La previdenza sociale negli accordi Italia-Tunisia ; Social Security in Italy-Tunisia agreements
La Sicurezza Sociale assolve ai principi generali di tutela degli indigenti mediante l'assistenza sociale e la previdenza sociale, specifica per garantire i lavoratori. In Italia, in base al principio della territorialità dell'obbligo assicurativo, il lavoratore non comunitario è assoggettato alla legislazione previdenziale e assistenziale del Paese. Il 7 dicembre 1984 viene firmato a Tunisi un accordo amministrativo per l'applicazione della convenzione in materia di sicurezza sociale, tra la Repubblica italiana e la Repubblica tunisina, che dà la possibilità al cittadino tunisino di lavorare in Italia, pur rimanendo sotto la competenza della normativa in materia di sicurezza sociale del proprio Paese di origine. A causa dell'alternanza politica dei Governi Italiani si è giunti ad orientamenti più restrittivi, con l'introduzione della limitazione a equiparare agli italiani solo gli immigrati non comunitari titolari di permesso di soggiorno CE come lungosoggiornanti, oltrepassando, anche quanto previsto dagli accordi bilaterali, tra cui quello italo - tunisino. Ciò ha subordinato l'erogazione di determinate prestazioni previdenziali - assistenziali, discriminando i cittadini tunisini e limitando il godimento dei diritti fondamentali riconosciuti invece ai cittadini italiani. ; Social Security fulfils the general principles of protection of the needy through social assistance and social security, specific for the protection of workers. In Italy, according to the principle of territoriality of the insurance obligation, the non community worker is subject to the country's social security and welfare legislation. On 7 December 1984 an administrative agreement is signed for the application of the convention on social security signed in Tunis between the Italian Republic and the Tunisian Republic, with the possibility for the Tunisian citizen to work in Italy, while remaining under the responsibility of the legislation on social security in your country of origin. France of the Third Republic (1870 -1940) - by that time distant from the uncertain and patchy colonial beginnings of the Grand Siècle (mainly oriented towards America and the Indian ocean) and from the discontinuous and loser policy of acquisitions of vast territories overseas of the XVIII century - in the fifty years after the occupation of Tunisia (1881) renews the intentions of the Second Republic and of the Second Empire to expand the dominoes in Africa, Asia and Oceania. Officially denominated Second Empire Colonial Français and endowed with a specific motto ("Trois couleurs, une drapeaus, un empire") the "French World" of overseas at the beginning of the second decade of the XX century was become a territorial entity of thirteen million square kilometers with more than one hundred million inhabitants. It was, therefore, an extraordinary intercontinental dominion, second only to the much larger British colonial empire (whose extension, in the same period, was of around 36 million square kilometers with almost half a billion people). Already in the mature stage of the Belle Èpoque, once crushed the last pockets of resistance, the French colonial policy's goals were: a more efficient organization of the economic exploitation (including the reemploy of resources in the single possessions for infrastructural improvements and in order to reach higher life standards); an incentive to the immigration of French citizens (aimed to an expansion of the metropolitan presence); a more careful treatment of the natives; and a better administrative and institutional organization of the territories. At this point, the Third Republic not only arrogated the role of global power but also claimed the primogeniture of the modern idea itself of colonial empire (actually realized only in truth a small part of its dominoes). The new course of its colonial policy was aimed to make the "Douce France" the leading nation in the process of modernization of the subdued populations. No more by proclaiming itself as the executor of a civilizing task (in the name of which the Europeans, in the second half of the XIX century, claimed the right to impose their order to the local realities), but by respecting their cultures and peculiarities. No wonder, then, if, during the mature phase of the Belle époque (and later between the two world wars), in the Europeanized cities of the Maghreb (and namely in the colony of Algeria and in the protectorates of Tunisia and Morocco), the most representative French building production, both public and private, abandoned the classicist Beaux Arts - a clearly imposed architectural culture - to adopt the new style arabisance, rather adaptable and well related to the context. Before in Tunisia, with the foundations of the French Villes Neuves conceived as conspicuous additions juxtaposed to the ancient nucleuses of Tunisi, Sousse, Biserta and Sfax, then in Morocco, with the enlargements of Casablanca, Fez, Marrakech, Meknes and Rabat promoted by the marshal Louis Hubert Gonzalve Lyautey, the management of the French protectorate sharpen methodologies and operational strategies creating a complex urbanistic story, passing from a coercive behavior (also in terms of formal choices, of systems of planning and building production) to conscious interventions careful to the contexts. It is mainly Lyautey the one who inaugurated this new course, also engaging himself in the safeguard of the historical architecture (not necessarily "monumental") and the urban order of the medinas; an intention pursued along with the attempt to control the European penetration (in the business and in the development of the new districts) and with the creation of a fundamental document of urbanistic legislation. Even associating his farsighted administrative action to the excellent activity of Henri Prost, as co-opted planner by the gubernatorial authority for the planning of the urban amplifications promoted by the protectorate, Lyautey would have promoted a modern development (but compatible with the local traditions), of the principal historical cities of French Morocco in the full respect of the preexisting installations.

Comunicazione turistica in tempo di crisi in Tunisia
Questa tesi mette a confronto due istituzioni contraddittorie: il turismo e la crisi. Quando il turismo sfocia in un periodo di crisi la sua gestione diventa difficile da seguire. Le conseguenze della crisi turistica derivano proprio dalla difficoltà politica, se si parla di terrorismo e dei problemi di sicurezza. Riguardo il mondo della politica, i politici per gestire in modo efficace la crisi utilizzano come mezzo la comunicazione e facendo l'esempio dello stato tunisino ho voluto identificare le varie strategie di comunicazione turistica adottate in un periodo di crisi evidenziando i segni di cambiamento. Inoltre viene dimostrato come si comportano gli operatori del turismo, il rapporto tra essi e come evolvono in un periodo di crisi. Questa tesi ha permesso di trarre un lato positivo di una crisi turistica. Ci siamo resi conto che per poter uscire da quella che è una crisi turistica è necessario i problemi già esistenti nel sistema turistico.

Un militante antifascista in Tunisia: Velio Spano a Tunisi
Nella lunga e ricca storia dei rapporti intercorsi fra italiani e tunisini, un periodo di particolare interesse è quello fra la metà degli anni '30 del XX secolo e la fine della seconda guerra mondiale, quando decine e decine di oppositori politici al regime fascista trovarono rifugio in Tunisia e organizzarono lì una rete di lotta. Il contesto in cui si trovarono a vivere e operare era quello di una Tunisia protettorato francese, già scossa da forti fermenti anticoloniali e nazionalistici (nel 1934 Habib Burghiba fonda il partito del Neo-Destur), ed il ruolo che gli italiani svolsero fu non irrilevante, sia nel settore della stampa (e della stampa di sinistra in particolare) sia nelle organizzazioni politiche e sindacali locali. In questo contesto il mio intervento si focalizzerà sulla figura di Velio Spano, nato a Teulada in Sardegna nel 1905, espatriato clandestinamente in Francia, dove entrò nell'apparato esteri del PCI, poi condannato a sei anni di reclusione dal Tribunale speciale fascista, successivamente inviato dal partito comunista in Tunisia per organizzare la resistenza. Qui rimase cinque anni, sfuggendo a ben due condanne a morte da parte dei nazisti. Proprio in Tunisia, nel 1939, sposò Nadia Gallico, che come lui farà parte della Costituente. Il rapporto fra gli italiani e francesi che operavano per il PCF e il PCI e i nazionalisti tunisini non fu sempre idilliaco, ma l'incontro fra le diverse sensibilità fu assolutamente fecondo per gli uni e per gli altri. Ne è testimonianza il fatto che nel 1941 Velio Spano riorganizzò il Partito Comunista Tunisino divenendone di fatto il principale dirigente. ; In the long and rich history of ongoing relations between Italian and Tunisian people, a period of particular interest is that between the mid-30s of the twentieth century and the end of World War II, when dozens of political opponents of the fascist regime found shelter in Tunisia and they organized there a fight network. The context in which they found themselves to live and work was the French protectorate. Tunis ia was already shaken by strong anti-colonial and nationalist ferment (Habib Bourguiba in 1934 founded the Neo-Destour Party), and the role that Italians had in that period was not irrelevant, in the press (and the Left press in particular) in the political organizations and the local trade unions. In this context, my essay will focus on the figure of Velio Spano, b orn in 1905 in Teulada, in Sardinia, clandestinely fled to France, where he entered in the foreign apparatus of PCI. Sentenced to six years' imprisonment by the Special Fascist Cour t, subsequently sent in Tunisia from the Communist party to organize the resistance. He has been living in Tunisi for five years, escaping two death sentences by the Nazis. In Tunis ia, in 1939, he married Nadia Gallico (who, like him, will be a member of the Constituent Assembly in Italy in 1946). The relationship between Italians and French who worked for the PCF and the PCI and the Tunisian nationalists was not always idyllic, but the contacts among the various sensibilities were very fruitful. This is attested by the fact that in 1941 Velio Spano reorganized the Tunisian Communist Party and became actually its main leader.

Donne e antifascismo in Tunisia tra il primo e il secondo dopoguerra ; Antifascist women in Tunisia between the two World Wars
L'articolo intende ricostruire i principali momenti della militanza antifascista femminile in Tunisia. Il lavoro inizia ripercorrendo brevemente la storia della comunità italiana in Tunisia e la nascita del movimento antifascista, ma pone l'accento sulla militanza femminile nel movimento. Delle militanti conoscevamo solo alcune donne borghesi che hanno lasciato traccia del loro operato attraverso la pubblicazione di biografie. Grazie alla consultazione del fondo del Casellario Politico presso l'Archivio Centrale di Stato, sono emersi i fascicoli di diciassette donne italiane impegnate nella lotta al fascismo in Tunisia, donne delle quali non avevamo alcuna notizia. Integrando le informazioni tratte dalle biografie con quelle ricavate dai fascicoli dell'Archivio di Stato, è stato possibile ricostruire a tutto campo l'attività antifascista femminile. ; This article aims at illustrating the keys stages of the anti-fascist militant movement carried by women in Tunisia. The work begins recreating briefly the history of the italian communities in Tunisia and the birth of the anti-fascist movement, underlining the importance of women's involvement. Little is known about those activists, whose traces could only been found in published biographies. Moreover, dossiers regarding seventeen italian women, actively involved in the anti-fascist conflict, could also be found consulting the Central Archives of the State. Combining information taken from the biographies and the dossiers, a bigger picture of the women's anti-fascist activism could finally be traced.
