The aim of this work is to shed light on the relations between the principles, those which present the basis of dominant theories of global justice, and states without a clear legitimity basis and in a process of democratization. A premise is that a global society does not have an absolute responsibility for the results achieved in overcoming internal injustices by the aforementioned states. Non-transparency of global conditions, necessary for the development of the mentioned processes, hinders the states in a process of development of long lasting stability basis. Therefore, those states are captured in a condition of permanent incompleteness. Moreover, here we highlight a position of an individual. The individual is defined as a potential subject of global processes, as well as a member of certain political communities. This definition includes their political capacity to achieve self-defined demand for justice. Considering Serbia's positioning within the frame of debates about global justice, 5th of October 2000 has been defined as a crucial moment. .
Predmet doktorske disertacije je problem konstituisanja političkog tela u demokratskim teorijama. Ovaj se problem u savremenoj analitičkoj političkoj teoriji uobičajeno razmatra kao problem ograničenja demosa, odnosno pitanje kako je moguće demokratski ograničiti demos, dok se u kontinentalnoj političkoj teoriji pre razmatra kao pitanje konstituisanja demosa odnosno kao jedan od paradoksa politike i demokratije. Metodološki se rad priklanja drugom načinu razmatranja ovog pitanja. Zastupam stanovište da je demokratsko konstituisanje demosa logički nerešiv problem te da, umesto pokušaja da se on trajno reši, treba razotkriti paradokse utemeljivačkih priča i hronični nedostatak legitimnosti na ma koji način ograničenog političkog tela. Produktivnije je misliti o načinima da se početne nepravde prema isključenima isprave ili ublaže i da se sastav političkog tela (demosa) naknadno legitimiše demokratskim rekonstituisanjem. Tvrdi se da se političko telo može demokratski rekonstituisati putem ne samo izvanrednih već i svakodnevnih političkih momenata tokom kojih se pregovaraju i osporavaju veze između narodnog suvereniteta i ljudskih prava. Takve situacije osporavanja i pregovaranja su one kada se obnavlja članstvo starim članovima ili priznaje članstvo novim članovima, o čemu se obično misli kao o kompozicionoj dimenziji demosa koja odgovara na pitanje ko je pasivni član, odnosno gde su spoljašnje granice političkog tela. Postoje takođe i situacije redefinisanja političkog identiteta i pokretanja kolektivne akcije što je način da se razmotri performativna dimenzija demosa odnosno unutrašnje granice političkog tela - ko može biti aktivni član i koliki je jaz između demosa i političkog tela. The opportunities for these contestations and negotiations are situations of restoration of membership for the old members and recognition of membership to the new members, usually understood as situations addressing the compositional dimension of demos that responds to the question who is the passive member, and where should the external boundaries of the demos be drawn. But there are also situations when political identity can be redefined, especially when collective action is initiated, opportunities when performative dimension of the demos is activated, and which informs us about struggles concerning the internal boundaries of the demos - who can be an active member and how deep is the gap between the demos and the body politic. Performative account of the demos focus on the ways in which the demos demands recognition as the demos and at the same time enacts itself as an emerging body politic.

In the 1960s, the quantity of publications on aesthetics of music significantly increased in Hungary. The variability of the subjects, the approaches and the opinions are result of an explicit ideological reordering based on the consequently articulated politics of anti-Stalinism. By the mid-sixties the economic founding and sustainability of socialism and its optimized operation became the crucial problem for the power, hence the importance of natural and social sciences increased in the public discourses. The arts were no longer treated as mere illustrations of the political power and its intentions. I focus on the main contributions to aesthetics of music of the so-called creative Marxism written by three internationally acknowledged Hungarian scholars of this period: József Ujfalussy, Dénes Zoltai and János Maróthy. Selected texts are analized from theoretical points of view and interpreted in the context of the Hungarian cultural policy and the national and international career of their authors as well. ; Током шездесетих година прошлог века, број публикација о естетици музике значајно се повећао у Мађарској. Разноврсност тема, приступа и мишљења резултат је експлицитног идеолошког престројавања услед артикулације политике антистаљинизма. Будући да су средином шездесетих година економска утемељеност и одрживост социјализма и његова оптимизација постале кључни проблем власти, порастао је значај природних и друштвених наука у јавним дискурсима. Уметност више није третирана као пука илустрација политичке моћи и њених циљева. У овом раду фокусирам се на главне доприносе естетици музике од стране заступника тзв. креативног марксизма; аутори чије радове разматрам јесу три међународно призната мађарска естетичара из овог раздобља. Одабрани текстови анализирани су са теоријског становишта и интерпретирани у контексту мађарске културне политике, као и националне и међународне каријере аутора. На основу семиналне књиге Музичка слика стварности (1962) испитујем како се Јожеф Ујфалуси (József Ujfalussy) обавезао да ће конкретизовати основне категорије опште естетике марксизма-лењинизма у музици, да би створио музичко-теоријску основу за дебате о (социјалистичком) реализму у музици. Као резултат својих истраживања, Ујфалуси је разрадио интерпретацију категорије интонације, која садржи психолошке, неурофизиолошке и акустичке компоненте, као и разматрања о историји музичког материјала, мелодији, хармонији и жанровима уопште. Према мојој хипотези, његова естетика је од велике важности јер је послужила као чврста основа за Бартокову парадигму културне политике која се опрезно оријентисала према Западу и његовој "буржоаској" култури. Ову тенденцију је додатно развио Денеш Золтаи (Dénes Zoltai). У овом сегменту текста истражујем како је Золтаи заговарао антидогматску и либерализовану теорију уметности у својој збирци радова Превазилажење "књижевноцентричности" социјалистичког реализма (1964), у којој је музика коришћена као методолошка основа (а не књижевност). У својим написима он је изнео и ново тумачење националног карактера социјалистичке културе, наглашавајући важност интеграције разних дивергентних националних традиција буржоаске уметности. У овом раду, Золтаи се изричито позвао на политички маргинализованог, светски познатог филозофа и естетичара Ђерђа Лукаша (György Lukács), који је са ентузијазмом заговарао оријентацију социјалистичке музичке културе према Бартоковом духу и укупном опусу. Књига Музика и буржоазија, музика и пролетеријат (1966) коју је написао Јанош Мароти (János Maróthy) такође је престављала фундаменталан допринос мултидисциплинарном успостављању марксистичке музикологије у Мађарској. Интегришући неке резултате Ујфалусија и Золтаја, Мароти је конструисао наратив који је требало да буде предисторија социјалистичког реализма. Услед његових политички мотивисаних и застарелих ставова о функцији уметности,као и делимично телеолошког и нормативног карактера његове теорије, ова књига се изразито супротставља другим двема књигама које су предмет овог разматрања. Post-cold war concept of security is based on realistic postulates and emphasises a concept of state, forces,power and national interests. Military and political concept of security was dominant while the relations between the superpowers was based on the so called bipolar balance of power. Identity of states was realised by membership in military, political and economic organisations. The strategy of returning to the era of nuclear weapons reaches its full flowering. The crucial point of security after the end of Cold war consists of searching for giving answers to the threats coming from the outside and abilities of states to maintain their independent integrity against changed relations among the powers, which potentially may become enemies. Under such circumstances powers should not be ignored in any interpretation of any aspect of security, for realistic theories of international relations are still of great influence in the field of security. They will be modified in different conditions and will act in the sense of enlarged concept of security - instead of dominant concepts of political and military security typical for the Cold War era, economic, social and environmental factors will appear. Basic weakness of the realistic theories of security is in the lack of recognising the importance of cooperation between main factors in international community. This failure will be replaced neo realistic and liberal and institutional theories of security which emphasises the concept of cooperation in the first place. Concepts of power, forces and integral processes will be observed within the context of changes in the international relations.
After the failure of the European constitutional process, the question of creating the European identity has become in the center of attention of the academic public again. According to the scientific literature about Europe it is mostly discussed as the set of institutional solutions, but not as the collective cultural space, the dominant paradigm discussing the European identity is the one that sees it as entirely political, indeed. The goal of this work is to show that insisting on creating of purely political European identity has its basic neither in theory nor in practice. In order to document the claim, in this work the author critically investigates different theoretical approaches studying the European identity and analyzing the results of available empirical researches tries to determine a role of cultural, civil and instrumental components in its creation.
Cilj ove doktorske disertacije jeste da pruži argumente u prilog epistemičkog opravdanja demokratije. Tvrdićemo da zbog toga što čisto proceduralno opravdanje definiše autoritet i legitimnost demokratije samo u odnosu na pravičnost same procedure, ono ne može biti adekvatno objašnjenje za sve ono do čega nam je u demokratiji istinski stalo. Ljudima je u demokratiji veoma važan i sam ishod demokratskog procesa. Legitimost demokratske procedure, dakle, zavisi i od kvaliteta odluka koje ta procedura proizvodi. Uspon epistemičkih teorija o demokratiji je u skladu sa porastom popularnosti ideje o "mudrosti gomile" koju pronalazimo u različitim oblastima istraživanja. Zbog toga ćemo se osvrnuti na razvoj i rezultate organizacione teorije i predstaviti psihološke nalaze o kapacitetima ljudskog rasuđivanja. Instrumentalne ili epistemičke teorije tvrde da je demokratija legitimna ako i samo ako ima tendenciju da nas dovede do "dobrih" ili "istinitih" političkih odluka. Tvrdićemo da ono što omogućava da demokratsko odlučivanje, pod određenim uslovima, ima veću epistemičku vrednost od alternativnih formi odlučivanja jeste postojanje kognitivne raznovrsnosti unutar grupe koja donosi političke odluke. Pružićemo teorijske i empirijske argumente u prilog epistemičke vrednosti kolektivnog, demokratkog donošenja odluka. Ukazaćemo na značaj političkih institucija koje mogu da omoguće prisustvo kognitivne raznovrsnosti i povećaju nivo pojedinačne kompetencije opšte javnosti. Takođe ćemo tvrditi da je neophodno kombinovati deliberativnu i agregativnu metodu, i to upravo tim redosledom, s obzirom da i jedna i druga imaju važne epistemičke karakteristike. ; The aim of this doctoral dissertation is to provide arguments in support of the epistemic justification of democracy. We will argue that because a purely procedural justification defines the authority and legitimacy of democracy only in relation to the fairness of the procedure itself, it can not be an adequate explanation for all the things we really care about in democracy. The outcome of the democratic process itself is very important to people in democracy. The legitimacy of a democratic procedure, therefore, depends on the quality of the decisions that this procedure produces. The rise of epistemic theories about democracy is in line with the increasing popularity of the idea of the "wisdom of the crowds" that we find in various fields of research. Therefore, we will look at the development and results of organizational theory and present psychological findings about human reasoning capacities. Instrumental or epistemic theories claim that democracy is legitimate if and only if it has a tendency to lead us to "good" or "true" political decisions. We will argue that what allows democratic decision-making, under certain conditions, to have a higher epistemic value than alternative forms of decision-making is the existence of the cognitive diversity of a group that makes political decisions. We will provide theoretical and empirical arguments in favor of the epistemic value of collective, democratic decision-making. We will point out the importance of political institutions that can enable the presence of cognitive diversity and increase the level of individual competence of the general public. We will also argue that it is necessary to combine a deliberative and aggregative method, precisely in this order, given that both of them have important epistemic characteristics.

The author constrasts the normativity of Europe with the center-periphery issue. He argues that the normativity of Europe has been challenged by the center-periphery problem. In the first part of the article, the author discusses the normativity of Europe and proposes a new concept – embeded normativity. In the second part, he presents several theories on the center-perifery relations and stresses the relevance of structural assymetries. In the third part, Central and Eastern Europe is compared to Latin America in three historic sequences. The last part is a summary of the arguemts and their relevance for the present crisis that can be understood as an ensemble of structural and systemic tendencies. ; U članku se kontrastira normativnost Evrope sa problematikom centar/periferija. Tvrdi se da je normativnost Evrope izazvana pomenutom problematikom. Shodno tome, u prvom delu se razmatraju elementi normativnosti u Evropi i pokušava se promisliti kategorija utkane normativnosti. U drugom delu se tretiraju teorije o odnosima između centra i periferije, te naglašava se relevantnost teorija koje artikulišu strukturalne asimetrije. U trećem delu se logikom komparativne metode stavljaju u odnos postignuća Srednje i Istočne Evrope i Latinske Amerike, i tematizuje se analitička relevantnost pomenute komparacije s obzirom na tri izabrane istorijske sekvence. U poslednjem delu se rezimira izvedena argumentacija s obzirom na sadašnju krizu i pokazuje da se reperiferijalizacija krize može razumeti kao sklop između strukturalnih i sistematskih tendencija.
Predmet istraživanja u ovom radu je izgradnja identiteta NATO, koji danas sebe određuje kao političko-vojnu organizaciju i već šest i po decenija, ponekad i presudno, utiče na međunarodne odnose i bezbednosne procese u svetu. Cilj rada je da se na osnovu teorijske i praktične deskripcije i analize procesa konstituisanja identiteta NATO, uočavanjem različitih dometa pojedinih teorija međunarodnih odnosa i studija bezbednosti u opisivanju, objašnjenju i prognoziranju društvenih pojava i uloge Alijanse u njihovom oblikovanju, pokaže dostignuti nivo izgradnje činilaca identiteta NATO. Da bi se odgovorilo ovom zadatku, u prvom poglavlju izlažu se osnovni koncepti identiteta i bezbednosti kao ključnih kategorija, koje se posmatraju u dinamičnom uzajamnom odnosu, smisao dobijaju društvenom konstrukcijom i proizvodnjom značenja, socijalno su uslovljene i promenljive zavisno od konteksta. U drugom poglavlju izlažu se stavovi tri uticajne teorije međunarodnih odnosa: realizma, liberalizma i socijalnog konstruktivizma, o karakteru, ulozi i budućnosti NATO. U trećem i četvrtom poglavlju, teorijski uvidi iz prva dva poglavlja primenjuju se u studiji slučaja izgradnje identiteta NATO posle Hladnog rata, a težište analize je na promenama karaktera bezbednosnih pretnji i odgovorima NATO koji se opredeljuje za širenje i vojno delovanje izvan svoje teritorije. Peto poglavlje posvećeno je analizi činilaca identiteta NATO: političkog jedinstva, vojnih sposobnosti, razvijene institucionalne infrastrukture i nove bezbednosne kulture. Zbirnim delovanjem grade NATO, koji u novom multipolarnom nadmetanju za raspodelu moći i kontrolu resursa i teritorija, predvođen najjačom silom – SAD, nastoji da spreči opadanje, sačuva i unapredi dostignutu moć i uticaj. ; This paper studies building the identity of NATO, which now defines itself as a politico-military organization and, for the past six and a half decades, has had, sometimes decisive, influence over the international relations and security processes in the world. The aim of this paper is to show the achieved level of building the NATO identity factors, on the basis of theoretical and practical description and analysis of the process of NATO identity constitution, noticing different range of certain theories of international relations and security studies in describing, explaining and forecasting of social phenomena and the role of the Alliance in their design. In order to accomplish this task, the first chapter addresses the basic concepts of identity and security as key categories, which are viewed in a dynamic correlation, receiving its meaning through social construction and production of meanings, are socially conditioned and variable depending on the context. The second chapter presents the views of three prominent theories of international relations: realism, liberalism and social constructivism, the character, the role and future of NATO. In the third and the fourth chapter, the theoretical insights from the first two chapters are applied in the case study of building NATO identity after the Cold War, and the focus of the analysis is on changing the character of security threats and responses of NATO which opts for the expansion and military action outside its territory. The fifth chapter is devoted to the analysis of NATO identity factors: political unity, military capabilities, developed institutional infrastructure and new security culture; their aggregate action builds NATO, which, in the new multipolar competition for the distribution of power and control of resources and territories, led by the strongest power – the United States, seeks to prevent degradation, preserve and improve the achieved power and influence.
Cilj ovog članka je višestruk. U prvom delu se diskutuje o konceptu regulatornih agencija, koje spadaju u grupu nemajoritarnih institucija (non-majoritarian institutions; u daljem tekstu NMI): kada i zašto nastaju, koja je njihova uloga, i sa kojim problemima se suočavaju. Potom se analiziraju regulatorna tela u Srbiji. Fokus je na sledećem aspektu - nezavisnosti ovih institucija: pojašnjavamo različite vidove nezavisnosti i ukazujemo na konceptualne nejasnoće. Zatim računamo tzv. formalnu (de jure) nezavisnost regulatornih i kontrolnih tela u Srbiji koristeći se Đilardijevim indeksom (Gillardi 2002, 873-893). Rezultati pokazuju da regulatorna tela u Srbiji poseduju visok nivo formalne nezavisnosti. S obzirom na to da je ona samo preduslov za tzv. faktičku (bihejvioralnu) nezavisnost, neophodan je oprez prilikom donošenja ocene o statusu regulatornih institucija u Srbiji. Da bi se konceptualizovao i izmerio bihejvioralni aspekt nezavisnosti, neophodni su dalji radovi koji će se susresti s većim metodološkim ograničenjima. ; The article discusses the concept of regulatory agencies: when and why they arise, what is their role, and what kind of challenges they face. Analyzing a group of regulatory agencies in Serbia, the article measures their de-jure independence using Gillardi's index. The conclusion is that, viewed through the lenses of formal institutional design, Serbian regulatory agencies exhibit a high degree of independence. However, this might be further mediated by insufficient or hindered enforcement. Therefore, in order to account for a full picture of the agencies' institutional life, in the first place their de-facto independence, one needs to reflect on what some theories of Europeanization drew attention to – to what extent have the regulatory agencies resorted to their formally granted powers and mechanisms in practice. Such an exploration of enforcement would be a step further in accounting for the genuine agencies' level of independence.
The process of globalization is a logical process of internationalization, caused by deregulation and liberalization, as well as the development of information and communication technologies. To perform an isolationist policy today is completely absurd. Therefore, the main goal of each national economy is to be engaged in international trade while retaining sovereignty and achieving sustainable development, and this is only possible if we realize that not all economic activities are qualitatively the same as the drivers of economic development, and that globalization and free trade can create an automatic economic harmony. Countries that specialize in the export of raw materials will sooner or later experience the opposite effect from economies of scale, namely declining yields. Sustainable development today is a kind of monopoly on the production of advanced goods and services, in which rich countries experience one explosion of productivity for another. In the first part of the paper, we analyze the effects that abstract theories of classical liberal economies have on the poor countries, as well as the neoliberal policies that the World Bank, the International Monetary Fund and the World Trade Organization today apply to developing countries. In the second part of the paper, we analyze examples of countries whose economic prosperity is the result of a smart and pragmatic mix of market incentives and governance. In the third part of the paper we give recommendations for the new development and trade policy of Serbia. In the last part of the paper, we point to the importance of branding as a factor in the export competitiveness of the company. ; Proces globalizacije je logičan sled internacionalizacije, uzrokovane deregulacijom i liberalizacijom, kao i razvojem informacionih i komunikacionih tehnologija. Voditi izolacionističku politiku danas je potpuno besmisleno. Zato je osnovni cilј svake zemlјe – uklјučiti se u međunarodne trgovinske tokove i pri tome zadržati suverenitet i ostvariti održivi razvoj, a to je jedino moguće ako shvatimo da nisu sve privredne delatnosti kvalitativno iste kao nosioci privrednog razvoja i da globalizacija i slobodna trgovina mogu stvoriti automatsku ekonomsku harmoniju. Zemlјe koje se specijalizuju za izvoz sirovina doći će pre ili kasnije do suprotnog efekta od ekonomije obima, naime do opadajućih prinosa. Održivi razvoj danas predstavlјa neku vrstu monopola na proizvodnju naprednih dobara i usluga, u kome bogate države doživlјavaju jednu eksploziju produktivnosti za drugom. U prvom delu rada analiziramo efekte koje su apstraktne teorije klasične liberalne ekonomije imale na siromašne zemlјe, kao i neoliberalnu politiku koju danas Svetska banka, Međunarodni monetarni fond i Svetska trgovinska organizacija primenjuju u zemlјama u razvoju. U drugom delu rada analiziramo primere zemalјa čiji je ekonomski prosperitet rezultat pametne i pragmatične mešavine tržišnog podstreka i državnog upravlјanja. U trećem delu rada dajemo preporuke za novu razvojnu i trgovinsku politiku Srbije. U poslednjem delu rada ukazujemo na značaj brendiranja kao faktra u izvoznoj konkurentnosti preduzeća
Predmet istraživanja doktorske disertacije odnosi se na analizu značaja i mehanizama na koji institucionalna obeležja utiču na efikasnost nacionalnih ekonomija. Pritom, cilj je da se istraživanjem identifikuju relevantne normativne i pozitivne pozicije u pogledu uloge koju institucije imaju u ekonomskim procesima, kao i njihov međusobni odnos i relativna važnost pri uticaju na ekonomske performanse, sa posebnim osvrtom na iskustva privrednih sistema zemalja u tranziciji. Iz tog razloga, analizirane su osobenosti institucija kao jedinica ekonomske analize, raznovrsnost elemenata institucionalne strukture, kroz, naročit, osvrt na interakciju koja se pojavljuje između formalnih i neformalnih institucionalnih pravila. Uslovljenost ekonomskih performansi institucionalnim svojstvima analizirana je iz perspektive teorije transakcionih troškova, kao i teorije vlasničkih prava i mehanizmima kojima oni ostvaruju uticaj na ekonomske performanse. Iz razloga što značajan deo institucionalne strukture nastaje, ali se i menja, u okviru političkog sistema, efekti na ekonomsku aktivnost posmatrani su kroz uticaje koji nastaju kao posledica specifičnosti političkih institucija, odnosno, njihove stabilnosti, forme i centralizovanosti, kao i kvaliteta javnog upravljanja, uticaja rent-seeking-a i političkih konjunkturnih ciklusa. S obzirom da su postojanost i dinamika integralna svojstva svakog segmenta institucionalne strukture, deo istraživanja je orijentisan na analizu osnovnih elemenata, tipova i teorija institucionalnih promena, zavisnost promene institucija od istorijskog institucionalnog, formalnog i neformalnog, nasleđa, kontroverzi u pogledu transplantacije institucija, kao i uzroka institucionalne histereze i neuspeha. Na osnovu empirijskog istraživanja odnosa ekonomskih performansi i institucionalnog kvaliteta, utvrđeno je da nivo per capita dohotka odlučujuće zavisi od kvaliteta institucionalne strukture, efikasne zaštite vlasničkih prava, usklađenosti između formalnih i neformalnih pravila, čime institucionalne promene u pravcu unapređenja svih institucionalnih segmenata predstavljaju neophodnu pretpostavku efikasnijoj ekonomskoj aktivnosti. ; This paper refers to the analysis of the importance of the institutions and the mechanisms through which the institutional characteristics influence the efficiency of national economies. In this context, the main goals of the research are to identify and explain relevant normative and positive aspects of institutional theory, the way in which institutions affect economic processes, as well as the interrelation and relative importance of different institutional units in their influence on economic performance, with special emphasis on the experience of transition countries. For this purpose, the author has reviewed the uniqueness of institutions as units of economic analysis, the diversity of the elements of institutional structure, with the particular accent on interaction between formal and informal institutional rules. Dependence of economic performance upon the institutional characteristics has been analyzed from the perspective of transaction-cost theory, as well as the theory of property rights. Special attention is paid to the mechanism through which the property rights exercise their influence upon the efficient operation of economic system. Bearing in mind the fact that the important part of institutional structure is made within a political process, the effects of institutions are observed through the influences derived from political stability, political regime and the level of administrative and fiscal centralization. The quality of governance, the impact of rent-seeking activities and the influence coming from political and business cycles are additional important features in this regard. Since the institutions display the persistence and changeability at the same time, the important part of the research is dedicated to the analysis of different types and theories of institutional changes, the dependency of changes on the past formal and informal institutional development, the issues related to the transplantation of institutions and the causes of institutional hysteresis. Based on the empirical part of the thesis, we have reached the conclusion that the level of per capita income largely depends on the quality of institutions, especially the protection of property rights, as well as the harmonization between formal and informal institutions. This makes good institutions a decisive and long-lasting factor of the success and efficiency of national economies.
Pitanje mogućnosti formiranja ekološkog pokreta u Srbiji u kontekstu postsocijalistiĉke transformacije društva i procesa evrointegracija, predstavlja predmet bavljenja ove doktorske disertacije. Rad se sastoji iz tri veće celine i poglavlja u kome su izneta zakljuĉna razmatranja. U prvom delu rada, razvijeni su uporedno-istorijski, kontekstualni, konceptualni i metodološki okvir istraţivanja, kao polazne osnove za dalje analize. Kako bi mogle biti obuhvaćene sve relevantne dimenzije kompleksnog fenomena ekološkog pokreta i sloţena mreţa ĉinilaca koji utiĉu na njegov nastanak i razvoj, u istraţivanju su kombinovano korišćene razliĉite metodološke tehnike: anketno ispitivanje stavova i praksi na reprezentativnom uzorku graĊana Srbije (N=1952) i predstavnika lokalnih samouprava (N=232), polustrukturisani intervjui sa predstavnicima nevladinih organizacija (N=44), kao i dve studije sluĉaja zajednica sa izraţenim ekološkim problemima - Panĉeva i Bora. Drugi deo rada je posvećen opisu i analizi pojedinaĉnih elemenata ekološkog pokreta: ekoloških aktivista, ekoloških grupa / organizacija, ekoloških mreţa, kolektivnog identiteta i ekoloških konflikata. Na osnovu detaljne analize karakteristika osnovnih elemenata pokreta, u zakljuĉnom poglavlju drugog dela rada daje se odgovor na pitanje: da li u Srbiji postoji ekološki pokret? Osnovni istraţivaĉki nalaz je da u Srbiji nije došlo do formiranja klasiĉnog participativnog tipa ekološkog pokreta, kakav je prisutan u zemljama Zapada. TakoĊe, nema ni naznaka znaĉajnijeg prisustva elemenata transakcionog ekološkog aktivizma (pokreta), ĉiji je prisustvo zabeleţeno u zemljama Centralne Evrope. Umesto toga, svedoci smo razvoja specifiĉnog modela ekološkog kolektivnog delanja koji smo nazvali "ekološkim trećim sektorom". Naime, za razliku od participativnog i transakcionog delanja, koji imaju naglašeno politiĉku dimenziju, aktivnosti organizacija u okviru trećeg sektora su preteţno "apolitiĉne" po karakteru, usmerene na pruţanje usluga u oblastima iz kojih se, u sklopu neoliberalnih reformi, drţava povukla. Pored nerazvijenosti konfliktne (politiĉke) dimenzije, ekološki treći sektor odlikuje i atomizovano delanje profesionalnih ekoloških organizacija, koje samo izuzetno (pod spoljnim pritiscima ili podsticajima) uspostavljaju fiziĉke veze (mreţe) meĊu sobom, dok se na planu kolektivnog identiteta razvija samo kognitivna dimenzija (formalno prihvatanje odreĊenih ekoloških vrednosti i naĉela koja ĉine sastavni deo ekološkog diskursa dominantnog na Zapadu). GraĊani, po pravilu, nisu ukljuĉeni u rad ovih organizacija, izuzev kao korisnici usluga. U trećem delu rada se razmatraju razlozi usled kojih ne dolazi do razvoja participativnog i/ili transakcionog ekološkog pokreta (aktivizma). Za potrebe objašnjenja nastanka specifiĉne hibridne forme ekološkog trećeg sektora, kreiran je sintetiĉki eksplanatorni model koji kombinuje elemente razvijene u okviru razliĉitih teorijskih pristupa fenomenu društvenih pokreta. Eksplanatorna shema je formulisana na sledeći naĉin: za pokretanje kolektivnog delanja i nastanak ekološkog pokreta neophodno da prethodno budu ispunjeni sledeći uslovi: potrebno je da postoji izvesno socijalno-konstruisano nezadovoljstvo (problem) kod većeg broja pojedinaca / profesionalnih zastupniĉkih organizacija (socijalno-konstruktivistiĉka reinterpretacija klasiĉnih pristupa); zatim, grupa pojedinaca koja oseća dati problem / zalaţe se za njegovo rešavanje, mora posedovati odreĊene resurse za pokretanje i odrţavanje 5 kolektivne akcije (pristup teorije mobilizacije resursa); šire okruţenje treba da bude relativno povoljno kako bi nagovestilo mogućnost pozitivnog ishoda aktivnosti koja se ţeli realizovati (pristup strukture politiĉkih mogućnosti), a vrednosni okvir na takav naĉin podešen da usmerava na delanje predstavnike profesionalnih ekoloških organizacija i / ili neposredno ugroţenu populaciju (nezadovoljne) i (eventualno) širi krug podrţavalaca (pristup Novih društvenih pokreta). Na proces formiranja ekološkog pokreta, kroz ĉetiri neposredna faktora (socijalna-konstrukcija ekoloških rizika, dostupnost i karakteristike resursa, struktura politiĉkih mogućnosti, vrednosni sistem),indirektno deluju širi društveni procesi - postsocijalistiĉka transformacija i evropeizacija srpskog društva, kao i ĉinioci duţeg trajanja ((pred)socijalistiĉko nasleĊe). Testiranje postavljenih eksplikativnih hipoteza je pokazalo da ni jedan od uslova neophodnih za formiranje ekološkog pokreta, nije delimiĉno ili u potpunosti zadovoljen. Postojeći ekološki problemi su dominantno odreĊeni u kategorijama niskog rizika i male vaţnosti u odnosu na druga društvena pitanja, usled ĉega je i njihov podsticajni kapacitet za kolektivnu (re)akciju bitno sniţen. Pored toga, vladajuće shvatanje prema kome u ekološkoj modernizaciji leţi rešenje za gotovo sve ekološke probleme, pokazuje se kao ĉinilac koji nepovoljno utiĉe na graĊanski aktivizam, jer upućuje na pasivno išĉekivanje uvoĊenja obećanih mehanizama odrţivog razvoja. Većini graĊana na raspolaganju stoji vrlo ograniĉena koliĉina resursa, usled ĉega, u velikom broju sluĉajeva, oni odustaju od uĉešća u ekološkim akcijama. Ekološke organizacije, takoĊe, imaju poteškoća da obezbede neophodne resurse za rad, a dodatni problem predstavlja i naĉin njihove mobilizacije, usled kojeg gube samostalnost postajući zavisne od stranih izvora finansiranja. Kao posledica, ekološko delanje je atomizovano, a rivalitet i konflikti unutar ekološkog civilnog sektora, naglašeni; ekološke mreţe se teško formiraju i odrţavaju, kolektivni identitet je slab (nad njim prevagu odnose partikularni interesi), a kritiĉko delovanje ekoloških organizacija, nerazvijeno. Struktura politiĉkih mogućnosti se, uprkos postojanju relativno povoljnog zakonskog okvira, pokazuje zatvorenom prema uĉešću graĊana u donošenju odluka. GraĊani percipiraju predstavnike vlasti kao neprijemĉive za njihove potrebe, što se nepovoljno odraţava na njihovu spremnost da se organizuju i pokušaju da nametnu svoje zahteve. S druge strane, ekološke organizacije su iskljuĉene iz procesa odluĉivanja i svedene na ulogu asistenata u podizanju kapaciteta drţave za sprovoĊenje programa u oblasti zaštite ţivotne sredine. Konfliktno delanje organizacija je ograniĉeno, s jedne strane, time što ne dobijaju podršku moćnih aktera (meĊunarodne ekološke organizacije, strani donatori), a sa druge, finansijskim uslovljavanjem od strane drţavnih struktura. Karakteristike kulturološkog konteksta se, takoĊe, pokazuju nepovoljnim za razvoj ekološkog pokreta u Srbiji. Dominacija materijalistiĉkog sistema vrednosti i s njim povezano visoko vrednovanje ekonomskog razvoja, koje u senci ostavlja ekološke probleme, negativno utiĉe na ekološko aktiviranje graĊana. Ipak, uprkos preteţno materijalistiĉkoj vrednosnoj orijentaciji, graĊanima su vrlo bliske vrednosti Nove ekološke paradigme. MeĊutim, od naĉelnog prihvatanja vrednosti karakteristiĉnih za ovu paradigmu do aktivnog delanja, u kontekstu materijalne oskudice, put je dug i vrlo neizvestan. Zakljuĉno poglavlje je posvećeno rezimiranju i diskusiji empirijskih nalaza, kao i razmatranju širih implikacija nerazvijenosti ekološkog pokreta na zaštitu ţivotne sredine u Srbiji. ; he environmental movement in Serbia, in the context of post-socialist transformation and the EU integration process. The paper consists of three major parts and the concluding chapter. In the first part a comparative - historical, contextual, conceptual and methodological framework of the research is developed, as a starting point for the further analyses. In order to capture all relevant dimensions of the complex phenomenon of environmental movement and the composite set of factors that influence its emergence and development, the study is using a combination of different methodological techniques: a survey of attitudes and practices based on a representative sample of Serbian citizens (N = 1952) and local government representatives (N = 232), in parallel with the semi-structured interviews with representatives of non-governmental organizations (N = 44), and the two case studies of communities with serious environmental problems – the municipalities of Pancevo and Bor. The second part contains the description and analysis of individual elements of the environmental movement: environmental activists, environmental groups / organizations, environmental networks, collective identity and environmental conflicts. Based on a detailed analysis of the characteristics of the key elements of environmental movement, the concluding chapter of this part of the paper offers an answer to the question - is there an environmental movement in Serbia? The main research finding is that participatory type of environmental movement that is typical for the Western countries has not been formed in Serbia. There are even no indications of the existence of significant elements of transactional environmental activism (movement), that is present in the countries of Central Europe. Instead, we are witnessing the development of a distinct model of collective environmental action that we have named "the third environmental sector". Different from the participative and transactional activism which have an emphasized political dimension, the nature of the activities of the third sector organizations is mostly "non-political", aimed at providing services in those areas that the state has withdrew from, in the context of neo-liberal reforms. In addition to the underdeveloped conflict/political dimension, the environmental third sector is characterized by atomized actions of professional environmental organizations, which establish physical connections (networks) among themselves only as an exception (under external pressures or incentives), while at the level of collective identity only the cognitive dimension is being developed (the formal acceptance of the environmental values and principles which form an integral part of the environmental discourse dominant in the West). Citizens, as a rule, are not included in the work of these organizations, except as users of services. In the third part, the reasons for the absence of the participatory and / or transactional environmental movement (activism) are discussed. In order to explain the emergence of the specific hybrid form of the environmental third sector, a synthetic explanatory model was established, combining elements developed within different social movement theories. The explanatory scheme has been formulated as follows: for the launch of collective action and the emergence of the environmental movement certain conditions are necessary to be met - a certain level of socially-constructed 8 dissatisfaction (problem) needs to be generated in large numbers of individuals / professional advocacy organizations (social constructivist reinterpretation of classical approaches); then, a group of individuals who perceive the problem / advocates for its solution must possess appropriate resources to initiate and sustain a collective action (the Resource Mobilization Theory approach); the wider context should be relatively favorable as to suggest the possibility of a positive outcome of the action (the Political Opportunities Structure approach); the value framework should be set up in such a way to initiate the action of professional environmental organizations and / or the directly affected population, and possibly also of a wider circle of supporters (the New Social Movements approach). Through the four direct factors (social – construction of environmental risks, the availability and characteristics of resources, the structure of political opportunities, the value system), the process of development of the environmental movement is indirectly affected by wider-scale social processes – the post-socialist transformation and Europeanization of Serbian society, as well as by the factors of longer duration ((pre-) socialist heritage).The testing of the set of explicative hypotheses showed that the necessary pre-conditions for the formation of the environmental movement in Serbia have neither been fully, nor even partially met. In comparison with other issues, the existing environmental problems are dominantly defined in the terms of low-risk and low-importance, due to which their capacities to induce collective (re)action are significantly reduced. In addition, the prevailing concept of environmental modernization, presented as a solution to almost all environmental problems, proves to be a factor that adversely affects civic activism, as it leads to passive anticipation of the promised introduction of mechanisms for sustainable development. Since the majority of citizens have access only to very limited resources, they, in many cases, tend to give up their participation in environmental actions. Environmental organizations also face difficulties in obtaining necessary resources for their operation. An additional problem lies in the way resources are being mobilized: becoming increasingly dependent on foreign funding, organizations tend to lose their autonomy. As a result, the environmental action is atomized and rivalries and conflicts within the environmental civil society accentuated; environmental networks are difficult to establish and maintain and the collective identity is weak (due to domination of particular interests); the conflictual dimension of environmental organizations remains undeveloped. Despite the relatively favorable legal framework, the structure of political opportunities seems closed to the participation of citizens in the decision-making process. Citizens perceive government representatives as unresponsive to their needs, which negatively affects their readiness to act in an organized way and to attempt to impose their demands. On the other hand, environmental organizations are excluded from the decision-making process and reduced to the assisting role in the capacity building of the state bodies for the implementation of programs in the field of environmental protection. Conflicting action of such organizations is limited, on the one hand by the lack of support from powerful actors (international environmental organizations, international donors), and on the other - by the financial preconditions imposed by the state authorities. The characteristics of the cultural context also appear to be unfavorable for the development of the environmental movement in Serbia. The dominance of the materialistic value system and the related high priority attributed to the economic 9 growth, leaves the environmental problems on the margins, thus negatively affecting the environmental activation of citizens. However, despite the predominantly materialistic value orientation, the values of the New environmental paradigm are very familiar to the citizens. Still, in the context of material insecurity, the road from the general acceptance of such values to active action towards reaching them, is long and very uncertain. The concluding chapter is devoted to summarizing and discussing the empirical findings, as well as to considerations of implications of the under-developed environmental movement to the overall state of environmental protection in Serbia.
