Samorząd terytorialny miasta Kalisza. Doświadczenia minionego dwudziestolecia ; Local government in the town of Kalisz. The experience of the past twenty years
The reinstatement of local government at the level of the district in Poland in 1990 has resulted in the actual empowerment of local communities, while the local governments have become able to define the goals of local policy that are in line with the expectations of local communities. The local government of Kalisz has taken advantage of the new opportunities to improve the living conditions and standard of living of its citizens since it was instituted. Over the years, due to changes in the political system, related to the establishment of counties, the local government of Kalisz has received new operating opportunities, implementing projects at the level of both districts and counties. The political transformation was complemented by the changes in the election principles of the executive, which has significantly improved the efficiency and effectiveness of the President of Kalisz. The activities of local government have been concentrated on the increasing of social integration by means of taking maximum advantage of local assets and potential. In order to achieve these goals promotional instruments have been employed to encourage foreign investors to investment in Kalisz. A significant part of the local government's activities concern its longstanding international cooperation with towns in Western, as well as Central and Eastern Europe.

There is a significant regulation concerning spa-towns and/or health resorts in Austria, the Czech Republic, Germany and Slovakia. In federal states (i.e. in Austria and Germany), this regulation is adopted at the federal and länder (i.e. regional) level, yet the latter one is definitely more intensive. The spa-related regulation in each state considered is meant to provide public warranty as to the quality of natural features of spa-towns or health resorts. In the same time, this regulation sets significant constraints with regard to the choice of development patterns available to spas. The resulting opportunity cost can, however, be covered by price premia chargeable in spas and by special taxes levied only in spas. The tax income arising from them, however, is earmarked as it can be designated for improvements of spa-related features and functions of a given town or site. In the countries considered, there is no specifically designed subvention scheme which could be used only by spa-towns or health resorts.
Imigrant w polskiej przestrzeni miejskiej, czyli długa droga do wielokulturowości i multikulturalizmu1 ; An Immigrant in a Polish Town: the Long Road to a Multicultural Society and Multiculturalism
Przedmiotem rozważań podjętych w artykule są: powody, dla których wielokulturowość budowana poprzez przyjmowanie imigrantów jest niezbędna Polsce i Polakom, diagnoza wielokulturowości w wymiarze deskryptywnym – jako rzeczywistości społeczno-demograficznej oraz świadomościowym – jako formy percepcji społecznej odmienności kulturowej, wreszcie stan zaawansowania prac na budowaniem ideologii/polityki multikulturalizmu w naszym kraju. Wyżej wskazane kwestie zostaną omówione poprzez odwołanie się do danych demograficznych, analiz antropologicznych, socjologicznych i politologicznych, a także różnego typu dokumentów urzędowych, w tym aktów prawnych. ; Poland is per saldo an emigration country (over 3 million people left the country between 1980 and 2014). Demographic analyses predict significant ageing of the population and a population decline in the next decades. Immigrants constitute less than 2% of the Polish populace and for many of them Poland is a place of seasonal residence or transit point in their journey to Western Europe. Therefore, Poland and the Poles need cultural diversity that results from immigration. Poland needs its own policy/ideology of multiculturalism that would include the long-term goals of the state and all its present and future residents. This policy should integrate legislation with development of social awareness (the level of positive tolerance) through education and increased use of expert knowledge. It should also use positive and negative experience of multicultural states of the 'old' European Union. Polish migration policy needs a serious social debate that goes beyond the development of tools to respond to the phenomenon of migration. Currently, immigrants in Poland encounter manyadaptation and integration problems. They live separately from the host society and remain 'invisible'. Poland has just begun a long journey to build a modern open society and Polish inhabitants, using the Charles Taylor's words, face the challenge of negotiations over the so-called space of recognition.

Territorial Utilitarian Protection of Agricultural Land in Areas within the Administrative Boundaries of Towns and Cities (Urban Areas) ; Terytorialna ochrona użytkowa gruntów rolnych na obszarach położonych w granicach administracyjnych miast
Sustainable development requires reconciling the requirements of agricultural land protection with increased investment needs in industry and housing, but also with respect for environmental protection requirements. These objectives should also be pursued in relation to agricultural land within the administrative boundaries of cities. However, with regard to agricultural land in cities, there is a clear conflict between the needs of investors and the resulting pressure to invest and the protection of agricultural land. The analysis of such determined research topic required a territorial approach to the protection of agricultural land, which is reflected in spatial planning. The purpose of this study is to analyze the Polish legislation from the point of view of the admissibility of change to agricultural land use in urban areas. ; Zrównoważony rozwój wymaga pogodzenia wymogów ochrony gruntu rolnego ze zwiększonymi potrzebami inwestycyjnymi w przemyśle i budownictwie mieszkaniowym, a także z poszanowaniem wymogów ochrony środowiska. Cele te powinny być realizowane również w odniesieniu do gruntów rolnych położonych w granicach administracyjnych miast. W odniesieniu do gruntów rolnych w miastach dochodzi jednak do jaskrawego konfliktu pomiędzy potrzebami inwestorów i wynikającą z tego presją na realizację inwestycji oraz ochroną gruntów rolnych. Analiza tak zakreślonego tematu badawczego wymagała podejścia terytorialnego do ochrony użytkowej gruntów rolnych, co znajduje swój wyraz w planowaniu przestrzennym. Celem niniejszego opracowania jest analiza polskiego ustawodawstwa pod kątem dopuszczalności zmiany przeznaczenia gruntów rolnych na obszarach miast.

Termin "miasta bliźniacze" został wypracowany w toku doświadczeń gmin na arenie międzynarodowej. Prekursorami ruchu bliźniaczego są gminy niemieckie i francuskie, które po II wojnie światowej podjęły się zadania zbliżenia zwaśnionych narodów. Ruch bliźniaczy początkowo opierał się przede wszystkim na wymianie młodzieży. Współcześnie współpraca miast skupia się na współpracy gospodarczej, ekologicznej, na partnerskiej edukacji oraz konsolidacji działań na rzecz rozwoju. Współpraca międzynarodowa gmin, choć stanowi istotny czynnik rozwoju lokalnej polityki, nie jest w sposób wyczerpujący uregulowana prawnie. Obowiązujące ustawodawstwo krajowe i prawodawstwo unijne nie operują pojęciem "miasta partnerskie". Ustawy zasadnicze, akty wykonawcze, deklaracje oraz traktaty uściślają istotę i prawo samorządu lokalnego, nie precyzując zasad tworzenia lokalnej polityki zagranicznej. Aspekt ten pozostawiają w dużej mierze samym gminom, co podkreśla zasadę samorządności. Unijne dyrektywy także nie określają sztywnych ram międzynarodowej współpracy gmin, podkreślając jedynie ich rolę w kształtowaniu polityki. Znaczenie gmin w rozwiązywaniu współczesnych problemów cywilizacji wyraźnie uwypuklają deklaracje końcowe z kongresów miast partnerskich. Brak ram prawnych nie ogranicza gmin w rozwijaniu lokalnej polityki zagranicznej, otwierając przed nimi możliwości współpracy z dowolnymi gminami w dowolnym obszarze. ; The term 'town twinning' and 'twin cities' was coined when municipalities (gminy) became active in the international arena. The precursors of the twinning movement were German and French communes which after World War II embarked on the task of bringing the two nations together. The twinning movement in its original form was primarily based on the exchange of the youths of both countries. Today, contacts between cities focus on economic and environmental cooperation, collaboration in the sphere of education and consolidation of activities fostering further development of partnership. International cooperation of municipalities, while an important factor in the development of local politics, is not satisfactorily regulated. Neither the national nor the EU legislation contains the term 'twin cities' in its legal vocabulary. Constitutions, executive acts, declarations and treaties set out the essence of local government and law, but fail to specify the rules of a local foreign policy. This aspect is largely left to the decision of municipalities, which clearly emphasises the principle of self-government. EU directives do not define any rigid framework of international cooperation of communes either, merely emphasising their role in the shaping of that policy. Consequently, the role of municipalities in the solving of contemporary civilisation problems has been highlighted in final declarations adopted at twin cities congresses held in recent years. The absence of a legal framework at a higher level does not only mean that local municipalities are not restricted from developing their local foreign policies, but it also opens up for them numerous possibilities of cooperation in any area of their choice.
