Bu makalede sağlık hizmet anlayışındaki değişmelerin toplumun içinde bulunduğu sosyo-ekonomik ve kültürel yapının yanı sıra bilimsel gelişmelerle de yakından ilişkisi bulunduğu varsayımından hareket edilmiştir. "Sağlık Emek Sürecinin Dönüşümü" olarak da adlandırılan süreci anlayabilmek için mevcut çalışmalar Weed'in (2005) "sistematik tarama" (systematic review) ve Elias'ın (1977; 2000) "yöntembilimsel ilişkiselcilik" (methodological relationalism) olarak belirlediği tarzda değerlendirilmiştir. Araştırma bulguları Türkiye'de 1980 sonrasında egemen olan rejimin "esnek sermaye birikimi" ve buna bağlı olarak sanayisizleşme ve özelleştirme olduğunu göstermiştir. Türkiye'de Neo-liberal politikalarla Güneydoğu Avrupa Modeli uygulanırken temel ilke özellikle sağlık alanında hizmet sunumu ile bunun finansmanının birbirinden ayrılmasıdır. İkinci temel özellik ize merkez-dışı (adem-i merkeziyetçi) yönetime geçilmesidir. Kuşkusuz tüm değişmeler, bazı ilkelere bağlanmışsa da hizmetin finansmandan ayrılması hizmet kalitesini olumsuz etkilemiştir. Çünkü harcamalarda kısıntı yapılması ve işletme mantığı ile maliyetin düşürülmesi beklenmektedir. Ancak hastanelerin bazı gerekliler yerine daha fazla karlı olan işlemlerde yoğunlaşmaları söz konusudur. Ayrıca teşhis ve tedavi sürecindeki denetleyici kısıtlamalar da hekimlik mesleğinin icrası kadar kalitesini de olumsuz etkileyebilmektedir. Hekimlerin gerekli gördüğü tetkikler fiyatlandırma yönetmeliği uyarınca kısıtlandığında ortaya çıkan sonuç hekimin mesleki özerkliğinin kısıtlanmasından başka bir şey değildir. ; In this paper it is assumed that there is a close relationship between the health policy changes and socioeconomic structural changes of the Turkish society. Certainly scientific developments and globalization process are also important on social transformations of any society. Therefore, at the beginning of this paper in order to understand the process that is called " Transformation of Health Work Process" , historical background of health system in Turkey is reviewed based on relevant literature. " Systematic review" method (Weed,2007) and process based sociology namely " methodological relationalism" (Elias,1977) are used to achieve study purposes. Findings revealed that we live in a period that is called " flexible" period in terms of capital accumulation. This period starting from 1990's is characterized by non-industrialization and privatization. In Turkey Southern European Model is applied based on Neoliberal Policies which mainly separates finance from health services. Second characteristic future is application of decentralization of administrative system. Majority of hospitals are transformed from social to economic organizations who run after profits by applying high numbers of operations to get money from insurances. Although there are some regulations to be followed, separation of services from finance also reduced the quality of health care. Besides some malpractices are observed regarding expensive unnecessary operations. Furthermore, some supervisory limitations on diagnostic and treatment processes can be interpreted lack of professional freedom of physicians

Liderlik ve strateji kavramları genel olarak önemli amaçların iki başat öğesi olarak karşımıza çıkmaktadır. Birisi amaçlar, hedefler, misyon gibi diğer kavramlarla bütünleşik bir şekilde yapılanın ne şekilde yapılacağını ortaya koyarken; lider ve liderlik kavramı yapılanların iradi kaynağını ortaya koyar. Son dönemlerdeki küresel ölçekli değişimlere bağlı olarak ülkemizin içinde olduğu değişim sürecinin hangi dayanaklara sahip olduğunun ele alınması gerekmektedir. Ülkemiz yönetim yapısındaki değişimin dinamiklerine baktığımız zaman öz olarak öne çıkan kavramlar 1980'lerden itibaren Dünya Bankası, OECD, IMF gibi küresel kuruluşlarca birer reçete olarak ileri sürülen yönetişim, desentralizasyon, reform, yeni kamu yönetimi, toplam kalite yönetimi gibi kavramlardır. Bu yönüyle ülkemizde görülen değişimin kendisi de reçetesi de ülkenin kendine özgü dinamiklerine uzak bir görünüm sergilemektedir. Çalışma küresel trendlerin tüm dünya ülkelerini olduğu gibi ülkemizi de etkilediği bir süreçte yaşanan yapısal değişimlerin arka planını ele alan bir çalışma olarak özellikle 2002'den itibaren hız kazanan kurumsal dönüşümleri yönlendiren ana stratejiyi ele almaktadır. ; The terms strategy and leadership are usually regarded as the two principals of significant goals.While the former one presents how a specific goal to be reached integrated with the terms aims, targets and missions, the latter one and leader presents the voluntary source of the actions. Associated with the recent global scaled changings, which base the changing period through which our country is passing has should be dealt with. When we consider the dynamics leading changes in our country's governing structure, the principal terms have been governance, decentralization, reform, new public administration and total quality management, which have been recommended as recipe by global institutions like World Bank, OECD and IMF since 1980. However, not only its recipe but also the changing itself seems to be for from being suitable to the dynamics peculiar to our country. This study deals especially with the main strategy which directs institutional transformation gainig speed since 2002 as a study dealing with the background of structural changings in a period in which global trends affect our country like all other countries in the world.

This article delves into the transformative decade between 1999 and 2009, exploring the intricate web of Jewish-Arab relations in Israel and the consequential impact of Jewish-Arab tensions on Arab politics and Arab voter behavior in Israeli elections. During this decade, internal factors, such as generational shift, leadership changes, and political pluralism, played a pivotal role in reshaping the societal landscape in the Arab sector. On the other hand, external factors, including the collapse of the Israeli-Palestinian reconciliation process and the eruption of the Second Intifada, intensified the predicament of Israeli citizens of Arab origin, amplifying their national identity dilemma. The primary objective of this study is to analyze voting patterns within the Arab sector during the elections of 1999, 2001, 2003, 2006, and 2009, thereby highlighting the profound political implications of the Jewish-Arab tensions on Arab political engagement and voting behaviors. By doing so, this research provides insights into the changing patterns of Arab votes and their impact on the broader political landscape of Israel. The findings reveal that the growing social marginalization and disconnection from the Jewish sector significantly influenced the Arab sector's electoral participation. This period witnessed a decline in Arab voter turnout and a shift in support from left-wing Jewish-Zionist parties to Arab parties, paradoxically contributing to the electoral performances of both Arab parties and right-wing Jewish-Zionist parties.

This study focuses on the changes witnessed in social life throughout the Covid-19 epidemic period, particularly how the pandemic affected religious institutions. The study, which employs psychosocial analysis, investigates the alteration of social and religious life in the presence of diverse social psychology theories. During and after the epidemic, religion strives to adapt to fluid change and tries to produce a new form of belief and religiosity that will soothe anxious people, in contrast to its traditional form, in a process of radical change and social erosion in which discourses such as 'nothing will be the same as before' are frequently voiced. The fact that religion and religiosity are pregnant with new manifestations throughout the epidemic process might be regarded as an adaptation reaction or a crucial reaction to the synthetic alteration that has already begun to be felt. Religion aims to achieve a shape that takes care of the changing requirements of the person and directs his life by keeping its unchanging principles. He even took the risk of mixing secular, metaphysical, astrological, and paranormal components within himself to achieve this goal. Finally, contrary to standard secularization theorists' forecasts that religion will vanish, religion will evolve after the pandemic and continue to exist in a society that will become even more digital, a form of post-corona religiosity. By stressing the transition dynamics experienced during the epidemic era, it is intended that the research would create new topics of discussion and contribute to the field of sociology.

Bu çalışma 2000'li yıllarda Türkiye'de Kıbrıs sorununun hem resmi devlet politikası bağlamında hem de kamuoyunda algılanış ve ele alınışında yaşanan dönüşümü değişik boyutlarıyla betimlemeyi ve tarih-sel bir perspektif ışığında analiz etmeyi amaçlamaktadır. Bu amaç doğrultusunda makale, Kıbrıs meselesinin tarihsel gelişiminin eleştirel bir tahlilini, özellikle de 1999 sonrası döneme ve büyük sermaye ve onun temsilcisi TÜSİAD'ın söz konusu dönüşümde oynadığı role odaklanarak, yapmaktadır. Bu çalışmada, Türkiye'nin Kıbrıs politika sındaki ve kamuoyunun konuya bakışındaki dönüşümü anlamak ve analiz etmek için, bu süreci ülkenin genel siyasi atmosferi ve dönemin hegemonik vizyon/proje/görüşleri ile ilişkilendirmenin gerekliliği savu-nulmaktadır. Kıbrıs hakkındaki resmi politika ve kamuoyu görüşünün özellikle 2000'li yıllarda dönüşmesini, Helsinki Zirvesinin ardından bir hegemonik proje olarak ortaya çıkan AB üyelik sürecinden bağımsız olarak anlamak ve analiz etmek mümkün değildir. Bu çalışma Türkiye'nin Kıbrıs siyasetinin dönüşümünün 2002 seçimlerinin hemen ardından ortaya çıkan AKP-büyük sermaye koalisyonu eliyle hayata ge-çirildiğini ve AB'ye üyelik (hegemonik) projesinin bir boyutu olarak gö-rülmesi gerektiğini savunmaktadır. ; This study aims to depict the transformation in the way in which the Cy-prus question is perceived and handled in Turkey, both in official state policy and popular opinion in 2000s, with its different dimensions and to analyze this transformation with a historical perspective in terms of actors and dynamics. This study examines the evolutionary route of money and discusses its transformation with increasing digitalization. Although economic thought has focused on different topics and employed different analyses throughout history, concepts such as value and justice have always been part of the discussion. Approaches regarding the functions of money have also changed with digitalization and new possibilities have emerged regarding its impact on social structure. As central banks are also joining this journey, which started with bitcoin using blockchain technology, it is of great importance that the practices to be implemented eliminate concerns raised in the past and are functional in terms of equality and justice. This paper discusses the current framework, along with important themes in economic history and the development of decentralized technologies that aim to alter functions of money. The opportunities and potential risks are identified and possible scenarios for the future are discussed in conclusion.

1917'de Lenin liderliğinde oluşan Ekim Devrimi dünya tarihinde önemli bir dönem olarak kayda geçmiştir. Akabinde Çarlık Rusya'sı yıkılmış ve Sovyet Sosyalist Cumhuriyet Birliği (SSCB) kurulmuştur. İlk sosyalist devletin olan SSCB kurulmasında ana etken olan Ekim Devrimi incelenirken, SSCB tarihsel süreci geniş bir perspektif açıdan ortaya konulacaktır. Bu çalışmada SSCB kuruluşunda etkin olan liderler dönemindeki uygulanan ekonomik politikalara değinilmiş ve ayrıca ülkenin sosyo-kültürel, ekonomik ve siyasi yapısı analiz edilmiştir. Özbekistan'ın SSCB hakimiyeti altındaki kaldığı süreçteki siyasi, sosyal, ekonomik konumu incelenmektedir. Orta Asya'nın kalbi olarak bilinen Özbekistan bağımsızlığına kavuştuktan sonra geçen 28 yıl içerisinde siyasi, sosyal ve ekonomik ve diğer alanlarda sürekli olarak büyük çapta reformlar yürütmüştür. Bu reformlar, dünyada Özbek modeli olarak kabul edilen kendi uzun vadeli kalkınma stratejisine dayanmaktadır. Bağımsızlıktan sonraki döneminde Özbekistan ekonomisi her şeye sıfırdan başlayan istikraklı ve sürdürebilir bir ekonomiyi amaçlamıştır. Bu amaç doğrultusunda ülkenin sürekli ve istikrarlı ekonomik kalkınmasının açık kanıtı, Özbekistan'ın devam eden küresel mali ve ekonomik krizin olumsuz etkisine rağmen, istikrarlı bir gelişme hızını ve ekonomik büyüme trendini sağlamıştır. Çalışmada Özbekistan'ın ekonomik büyümesinin kaynakları ve ekonominin genişlemesini destekleyecek politika önerileri olan bir analiz bilgilerine yer verilmiştir. Sonuç olarak baktığımızda Orta Asya'nın önemli ülkelerinden biri olan Özbekistan, BDT ülkelerine karşılaştırdığımızda sosyalist tipi ekonomiden serbest piyasa ekonomisine dönüşümünün entegre sürecini geç tamamlanmışsa da, son dönemde gösterdiği ekonomik performansındaki pozitif yöndeki gelişmeler ülkenin kendini göstermeye başlamıştır. Mevcut hammadde ve yeraltı kaynaklarını ekonomiye dahil ederek yurt dışına gaz, pamuk, altın, petrol ve uranyum gibi yatırımlardaki artış bunun açıkça göstergesidir. Bunların yanı sıra Özbekistan ekonomisinde gıda mamullerinin, tekstil ürünlerinin, hizmet sektörlerinde yatırım eksiklikleri bulunmaktadır.Bu olumlu gelişmelere rağmen ülke ekonomisinde siyasi sistemden kaynaklanan sorunlar yaşamaktadır. ; The October Revolution which had been occurred by Lenin's leadership in 1917 has been recorded as significant ere in word history. On the purposeof this aim, the clear evidence of sustainable and steady development is to provide an economic growth trend despite the negative effects of global financal an economic crisis going on in Uzbekistan. IN this study there is on analyze about political sugguestions to support Uzbekistan's source of economic growth and development. As a conclusion, Uzbekistan as significant country of Middle Asia, even they completed their engtergration process from socialist economy to free market slowly when we compore Uzbekistan with Commonweath of İndependent States (CIS) lately, the postive developmonts in economic performance has begun to indicate itself positively. The rise in investments of gas, coton, gold, perol, and uranium with entegration of raw meterials an underground sourrces is clearly indicator of this. In addition to these there has been lack of food suppliment textile products in service industry in Uzbekistan economy. Despite the positıve development, there has been problems about political system of contry economy.

The forced migration movement from Syria, which began in 2011, has brought about significant changes in civil society within Turkey. The already existing complex relationship between the state and civil society, is further diversified in the context of forced migration, presenting the need to focus on the provision of humanitarian assistance, access to services, and integration of Syrian refugees who are legally under temporary protection, without international refugee recognition. Furthermore, state-driven cross-border humanitarian operations and security-oriented state policies also shape this landscape. Therefore, the interplay between civil society actors –existing, government-supported, and newly emerging– and security-oriented state policies contributes to this transformation. Historical and political realities, alongside global-local crises, influence the trajectory of change within civil society, positioning authorities as pivotal decision-makers in managing individuals' movement. Through in-depth interviews in different cities of Turkey with NGOs and refugee-led civil society members in 2018, the article uncovers the formation and progression of relationships between civil society actors and the state, revealing adaptations and adjustments based on contextual circumstances. The article seeks to move beyond comprehensive liberal and developmental perspectives, instead focusing on the evolving dynamics of state control within migration-related civil society.
