11 Eylül 2001 günü gerçekleşen saldırılar, ABD ve Amerikan halkı için dünyanın değiştiği gün olarak tarihe geçmiştir. Yaklaşık üç bin sivilin hayatını kaybettiği bu olaydan kısa bir süre sonra Amerikan dış politika anlayışı radikal bir değişim yaşamıştır. Dış politikanın ilke ve önceliklerinin büyük ölçüde değiştiği bu yeni dönemde, George W. Bush ve ekibi daha saldırgan ve tek yanlı bir yönetim sergilemeye başlamıştır. Bu çalışmanın amacı, radikal bir değişimin yaşandığı Bush dönemi Amerikan dış politika anlayışını teorik açıdan analiz etmektir. Bu analiz, Jack Snyder'in uluslararası politikanın ve aşırı yayılmacılığın üç büyük teorisinin varsayımlarını sentezlediği "büyük birleşik teori" temel alınarak yapılmıştır. Analizin sonucuna göre, Snyder'in özellikle Hitler Almanyası'nın dış politika anlayışını açıklamada kullandığı teorisi, 11 Eylül saldırıları sonrası Bush Dönemi ABD dış politikasının nasıl bir eğilim sergilediğini en başarılı şekilde açıklayan teoridir. ; The attacks taken place on September 11, 2001 went down in history as a day that the world changed for the U.S. and the U.S. people. In the wake of these attacks, during which more than three thousand civilians died, the U.S. foreign policy understanding went through a radical change. During this new period, when the principles and priorities of foreign policy changed to a large extent, George W. Bush and his team started to adopt a more aggressive and unilateral orientation. The objective of this study is to make a theoretical analysis of the U.S. foreign policy understanding of the Bush Era, a period of radical change in foreign policy. We will try to carry out this analysis based on the "grand unified theory", in which Jack Snyder synthesized hypotheses from three grand theories of international relations and over- expansionism. We argue that Snyder's theory, which he used to explain the foreign policy understanding of Hitler's Germany, is the most successful theory in explaining the tendency of the U.S. foreign policy restructured after the September 11 attacks.
This article explores the relationship between American mass media and foreign international news channels on United States foreign policy. Initially, the paper examines the ability of contemporary global mass media to influence governments' policy making. Then, it focuses on the ability of American mass media to influence the foreign policy decisionmaking at the White House. The last part of this article examines the influence that foreign global mass media (in this case, Al Jazeera) can or cannot have on U.S. foreign policy decisions. Finally, the article ends with an assessment of both the CNN Effect and the Al Jazeera Effect in terms of the significance and the benefits and/or drawbacks of their influence. In conclusion the article discusses whether the United States government has the ability to control this media influence and use it to support its policy agenda, and with an assessment of the future of the CNN effect and the Al Jazeera effect.
Yüksek Lisans Tezi ; AKP'nin 2002 yılında iktidara gelmesiyle birlikte Türk dış politikasında önemli değişimler yaşanmaya başlamıştır. Söz konusu değişimler, AKP dönemine kadar Batıcı ve statükocu bir eksende şekillenen Türk dış politikasının bu dönemde yeni bir yönelim edindiğine dair iddiaların gündeme gelmesine neden olmuştur. Ayrıca bu durumun ortaya çıkmasında Soğuk Savaş sonrası dönemin getirdiği fırsatların yanı sıra AKP yönetiminde elde edilen ekonomik büyüme ve görece siyasi istikrar ortamının da etkisi olmuştur. Türkiye bu dönemde aktif ve çok yönlü dış politikasıyla genişleyen imkânlarından maksimum düzeyde faydalanmak istemiş ve böylece bölgesinde söz sahibi olan önemli bir güce dönüşmeyi hedeflemiştir. Bu çalışma, Türk dış politikasında yaşanan bu değişimin mevcut yazında belirtildiği gibi eksen kayması boyutuna ulaşıp ulaşmadığını tartışmayı amaçlamaktadır. Bu noktada bir sonuca varabilmek için Charles F. Hermann'ın dış politika değişiminin boyutu ile ilgili ortaya koyduğu dört aşamalı değişim tipolojisinden yararlanılmıştır. Böylelikle söz konusu değişimin eksen ya da yönelim değişiminden ziyade aslında bir program değişikliğini yansıttığı sonucuna varılmıştır. ; Abstract ; Turkish foreign policy began to experience significant changes with the AKP's coming to power in 2002. These changes have led to claims that Turkish foreign policy, which has been shaped by Turkey's Western orientation and pro-status quo stance until the AKP era, developed a new foreign policy orientation. Additionally, as well as the opportunities brought by the end of the Cold War, the economic growth and relatively stable political atmosphere provided during the JDP administration was effective in bringing about this change. Turkey aimed to benefit at a maximum level from its extended opportunities by using its active and multidimensional foreign policy and hereby to turn into a major power having a say in its region. This study intends to discuss whether the aforementioned change has reached to the point of an "axis shift" as stated in the existing literature. Charles F. Hermann's typology identifying four graduated levels of foreign policy change was used in order to reach a conclusion at that point. Finally, the thesis concluded that the change in Turkish foreing policy reflected a "program change" rather than an a shift of axis or an international orientation change.

In some cases, states are obliged to make a decision between searching for more power, more security or more wealth. The primary question this study seeks to answer is: how states prioritize among these options. Because strategies that states use to achieve their foreign policy goals can be differentiated. However, in the Realist-oriented foreign policy analysis literature it is widely accepted that states seek to maximize their own power and capacity, and balancing is the basic strategy for state security. This study argues that especially after the end of the Cold War, new strategies are used and those strategies are valuable for analyzing and understanding state behaviors. Therefore, recently bandwagoning which is one of the most referred strategies like balancing should be discussed. This study deals with how we can define, classify and evaluate both strategies in terms of understanding state behaviors. This study also tries to answer that why and how states employ balancing or bandwagoning if they have to choose one of them? How do states make a choice between these two strategies?

Bir dış politika aracı olarak dış yardımlar 18. yüzyıldan beri kullanılmakla birlikte asıl önemini Soğuk Savaş ile birlikte kazanmıştır. Soğuk Savaş döneminde birçok ülke etki alanlarını artırmak için dış yardımları sürekli olarak kullanmışlardır. Dış yardımları etkin olarak kullanan ülkelerden biri de ABD'dir. ABD Soğuk Savaş'ın ilk yıllarından bugüne kadar çok farklı ülkelere farklı amaçlarla dış yardımlarda bulunmaktadır. Bu yardımların hepsini ekonomik ve siyasal amaçlı olarak değerlendirmek mümkün değildir. İnsani yardımlar başta olmak üzere acil müdahale yardımları ve diğer yardımlar Amerikan yardımlarında önemli bir dilimi oluşturmaktadır. Amerikan yardımları 1961 yılından itibaren USAID (United States Agency for International Development) bünyesinde dağıtılmaktadır. ABD yardımları bir dış politika aracı olarak dış yardımların anlaşılmasında en iyi örnektir. Türkiye ise Soğuk Savaş'ın sonra ermesi ile bölgesinde yaşanan gelişmelerin de etkisi ile dış yardım veren ülkeler arasında önemli bir pozisyon edinen ülkelerden biri olmuştur. During the Cold War many countries permanently used foreign aid in order to expand their influence areas. One of these countries is U.S.A. Since the early years of the Cold War U.S.A. has been providing foreign aid to many different countries for various purposes. It is not possible to categorize all of them as having economic and political purposes. Most of the aid provided is comprised of humanitarian relief, emergency intervention relief and other kinds of foreign aid. U.S.A. has been providing aid via USAID (United States Agency for International Development) since 1961. U.S.A. aid is the best exemplar in order to understand the role played by foreign aid in foreign policy. Turkey, on the other hand has become one of the most important aid providers in its region after the end of the Cold War. Especially due to the activities of TIKA (Turkish International Cooperation and Development Agency) established in 1992, Turkey has become an aid provider to the countries in its region and to many other countries in the world. Foreign aid has gradually rendered Turkey a more effective actor both regionally and globally.
Turgut Özal, hem Başbakanlığı hem de Cumhurbaşkanlığı görevi süresince iç siyaset ve dış politikasında koyduğu hedefler ve bu hedefleri yerine getirmede Türkiye'nin bu dönemine damgasını vurmuştur. Özal, icraatları ile günümüzde de hala etkisi devam etmektedir. Görevde olduğu dönemde olduğu gibi günümüzde de izlediği politikalar sonucunda ısrarla referans olarak gösterilmiş ve takdir edilen ya da eleştirilere maruz kalan nadir devlet adamlarından biridir. Devlet adamı olduğu yılları Türkiye için olduğu kadar uluslararası düzen açısından da kökten değişen ve oldukça hareket kapsamlı yıllar olmuştur. Barışçıl kalkınma Konfüçyüs öğretisi/felsefesi temel alınarak oluşturulmuş bir kavramdır. Çalışmada, Konfüçyüs öğretisi ve Çin'in bu öğretiyi temel alarak oluşturduğu dış politika davranışları incelenmiştir. Peaceful development is a concept based on the Confucian doctrine/philosophy. In the study, the Confucian doctrine and the foreign policy behavior of China based on this doctrine were examined. In this context, China's use of soft power elements, the importance it attaches to international organizations, its relations with third world countries and the Modern Silk Road project (One Belt One Road) are the main indicators that it pursues a peaceful development/foreign policy.
