the safety of the Central European region. In the case, however, of the Polish Workers', the Union of Polish Patriots in the USSR, and later the groupings connected with the National State Council, the Slavonic idea was understood as the safeguarding of Poland's interests and those of the other states of the region by means of an alliance and close co-operation with the Soviet Union and the Slavonic nations that inhabited it. It is worth emphasising that the Polish concepts of the Slavonic co-operation from the period of the Second World War only rarely postulated that the Slavonic nations should "merge" into one biological and spiritual whole. Instead, we have to do with proposals to form a more or less integrated confederate state or a union of states.

The European Union is a space o f continuous negotiations and an arena hosting the clashes of diverse integration options and concepts represented by EU member states and institutions. Furthermore, the disintegration of the EU (which dates back to the Maastricht Treaty) is becoming more and more visible. It is reflected directly by the presence in the European debate concerning multi-speed Europe and the current actions taken by the Eurozone states aimed at escalating the integration among selected states. Poland is also taking part in the debate concerning the future o f the European Union. The author of this paper attempted to examine Poland's place in the political and economic space o f the European Union by referring to the theory of integration. The research objective o f the paper is to analyse the Polish integration policy between late 1989 and 2012 within the context o f the international and European integration theory. The advanced research reflection in this scope in relation to Poland as the selected and important EU member state fits into the debate on the relevance of the European Union uniting concepts. The author posed the following research hypotheses in the dissertation: 1 .Considering the current stage o f development of the European Union, the Polish integration policy does not firmly support strictly one international or European integration concept. The Polish integration policy does not have a cohesive and stable integration policy concept and it is largely dependent on the policy and objectives of the current government (this is not only typical o f Poland) and the integration level. 2.Poland is strongly fixed in western structures, which makes the integration policy a vital component of development. What is more, the outlook on the European Union continues to evolve in the Polish political and social space. Poland sees the European Union as the main point o f reference in many political, economic, and social areas. 3.The organisation of the European Union does not only see Poland affect the form of the integration process, but also sees member states and EU organisations affect the functioning of Poland. The influence of a given state on the form o f the European Union mostly depends on the state's strength and significance in the EU community. This premise sees the place o f a given state in the system conditioned by the current factors, for example the European Union expansion process. Therefore, the interests o f Poland do not always correspond to the interests of the European Union, and the other way around. This deepens the EU's intergovernmental dimension. 4.Member states constitute the most important element o f the European Union. It is a union of states and nations supported by community institutions. This structure covers the convergence o f its methods, theories, and areas. This makes it impossible to profile the structure only from the perspective of the specified international integration theory. 5.The current stage o f the European Union's development, its challenges, and its problems show that the integration process continues to evolve and its result is impossible to foresee. 6.The current economic crisis influences the perception and management o f the European Union. The expectations include the intensification of intergovemmentalism and the establishment of multi-speed Union. If Poland remains outside of the Eurozone, it will find itself on the periphery o f the integration process, which is rather far from its very centre. Based on these research findings, Polish politics with regard to and, later, as part o f the EU can be divided into several principal periods. Period 1: (1989-1997) a time of consolidating Polish independence and security. This time was associated with the choice of a principal direction of the Polish foreign policy after 1989, i.e. Western Europe and declaration of Poland's will to take part in the process of its integration, without having any concrete vision for further course of those processes. This approach was often marked by a claiming attitude, both among political elites (marked by high instability) and the society (a simplified attitude, no social debate or knowledge about integration processes). During that period, Polish politics with regard to the EU cannot be ascribed to any specific model, since that policy was in statu nascendi at the time and was targeted at the EU membership, an objective in its own right. Period 2: (1998-2004) a time of negotiating Poland's accession to the EU, and the candidate's becoming accustomed to the rules o f EU's workings. There was still no vision o f integration processes from the Polish perspective and related opinions were expressed in a very cautious way. The primary aim was membership in the EU, such that was available at a given moment. At the same time, we should stress an important moment in the process of changes: the breakthrough o f the years 1999/2000. The interest in issues related to Poland's integration with the EU grew more intense then. The Polish government began to address this issue not only from the local perspective (a balance o f benefits and losses), but also expressed opinions on the reformation of the EU as a whole. Poland came as a difficult candidate for an EU member state (Polish support for US activities in Iraq and Afghanistan). This "difficulty" also emerged in the government's seeking to secure Poland's financial interests in connection with the accession. It was a period of preparations for membership, marked by a high level o f uncertainty (no clear vision, conflicting views: strong Union or preservation of independence, Common Foreign and Security Policy or working with the USA). Period 3: (2005-2007) a process aimed at building a vision of "Europe of Solidary Nations" in the EU by the government o f K. Marcinkiewicz and J. Kaczyński. Decisive, though not quite stable, support for international liberalism in the Polish integration policy. This manifested itself in reinforcing the Euro-realistic stance, both within Poland and abroad, by many considered, in fact, Eurosceptic. Period 4: (since 2008 to this day) a period of an integration vision being developed by D. Tusk's government, especially the Minister o f Foreign Affairs, R. Sikorski. It is a time of big changes and evolution in the Polish integration policy. An important issue at this time was a real sense of benefits coming from Poland's integration with the EU and the Polish government's pro-European attitude. The integration policy being developed shows a more flexible approach to the concept of independence (emergence o f collective independence) and thinking about the Polish foreign policy from the EU perspective. Additionally, we observed a return to constructing strategic partnership between Poland and Germany, rationalisation of partnership with the USA, Poland's active contribution to solving EU problems (e.g. the economic crisis), working towards a better "Eastern policy" as part of the EU. R. Sikorski was the first Polish Minister o f Foreign Affairs to have officially used the concept of federalism and vow his support for it in integration processes, mindful of Polish experiences and historical heritage in this respect. The Polish government expresses a firm objection to the idea of "multi-speed" Europe and builds an image o f Poland as an active member state (presidency at the EU Council), enjoying a good economic situation and having a society with an enthusiastic approach to the integration processes and strong Europe, and seeking to be as close to the "epicentre" o f countries behind this process. The analysis o f the integrative concepts presented in this paper shows that the different periods of the Polish integration policy (establishment and execution) saw and continue to see various levels in the majority of the international integration theory elements (of course, this is not just a Polish characteristic in the European Union, but rather a predominant trend in the Union's integration process). This has been and continues to be conditioned in large part by the foreign policy objectives of the given government, as well as by the current challenges and problems Poland is facing. In the case of the Polish integration policy, as in most other EU member states, we can observe an aggregation of interests, concepts and attitudes. This research project seeks to systematise them.
