11 Eylül 2001 günü gerçekleşen saldırılar, ABD ve Amerikan halkı için dünyanın değiştiği gün olarak tarihe geçmiştir. Yaklaşık üç bin sivilin hayatını kaybettiği bu olaydan kısa bir süre sonra Amerikan dış politika anlayışı radikal bir değişim yaşamıştır. Dış politikanın ilke ve önceliklerinin büyük ölçüde değiştiği bu yeni dönemde, George W. Bush ve ekibi daha saldırgan ve tek yanlı bir yönetim sergilemeye başlamıştır. Bu çalışmanın amacı, radikal bir değişimin yaşandığı Bush dönemi Amerikan dış politika anlayışını teorik açıdan analiz etmektir. Bu analiz, Jack Snyder'in uluslararası politikanın ve aşırı yayılmacılığın üç büyük teorisinin varsayımlarını sentezlediği "büyük birleşik teori" temel alınarak yapılmıştır. Analizin sonucuna göre, Snyder'in özellikle Hitler Almanyası'nın dış politika anlayışını açıklamada kullandığı teorisi, 11 Eylül saldırıları sonrası Bush Dönemi ABD dış politikasının nasıl bir eğilim sergilediğini en başarılı şekilde açıklayan teoridir. ; The attacks taken place on September 11, 2001 went down in history as a day that the world changed for the U.S. and the U.S. people. In the wake of these attacks, during which more than three thousand civilians died, the U.S. foreign policy understanding went through a radical change. During this new period, when the principles and priorities of foreign policy changed to a large extent, George W. Bush and his team started to adopt a more aggressive and unilateral orientation. The objective of this study is to make a theoretical analysis of the U.S. foreign policy understanding of the Bush Era, a period of radical change in foreign policy. We will try to carry out this analysis based on the "grand unified theory", in which Jack Snyder synthesized hypotheses from three grand theories of international relations and over- expansionism. We argue that Snyder's theory, which he used to explain the foreign policy understanding of Hitler's Germany, is the most successful theory in explaining the tendency of the U.S. foreign policy restructured after the September 11 attacks.

This article explores the relationship between American mass media and foreign international news channels on United States foreign policy. Initially, the paper examines the ability of contemporary global mass media to influence governments' policy making. Then, it focuses on the ability of American mass media to influence the foreign policy decisionmaking at the White House. The last part of this article examines the influence that foreign global mass media (in this case, Al Jazeera) can or cannot have on U.S. foreign policy decisions. Finally, the article ends with an assessment of both the CNN Effect and the Al Jazeera Effect in terms of the significance and the benefits and/or drawbacks of their influence. In conclusion the article discusses whether the United States government has the ability to control this media influence and use it to support its policy agenda, and with an assessment of the future of the CNN effect and the Al Jazeera effect.

Bir dış politika aracı olarak dış yardımlar 18. yüzyıldan beri kullanılmakla birlikte asıl önemini Soğuk Savaş ile birlikte kazanmıştır. Soğuk Savaş döneminde birçok ülke etki alanlarını artırmak için dış yardımları sürekli olarak kullanmışlardır. Dış yardımları etkin olarak kullanan ülkelerden biri de ABD'dir. ABD Soğuk Savaş'ın ilk yıllarından bugüne kadar çok farklı ülkelere farklı amaçlarla dış yardımlarda bulunmaktadır. Bu yardımların hepsini ekonomik ve siyasal amaçlı olarak değerlendirmek mümkün değildir. İnsani yardımlar başta olmak üzere acil müdahale yardımları ve diğer yardımlar Amerikan yardımlarında önemli bir dilimi oluşturmaktadır. Amerikan yardımları 1961 yılından itibaren USAID (United States Agency for International Development) bünyesinde dağıtılmaktadır. ABD yardımları bir dış politika aracı olarak dış yardımların anlaşılmasında en iyi örnektir. Türkiye ise Soğuk Savaş'ın sonra ermesi ile bölgesinde yaşanan gelişmelerin de etkisi ile dış yardım veren ülkeler arasında önemli bir pozisyon edinen ülkelerden biri olmuştur. Özellikle 1992 yılında kurulan TİKA'nın da (Türk İşbirliği ve Kalkınma Ajansı) etkisi ile Türkiye başta bölge ülkeleri olmak üzere dünyanın birçok ülkesine dış yardımda bulunan bir ülke haline gelmiştir. Dış yardımlar Türkiye'nin bölgesel ve küresel ölçekte giderek daha etkin bir aktör olmasını sağlamıştır. ; Foreign aid has been used as a foreign policy tool since 18th century but gained significant importance with the Cold War. During the Cold War many countries permanently used foreign aid in order to expand their influence areas. One of these countries is U.S.A. Since the early years of the Cold War U.S.A. has been providing foreign aid to many different countries for various purposes. It is not possible to categorize all of them as having economic and political purposes. Most of the aid provided is comprised of humanitarian relief, emergency intervention relief and other kinds of foreign aid. U.S.A. has been providing aid via USAID (United States Agency for International Development) since 1961. U.S.A. aid is the best exemplar in order to understand the role played by foreign aid in foreign policy. Turkey, on the other hand has become one of the most important aid providers in its region after the end of the Cold War. Especially due to the activities of TIKA (Turkish International Cooperation and Development Agency) established in 1992, Turkey has become an aid provider to the countries in its region and to many other countries in the world. Foreign aid has gradually rendered Turkey a more effective actor both regionally and globally.

Soğuk Savaşın bitmesi ve Sovyetler Birliği'nin dağılmasının ardından, uluslararası sistem yeni yapılanma sürecine girmiştir. Bir yandan sistem tek kutuplu hal alırken, diğer yandan Doğu Avrupa, Orta Asya ve Güney Kafkasya'da yeni bağımsız devletler oluşmuş ve bu bölgelerde güç boşlukları meydana gelmiştir. Böylelikle Ortadoğu bölgesine ek olarak, Orta Asya ve Kafkasya bölgeleri de istikrarsızlık alanlarına eklenmiştir. SSCB'nin varisi olarak Rusya da bu durum karşısında dış politikasını yeniden belirlemek zorunda kalmıştır. İlk başlarda, Batı eksenli olarak yürütülen Rus dış politikası, zamanla yeniden büyük güç olmayı hedefleyen çok taraflılık ve çok kutupluluk politikaları üzerine oturtulmuştur. Bu politikalar çerçevesinde Rusya, Uzak Doğu, Güney Asya ve Ortadoğu bölgelerine yönelik aktif politikalar izlemeye ve bu bölgelerde ortaklıklar kurmaya çalışmıştır. Bu bağlamda Orta Asya, Kafkasya ve Ortadoğu bölgelerinin kesiştiği noktada önemli jeostratejik pozisyona sahip olan İran, Rus dış politikası açısından önemli bir ülke olarak görülmüştür. Nitekim nükleer programı nedeniyle ABD/Batı dünyası tarafından giderek yalnızlaştırılan İran da ulusal gücünü artırmak ve bölgesel güvenlik dengelerinin sağlanması açısından Rusya ile işbirliğine önem vermiştir. Böylelikle, Rusya ve İran, bölgesel dengeleri doğrudan etkileyen enerji, nükleer ve askeri teknoloji alanlarında işbirliğine gitmiş; Orta Asya, Kafkasya ve Ortadoğu'daki bölgesel sorunlar karşısında ortak politikalar izlemeye yönelmişlerdir. Bu bağlamda iki ülke de ABD/NATO'nun bu bölgelerde etkinliğini artırmasını temel güvenlik tehdidi olarak görmüş ve önlemeye çalışmışlardır. ; Ending of the Cold War and after the collapse of the Soviet Union, the international system has entered into a restructuring process. On the one hand the system became unipolar, while on the other hand, newly independent states formed in the Eastern Europe, Central Asia and South Caucasus region, and the power vacuum has occurred in these regions. Thus Central Asia and Caucasus regions, were added to the instable areas in addition to the Middle East. This situation was forced Russia, as the successor of the USSR, to redetermine its foreign policy. In the beginning, Russian foreign policy carried on West oriented line, later it was based on multilateralism and multipolarity. Thus Russia, has been tried to follow active policies towards Far East, South Asia, and the Middle East and to establish partnerships in these areas. In this context, at the intersection of important geostrategic position in Central Asia, the Caucasus and the Middle East, Iran has been seen as an important country for Russian foreign policy. Indeed, Iran, who have been increasingly isoleted by U.S. / Western world because of its nuclear program, has given importance to cooperation with Russia to strengthen its national power and in terms of the provision of regional security balance. Thus, Russia and Iran has cooperated in the fields of energy, nuclear and military technology, which directly affects the regional balance of power; and intented to follow common policies on regional issues in the Central Asia, the Caucasus and the Middle East. Ancak yumuşak güç, sert gücün alternatifi olacak şekilde yumuşak bir güç olmayıp çoğu durumda ileri bir sanayi ülkesinin sert gücünün uzantısı olmaktadır. Uluslararası politikada güç bölünemez bir kavramdır. Yumuşak güçlerin tümünün aynı zamanda "sert güç" olması ve "sert güç" olmayan bir "yumuşak güç"ün bulunmaması günümüzdeki uluslararası sistemin gerçeklerini açık bir şekilde sergilemeye yeterli olmaktadır. Güç kavramında köklü bir değişim, ancak uluslararası sistemin de köklü bir değişimden geçmesi halinde mümkün olabilir. Kaldı ki, mevcut durumda yumuşak güç, gerçek anlamıyla güç kavramının gereklerini karşılayamamaktadır. ; Soft power has gained a status that the concept has been perceived as an alternative to hard power. Yet, soft power is not soft enough to become the alternative of the hard one as it is in most cases nothing more than the extension of hard power, namely an industrial advanced capitalist society. The fact that all of the soft powers are also hard powers and there is not any soft power that is not hard power are adequate enough to demonstrate the realities of the international systems of today. Power in international politics is an indivisible concept. There can only be a transformation in the power concept if there is a true transformation in the power centered logic of the international politics, yet currently soft power is not be able to meet the requirements of a true power concept.

Bu tez, ABD ve İngiltere'nin kamu diplomasisi uygulamalarını karşılaştırmalı bir şekilde analiz etmektedir. Teorik çerçeve olarak karşılıklı bağımlılık yaklaşımının kullanıldığı çalışmada, devletler arasında karşılıklı bağımlılığın artması bağlamında ve küreselleşmenin etkisiyle diplomasi ve güç kavramlarının geleneksel anlamlarının değiştiği iddia edilmekte ve devletlerin kamu diplomasisine daha önce hiç olmadığı kadar ihtiyaç duydukları vurgulanmaktadır. Tezde, ABD ve İngiltere'nin örnek olarak seçilme sebebi, kamu diplomasisinin tarihsel gelişimi ve günümüzdeki uygulamaları dikkate alındığında, iki ülkenin kamu diplomasisi açısından diğer ülkelerden daha kurumsal bir alt yapıya sahip olmaları ve kamu diplomasisini yoğun bir şekilde kullanıyor olmalarıdır. Üç bölümden oluşan tezde, ilk olarak karşılıklı bağımlılığın temel varsayımları, karşılıklı bağımlılıkla küreselleşme arasındaki ilişki ve karmaşık karşılıklı bağımlılık yaklaşımı açıklanmıştır. İkinci bölümde kamu diplomasinin temel dinamikleri teorik temelleri ve pratik örnekleri ile genel bir çerçevede irdelenmiş ve kamu diplomasisi ile ülke rejimi ve liderler, halkla ilişkiler ve propaganda arasındaki ilişki tartışılmıştır. ABD ve İngiltere'nin kamu diplomasisi kurumsal yapısı ve temel uygulamalarının irdelendiği üçüncü bölümde, her iki ülkede hükümetlere bağlı kurumlar ile hükümet-dışı gözüken ancak kamu diplomasisi konusunda aynı doğrultuda ve yoğun bir şekilde faaliyet gösteren kuruluşlar ön plana çıkarılmıştır. Ardından iki ülkenin kamu diplomasisi kapasiteleri 11 Eylül saldırıları örneği üzerinden karşılaştırmalı bir şekilde analiz edilmiştir. Ayrıca kamu diplomasisi uygulamalarındaki kırılma noktaları, kurumsal altyapı arasındaki benzerlik ve farklılıklar ortaya konmuştur. That is why, the thesis emphasizes that for states, importance of public diplomacy has become vital more than ever before. When historical development and actual practices of public diplomacy are This thesis analyses public diplomacy practices of the U.S. and U.K. comparatively. The thesis, which used interdependency approach, claims that the meaning of traditional diplomacy and power has changed drastically with the increase of interdependency and globalization process. That is why, the thesis emphasizes that for states, importance of public diplomacy has become vital more than ever before. When historical development and actual practices of public diplomacy are considered, it is clearly seen that the U.S. and U.K. use public diplomacy quite intensely, and in terms of public diplomacy, they have a strong institutional background than other states. Therefore, the U.S. and U.K. are selected as samples in the thesis. The thesis consists of three chapters. In the first chapter, basic assumptions of interdependence, relationship between globalization and interdependence, and the approach of complex interdependence are explained. In the second chapter, basic characteristics of public diplomacy are examined by focusing on its theoretical and practical dimensions. The relationship between public diplomacy and the concepts, such as governments, regimes, leaders, public relations, and propaganda are also discussed within this chapter. In the third chapter, institutions and basic practices of the U.S. and U.K.'s public diplomacy are examined with a special focus on post 9/11 era. In this regard, governmental institutions and non-governmental organizations that operate intensively in the same manner with government policies are taken into consideration. Additionally, public diplomacy capacities of both countries' are analyzed comparatively and the milestones of both countries' public diplomacy policies as well as the similarities and differences in the institutional infrastructures are exposed. Finally the evaluations on the brand value index, investments on public diplomacy, migration rates, and information and communication infrastructures are made by using statistical data.

Yüksek Lisans Tezi ; Kurulduğu günden itibaren sorunlu bir biçimde seyreden Türkiye-Suriye ilişkileri özellikle Beşar Esad'ın 2000 yılında iktidara gelmesinin ardından tarihinde hiç olmadığı kadar iyi ve olumlu bir döneme girmiştir. 2001 yılından itibaren hızla gelişen ve iyileşen ikili ilişkiler, 17 Aralık 2010 tarihinde Kuzey Afrika ülkesi olan Tunus'ta başlayan ve tüm Arap ülkelerini saran Arap Baharı sonrasında, Suriye'de başlayan iç karışıklıklar ve takip eden süreçte kopma noktasına kadar gelmiştir. İlişkilerin bu gelişim ve sonrasında gerilemesine 11 Eylül olaylarıyla birlikte, "yeni dünya düzeni" kavramının, aslında ABD'nin yegane ve mutlak bir güç olarak faaliyet yürüteceği bir nevi bir geçiş dönemi olduğu gerçeği yol açmıştır. S.Hungtington'ın "Medeniyetler Çatışması" teziyle yola çıkan ABD, kenar kuşak ülkelerinde bölgesel mezhepsel çatışmalar yaratarak bölgede iç savaş çıkararak küresel işgal güçlerine yönelik direnişi kırmayı amaçlamaktadır. İşte bu çalışmada yeni dış politika anlayışı ile Ortadoğu'yu şekillendirmeye çalışan ama Afganistan ve Irak'tan dili yanan ABD'nin, Suriye'ye müdahalede müttefiki Türkiye'yi öne sürmesi incelenecektir. Çalışmada Ortadoğu'nun jeopolitiği çerçevesinde Suriye'nin Dış Politikası ve güvenlik algılamaları, AKP'nin dış politika anlayışı, stratejik ortaklıktan model ortaklığa tarihi süreç içinde Türkiye – ABD ilişkileri, bugünlerde Ortadoğu'da ve Suriye'de yaşanan gelişmeler karşısında ABD ve Türkiye'nin takındığı tavırlar ve bu doğrultuda Türkiye-Suriye ilişkilerine etkileri hakkında kısa bir değerlendirmede bulunulacaktır. ; Abstract ; From its inception in a problematic way of navigating the Turkey-Syria relations, especially Bashar al-Assad came to power in 2000 and then as never before in history has entered a period of good and positive. Since 2001, rapidly evolving and improving bilateral relations, 17 December 2010 in the North African country, which started in Tunisia and all the Arab countries surrounding the post-Arab Spring in Syria began in internal turmoil and the subsequent process to the breaking point has come. Ties this development and after the decline in the September 11 events, along with a "new world order" concept, in fact the U.S.'s sole and absolute power as the activities to be carried out a kind of a transitional period, the fact that it has led. S.Huntington's "Clash of Civilizations" thesis out with the U.S., Rimland countries in the region by creating regional sectarian conflict by removing the civil war of resistance against the occupation forces to break the global aims. In this study a new understanding of foreign policy in Afghanistan and Iraq and the Middle East, but the language in shaping employees burning the U.S., suggesting ally Turkey on Syria intervention will be examined. In the study of the Middle East geopolitics in the framework of Syria's foreign policy and security perceptions of the AKP's foreign policy, the strategic partnership model partnership in historical process in Turkey - U.S. relations, today in the Middle East and Syria developments across the United States and Turkey in this respect the attitude and their impact on Turkey-Syria relations will be provided with a brief assessment.

Bu çalışmada bugünün Türkiye'sini anlamamız açısından Amerika Birleşik Devletleri-Türkiye Cumhuriyeti ilişkilerinin hızlanmaya başladığı 1945-1952 döneminin önemi vurgulanmış ve II. Dünya Savaşı sonrasında ortaya çıkan yenidünya düzeni içerisinde oluşturulan Türk iç ve dış siyasetinin ABD politikalarından ne kadar etkilendiği incelenmiştir. Çalışmanın birinci bölümünde; II. Dünya Savaşı ve Savaş sonrası ortaya çıkarılan Sovyet Tehdidi, Türkiye ile ABD'nin bu tehdidi algılama şekilleri ile Türk Amerikan yakınlaşmasına değinilmiştir. İkinci bölümde Truman Doktrinin neden ve nasıl yayınlandığı, Marshall Yardımları ile Türkiye'ye ne gibi yardımlar yapıldığı ve Truman doktrine karşı Sovyetlerin verdiği tepkiye yer verilmiştir. Üçüncü bölümde ise iç politikadaki çok partili hayata geçiş süreci, Türkiye'deki toplumsal değişimlere ve dış politikadaki değişimlerle NATO üyeliğine uzanan süreçte ABD'nin uyguladığı politikaların nasıl etkilediği incelenmiştir. 1945-1950 döneminde CHP tarafından başlatılan ABD eksenli politikalar Truman Doktrini'nin ilan edilmesiyle doruk noktasına ulaşmıştır. Doktrinde öngörülen askeri yardımlar ve doktrinin sonucu olarak nitelendirilebilecek Marshall Planı ile başlayan ekonomik yardımların sürdürülmesi için gösterilen çabalar bir süre sonra, yöneticilerin kişisel ve sınıfsal tercihlerinin de etkisiyle aşırıya kaçmıştır. Türk- Amerikan ilişkileri, Türkiye'nin NATO'ya girişiyle ittifak niteliği kazanan yeni bir döneme girmiştir. Truman Doktrini ile başlayan süreçte; sonuçları günümüze kadar uzanan politik, askeri, ekonomik ve kültürel ABD etkisi Türk siyasal hayatına yerleşmiştir. ; This study focuses on the significance of the 1945-1952 period, in which Turkey-United States relations has started to accelerate and explores how Turkish domestic and foreign policy has been affected by the U.S. policy in the new world order, emerged after 2nd World War in order to grasp Turkey's position today. 2nd World War and Soviet threat uncovered in the post-war period, Turkey's and the United States' approach towards such a threat and close contacts between Turkey and U.S. is studied in the first chapter of the study. In the second chapter, why and how the Truman Doctrine was set forth, Marshall Aid that had reached to Turkey and Soviet Union's reaction against the Truman Doctrine are covered. In the third chapter the transition process to multi-party system in the domestic politics of Turkey and how U.S.' policies had affected Turkey in the process that extends to NATO membership and changes in the foreign policy as a result of the social changes are examined. U.S. dominated politcs, initiated by the Republican People's Party in the 1945-1950 period, has reached its climax with the declaration of Truman Doctrine. The efforts to continue getting military aids, projected in the Doctorine and economical aids, which can be evaluated as initated by the Marshall Plan had exceeded its limits with effects of the personel and class preferences of the administrators. Turkish-American relations has entered into a new era, with Turkey's entry into NATO; the political, military, economical and cultural influences of the United States, which is extending up to the present, is settled in Turkish political life.

Bu çalışma, İkinci Dünya Savaşı'nın bitmesiyle oluşan iki kutuplu uluslararası sistemde Türkiye'nin sistemdeki yerini ve Soğuk Savaş dönemi Türk dış politikasını realist teorik yaklaşım çerçevesinde incelemeyi amaçlamaktadır. ; The Cold War was a power struggle with political, military, technological and economic dimensions that began after the Second World War and continued between the two poles led by the U.S. and the Soviet Union until 1991. During this period, external factors became more effective than internal factors in the formation of Turkey's foreign policy. In the new world order, Turkey, because of the threat to itself from the USSR, chose to be on the U.S. and the Western Bloc side. The aim of this study is to investigate Turkey's position in the bipolar international system after the end of World War II and examine the Turkish foreign policy during the Cold War within the context of the realist theoretical framework.

A recent surge in studies on high-level leader diplomacy has the potential to evolve into a fruitful research field. While the current literature predominantly focuses on the leader visits of two great powers, the U.S. and China, this emerging field requires both broadening and deepening in its scope. We lack data on leader visits from the vast majority of countries, and many existing hypotheses do not adequately explain the determinants in various cases. The more countries that are covered and the more refined our hypotheses become, the more insightful this field will be in understanding interactions among states and international organizations. This article aims to present the current state of the literature on leader visits and suggests potential areas of interest for future research.
