On the eve of the 1997 transfer of sovereignty from GB to the People's Republic of China, Hong Kong is suffering from the dearth & ineffectiveness of political leaders. The factors contributing to this dilemma are the: (1) nature of colonial governance, (2) character of the Chinese community, (3) institutional features of the local social-political system, (4) conflicting & discontinuous leadership policies of the Chinese & British governments, & (5) erratic & elusive popular support for the leaders. The major overall effects of these factors are: (A) multiple channels of leader recruitment, (B) inadequacy of these channels for the cultivation of strong leaders, (C) division & instability of political leadership, (D) dependence of leaders on political patronage from above, & (E) individualized leadership behavior.

The sovereignty transfer of Hong Kong to China in 1997 has inevitably affected perceptions of entrepreneurs and local business executives/managers toward the investment climate and investment strategies. Business Views remain quite optimistic through the year 2000. But, a modest amount of risk premium has been incorporated in computing the expected rate of return and in designing the firms investment strategies. In the year 2000, increasing concerns were shown towards government bureaucracy and political climate in Hong Kong.

1. The Kingdom of the Netherlands unconditionally and irrevocably transfers complete sovereignty over Indonesia to the Republic of the United States of Indonesia and thereby recognizes said Republic of the United States of Indonesia as an independent and sovereign State.2. The Republic of the United States of Indonesia accepts said sovereignty on the basis of the provisions of its Constitution which as a draft has been brought to the knowledge of the Kingdom of the Netherlands.3. The transfer of sovereignty shall take place at the latest on 30 December 1949.
