Turkey has a choice: more democracy; more army?
Türkiye ile Rusya arasındaki ilişkiler son dönemde çok hızlı gelişme kaydetti. Yüksek gerilimin eksik olmadığı ilişkiler 1990'lı yıllarda şiddetli rekabete, 2000'li yıllarda ise ekonomi ve ticarette yoğun işbirliğine sahne oldu. Rekabet ve işbirliği sarmalında dalgalanan Türk-Rus ilişkileri, son 10 yılda ise daha karmaşık bir hal aldı. 2010 yılının sonlarında Orta Doğu'da başlayan Arap Baharı ve ardından Suriye'de patlak veren "iç savaş" ilişkilerin seyrini derinden etkiledi. Suriye krizinde Türkiye ile Rusya, Beşşar Esad liderliğindeki rejimin "yeni Suriye'nin geleceğinde yer alıp almayacağı" konusunda zıt kutuplarda yer aldı. Rusya, Esad'ı devirmek isteyen Türkiye'nin hamlelerini ustalıkla işlevsiz hale getirdi. Çatışmalara doğrudan askeri müdahalede bulunarak iç savaşın gidişatını Esad lehine çevirdi. İkili ilişkiler, 24 Kasım 2015'te Türkiye'nin Rus savaş uçağını düşürmesi ile ciddi bir krize girdi. 27 Haziran 2016'da Cumhurbaşkanı Recep Tayyip Erdoğan'ın özür mektubu göndermesi ile ilişkiler eski seviyesine dönmekle kalmadı, normalleşmenin de ötesine geçti. NATO üyesi Türkiye, NATO'yu düşman ilan eden Rusya'dan S-400 füzeleri satın aldı. Neoklasik Realizm perspektifi ile hazırladığımız tez çalışmamızda Türk-Rus ilişkilerini Soğuk Savaş'ın bitişinden itibaren tarihi arka planını ihmal etmeden ele aldık. Rusya'nın ve Türkiye'nin izlediği politikaları inceleyerek, Erdoğan ve Rus lider Vladımir Putin'in siyasi tutumlarını anlamaya çalıştık. Uçak krizi, Karlov cinayeti ve Suriye'de yaşanan çıkar çatışmasına rağmen iki ülke arasında gelişen işbirliğine değindik. Yaşanan krizlere rağmen Rusya'nın, Türkiye'nin en önemli ekonomik, siyasi ve askeri ortağı haline gelmesini irdeledik. Neoklasik realizm kuramının savunduğu dış politikadaki lider etkisini son dönem Türk-Rus ilişkilerinde tespit ettik. ; Relations between Turkey and Russia has seen a rapid improvement recently. Turkey-Russia relations, which have never been free of stress, witnessed fierce competition in the 1990s and intense cooperation in economy and trade in the 2000s. Both competitive and cooperative relations have become more complicated in the last decade. The course of bilateral relations has been influenced deeply by the Arab Spring events started at the end of 2010 and subsequently the "civil war" in Syria. Turkey and Russia remain at cross purposes in the Syria crisis. Turkey insists that the Assad regime cannot be a part of the future of new Syria. On the other hand, Russia has skillfully thwarted Turkey's attempts to overthrow the Assad regime. Moscow directly intervened militarily to change the course of the civil war in favor of Bashar al-Assad. Bilateral relations plunged into crisis on the 24th of November, 2015, when Turkey shot down a Russian military jet. After President Erdogan's apology letter dated 27th of June, 2016, bilateral relations have more than normalized. Turkey, a NATO member, bought S-400 missiles from Russia. This thesis that we prepared with the perspective of Neoclassical Realism discusses Turkey-Russia relations since the end of the Cold War while taking the historical background into account. It tries to understand the political approaches of Erdogan and Putin by evaluating the policies of Russia and Turkey. It also points out how bilateral relations develop despite the fighter jet crisis, assassination of the Russian ambassador, and taking opposite sides in Syria. Finally, it tries to find out how Russia has become Turkey's most important economic, political, and military partner. We have identified the leader influence in foreign policy defended by the neoclassical realism theory in recent Turkish-Russian relations.

Özellikle 1970'ler sonrası etkisi ve boyutları hızla büyüyen insan faaliyetleri altında doğa hızla yok olmaya başlamıştır. Başta fosil enerji kullanımının neden olduğu bu yok oluş ile mücadele ve çevre sorunlarının çözümü için yeşil ekonomi önemli bir araç olarak görülmektedir. Yeşil ekonomiye geçişle birlikte geleneksel enerji anlayışı yerini temiz, çevreye zarar vermeyen enerji anlayışına bırakmıştır. Türkiye'de de zaman içinde artan ekonomik faaliyetlerin geldiği sonuç çevre göstergeleri bakımından değerlendirildiğinde sinyal vermektedir. Bu kapsamda, yeşil ekonomiye geçiş sürecinde yenilenebilir enerjinin kilit ve gösterge bir alan olduğunun ortaya konulması ve Türkiye'nin bu alanda güçlü ve zayıf yönleri ile fırsat ve tehditlerinin tespiti amaçlanmıştır. Türkiye yenilenebilir enerji alanında güçlü adımlar atmıştır. Ancak yeterli seviyeye ulaşması için bu konuda çalışmalarının kararlı bir şekilde sürdürülmesi gerektiğinden söz edilmiştir. --- Especially under the effects of rapidly growing human activities after 1970s, nature began to disappear. Green economy is an important tool for combating this extinction caused by the use of fossil energy and for the solution of environmental problems. With the transition to green economy, traditional energy understanding is replaced by a clean, environmentally friendly energy concept. Turkey is also in the danger cause of the over time increased economic activities when evaluated in terms of environmental indicators. In this context, it is intended to identify strengths and weaknesses and the opportunities and threats in the renewable energy and to reveal that renewable energy is a key and indicator area in the transition process towards a green economy. Turkey is taking strong steps in the field renewable energy. However, it is possible to talk about the need to continue in a determined manner in order to reach an adequate level.

This article argues that it is possible to explain the European Union's reluctant attitude towards Turkey's membership in the EU on the basis of the EU's international & security identity & Turkey's security culture & perception of Europe. The EU's final decision on Turkey's accession is dependent both on Turkey's performance in adopting the EU's distinctive security identity & on the continuation of the EU member-states' commitment to turning the EU into an international actor with vital security interests in Turkey's vicinity. On the basis of this reasoning, the article reaches two main conclusions. The first is that the prospects for Turkey's EU membership are better in the post-11 September era than they were in the 1990s. The second is that there is a close relationship between the way the EU accession process unfolds & the way Turkey & the EU see each other. The longer the accession process lasts & the more ambiguously the EU reacts towards Turkey's membership, the more likely Turkey & the EU will view each other as 'security threats' rather than 'security providers'. 31 References. Hızla gelişen ulaştırma, haberleşme teknolojisi dünyada fiziki ve fikri sınırları ortadan kaldırırken, sermaye birikimine bağlı olarak artan araştırma geliştirme bütçeleri, hep daha iyiyi arayan yönetim anlayışı ile birlikte enerji ve üretim teknolojisindeki gelişim her geçen gün yeni ürünleri, daha fazla sayıda insan hayatına sokma başarısını göstermektedir. Üretim tarafındaki bu olağanüstü gelişimin sürdürülebilmesi ise ancak üretimi teşvik edecek tüketim talebi ile mümkündür. Oysa bu o kadar kolay değildir. Öncelikle ürünleri talep eden zengin Avrupa ve Amerika başta Kuzey Yarıküre'nin gelişmiş toplumlarında tüketici nüfusu artmak bir yana büyük bir gerileme söz konusudur. Pek çok üründe doyuma ulaşmış tüketicilerin medyan yaşı 40'ın üzerinde olup hızla yaşlanan toplumların tüketim talebi de daha azdır. Üstüne bu zengin tüketicileri hedefleyen çok sayıda rakip vardır. Orta gelir düzeyindeki ülkelerin tüketicileri ise gerek korumacı politikalar, gerekse ölçek ekonomisinden yararlanarak maliyet avantajına sahip üreticiler tarafından sarılmıştır. Yine pompalanan tüketimle artan hane halkı borçluluk oranları yeni tüketimi geliştirmenin önünde engeldir. Bu açmazdan en önemli çıkış fırsatlarından biri, belki de en önemlisi yeni doymamış pazar arayışları olarak değerlendirilmektedir. Bugünden kıtanın geleceğinde yer tutmak isteyen ülkeler tarafından yapılan doğrudan yatırımlar kıtadaki güçler mücadelesine ilişkin önemli ipuçları ortaya koymaktadır. Türkiye gibi gelişmekte olan ve dünya ekonomisinde ilk 10 içerisinde yer alma iddiasında olan bir ülke için bu mücadelede yer almak kaçınılmaz bir gerekliliktir. Kıtayla ilişkileri 15. yy'a dayanan ve sömürgeci gibi olumsuz algısı bulunmayarak önemli avantaja sahip ülkemizin, Afrika potansiyeli ile doğrudan yatırım yapan eski ve yeni sömürgeci rakiplerini değerlendirmesinde yarar bulunmaktadır. ; The developing energy and production technologies have been succeeding to introduce an ever-increasing number of new products to the usage of human lives, with the help of boosting research and development budgets as a consequence of capital accumulation, as well as today's management philosophy of searching for the best, while the rapid developments in transportation and information technology have been lifting the physical and intellectual barriers. The continuity of this outstanding development in the production site would be possible only with the existence of a consumption demand that will encourage production. However, this is not that much easy. First of all, the demanding rich and developed nations of Northern hemisphere especially Europe and America is not increasing but losing their consumer population. Further, the consumers of these nations whose median age is over 40 and increasing so after, has been mainly saturated and have a decreasing consumption demand due to ageing. Besides, there have been many rivals targeting the same rich groups. On the other hand, the consumers of medium income countries, have been surrounded by protectionist policies or by the producers using the cost advantage of economies of scale. The increased household debts because of pumped consumption stand as an obstacle before the new consumption development. One of them or the best option to exit from this closed cycle is regarded as the search for unsaturated new markets. The direct investments of those countries which want to take a part in the Continent's future by today reveal certain hints of this power struggle. Being part of the struggle in Africa is an inevitable must for Turkey as a developing country which tries to reach the target of climbing to the list of top 10 economies of the World. Turkey which has deep relations with the Continent starting early as 15. Century and has no shame of colonisation, definitely has benefits to investigate the potential and rivals investing in Africa.

AK Parti'nin tek başına iktidara geldiği Kasım 2002 seçimlerinin hemen ardından küresel çapta karşılaştığı ilk büyük meydan okuma olan 1 Mart Tezkeresi, gerek Türkiye'deki iç dinamikler, ge- rekse Türkiye-ABD ilişkisinin mahiyeti açısından çoğu dengeyi değiştirebilecek bir döneme kapı açmıştır. Bu bağlamda, Irak işgali, Türkiye'nin hem iç hem dış dinamikleri açısından, sonuçları uzun vadeli olacak hayli zor bir sürecin başladığını göstermiştir. Bu sıkıntılı dönemin, henüz sürecin tam içerisindeki ilk patlama noktası ise, 1 Mart 2003 yılındaki tezkere olmuştur. Bu bakımdan 1 Mart Tezkeresi sürecinin bir bütün olarak analizini yaparken, Türkiye açısından iç ve dış politika yansı- malarını tartışmak ve buradan ABD ile ilişkilerde gelecekteki olası kırılganlıkların oluştuğu zemini analiz etmek yerinde ve faydalı olacaktır. Zira bu, hem bugün yaşanan kopuşlara dair hem de böl- gesel ve küresel oryantasyonlu politika yapım süreçlerine dair bizlere bir ufuk sağlayacaktır. ; As the first major global challenge faced by the AK Party, which came to power with an important majority in November 2002 elections, the March 1 Permit has opened the gate to a period of change of the balances regarding both the internal dynamics in Turkey and the US-Turkey relations. In this context, in terms of both internal and external dynamics of Turkey, Iraq invasion showed that the beginning of a very difficult process will be a long-term process. This troubled period's first explosion point in the whole process yet, was the case of March 1, 2003. In this regard, it will be useful to discuss domestic and foreign policy implications for Turkey and the future ground of the probable vulnerabilities on the relations with the US. This will create a horizon both for the current breaks and regional and global oriented policy making processes, as well.

Статья посвящена исследованию актуальной темы, затрагивающей современный внешнеполитический курс Республики Турция и его эволюцию под руководством Партии справедливости и развития. Начав свою деятельность в 2001 г. в экономически и политически ослабленной стране, ПСР смогла сформировать стратегию внешней политики и стабилизировать экономику. Внешняя политика Турции в статье поделена на ряд этапов, все они являются ответом на вызовы международной среды. Первый этап характеризируется попыткой стабилизировать ситуацию вокруг себя и реализовать мирные инициативы с целью поиска новых стабильных рынков сбыта. Итогом первого этапа является возникновение стратегии внешней политики «Ноль проблем с соседями». На втором этапе внешняя политика Анкары активизируется, но продолжает сохранять баланс между центрами силы. На современном этапе развития турецкий курс отошел от политики «Ноль проблем с соседями» и под влиянием событий «Арабской весны» радикализировался и переориентировался на идеи неоосманизма. ; The main idea of this article is to describe the process of Turkish foreign policy evolvement during the rule of Justice and Development party (JDP). From weak economy and unstable political situation in 2001, JDP quickly formulated a new strategy of foreign policy and stabilized economy. In the article the Turkish foreign policy in the 21st century is divided into several stages which respond to different international threats and circumstances. The first stage was a peacekeeping stage when Turkey tried to stabilize the situation near its borders and implement peace initiatives for the purpose to find new markets and allies. As a result, Turkey formulated a new strategy of foreign policy, called "Zero Problems Policy" which aimed to create a ring of friendly countries on the borders. On the second stage, Turkish foreign policy was more active Turkey tried to balance among regional power centers and confront with one of the most powerful actors Israel. Confrontation with Tel Aviv was a preface to the third stage, and today under the influence of "Arab Spring" and desire to change its role in international relations, Turkey refused "Zero Problems Policy" strategy and turned to a new aggressive and revanchist idea neoOttomanism. Ankara tries to build a new regional set of rules where Turkey will play a leading role.
