Stadtforschung ist in Deutschland traditionell großstadtorientiert. Kleinstädte werden weder in wissenschaftlichen noch in politischen Auseinandersetzungen in ihren Strukturen, Bedeutungen und Funktionen hinreichend wahrgenommen und differenziert betrachtet. Eine adäquate Erforschung von Kleinstädten erfordert systematische, vergleichende sowie inter- und transdisziplinäre Ansätze. Traditionelle Zuschreibungen sollten kritisch hinterfragt und Kleinstädte in ihrer Vielfalt und Differenziertheit empirisch untersucht werden. Dabei geht es sowohl um die äußeren Prägungen und heterogenen inneren Strukturen als auch um regionale Funktionen und Verflechtungen. Die Verfügbarkeit bzw. Generierung von statistischen Daten, die auch kleinräumige Analysen ermöglichen, sind dabei ebenso notwendig wie umfassendere Studien, die über begrenzte und anlassbezogene Einzelfalluntersuchungen hinausgehen. Schließlich sollten auch die Forschungsförderung und die akademische Lehre Kleinstädte systematischer als bislang adressieren. Dieses Positionspapier enthält Empfehlungen für Wissenschaft, Lehre, amtliche Statistik und Forschungsförderung aus der Perspektive der Kleinstadtforschung.

Die Entwicklung von deutschen Kleinstädten hinsichtlich ihrer ökonomischen, demographischen und sozialen Ausstattung ist ein bislang eher unbeachteter Themenbereich. Es werden oftmals Kleinstädte in ländlichen und peripheren Lagen thematisiert, weil man ihnen ausschließlich hier eine gewisse Rolle zuweist. Kleinstädte in zentralen Lagen hingegen werden in der Forschung unter dem suburbanen Raum subsumiert und damit selten hinsichtlich ihrer spezifischen Funktionen betrachtet. In diesem Beitrag werden alle Kleinstädte in Deutschland hinsichtlich wichtiger Funktionen klassifiziert. Die Typisierung erfolgt mittels einer Clusteranalyse, die auf zentralen Faktoren basiert, welche sich auf ein breites Indikatorenset stützen. Bezugspunkte sind dabei das klassische Verfahren der Hauptkomponentenanalyse sowie als Alternativmethode die geographisch gewichtete Hauptkomponentenanalyse. Im methodischen Vergleich zeigt sich, dass die Alternative - auch aufgrund des hohen Rechenaufwands - noch keine geeignete Methode ist, um räumliche Zusammenhänge zwischen den Variablen abzubilden und die Kleinstädte hinsichtlich bestehender funktionaler Ausstattungen in ihrem Umland besser beschreiben zu können. Hingegen erzeugt die in der Literatur vorzufindende Vorgehensweise aus Hauptkomponentenanalyse, Clusteranalyse und Diskriminanzanalyse gut abgrenzbare und erklärbare Lösungen zur Bildung von Kleinstadttypen in Deutschland.
Halle-Neustadt, errichtet von 1964 bis 1989, kann als prototypische Plattenbaustadt in Ostdeutschland gelten: Wie ein Großteil der vergleichbaren Planstädte und -siedlungen, so hat auch Halle-Neustadt ein Vierteljahrhundert seiner bisherigen Existenz in der DDR und danach ein weiteres knappes Vierteljahrhundert im vereinigten Deutschland zugebracht. Beides hatte zahlreiche Folgen, die der dramatische Einschnitt in den 1990er Jahren unübersehbar machte: Halle-Neustadt verwandelte sich in sehr kurzer Zeit vom Prototyp der geplant expandierenden sozialistischen Stadt in der DDR zum Prototyp der ungeplant schrumpfenden Stadt in Ostdeutschland. In ihrem ersten Vierteljahrhundert war dies mit einer markanten symbolischen Stadtkonstruktion verbunden, so dass sich die Frage stellt, worin diese bestand und inwieweit sie tatsächlich prägend auf das Stadtleben wirkte. Um diese Frage zu beantworten, werden im vorliegenden Aufsatz der Ideenhaushalt des sozialistischen Halle-Neustadts und seine Bewirtschaftung rekonstruiert und das implizite Stadtleitbild untersucht. "The negotiations between Countess Margareta of Flanders and representatives of the merchants' association of 1252 - and the results of those negotiations - form an informative source for research on the early organisational structures of the Hanse: The Gotland merchants of Lübeck founded a settlement in the west and conceived of themselves from then on as an universitas of the merchants of the Roman Empire. This event was originally presumed to have provided the Hanseatic League with lasting stability. This view of the matter demands critical review and revision, for the negotiations were initially not concerned with the affairs of the Gotland seafarers at all, but aimed at establishing customs regulations for Bruges and its outer port Damme to the benefit of the Rhenish-Westphalian merchants. The negotiations were not continued until the following year, at which time the plans for the universitas mercatorum were submitted on behalf of the Gotland merchants. These plans revolved around the foundation of a town and trading rights. At this second round of negotiations, however, no results were attained, due not least to the lack of interest on the part of the Lübeck town council in supporting the endeavours of the merchants of Lübeck who maintained trade relationships with Gotland, some of them even settling there: In reality, neither the cooperative merchants' settlement in Flanders nor the universitas of merchants of the Roman Empire, extending from Gotland to Flanders, ever existed." Der Artikel zeichnet die Entwicklung von Städten als einer räumlichen Form und als einer Praxis in Nord-Namibia nach. In vorkolonialer Zeit war die Region durch vereinzelte Kleinsiedlungen geprägt. Städte begannen erst in den 1950er Jahren zu entstehen. Von Beginn an kreuzten sich Planung von oben und gelebte Praxis von unten und beeinflussten sich gegenseitig. Das Auftauchen von Städten in Nord-Namibia ist untrennbar mit dem System der Wanderarbeit und mit repressiver Apartheidpolitik verknüpft. Doch Städte waren ebenso Räume relativer Autonomie und der Freiheit von sozialer Kontrolle. Sie entwickelten sich als Grenzräume in dem Sinn, wie Kopytoff ihn umrissen hat. Hier konnten Menschen neue soziale Formen ausprobieren. Die führte zu Konflikten um Macht und Kontrolle. Der Artikel kommt zu dem Schluss, dass Auseinandersetzungen über das Recht auf Stadt nicht neu sind; sie gehören vielmehr zentral zu den Bedingungen städtischen Lebens.
An extraordinarily important component of modern change in maritime culture in the Baltic region was the urbanization of fishing villages into harbour towns and large seaside resorts. This urbanization was initially evident from around 1700, and has continued into the present. To illustrate this process the author gives us eight municipal histories: those of Frederikshavn and Hirtshals in Denmark, Råå in Sweden, Pillau and Swinemünde in Germany, Mariehamn in Finland, and Gdynia and Władysławowo in Poland. To show the development of the seaside resorts, the history of Zoppot is described. Different aspects of this urbanization are considered, such as the geographical situation, the land-traffic connections, the phases of harbour construction including (in certain cases) the establishment of naval bases, the foundation of local maritime industries (shipbuilding, engine construction, the establishment of ice factories and cooling halls, fisheries and fuel depots), and also specific local developments of other kinds (consulates, sailing schools, ferries, radio stations and maritime museums). A large amount of as yet unpublished source material has also been included.
Early urban elements are already found in Lübeck's Late Slavic predecessor settlement, Alt Lübeck: a ring-wall settlement as the centre of power, a craftsmen's community in the suburbium and a port with a merchants' colony. The foundation of German Lübeck nevertheless represents more than a mere shifting of the settlement's location. Quite to the contrary, it is closely linked with the Slavic settlement structure which had been in existence for many centuries on the city's highest elevation. This structure had consisted of a ring-wall settlement and a large suburbium - which had become quite palpable in the late period -, a long-distance trade route and a landing place for ships. Beginning in 1143, under the protection of the count, it was further developed and restructured by the German "founders" as a multipart port and market community in the early urban phase, now locatable on the Western ridge. Through its second founding in 1159, Lübeck became a town in the legal sense. After 1181, the political, economic and constitutional expansion into a fully developed town was accompanied by successive further settlement and topographical development. Domestic autonomy was followed in 1226 by the status of free imperial town. Nor is the layout of the streets and plots of land merely the consequence of a foundation concept: The street system evolved from an older long-distance trade route. Beginning in 1143, its cross axes were gradually developed to completion, particularly after the foreign merchants' portside market ceased operation in 1217. According to D. Ellmers, the latter event is to be seen against the background of the reorganisation of trade in Northern Europe, which resulted in a new type of port settlement. As regards residential building forms, the wooden post-andstandard construction with a large hall was joined in the second half of the twelfth century by wooden "caminata" or "stoneworks" (heatable or non-heatable tower-like constructions) as well as the "Saalgeschosshaus" (multi-storied stone building which comprised a large hall on the first upper floor and served as a residence for members of the upper social classes). The brick house so strongly associated with Lübeck was not developed until the second half of the thirteenth century as a result of trade in mass goods. In Lübeck the development from proto-urban Slavic roots to a German port and market community and, finally, to a fully developed town and leading Hansa city progressed in stages, and was anything but a static act of foundation. Rather, it involved unsuspected changes in the topography and the structures of the land plots and their constructional development against the background of economic transformations.
'Nachhaltige Entwicklung ist ein Diskurs- und Handlungsfeld, das sich im letzten Jahrzehnt global entwickelt hat. Dieser Diskurs ist aufgrund vielfältiger und sich gegenseitig verstärkender Problemlagen entstanden, für die nach Lösungsstrategien gesucht wird. Wie tiefgreifend die Diskussion geführt und welche konkreten Handlungen gesetzt werden, entscheidet sich in einer auf lokaler Ebene etablierten neuen Politikarena, in der sehr heterogene Akteursgruppen aufeinander treffen. Die über unterschiedliche (Definitions-) Macht verfügenden Interessengruppen ringen dabei nicht nur um die Durchsetzung ihrer je spezifischen Ziele: sie bewegen sich auch in einem Spannungsfeld zwischen der Anbindung der Aktivitäten an die gewohnten Politikmuster und dem Experimentieren mit neuen Kommunikations- und Handlungsformen. Lokale Umsetzungsbemühungen von nachhaltiger Entwicklung schließen demnach nicht nur an die internationale Debatte an, sondern entstehen vor dem Hintergrund einer spezifischen lokalen Kultur. Diese prägt das Handlungsfeld, was mit zwei Beispielen dargestellt wird: dem Wiener Klimaschutzprogramm und der Lokalen Agenda 21 Alsergrund.' (Autorenreferat)
