Igniting Paths of Reconciliation between Afghanistan and Pakistan:Conference proceedings

This report is based on the seminar: "Mutual Trust Building and Reconciliation in Afghanistan, Pakistan, and Beyond" organized by the Royal Danish Defence College in Copenhagen, October 2016. The report includes perspectives by the speakers of the seminar and their attribution to understand the external and internal factors affecting the security situation, thereby attempting to explain the current low level of trust between Afghanistan and Pakistan. All these perspectives present an intriguing puzzle that seeks to identify present challenges and opportunities on the table for both states. Covid-19 i Danmark: Ind i og ud af krisen ; Covid-19 in Denmark: In and out of the crisis
Artiklen giver først en kort oversigt over covid-19-håndteringens forløb fra krisens udbrud i 2020 til 2022, hvor der er en forventning om covid-19's forvandling fra en alvorlig og svært kontrollabel sygdom til en endemisk viruslidelse. Næste afsnit gennemgår krisens politiske og administrative beslutningsprocesser, dels under selve krisen i strikt forstand, dels i den lange fase hvor det har handlet om administrativt og politisk at håndtere et samfundsproblem, som ikke ville gå væk. Det sidste afsnit tager krisehåndteringens ret alvorlige kvalitative aspekter op. Det drejer sig om de demokratiske problemer, som krisehåndteringen snarere end krisen aktualiserede, det faglige beslutningsgrundlag (sundhedsfagligt, juridisk, økonomisk og adfærdsvidenskabeligt) og endelig spørgsmålet om, hvordan man kvalitetssikrer krisehåndteringen. ; The paper presents an overview of Danish Covid-19-crisis management as it developed from its outbreak to its status as an endemic virus. This is followed by an analysis of political and administrative decision making during the crisis and during the protracted series of events where the handling of problems that would not go away attracted all political attention. Finally, the paper discusses the important qualitative issues that were raised both by the crisis and by its political handling. These issues were democratic, legal, and professional (health professional, economic, and behavioral).

BILATERAL RELATIONS ON THE MEND: Transforming the Mosaic of Opportunities into Policies of Stability and Reconciliation between Afghanistan & PakistanBilateral reconciliation and trust building between Afghanistan and Pakistan require determined individuals who will prioritize identification of workable solutions to regional instability.This report summarizes recommendations on how to approach such solutions. The recommendations emerged during two rounds of track-II dialogue – one in Kabul in May, and one in Islamabad in September, 2017 - between influential individuals from Afghanistan and Pakistan, organized by the Royal Danish Defence College (RDDC) and the Regional Peace Institute (RPI).In addition to discussing a host of other issues, the two rounds of the conference generated ideas and innovative suggestions on how to deal with peace negotiations between the Afghan government and the Taliban, the future of Western engagement in Afghanistan, ways to resolve the Afghan refugee crisis and increasing the volume of trade between Pakistan and Afghanistan.The constructive and innovative development of recommendations during both rounds went beyond initial expectations in terms of volume and quality. However, generating innovative policy recommendations, by itself, is insufficient without their effective implementation.This report can be viewed as a mosaic of ideas and opportunities to enter a path of reconciliation and stability. If implemented, these ideas and recommendations can lead to addressing the outstanding issues between Afghanistan & Pakistan.By presenting this mosaic of progress, this report, and the authors behind it aspire to contribute in a meaningful manner to mending the existing relations between Afghanistan and Pakistan.

Something special? De transatlantiske bånd og deres holdbarhed

De nære relationer mellem USA og Europa har i årtier været et centralt element i international politik. Men hvor kommer det transatlantiske forholds holdbarhed og modstandskraft fra? Dette spørgsmål optager mange forskere og aktualiseres nu af de igangværende forskydninger i verdenspolitikken. Bogessayet diskuterer derfor, hvordan de to bøger Special Relationships in World Politics (Haugevik, 2018) og Enduring Alliance (Sayle, 2019) fremmer vores viden om de bånd, der knytter staterne i det nordatlantiske område. Haugevik undersøger bilaterale amerikansk-britiske og britisk-norske 'specielle forhold', mens Sayle ser nærmere på det multilaterale samarbejde i NATO. De tilbyder begge interessante teoretiske argumenter om samspillet mellem diplomatisk praksis og nationale politiske dynamikker samt imponerende empiriske analyser, som underbygger deres pointer. De to bøger rejser samtidig også nye vigtige spørgsmål, herunder om de indbyggede spændinger i liberale normer og værdier samt om betydningen af tillid for det transatlantiske forholds holdbarhed.
Abstract in English: Something Special? The Transatlantic Ties and Their EnduranceFor several decades, the close relationship between the United States and Europe has been a key aspect of international politics. But what are the sources of the endurance and resilience of transatlantic ties? This question preoccupies researchers, and its salience is growing in light of current shifts in world politics. Accordingly, the book essay discusses how the two books Special Relationships in World Politics (Haugevik, 2018) and Enduring Alliance (Sayle, 2019) contribute to our knowledge about the international ties of the North Atlantic area. Haugevik examines bilateral American-British and British-Norwegian 'special relationships', while Sayles studies multilateral cooperation in NATO. They both offer interesting theoretical arguments about the interplay between diplomatic practice and national political dynamics. Moreover, they provide impressive empirical analyses to support their claims. At the same time, the two books raise new important questions, e.g. about the built-in tensions in liberal norms and values as well as about the significance of trust for enduring transatlantic ties.
Rusland: Supermagt på retur?
I marts 2005 var det 20 år, siden Mikhail Gorbatjov kom til magten i Sovjetunionen som generalsekretær for Sovjetunionens Kommunistiske Parti og fremlagde sit program til reform af det sovjetiske system. Nøgleordene i reformen var perestrojka, glasnost og demokratisering. De fik ikke alene betydning indadtil, men også udadtil i forholdet til omverdenen, der hurtigt fattede lid til Gorbatjov og hans nyskabelser. Dette working paper giver et overblik over Gorbatjovs og hans meningsfællers opfattelse af udviklingen siden da og deres vurdering af reformernes skæbne og skildrer Ruslands stilling på verdensscenen i dag. Dette indebærer også en kritisk vurdering af præsident Vladimir Putins indenrigs- og udenrigspolitik. Der tegnes et billede af et svagt Rusland, der ikke har frigjort sig fra den sovjetiske arvs byrde, men tværtimod på mange måder søger tilbage til den autoritære styreform, et Rusland, der ved inertiens kraft stadig nyder en vis respekt, om end ikke anseelse i det internationale samfund. ; In March 2005 it was 20 years since Mikhail Gorbachev came to power in the Soviet Union as Secretary-General of the Communist Party of the Soviet Union and presented his programme for reform of the Soviet system. Key words in the reform were perestroika, glasnost and democratization. They became important not only internally but also externally in the relations to the outside world that swiftly put its trust in Gorbachev and his innovations. This working paper gives an overview of the perception that Gorbachev and his like-minded have of the development since then, presents their evaluation of the fate of the reforms and of the position of Russia on the world scene today. This also includes a critical evaluation of the domestic and foreign policies of President Vladimir Putin. The paper outlines a weak Russia that has not released itself from the burden of the Soviet heritage but on the contrary in many ways goes back to the authoritarian form of government, a Russia that by inertia still enjoys a certain respect although not esteem in the international community.

«Isto sranje, novo pakovanje». 25 år etter Srebrenica: Ideen om etnisk rene stater har fortsatt betydning i Bosnia-Hercegovina

Det er gått en generasjon siden krigen i Bosnia-Hercegovina var over. Likevel lever landets innbyggere fortsatt i fattigdom og frustrasjon. Det kan virke som et mysterium at Bosnias stabile politiske elite holder seg ved makten i valgperiode etter valgperiode, uten å bli alvorlig utfordret. Dette på tross av at de jevnlig er involvert i korrupsjonsskandaler som tapper staten for ressurser, hindrer en velfungerende administrasjon og ødelegger tilliten mellom borgerne. Hva er det politikerne gir sine velgere, når de ikke kan gi dem fremskritt og velstand? En viktig del av svaret er: ideen om «etnisk rene» stater. Denne ideen betinger fortsatt mye av politikken i Bosnia-Hercegovina så vel som i flere av de andre jugoslaviske etterfølgerstatene. Aktører utenfra utnytter dette for å oppnå egne mål. Spesielt ser det ut som om Republika Srpskas sterke mann, Milorad Dodik, får russisk hjelp i stadige forsøk på å ytterligere sementere etniske skillelinjer i Bosnias statsordning. Men like lite som på 1990-tallet gir ideen om etnisk separasjon svar på hvordan landene i regionen kan oppnå velstand og leve i fred med naboene.
Abstract in English:«Isto sranje, novo pakovanje». 25 Years after Srebrenica: The Idea of Ethnically Pure States Still Influential in Bosnia-Herzegovina
25 years have passed since the end of the war in Bosnia-Herzegovina. In spite of this, the citizens live in poverty and frustration. It is hard to grasp how Bosnia's enduring political elite can stay in power without being seriously challenged. Even though they regularly figure in corruption scandals that drain the state's resources, hobble the administration and institutions and destroy mutual trust within the population. What, then, do the politicians offer their voters, when they cannot deliver progress and prosperity? A key part of the answer is: the idea of an 'ethnically pure' state. This idea still has a large impact on politics in Bosnia-Herzegovina, as well as in the other Yugoslav successor states. External actors are exploiting the idea for their own purposes; in particular it seems the Republika Srpska strongman, Milorad Dodik, is getting Russian help in his continuing endeavour to further cement ethnic divisions in Bosnia. But just like in the 1990s, the idea of ethnic separation fails to offer solutions as to how the region's countries can become prosperous and live in peace with their neighbours.
Militæraktivisme brandet som fredsaktivisme? Norges kampanje for en plass i FNs sikkerhetsråd

Hvordan håndterer Norge sin militæraktivisme og sitt NATO-medlemskap når landet vil presentere seg selv som en fredsnasjon? Problemstillingen ble aktuell i det norske utenriksdepartementets nylige kampanje for å få Norge valgt inn i FNs sikkerhetsråd, hvor ideen om Norge som fredsnasjon stod sentralt. I denne artikkelen bruker vi nasjonsbranding som et analytisk rammeverk for å forstå hvordan Norge bygget opp sin kampanje som fredsnasjon og håndterte det konkurrerende narrativet om sin rolle i krig. Som et sekundærfokus ser vi også på hvordan Norges to konkurrenter, Irland og Canada, fremstilte seg på disse to dimensjonene – som er av særinteresse da Irland ikke er NATO-medlem. For å utforske disse spørsmålene analyserer vi taler og tekster fra det norske diplomatiet og regjeringen vedrørende kampanjen, samt ser på kampanjematerialet til de tre landene. Gitt at de tre landenes profil er påfallende lik, fant vi at alle måtte forsøke å finne en måte å brande seg på som uttrykket ens særtrekk og høynet ens relevans i sammenligning med de to andre landene. I analysen av Norge ser vi at militæraktivisme stadig ble hvisket ut i løpet av den norske kampanjen og at andre tematikker ble brukt i brandingen – som for eksempel likestilling og bidrag til internasjonal utvikling. Dette skulle dermed skulle legitimere ideen om fredsnasjonen Norge, et land som alle andre kan stole på.
Abstract in English:Military Activism Branded as Peace Activism? Norway's Campaign for a Seat on the UN Security CouncilIn seeking to present itself as a peace nation, how has Norway sought to address its military activism and NATO membership? This tension was apparent in Norway's recent campaign for a seat on the UN Security Council, where the idea of the country as a peace nation stood central. Using nation branding as an analytical framework, we ask how Norway built and sustained this peace narrative and managed the competing narrative of its role in controversial armed conflicts. As a secondary focus, we ask how Norway's two competitors, Ireland and Canada, presented themselves on these two axes of peace and military activism. Ireland posed a particular threat as it is not a NATO member. To explore these questions, we analyse speeches and texts from Norwegian officials regarding the campaign and examine the official campaign material from all three countries. Given that the image of all three countries was generally similar, we find that each country sought to find unique ways to brand themselves as well as countering the few specific advantages of the others. In the case of Norway, we find that during the campaign the country's military activism was downplayed and other themes were foregrounded in the branding, such as gender equality and international development cooperation. This would legitimate the idea of Norway as a peace nation, a reliable partner that all states could trust.
