The single non-representative trade union followed the pattern of the single party in order to carry out the function specified in the title of this article. An analysis of its history shows that it was a political and economic instrument of the regime. Progressive segments of society and very specifically trade unions have made social welfare one of the European Union's distinctive signs of identity. Social welfare, however, is not applied equally to all members of society. Grave social deficits and social exclusion still persist and moreover, the progress made is constantly subjected to attacks, some of which are more rudimentary and others more sophisticated, which call this welfare into question. One of the requisites for consolidating and improving the Welfare State is to add a European dimension to the mobilisations and negotiations to improve social policies. This can be done by defending that these policies clearly stand at the core of the development of the European Union. From this perspective, it is important for majority of the seats in the European Parliament to be held by progressives while the European Trade Union Confederation should energetically defend the Community Social Welfare policies. ; Los sectores progresistas, y los sindicatos de manera muy especial, han conseguido que las políticas de bienestar social sean una de las mas claras señas de identidad de la Union Europea. Pero los logros sociales ni llegan a todos ni lo hacen con igual intensidad. Todavía hay graves déficits sociales y situaciones de exclusión social y lo que es mas importante, los avances están sometidos de forma permanente a ofensivas, unas mas rudimentarias otras mas elaboradas, que ponen en cuestión su futuro. Una de las condiciones para consolidar y mejorar el Estado de Bienestar Social es dar un carácter europeo a las movilizaciones y negociaciones para la mejora de las políticas sociales, defendiendo que estas sean de forma clara un componente del desarrollo de la Unión Europea. En esta perspectiva, la composición política del Parlamento Europeo es importante que tenga una mayoría progresista y en el ámbito sindical es necesario que la Confederación Europea de Sindicatos asuma con toda energía la defensa de las políticas de bienestar social comunitarias.

La tendencia hacia la liberalización comercial en el mundo y la creciente globalización de la economía constituyen los principales rasgos que caracterizan las relaciones comerciales agroalimentarias entre el MERCOSUR y la UE. El capítulo agrícola es precisamente el más controvertido en las negociaciones realizadas para culminar en un acuerdo de libre comercio entre ambos bloques. En estas relaciones comerciales existe una clara contradicción ajustada al típico esquema centro-periferia, donde el MERCOSUR representa su tradicional dependiente. De todos modos, la apertura comercial total perjudicaría a los pobres de los países comunitarios, es decir, a los agricultores, y beneficiaría a los ricos de los países latinoamericanos, o sea, a los grandes terratenientes, exportadores y empresas transnacionales. ; The trend towards worldwide commercial liberalization and the increasing economic globalization, within the framework created by the needs of the capitalist mode of production, are the main factors in the farming and food trade relationships between the Southern Common Market (MERCOSUR) and the European Union (EU). It is precisely the agricultural sphere that is creating more controversy in the current negociations towards an International Framework Agreement for Commercial and Economic Cooperation between the two regional institutions. In these relationships there is a clear contradiction, which responds to the typical center-periphery scheme, whereby MERCOSUR plays the traditional dependent role. However, there is a further class antagonism which will be greatly influential upon the evolution of agriculture and rural spaces in the EU and MERCOSUR, for the elimination of customs barriers will be perjudicial to EU farmers and to the farming sector in the weaker European countries, whereas it will benefit mostly the interest of finance and industry elites. President Ernesto Zedillo's trip to Europe in 1996 led to a new cooperation agreement between Mexico & the European Union (EU). Even then, the EU held the second place in Mexico's regional foreign policy priorities, regarding trade, investments, & scientific & technological cooperation. Today, the EU is Mexico's best alternative to balance the excessive concentration of its economic relations with the US. Toward the end of the Zedillo administration, exchanges with the 15 member states represented only 6% of Mexico's total foreign trade, but thanks to the new agreement, this percentage could significantly increase during the Fox administration. However, at the end of the Zedillo administration, the EU was still Mexico's second investment partner, holding close to 20% of the total capital channeled toward the Mexican economy. Mexico hopes that the EU will consider it an equal partner, in spite of the asymmetry of the relationship. What cannot be denied is that the new agreement with the EU can considerably increase Mexico's self-determination, & counterbalance the excessive concentration of its relations with the US.
