This article is a reflection on how to "transfer technology", a concept that starts from the idea of "Research". "Development" and "Innovation" (R + D + I), and which in this case is framed in the context of architecture with land and in the ways of intervening in the environment to contribute to the configuration of a knowledge society and identify the evolution and potential of techniques associated with said process. From that perspective, the origin of this concept is analyzed when building with non-industrialized materials and the way to perpetuate traditional knowledge related to the development of said construction methods. In this document two cases of Colombian experiences are presented and the first results of these transferred techniques are evaluated. In that sense, the fundamental purpose of this article is to present an analysis of the experiences of architecture and construction with land that arise from the ancestral wisdom of the peoples, as a manifestation of their culture and of that "knowhow" where the expression underlies particular of a place and its response to the needs of the socioenvironmental context. With these experiences, another way of approaching the transfer in the construction of a new "development model" is proposed, which has more horizontal democratic implications in order to contribute to equity and harmonious coexistence with the environment for the welfare of all beings that inhabit the planet. ; Este artículo es una reflexión sobre cómo transferir tecnología, concepto que parte de la idea de "Investigación", "Desarrollo" e "Innovación" (I+D+i), y que en este caso se enmarca en el contexto de la arquitectura con tierra y en las formas de intervenir el ambiente para contribuir a la configuración una sociedad del conocimiento e identificar la evolución y potencial de técnicas asociadas a dicho proceso. Desde esa perspectiva, se analiza el origen de dicho concepto a la hora de construir con materiales no industrializados y la forma de perpetuar saberes tradicionales relacionados con el desarrollo de dichos métodos de construcción. En este documento se presentan dos casos de experiencias colombianas y se evalúan los primeros resultados de estas técnicas transferidas. En ese sentido, el propósito fundamental de este artículo es presentar un análisis de las experiencias de arquitectura y construcción con tierra que surgen de la sabiduría ancestral de los pueblos, como manifestación de su cultura y de ese "saber hacer" en donde subyace la expresión particular de un lugar y su respuesta a las necesidades del contexto socio ambiental. Con estas experiencias se propone otra forma de abordar la transferencia en la construcción de un nuevo "modelo de desarrollo" que tiene unas implicaciones democráticas más horizontales en procura de aportar a la equidad y a la convivencia armónica con el entorno en pro del bienestar de todos los seres que habitamos el planeta.

Producción Científica ; This paper analyzes the dynamic interaction between two regions with interconnected river basins. Precipitation is higher in one river-basin while water productivity is higher in the other. Water transfer increases productivity in the recipient basin, but may cause environmental damage in the donor basin. The recipient faces a trade-off between paying the price of the water transfer, or investing in alternative water supplies to achieve a higher usable water capacity. We analyze the design of this transfer using a dynamic modeling approach, which relies on non-cooperative game theory, and compare solutions with different information structure (Nash open-loop, Nash feedback, Stackelberg) with the social optimum. We first assume that the equilibrium between supply and demand determines the optimal transfer price and amount. We show that, contrary to the static case, in a realistic dynamic setting in which the recipient uses a feedback information structure the social optimum will not emerge as the equilibrium solution. We then study different leadership situations in the water market and observe that the transfer amount decreases towards a long-run value lower than the transfer under perfect competition, which in turn lays below the social optimum. In consequence, the water in the donor's river-basin river converges to a better quality in the presence of market power. Finally, we numerically compare our results to the Tagus-Segura water transfer described in Ballestero (2004). Welfare gains are compared for the different scenarios. We show that in all dynamic settings, the long-run transfer amount is lower than in Ballestero's static model. Further, we show that the long-run price settles at a lower level than in Ballestero's model, but is still higher than the average cost-based price determined by the Spanish government.

Currently, innovation depends largely on the efficiency of the legislation concerning means to transform knowledge into innovation, and the mechanisms of international innovation transfer. The way and speed of knowledge transmission and know-how are crucial for the economic development of a nation. The following paper explores, first, the status of the legal framework for innovation transfer articulated with an economic analysis; then, the main features of the regulations on intangible property for the Colombian case are identified; finally, conclusions are drawn in terms of economic and legislative policies.

Instituto Tecnológico de Informática has a non-economic Activities Plan (PROMECE) whose general objective is to strengthen the research lines in which the Institute works, within the scope of Information and Communication Technologies (ICT). En el Taller Provincial de Educación Ambiental (octubre 1996), organizado por el Ministerio de Ambiente del Gobierno de Mendoza, financiado por BID y Secretaría de Recursos Naturales y Ambiente Humano, Presidencia de la Nación Argentina surge la idea, iniciativa del Dr. Thomas, de realizar un poster educativo ambiental de Mendoza, a ser distribuido entre todas las escuelas y niveles. Titulado Mendoza es tu naturaleza, se Tu Como El Cuyum es considerado herramienta para superar dificultades de docentes que enseñan temas ambientales. El objetivo es guiar al observador, adulto, docente o niño, hacia diferentes problemas ambientales del territorio provincial. Señalar costumbres perjudiciales como quemar hojas de árboles, malgastar agua potable, ensuciar acequias. También hacia temas como residuos, tránsito urbano, deshechos industriales, remediación minera, contaminación de aire y agua, deportes en conflicto con el ambiente, destrucción de flora y fauna nativa, sitios protegidos. Los costos de 40.000 ejemplares impresos en Alemania son asumidos por UFZ/Liepzig. Las tareas locales se realizaron entre Ministerio de Ambiente; diseñadores gráficos y CIFOT, para la posterior distribución en escuelas. ; In the Provincial Workshop of Environment Education (October 1996), organized by the Environment Ministry of the Government of Mendoza, the idea, Dr Thomas's initiative, of making an environment educational poster to be delivered to all schools and levels emerges. It is called "MENDOZA IS YOUR NATURE, YOU BE AS THE CUYUM" The aim is to guide the adult, teacher or child observer towards different environment problems of the provincial territory. To point out harmful habits like tree-leaves burning, drinking water wasting, getting irrigation ditches dirty. In this article, Professor Marco Antonio Ortega analyses the legislator's intention when regulating the contractual object in the 1984 Civil Code. It also analyzes the opinions of the most outstanding national and international jurists in the area of civil law regarding to this topic. Finally, he concludes his article by stating a clear position on the relationship between the contractual object and the conventional transfer of real property, according to the rules of our Civil Code. ; En el presente artículo, el Profesor Marco Antonio Ortega realiza un agudo análisis acerca de la intención del legislador al momento de regular el objeto contractual en el Código Civil de 1984. Analiza, también, las opiniones de los más destacados juristas, nacionales e internacionales, del área del derecho civil respecto al tema. Finalmente, concluye su artículo exponiendo una clara posición acerca de la relación entre el objeto contractual y la transferencia convencional de la propiedad inmueble, según las normas de nuestro Código Civil.

The European Union legislation in the field of data protection is the most demanding in the world. But there are countries with lax regulation, or no regulation of any kind. These differences may lead to the protection achieved within the Union lost in the moment that the data may be located in countries with a lower level of protection or completely invalid. To avoid this we have carefully regulated international data transfers. This paper aims to shed light on some of the lesser known aspects of international flows of personal data. We analyzed a fundamental document of the Working Group of Article 29 of Directive 95/46/EC: the WP 12. We review the jurisdiction of the AEPD regarding the evaluation of states that provide an adequate level of protection. We examined the need to comply with the laws in the case of international transfer. Finally we reflect on the changes envisaged in the proposed EU regulation on data protection. ; La normativa de la Unión Europea en el campo de la protección de datos es la más exigente del planeta. En cambio hay países con una regulación poco exigente, o incluso sin regulación de ningún tipo. Estas diferencias pueden conducir a que la protección conseguida en el seno de la Unión se pierda en el momento en que los datos puedan ser localizados en naciones con un nivel inferior o completamente nulo de protección. Para evitarlo se han regulado minuciosamente las transferencias internacionales de datos. En este trabajo se pretende dar luz a algunos de los aspectos menos conocidos de los movimientos internacionales de datos personales. Analizamos un documento fundamental del Grupo de Trabajo del artículo 29 de la Directiva 95/46/CE: el WP 12. Revisamos la competencia de la AEPD en cuanto a la evaluación de los Estados que proporcionan un nivel adecuado de protección. Examinamos la necesidad de cumplir con las disposiciones legales en el caso de transferencia internacional. Resumen: la investigación relacionada con la variabilidad climática es particularmente importante en las condiciones actuales de la agricultura argentina. Éstas incluyen (a) una mayor especialización en la soja, con la consiguiente reducción de las posibilidades de reducción del riesgo a través de efectos "cartera", (b) mayor importancia de la producción de cultivos en la agricultura argentina, (c) inestabilidad macroeconómica que resulta en una severa contracción e incremento de las tasas de interés del crédito y (d) tendencia al alza en el uso de insumos y en los costos de producción por acre, con el consecuente aumento del rendimiento de las cosechas. Este trabajo resume las investigaciones recientes relacionadas con la variabilidad de la producción en la agricultura argentina, así como las consecuencias de esta variabilidad en la eficiencia y asignación de recursos y presenta una visión general de las estrategias para hacer frente a los eventos climáticos adversos. Estimamos la voluntad de pagar (WTP) de los productores agrícolas por los mecanismos de seguro tipo índice, y esbozamos los requisitos para el desarrollo de un mercado de transferencia de riesgo para los productores agrícolas. ; Abstract: Research related to climate variability is particularly important in the current conditions faced by Argentine agriculture. These include (a) increased specialization in soybeans, with resulting reduced possibilities of risk-reduction through "portfolio" effects, (b) increased importance of crop production in argentine agriculture, (c) macroeconomic instability resulting in severe contraction and increased interest rates of credit and (d) upward trend in input use and per-acre production costs with consequent increase in break-even crop yields. This paper summarizes recent research related to production variability in Argentine agriculture, as well as the consequences of this variability on efficiency and resource allocation and presents an overview of strategies for coping with adverse climate events. We estimate willingness to pay (WTP) of agricultural producers for index-type insurance mechanisms, and outline the requirements for the development of a risk-transfer market for agricultural producers.

La adecuación del trasvase Tajo-Segura a los criterios generales que sirven de base a la legislación que regula las transferencias de agua, el análisis de la política tarifaria y el balance económico de su gestión entre 1979 y 1995 son los principales temas que se abordan en este artículo. El modelo de explotación del Acueducto Tajo-Segura significó una ruptura en el sistema de financiación de las obras hidráulicas por el Estado, se perseguía que los usuarios fuesen los que corriesen con las inversiones y con los gastos de funcionamiento, buscando la autosuficiencia, al tiempo que la obtención de recursos adicionales para el cumplimiento de las obligaciones compensatorias con la cuenca cedente. La explotación del ATS y sus resultados económicos se han visto condicionados por la planificación de las obras y por la infrautilización que se ha venido haciendo de las mismas, lo que ha repercutido en un encarecimiento del agua conducida y ha servido para cuestionar la rentabilidad del trasvase. ; The main aims of this paper are the study of the degree of correspondence of the Tajo-Segura hydraulic transfer (TST) to the general criteria that are in the base of the legislation about water transfers, the analysis of tax policy and the economic imbalance of the TST management between 1979 and 1995. In 2012, almost 4,500 people died in the United States while waiting for kidney transplants. In 2013, 4,100 died in the European Union while officially placed on waiting lists. To solve this problem, there are essentially two ethically acceptable solutions; but both have, in their current state, disadvantages. The first solution would be having financial incentives for living organ transfer.
