Abstract. The study focused on investigating and analysing the perception of Facebook's role, as one of the components in the field of Information and Communication Technologies (ICT), namely, social media, on the quality of emotional interaction, particularly among individuals in their third age. The research sample comprised 260 participants of various ages, divided into two age groups – under 50 and over 50 years old. Participants' opinions were obtained through empirical research, employing quantitative methods and surveys as the research technique. The research findings indicate that age influences participants' attitudes to digital communication as a means and medium of emotional communication in various contexts. Participants in the third age exhibit stronger reservations towards Facebook as a tool for emotional communication and are more cautious about the use of modern communication methods offered by new social media techniques. They are also less inclined to abandon traditional interpersonal interactions. The results reveal general distrust in the information circulating on Facebook and underscore the advantage of maintaining each interpersonal communication, encompassing all elements of emotional relationships beyond the realm of the Internet, or the information mediation services offered by ICT, primarily social media. Evropska unija (EU) je Bosni in Hercegovini (BiH) obljubila podpis stabilizacijsko-pridružitvenega sporazuma pod pogojem, da BiH prestrukturira svoj razdrobljen policijski sistem po treh načelih EU, ki predvidevajo centralizirano in enotno policijo. Ker pa policije v različnih državah članicah EU niso vedno centralizirane, so lokalni akterji izkoristili argument neenotnih standardov pri upravičevanju odpora do predvidene reforme. V magistrskem delu raziskujem razsežnosti učinkov, ki jih ima odsotnost skupnega normativnega okvira na prizadevanja mednarodne organizacije po prenosu norm v tretje države. Raziskava temelji na preseku teoretskih sklopov reforme varnostnega sektorja¬ ter prenosa norm ; skozi to prizmo analiziram pristop EU k reformi varnostnega sektorja ter študijo primera reforme policije v BiH, z modelom zunanjih spodbud pa učinke neenotnih standardov v državah članicah EU na to reformo. Foucaultovski pristop k fenomenu prenosa norm omogoča, da proces pogojevanja razumemo kot dinamično in kompleksno razmerje moči med EU in lokalnimi akterji. Ugotavljam, da lahko odpor lokalnih akterjev do prenosa norm resno ošibi moč EU, kadar ta ne temelji na močnih normativnih temeljih. V primeru reforme policije v BiH je visoki predstavnik za BiH, avtor treh načel EU, zanemaril, da EU pri svojem zunanjem delovanju nastopa kot normativna moč. Ob odsotnosti normativnega okvirja, torej odsotnosti enotnih standardov na področju policije, pa je bila moč EU ohromljena, posledica tega pa je bila neuspešna reforma policije v BiH. ; The reform of a fragmented police system according to three European Union (EU) principles, which foresee a centralized and unified police force, was set as a condition by the EU to sign the Stabilization and Association Agreement with Bosnia and Herzegovina (BiH). However, as the police in the different EU Member States are not always centralized, local actors have used the argument of divergent standards to justify their resistance to the envisaged reform. This Master's thesis effects of the absence of a common normative framework within an international organization on the norm diffusion to a third country. The research is based on the convergence of theories dealing with security sector reform and norm transfer. Through such a lens, I analyse the EU approach to security sector reform and contextualise it via the study of police reform in BiH. The Foucault's approach to norm transfer understands the process of conditionality as a dynamic and complex power relation between the EU and local actors. Findings show that genuine resistance from local actors can seriously undermine the EU's normative power when the latter is not based on strong normative foundations. In the case of police reform in BiH, the author of the three EU principles – the High Representative for BiH – neglected the EU's role of normative power in its external action. The absence of a normative framework, in this case, the absence of harmonized standards regarding policing undermined the power of the EU and resulted in the failure of police reform in BiH.
Standing on the threshold of the third millennium, it seems clear that the buzzword "globalization" can describe the direction of studies in several different fields, including aesthetics. As several forces -- technological, economic, & political -- continue to intertwine people, as never before, the need for research that is global in range becomes an absolute necessity. Globalization does not concern just economy & politics; especially important is the role of culture in this process, as well as the possibility that we can give some philosophical determination of globalization. Predmet magistrskega dela se nanaša na analizo stanja internacionalizacije visokega šolstva v Sloveniji in postopke vpisa tujih študentov oziroma procesne ovire pri vpisovanju tujcev iz tretjih držav (npr. vpisni roki, presoja dokazil ali (ne)sodelovanje med organi). Ključne ugotovitve na podlagi kvantitativnih metod, kjer sem analizirala javne statistične podatke, in kvalitativnih metod z analizo zakonodaje in s polstrukturiranimi intervjuji, so, da obstaja dokaj velika nekompatibilnost postopkov med univerzami, Ministrstvom za zunanje zadeve v povezavi z upravnimi enotami ter Ministrstvom za izobraževanje, znanost in šport in pri pridobivanju dovoljenj za začasno prebivanje v času študija pri tujcih iz tretjih držav. Opravljena je bila tudi mednarodna primerjava s Finsko, ki kaže visoko ciljno usmerjenost v internacionalizacijo in je enako kot Slovenija članica EU. Skozi raziskavo so bile potrjene podane izhodiščne hipoteze. Internacionalizacija za vse deležnike prinaša koristi. Toda rokovnik vpisnih opravil šolskega ministrstva in univerz, npr. Univerze v Mariboru, ni prilagojen tujcem iz tretjih držav. Tudi domet smiselne rabe Zakona o splošnem upravnem postopku v visokem šolstvu ni jasen. Posledica teh pojavov so predolgi postopki in dejanski prihod študentov v Slovenijo šele sredi študijskega obdobja, kar otežuje konkurenčnost slovenskih univerz. Normativni okvir vpisa tujih študentov in še bolj njegovo (ne)izvajanje pri nas tako nista povsem usklajena s cilji internacionalizacije visokega šolstva, kar potrjuje tudi bolj učinkovit sistem istovrstnih postopkov na Finskem. Rezultati magistrskega dela pa so prikazali pozitivne zglede in smeri razvoja, s katerimi bi lahko Slovenija v bodoče regulirala in izvajala vpise tujcev iz tretjih držav. ; The subject of this master's thesis deals with the analysis of the internationalization of higher education in Slovenia and the procedures for enrolment of foreign students or the procedural barriers in regard to the enrolment of candidates from the third world countries, (e. g. enrolment deadlines, assessment of certificates or (non) cooperation between authorities). The key findings, based on quantitative methods employing the analysis of public statistics data, and qualitative methods employing legislation analysis and semi-structured interviews, are that for foreigners from the third world countries there is a rather high incompatibility of procedures between universities, the Ministry of Foreign Affairs in relation to administrative units and the Ministry of Education, Science and Sport in regard of obtaining temporary residence permits while studying. The research, further on, includes an international comparison with Finland, which is highly goal oriented towards internationalization and is the same as Slovenia member state of the European Union. Through the research, the baseline hypotheses were confirmed. Internationalization brings benefits for all stakeholders. But the schedule of enrolment tasks of the school ministry and universities, e.g. the University of Maribor is not suitable for foreigners from the third world countries. Also, the scope of meaningful use of the General Administrative Procedure Act in higher education is not clear. These phenomena result in lengthy procedures and the actual arrival of students to Slovenia only in the middle of the study period, which consequently hinders the competitiveness of Slovenian universities. The normative framework of enrolment of foreign students and, even more so, its (non) implementation in Slovenia are, thus, not completely in line with the goals of internationalization of higher education, which also confirms a more efficient system of similar procedures in Finland. The results of the master's thesis showed positive examples and directions of development, with which Slovenia could regulate and implement the enrolment of foreigners from the third world countries in the future.
The monograph deals with identities in Slovenia at the time of current breaks and turbulences. The first part of the monograph addresses the majority identities; first, European identity at the time of the rise of nationalism, and then Slovenian national identity in the context of the economic crisis and new populist policies in Europe and beyond. In the second part, the authors deal with minority identities - from religious and ethnic to sexual - that place them in the time span from Slovenia's accession to the EU until the time of the economic crisis, the rise of populism and neoconservative policies. Platform work is often characterised by economic insecurity, dehumanising control procedures, isolation, deepening racial, economic and gender inequalities, and other socio-economic problems. There are lively debates underway concerned with how to regulate or limit the negative effects of platform capitalism. This article reviews two of the most common calls for action – regulation and platform co-operatives. We argue that there is also an unexplored, complementary option, which uses the network effects of platforms to provide greater benefits for platform workers. To understand this alternative, we introduce the American Employee Stock Ownership Plan (ESOP) mechanism for employee buyouts, redefine the model according to the main cooperative values, and apply it to the platform economy. We conclude that there is a third option is available to governments and municipalities, namely to require an Employee Stock Ownership Plan (ESOP) in the local subsidiary of the platform company. This paper deals with the spatial relationship between national and European regional policies. Spatial coherence of these two types of policies in two CEE countries - in the Czech Republic and Slovakia - is discussed. Our findings point at a higher spatial coherence of national and European regional policy in Slovakia. Thus, there is a higher financial allocation per 1 inhabitant in the nationally delimitated areas of special interest in Slovakia compared with the Czech Republic. Three aspects are discussed in this regard. First, different strategies of the delimitation of the areas of special interest in the both countries are emphasised. Second, different strategies of the implementation of the areas of special interest in programming documents in the both countries are upheld. Third, the factor of territorial absorption capacity is mentioned. The decision by the Council of Europe to ter minate the Russian Federation's membership of the Council of Europe on 16 March 2022 makes the issue of legal certainty for aliens actively participating in the war in Ukraine as part of the Ukrainian Armed Forces completely unpredictable. The academic literature and the case law of the European Court of Human Rights in the field of the legal status of alien combatants is limited, and the International Criminal Court has not complet ed any cases on this topic. This article addresses the prin ciple of case law and, above all, the principle of legality with regard to aliens and their active participation in the armed forces of Ukraine. This issue has become cen tral since the Russian Federation may or may not grant these persons the status of prisoner of war according to the Third Geneva Convention, relating to Protocol I, or may characterise them as criminal offenders or terro rists. This article examines the condition of Indonesia's Micro, Small and Medium-sized Enterprises (MSMEs) during the COVID-19 pandemic, particularly with respect to carrying out a digital transformation, and whether the COVID-19 pandemic has forced them to accelerate this transformation. This study found that Micro, Small and Medium-sized Enterprises – MSMEs during COVID-19 have been in an unstable state due to the impact of the restrictions imposed by COVID-19related policies. Nevertheless, MSMEs have been supported by the government, academics, and digital media in efforts to revive and accelerate the digital transformation with a view to surviving. The use of social media has helped MSMEs' programmes and services optimise their business performance. Job simplification was introduced to more efficiently create and reach a broader range of consumers by doing promotion, service delivery, accessing media and cooperating with third parties. The speed at which the digital transformation has occurred is reflected in an improvement in MSMEs' entrepreneurial skills and competencies. Spanje je ena izmed osnovnih življenjskih potreb vsakega posameznika. Kako dragoceno je spanje, po katerem se zbudimo spočiti in naspani, pa se pogosto zavemo šele takrat, ko spanca ni več. Ker v postelji preživimo tretjino svojega časa, je zelo pomembno, da ta čas preživimo oziroma prespimo kakovostno. Ponudba ležišč v Sloveniji presega povpraševanje. Posamezniki imajo na razpolago veliko izbirno območje, a ker je konkurenca med ponudniki vsak dan ostrejša, se nam je pojavilo vprašanje, kako se posameznik odloči za nakup določenega ležišča. Se odloča na podlagi blagovne znamke, cene, garancije, preizkusa, naravnih materialov ali zgolj na podlagi oglasov, priporočil prijateljev in znancev, prodajnega osebja ali prodajnega mesta? To je vprašanje, ki smo ga želeli raziskati in prikazati ključne dejavnike procesa odločanja, ki vplivajo na posameznika in ga privedejo do odločitve za nakup oz. nenakup ležišča. Teoretični del magistrskega dela je predstavljen v drugem poglavju. S pomočjo izbranega gradiva s področja problematike na področju nakupnega vedenja porabnikov smo opredelili kulturne, družbene, osebne in psihološke dejavnike nakupnega vedenja. Predstavili smo proces odločanja pri nakupu ležišča ter dejavnike, ki vplivajo nanj, ter opredelili stopnje procesa odločanja. V tretjem in četrtem poglavju smo predstavili trg ležišč v Sloveniji in ključne dejavnike procesa odločanja pri nakupu ležišča. V drugem delu magistrskega dela predstavljamo raziskavo ključnih dejavnikov procesa odločanja pri nakupu ležišča in njihovo pomembnost. Ugotovili smo, da so osebe, vključene v raziskavo, izrazito racionalne. Na njih ne vpliva samo ena informacija, en oglas, ampak več dejavnikov. Ključni dejavniki, ki vplivajo na proces odločanju pri nakupu ležišča, na podlagi rezultatov raziskave, so: priporočila prijateljev in znancev kot glavni viri informacij, naravni materiali kot glavna značilnost ležišča ter garancija ležišča kot daleč najpomembnejša dodatna storitev pri nakupu ležišča. Podrobnejše ugotovitve in predloge za ponudnike ležišč smo strnili v zaključnem delu magistrskega dela. ; Sleep is one of primary human needs. But we are often not aware of the value of a good night's sleep that leaves us feeling rested until it's gone. Since we spend a third of our lives in bed, it is very important to spend or sleep those years in a quality way. Selection of mattresses in Slovenia exceeds their demand. People have a vast area of selection at their disposal, but since the competition among providers stiffens every day, we asked ourselves how somebody decides to buy a certain mattress. Does he or she decide on the basis of a brand, price, warranty, test, natural materials, or solely on the basis of ads, recommendations of friends and acquaintances, sales personnel, point of sale? This is the issue we wanted to explore and present the key factors in the decision making process, which influence a person and lead him to decide to buy or not to buy a certain mattress. The master's thesis is essentially divided to two parts ; the theoretical and practical part. We can say that appendices represent the third part, because they contain more extensive tables and computer print-outs, which served as the basis for the research part. The theoretical part of the thesis is presented in the second chapter. By means of the selected material in the problem area relating to the purchase behaviour of users, we defined cultural, social, personal and psychological factors of purchase behaviour. We introduced the decision-making process when buying a mattress and the factors influencing it, and defined the levels of the decision-making process. In the third and fourth chapter we present the mattress market in Slovenia and the key factors in the decision making process when buying a mattress. The second part of the thesis presents the research of key factors in the decision-making process when buying a mattress and their significance. We have determined that persons included in the research are distinctly rational. They are not influenced by one single piece of information, one ad, but by several factors. The key factors, which influence the decision-making process when buying a mattress, on the basis of the research results, include: recommendations of friends and acquaintances as the main sources of information, natural materials as the main feature of a mattress, and warranty of mattress as the far most important additional service in the purchase of a mattress. More detailed findings and proposals for providers of mattresses were summed up in the final part of the thesis.
Družinska mediacija se je v Sloveniji na okrožnih in ostalih sodiščih začela intenzivno uveljavljati z letom 2010, in sicer po sprejemu Zakona o alternativnem reševanju sodnih sporov leto prej. Zakon v 4. členu namreč določa obveznost prvostopenjskim sodiščem (okrajnim, okrožnim in delovnim) ter višjim sodiščem in Višjemu delovnemu in socialnemu sodišču, da sprejmejo in uveljavijo programe alternativnega reševanja sporov, v okviru katerih je obvezno potrebno zagotoviti mediacijo kot obliko ARS. Družinska mediacija kot podvrsta mediacije je proces, v katerem nepristranska tretja oseba pomaga udeležencem, ki so se znašli v situaciji razpada družine, še posebej parom ob ločitvi ali razvezi, da se bolje sporazumevajo med seboj ter se sporazumno in zavestno odločijo o nekaterih ali vseh zadevah glede ločitve, razveze, otrok, financ ali lastnine ter tako pripomorejo k izboljšanju komunikacije med strankama. Magistrsko delo na kratko predstavi pojem alternativnega reševanja sporov ter podlago za izvajanje programov alternativnega reševanja sporov, natančneje pa se osredotoči na sam pojem družinske mediacije, na njene podlage za izvajanje v Sloveniji ter njena temeljna načela, posebnosti in prednosti. Del magistrskega dela so tudi predstavljeni statistični podatki posameznih okrožnih sodišč od začetka izvajanja družinske mediacije posameznega okrožnega sodišča do leta 2017 glede števila zadev, ki se rešujejo z družinsko mediacijo, ter sama uspešnost družinske mediacije. Ta se osredotoča na pojem uspešnosti družinske mediacije ter možnemu trendu naraščanja uspešnosti zaradi vedno večje urejenosti družinske mediacije na zakonodajnem področju. ; Family mediation has been intensely enforced in district courts since 2010 due to adoption of the Law of alternative dispute resolution in litigation one year prior. The law regulates that all first instance courts (district and labour courts), higher courts and The higher labour and social court must accept and enforce alternative dispute resolution programs in which mediation is an important method they must provide within those programs. Family mediation is a process in which the third, neutral person helps the participants, who are a part of a family breakup, especially couples throughout divorce, to communicate better with each other and that the participants agreeably and conciously make decisions about some or all matters referring their divorce, finances, children or property during their dispute. This third neutral person helps the participants improve their communication with each other. Master's thesis represents alternative dispute resolution program and the legislative basis for implementation of ADR programs. It focuses more precisely on the concept of family mediation, its legislative basis for implementation in Slovenia, fundamental principles of family mediation, special features and advantages of family mediation. An important part of master's thesis are statistics of district courts on family mediation from the beginning until 2017 about the number of cases, which are being solved with the help of family mediation and the number of cases that have been succesfully solved with the family mediation. It focuses on possible trends of constant higher number of succesfully closed cases with family mediation and its connection to better legislative basis of ADR in Slovenia.
Overview and analysis of current concepts in social work with people with dementia
The article presents the research project "Long-term care of people with dementia in social work theory and practice", the first Slovene national study in the field of research on the social dimensions of dementia. The first part presents the conceptual background of social work, which is the link between social work with people with dementia and the paradigmatic changes in long-term care. The second part presents the importance of the development of long-term care for people with dementia, the third part presents the purpose and objectives of the research project, and the fourth part elaborates the conceptual background, which is the basic guiding principle of the research in the project. Particular emphasis is placed on the methodological selection of current foreign scientific articles dealing with the topic presented, which have been published in the last twenty years in English. The results of the analysis show that three conceptual orientations prevail in the field of social work with people with dementia: (1) exploration of needs, (2) destigmatisation and anti-discrimination of people with dementia, and (3) participation of people with dementia in processes of help and support. In the concluding part, the author relates the findings of the analysis to the contemporary starting points of social work with people with dementia in Slovenia.
My thesis is based on the premise that the change of the political system from socialism to post-socialism was not based on the otherwise branched out political education in socialism, but rather, on other factors of which the essential one is the third wave of democracy that swept across the Central, South and East European countries. (Inter)active citizenship can develop synergistically together with a positive attitude towards one's own country and with a stimulative influence on the citizens; with co-operation among the various (civil) groups and with modern education for citizenship (not only as the school subject of Citizenship Education and Ethics) as well as with its alternative goals together with the democratic and spiritual political culture. In view of the projected deadline for stability of democracy, which is expected to last 50 to 60 years, both types of culture are only at the initial phase of development in the new Slovenian state. ; Izhajamo iz teze, da spremembe političnega sistema iz socializma v postsocializem niso temeljile na sicer razvejenem političnem izobraževanju v socializmu, temveč na drugih dejavnikih, med katerimi je bistven tretji val demokracije, ki je zajel tudi srednje-, južno in vzhodnoevropske države. (lnter)aktivno državljanstvo se lahko razvija sinergično s pozitivnim odnosom do lastne države in spodbudnim vplivom na državljane, s sodelovanjem med različnimi (civilnimi) skupinami, s sodobnim izobraževanjem za državljanstvo (ne le s šolskim predmetom državljanska vzgoja in etika) in njegovimi alternativnimi cilji hkrati z demokratično in duhovno politično kulturo. Obe vrsti kulture sta v novi slovenski državi glede na predvideni rok za stabilnost demokracije, ki naj bi trajal 50-60 let, šele na začetni razvojni stopnji.
The essay seeks to evaluate the pertinence of the inquiry laid out in Il Regno e la Gloria to a radical critique of contemporary politics and economics, in particular its relationship to a Marxian communism, which Agamben appears to consider incapable of a truly radical or total critique of the status quo. To do this, the paper is divided into three sections. In the first part the question of what is meant by the "theological genealogy of the economy and government", as announced by the book's subtitle, is elaborated. This involves subjecting to scrutiny Agamben's reliance on a certain understanding of secularization, of the kind that permits him to declare that modernity merely brings to completion the Christian 'economy' of providence, or indeed that Marx's notion of praxis 'basically is only the secularization of the theological conception of the being of creatures as divine operation'. The paper tries to show that Agamben's work relies on a type of historical substantialism that clashes with his claim to be engaging in a genealogy. In the second part Agamben's suggestions about the genealogical thread running from Trinitarian oikonomia all the way to Smith's invisible hand, and implicitly all the way up to the present, are contrasted to understandings of the (modem) economy which, being premised on the limitlessness of monetary accumulation, transcends any absorption by a theological genealogy. In the third and final part certain aspects of Agamben's archaeological excavations -- in particular his delineation of the economic-theological notion of administration -- are examined, and the question is posed whether they might permit a deconstruction of the Marxist reference to communism as the withering away of the state and the shift towards an 'administration of things'. Zbornik povzetkov predstavlja recenzirane prispevke, ki so bili predstavljeni na tretji nacionalni konferenci Varnost v lokalnih skupnostih v Novem mestu v novembru 2017. Glavna tema konference povzema glavne ugotovitve raziskave Varnost v lokalnih skupnostih, ki je bila opravljena v 24 slovenskih krajih spomladi 2017 v okviru raziskovalnega projekta Varnost v lokalnih skupnostih. Glavni cilj prispevkov je predlaganje uporabnih rešitev za bolj učinkovito zagotavljanje varnosti v lokalnih skupnostih (manjših, srednjih in večjih občinah) v Sloveniji. Prispevki v zborniku se osredotočajo na različne vidike varnosti v lokalnih skupnostih in sicer zaznavanje varnosti in virov ogrožanja v lokalnih skupnostih (zaznavanje kriminalitete, virov ogrožanja, varnosti v urbanih soseskah, prisotnosti policije in socialne kohezije) ; pričakovanja, uspešnost in učinkovitost zagotavljanja varnosti (zaznavanje in uspešnost policijskega dela v skupnosti, zaznavanje nalog vojske, migracij in občutek ogroženosti uporabnikov kibernetskega prostora) ter prakse zagotavljanja varnosti v lokalnih skupnostih (pooblastila občin, dobre prakse reševanja konkretnih varnostnih problemov na območju Policijske uprave Novo mesto in Murska Sobota in zaznavanje zagotavljanja varnosti v lokalnih skupnostih skozi različne deležnike). ; The conference proceedings present peer reviewed papers presented at the third national conference on local safety and security in Slovenia in November 2017. A lead topic of the conference summarizes results of research on safety perceptions, which was done in 24 local communities in the spring in 2017. The main aim of the papers is proposing solutions for more efficient assurance of safety/security in local communities (smaller, middle and larger municipalities) in Slovenia. The papers in the proceedings discuss various aspects of safety and security in local communities, such as perception of safety/security and risks in local communities (perception of crime, sources of threats, safety in urban areas, police presence, and social cohesion) ; expectations and effectiveness of ensuring safety and security (perception and effectiveness of community policing, perception of the tasks of armed forces, migration, and perception of threats in cyber space) ; and practices of ensuring safety and security in local communities (legal regulation of municipalities, good practices of solving safety issues in the area of Police directorate Novo mesto and Murska Sobota, and perception of ensuring local safety and security through the perspective of different stakeholders).
