Unions and NGOs positions on the risks and regulation of nanotechnology ; Posições de Sindicatos e ONGs sobre os riscos e a regulação da nanotecnologia
This article discusses the perspectives of a number of Non-Governmental Organizations (NGOs) and trade unions on the risks and regulation of nanotechnology. In the context of large public and private investments in nanotechnology, and its rapid incorporation into processes and products, these groups have sought to advance their interests through diverse strategies. Their positions are centered in the application of the precautionary principle and include demands for moratoria, more investigation on environmental, health and occupational risks, specific and mandatory regulation, transparent information and broad public participation in the governance of nanotechnology. We show that these civil society organizations are constructing collaborations and alliances and have had some degree of success in placing the issues of risks and regulation into the government´s agendas. ; Este trabalho discute os posicionamentos de Organizações não Governamentais (ONGs) e sindicatos de trabalhadores sobre os riscos e a regulação da nanotecnologia.Baseia-se na análise de declarações e documentos produzidos por essas organizações entre 2002 e 2010. No contexto de fortes investimentos públicos e privados em nanotecnologia e de sua rápida incorporação a produtos e processos, esses grupos têm buscado representar seus interesses através de diversas estratégias. Seus posicionamentos se centram na aplicação do princípio de precaução e incluem pedidos de moratória, realização de mais investigação sobre riscos à saúde, ocupacionais e ambientais, regulação específica e obrigatória, transparência de informação e ampla participaçãopública na governança da nanotecnologia. Mostramos que essas organizações da sociedade civil vêm tecendo colaborações e alianças e tiveram algum êxito em posicionar a temática de riscos e regulação nas agendas dos governos.

La industria automotriz en América Latina: estudios de las relaciones entre trabajo, tecnología y desarrollo socioeconómico
This book aims at analyzing the trajectory of the automotive industry in Latin America, focusing on the social, economic, and political implications inherent to the establishment of this sector in countries such as Argentina, Brazil, Colombia, and Mexico. The topics regarding the world of work and its relationship with technology and socio economic development appear as guiding axes of the analysis process. In its two volumes, the work consists of chapters presenting researches by specialists dedicated to mattersranging from the organization of the automotive chain in the main countries in which it is present on the continent, to the ways of managing labour in factories and their consequences to workers in economic, political, social, health, and safety aspects. The relationship between the State and private corporations (as in public policies topromote the growth of such industry) is addressed, as wellas the role of the organization and mobilization ofworkers' unions in such processes. Additionally, there are analysis on topics such as the links between the automotive industry and other sectors (such as oil orfinances) and trade unfolding at the level of regional blocs (Mercosur and NAFTA), as well as studies on the impact son development dynamics location of enterprises linked tothis industrial chain. It is a work that contributes with new and innovative knowledge on such subjects, positioning itself as reference material for professionals from different areas and activities, from those involved in academic research, to those who have prospecting, formulation, and decision-making roles. ; Este livro dedica-se a analisar a trajetória da indústria automotiva na América Latina enfocando as implicações sociais, econômicas e políticas inerentes à implantação desse setor em países como Argentina, Brasil, Colômbia e México. Os temas concernentes ao mundo do trabalho e sua relação com a tecnologia e o desenvolvimento socioeconômico figuram como eixos orientadores do processo de análise. Em seus dois tomos, a obra constitui-se de capítulos que trazem pesquisas de especialistas dedicadas a matérias que abrangem desde a organização da cadeia automotiva nos principais países em que está presente no continente, até as formas de gestão do trabalho nas fábricas e suas consequências aos/às trabalhadores em termos econômicos, políticos, sociais, de saúde e segurança.Abordam-se as relações entre o Estado e as corporações privadas (como nas políticas públicas de promoção ao crescimento de tal indústria), assim como o papel da organização e da mobilização dos sindicatos de trabalhadores/as em tais processos. Ademais, se analisam temas como as vinculações entre a indústria automotiva e outros setores (como o petrolífero ou o financeiro) e o comércio que se desdobra no nível dos blocos regionais (Mercosul e TLCAN), além de estudos sobre os impactos na dinâmica de desenvolvimento local dos empreendimentos ligados a essa cadeia industrial. Trata-se de uma obra que contribui com conhecimentos novos e inovadores sobre tais assuntos, posicionando-se como material de referência a profissionais de diversas áreas e atuações, desde os/as envolvidos na pesquisa acadêmica, até os/às que desempenham funções de prospecção, formulação e tomada de decisões.

The text examines the organization of the competitive model in the area of telecomunication services in Brazil, the privatization process in the Telebrás System and the crucial state mediations in the negociations for the insertion of the private sector in the area. It starts f rom the viewpoint that decisions about the public policy of opening the sector were influenced, basically, by the interets of the actors involved, by their coalitions and alliances, by the modifications and recompositions engendered around the policy and by the crucial state mediations. The text intends to aprehend the actors' dinamics in the moment of their concrete actions by means of proposals, strategies, alliances and coalitions, alternatives and counter iniciatives from the system of public, private and political actors, foreign agents, trade unions and others.
