Bu makalede self determinasyon hakkının yirminci yüzyılda Milletler Cemiyeti ve Birleşmiş Milletler dönemleri uluslararası hukukunda geçirdiği aşamalar; hakkın, tarihsel, siyasal ve felsefi kökleri ile birlikte özellikle 1980'li yıllardan sonra self determinasyon hakkı konusunda akademik yazında geliştirilen bazı teoriler incelenecektir. Bu bağlamda, self determinasyonun uluslararası hukukta gözetilmesi istenen siyasal bir ilkeden 1960'lı yıllarda Birleşmiş Milletler bünyesinde yapılan çalışmalarla birlikte yükümlülük doğuran bir hakka doğru evrildiği gösterilecektir. Self determinasyonun bir hak olarak değerlendirilmeye başlanması ile birlikte iç ve dış self determinasyon ayrımları da yapılmaya başlanmıştır. Ancak meselenin, uluslararası hukukun diğer ilkeleri, güç ilişkileri, milliyetçilik, demokratik yönetim, kültürel haklar ve insan hakları ile olan ilişkisinden kaynaklanan çok boyutlu bir yapısı vardır. Özellikle hakkın kompleks yapısı ve dış self determinasyonun bir formu olan ayrılma hakkı ile mevcut uluslararası hukuk arasındaki uyumsuzluk nedeni ile akademik yazında self determinasyon hakkı üzerine bazı (liberal) teoriler geliştirilmiştir. Bu teoriler, bu hakkı gerekçelendirmeye, kapsamını belirlemeye ve pratik uygulamasına ilişkin kısıtlamaların neler olabileceği gibi konulara odaklanmıştır. Although numerous studies have been carried out at a national and international level, there are very few that detail whether and to what extent criminological theories can yield insights useful for understanding the etiology of corruption. The article first identifies the criminological theories that seemingly possess better explanatory power in regard to corruption in the public sector, distinguishing between theories pertaining to a situational/mechanistic perspective and those related to a more historical/evolutionary one. The article then tests these criminological theories in 51 states of the world. It does so by tranforming these theories into measurable hypotheses with which to test a model where, in each country concerned, the dependent variable is represented by the percentage of firms expected to make informal payments to public officials to "get things done", while the independent variables are represented by: the perception of the legal system's certainty and impartiality and willingness to comply with the laws; the time that the entrepreneur spends with public officials on matters regarding the enterprise; government payments in exchange for goods and services; the percentage of firms that do not report all sales for tax purposes; and the percentage of firms with female participation in ownership. The results of the multiple linear regression between the dependent variable 'corruption' and the independent variables considered show that the model proposed is statistically significant (R square 0.246) and that the independent variable that has explanatory power is the one concerning tax evasion. This was identified as an expression of the differential association theory translated into the hypothesis that an increase in illegal conduct other than corruption by entrepreneurs leads to an increase in corruption itself. ; Nonostante i numerosi studi a livello nazionale e internazionale, rari sono quelli che approfondiscono se ed in che termini le teorie criminologiche possano fornire spunti utili per comprendere l'eziologia della corruzione. Dopo aver individuato le teorie criminologiche che paiono avere migliore portata esplicativa della corruzione nella pubblica amministrazione, distinguendo tra teorie appartenenti ad una prospettiva situazionale/meccanicistica e teorie legate ad una prospettiva maggiormente storico/evolutiva, questo articolo procede ad un loro test empirico in 51 stati del mondo. Le teorie criminologiche sono trasformate in ipotesi misurabili per testare un modello in cui, in ogni paese considerato, la variabile dipendente è rappresentata dalla percentuale di imprese sul totale di quelle presenti che ha dichiarato di avere effettuato pagamenti corruttivi a favore di pubblici ufficiali e le variabili indipendenti, invece, sono rappresentate da: la percezione della certezza ed imparzialità del sistema giuridico e propensione all'osservanza delle leggi; il tempo che l'imprenditore trascorre con pubblici ufficiali per questioni attinenti l'impresa; le spese effettuate dalla pubblica amministrazione per l'approvvigionamento di beni e servizi; la percentuale di imprese che non riporta tutte le vendite al fine di evadere il fisco; la percentuale di imprese con ownership femminile. I risultati della regressione lineare multipla tra la variabile dipendente corruzione e le variabili indipendenti considerate evidenziano come il modello proposto sia staticamente significativo (R quadrato 0,246) e che la variabile indipendente che ha potere esplicativo è l'evasione fiscale, identificata come espressione della teoria delle associazioni differenziali, tradotta nell'ipotesi secondo cui l'aumentare di comportamenti imprenditoriali illeciti diversi dalla corruzione determinerebbe un aumento della corruzione stessa.

Questa tesi riguarda le teorie dello sviluppo che sono state sviluppate dopo la seconda guerra mondiale, per superare il sottosviluppo nel Terzo Mondo. Gli esponenti della modernizzazione (1950-1960) credono che il progresso di una società proceda da una forma semplice a una complessa. Essi indicano la società occidentale come esempio di una società complessa, da "imitare" in quanto società industriale e dunque "sviluppata". Per questo lo sviluppo stesso viene visto come un processo attraverso cui acquisire le caratteristiche del mondo Occidentale. Il mancato sviluppo nel Terzo Mondo sarebbe dunque causato dall'arretratezza delle strutture sociali, istituzionali e dei valori tradizionali. La teoria della dipendenza (seconda metà degli anni sessanta) è di origine Latino-americana: una voce dalla periferia, dunque. Gli esponenti di questa prospettiva parlano di sottosviluppo del Terzo mondo e non di "mancato" sviluppo. Le cause del sottosviluppo non sarebbero endogene, bensì esogene, in quanto i paesi del Terzo Mondo fanno parte dell'ordine economico internazionale: ordine che, in realtà, produce due mondi, quello sviluppato (occidentale) e e quello sottosviluppato (Terzo Mondo). L'economia del Terzo Mondo, quindi, dipenderebbe drammaticamente dai paesi del "centro". L'insoddisfazione circa i limiti delle teorie dominanti negli anni sessanta, ha portato alla formulazione di teorie e strategie alternative, come quelle dei "bisogni essenziali" e della self-reliance. I progetti di sviluppo collegati a queste nuove prospettive dovevano essere concreti e verificabili nel breve termine, ed essere orientati a migliorare la vita delle persone. L'esperienza dell'ideologia Ujamaa in Tanzania aveva l'obiettivo di creare una società self-reliant e socialista in senso genuinamente africano. Ujamaa, promossa dal Presidente Mwalimu Nyerere è stata ispirata dallo stile di vita comunitaria della famiglie africane.

Bu çalışma, yönetim ve organizasyon teorilerinin, karar vermeyi etkileyen yapısal faktörler bakımından literatür taraması yapılarak incelenmesini amaçlamaktadır. Karar vermeyi etkileyen faktörler, bireysel, yapısal ve çevresel faktörlerdir. Yapısal faktörler kapsamında organizasyonların, hiyerarşik yapıları, formelleşme dereceleri, otorite, işbölümü, uzmanlaşma, merkezcilik, yetki devri, katılımcılık ve eşgüdüm gibi unsurlar yer almaktadır. Mekanik yapıdaki klasik teorilerin daha merkezci, rutin, programlanabilen ve üst kademede yoğunlaşmış karar verme yapısına sahip oldukları; neoklasik teorilerin ise alt kademelerde, rutin, programlanabilen, daha operasyonel, kişi ya da grup kararlarına uygun bir örgüt yapısı ortaya koydukları görülmüştür. Modern teorilerde, çevresel değişkenlerin de etkisiyle, koşullara göre, programlanabilen ve programlanamayan kararlar ile kişi veya grup kararlarının birlikte alınabileceği, çağdaş yönetim yapılarında ise belirsizlik durumlarının artması nedeni ile programlanamayan kararların ön plana çıktığı, grup kararlarına daha fazla önem verildiği, hızlı ve doğru kararlar verebilmek için çeşitli sayısal modeller ve bilgisayar programlarından yararlanıldığı sonucuna ulaşılmıştır. Ayrıca, son yıllarda, karar verme sürecine tüm paydaşların katılımına olanak sağlayan yeni yönetim modellerinin geliştirildiği görülmüştür. ; In this study, it is aimed to study management and organization theories by reviewing literature, in terms of structural factors affecting decision-making process. The factors affecting decision-making are individual, structural and environmental factors. In the scope of structural factors, there are some elements such as hierarchic structures and formalization levels of organizations, authority, division of labor, specialization, centralization, delegation of authority, participation and coordination. It has been determined that the Classical theories in mechanical structure include more centralized, routine and programmable decision-making structures which are also concentrated on higher level and that the Neoclassical theories include routine, programmable, more operational organizational structure in lower levels, which is suitable to individual and group decisions. It has been concluded that the programmable and nonprogrammable decisions according to conditions, and individual and group decisions can be made together in Modern theories with the effects of environmental variations but in the contemporary managerial structures, non-programmable decisions are come to the forefront, and group decisions are put more emphasis on, and various numerical models and computer programs are utilized in order to make accurate decisions faster, because of increase in uncertainties. In recent years, new management models are developed, which enable all stakeholders participate in decision-making process.

Dottorato di ricerca in Memoria e materia delle opere d'arte attraverso i processi di produzione, storicizzazione, conservazione, musealizzazione ; Il lavoro di ricerca, condotto in un intreccio serrato tra teoria e prassi che si è voluto evidenziare fin dalla scelta del titolo, si rivolge al complesso ed ampio fenomeno della Public art nell'intento di precisarne i contorni all'interno del più ampio orizzonte dell'arte contemporanea degli ultimi due decenni, di cui costituisce uno dei fenomeni maggiormente vitali. Le contemporanee forme artistiche, con l'inclusione di interventi che vedono in essere pratiche che esulano dai tradizionali spazi deputati, si sono fatte contaminazione, abbandonando quel solipsismo che per troppo tempo l'arte si è tenuta addosso. I confini tra spazio pubblico, vita quotidiana e fare artistico sono divenuti sempre più labili, infranti dal superamento dell'idea di arte come 'separazione', con conseguenti cambiamenti in atto che hanno portato l'arte a legarsi sempre di più al concetto di riqualificazione urbana. Essa ha così cercato di riciclare quel "terzo paesaggio"1 fatto di vuoti urbani privi di identità, costituendo supporto e corollario per investitori pubblici e privati o per semplici cittadini, che si sono ritrovati ad operare in periferie e luoghi dismessi, di colpo divenuti occasione storica di trasformazione concreta2. In questa sede è stata quindi lasciata da parte l'arte pubblica nella sua accezione più glamour, di arte da collocare in spazi sviluppati e già profondamente connotati (arte pubblica come dispositivo di carattere estetico) considerandola nella sua valenza sociale, etica, di arte relazionale che viaggia nel sommerso, pratica i territori della residualità, gli interstizi, si muove lungo i limiti, allontanandola da quella dimensione estetica che la riporterebbe nell'ambito dell'urban forniture e del monumento. Partendo da una riflessione su come sia cambiata la città (indefinibile e impraticabile metafora del tempo presente), si constata che la diffusione dell'arte pubblica, con le sue pratiche site specific, sia andata di pari passo con la perdita di senso e di segno del territorio e del palinsesto città. In questo contesto l'arte non solo è processo, ma innesca processi in luoghi altri, irrituali, dai centri storici alla periferia fino agli spazi interstiziali (quelli abbandonati, dimenticati, desolati) e l'artista produce oper-azioni tra estetica ed etica, mentre il pubblico non solo è partecipe, ma perfino coautore di tali processi. Contemporaneamente, con uno sguardo storico, viene ripercorsa l'evoluzione del significato di Public Art dagli anni '70 ad oggi, restituendone tutta la complessità attraverso un'analisi del pensiero critico espresso da autori internazionali di tante e diverse discipline (dalla sociologia, alla geografia, all'urbanistica, all'architettura, alla legislazione) interconnesse a questo particolare fenomeno artistico. Dopo aver colto le dimensioni in cui l'arte pubblica si manifesta, l'indagine si concentra sulla dimensione etico-sociale di rigenerazione urbana della Public Art, sia attraverso una riflessione sul ruolo dell'arte in questo 1 G. Theories and practice, between critical analysis and urban regeneration. European case studies. The research, that mingles both theory and practice, as the title itself underlines, deals with the wide and complex phenomenon of Public art in order to define its boundaries within the wider horizon of contemporary art (of which it is one of the most vital phenomena), during the last two decades. The contemporary forms of art, with actions that go beyond the traditional delegated spaces, have abandoned the solipsism that has characterized art for a long time. The boundaries between public space, daily life and art have become increasingly fragile, overtaking the concept of art as "separation", and creating new stronger connections between art and urban re-qualification. The idea of "third landscape"1, made of empty urban spaces with no identity, has been recycled and became the support for public and private investors to operate in suburbs and dismissed areas that offered a chance for a tangible transformation2. Thus the glamorous connotation of public art (art as an aesthetic device) has been put aside to enhance its social value, its ethic and its capability to move along the boarders and the interstices, far from the concepts of urban furniture and monument. Starting with considerations about the changes in the city (seen as a metaphor of the present), it is observed that the diffusion of public art, with its site-specific practices, has followed the loss of meaning of the territory and the city scene. In this context art is not just process itself, but it activates different processes in diverse and non-ritual places, from the inner city to the suburbs and desolated, abandoned and forgotten areas; the artist produces actions between aesthetics and ethics and the public is not only participating, but even the coauthor of such processes. At the same time, the evolution of Public art meaning is investigated through an historical overview from the Seventies until nowadays, through an analysis of the critical thought expressed by international authors involved in several disciplines (from sociology to geography, architecture, city planning, legislation) connected to this particular art phenomenon. After describing the dimensions in which public art reveals itself, the research focuses on the ethical-social aspects of urban regeneration of public art, both reflecting on the art's role in this context, and through a dense debate between different European case studies (in Italy, Germany, Holland, Sweden, France, England, Spain, Denmark). Analyses about the legislation that governs the commission of public artworks in Italy and Europe have been also carried out, comparing them with American regulations and dispositions; the project ends with significant interviews to artists and experts of the field. 1 G. Neoliberal Kurumsalcılık, uluslararası ilişkiler teorisinde İkinci Dünya Savaşı'ndan sonra liberal-idealist politik paradigma fikirlerini geliştiren bir okuldur, uluslararası siyasi kurumların, devletlerin uluslararası ilişkilerde başarılı bir şekilde işbirliği yapmalarına izin verebileceğini savunmaktadır. Neoliberal Kurumsalcılık yaklaşımı özellikle Batı Avrupa ülkeleri arasında gerçekleşen işbirliğini ve bütünleşme sürecini açıklayıcı bir niteliğe sahiptir. Fakat bölgesel kurumsallaşma dinamiklerinin zayıf olduğu bir bölge olan Orta Asya'nın istikrarsız bölgelere yakınlığı ve bölge içinde süregiden çatışmalar hem Orta Asya devletleri için hem de bölgeye komşu devletler için bir tehdit oluşturmaktadır. Bu bakımdan, tezin temel amacı, Neoliberal Kurumsalcılık yaklaşımını kullanarak iki farklı örgütün ŞİÖ ve BRICS'in örneklerinde önemini açıklamaya çalışmaktır. ; Neoliberal institutionalism is a school in international relations theory that develops liberal-idealist political paradigm ideas after the Second World War, arguing that international political institutions can allow states to cooperate successfully in international relations. The approach of Neoliberal institutionalism is particularly descriptive of the cooperation and integration process between Western European countries. However, as a region where regional institutionalization dynamics are weak, the proximity of Central Asia to unstable regions and ongoing conflicts within the region pose a threat to both Central Asian states and neighboring states. In this respect, the main purpose of thesis is to explain the importance of two different organizations in the examples of SCO and BRICS by using Neoliberal Institutionalism approach.

In the perspective of Human Development and capability, this article aims to provide a framework of the policies for Sustainability Education and a representation of the Italian situation. The paper proposes a review of the main training theories that allow us to underline the convergence between the sustainability approach and the capability approach, identifying a key to understanding in the emphasis on soft skills and guidance. Consistent with the most significant theoretical-methodological models in review – relating to the constructivist paradigm of Life Designing –, the reflection focuses on the experience of the Observatory on Educational Processes and Territorial Analysis of the University of Salerno. Some of the research-action projects carried out by the Observatory testify, in fact, to the construction of significant pedagogical innovation processes subject to empirical research in the area of interest. ; Nella prospettiva dello Sviluppo Umano e delle capacitazioni, il presente contributo intende restituire un quadro delle politiche per l'Educazione alla Sostenibilità e una rappresentazione della situazione italiana.L'elaborato si propone di operare una ricognizione delle principali teorie di formazione che consentono di rimarcare la convergenza tra l'approccio alla sostenibilità e il capability approach, individuando una chiave di lettura nell'enfasi sulle competenze trasversali e per l'orientamento. In linea con i più significativi modelli teorico-metodologici in rassegna – riconducibili al paradigma costruttivista del Life Designing –, la riflessione si sofferma sull'esperienza dell'Osservatorio sui Processi Formativi e l'Analisi Territoriale dell'Università degli Studi di Salerno. Alcuni dei progetti di ricerca-azione messi in campo dall'Osservatorio testimoniamo, infatti, la costruzione di significativi processi di innovazione pedagogica oggetto di ricerca empirica nell'ambito di interesse.

The construction of the new Citadel in Alessandria, since the 1730s, sparked several debates among the different actors involved in the project. Among the themes that were discussed, there are issues that are now considered crucial to the development of construction science in the 18th Century: from foundation systems to the form of vaulted structures.This essay considers the complex debate that developed on the best form to assign to the "bombproof" vaults of the buildings to be erected inside the fortified perimeter. In 1756, engineers, architects and State administrators met in a "congress" to discuss whether semi-circular or elliptical designs were to be preferred: while on the one hand this meeting highlighted a situation ofcrisis, on the other hand it became a favourable occasion of improvement, and promotion of a truly scientific approach to construction.The need to counteract the effects of the concentrated force due to the bomb impact on the vault extrados introduced a new and never before considered factor, in a debate on vault design which was by then widespread. In respect to the theories (notably De La Hire's) then considered as "state of the art", the problem was approached by considering the newest theoretical developmentsin balistics. The paper starts from the critique of the concept of sustainable development, moving towards a perspective of social eco-development in line with the democratic demands and Bronfenbrenner's theory of the ecology of human development. The cornerstone of this transformative perspective is an idea of regenerated social justice, which refers to the model of Nussbaum's capability approach to embrace a theoretical framework of Social Justice Education based on the theories and practice of Cochran-Smith. Starting from the concept of recognition and inspired by both a pedagogical and a political approach, a qualitative research was undertaken according to a participatory paradigm guided by the idea of giving voice to the most marginalized social groups. Therefore, this research (which is part of a larger project that covered the entire s.y. 2020/2021) has adopted the Student Voice approach, to listen to the voice of students in conditions of educational risk or school drop-out in the context of second chance popular schools, regarding their representations on education and teaching-and-learning, their experiences and the meanings they attribute to school. Between June and July 2021, at the "Antonia Vita" Popular School in Monza, 8 semi-structured interviews were conducted with students aged between 14 and 17 years old, transcribed literally and then analyzed with the software ATLAS.ti, according to the methodology of socio-constructivist Grounded Theory.
