The deployment of NATO missile defense shield (EuroPRO) elements in Eastern Europe determines explicitly the so-called strong security of Russia and it represents a serious disruptive factor in its relations with the West. In such context, in the last three years the Ukrainian crisis has additionally complicated and actualized security situation because it turned out that, besides internal factors, it is largely influenced by some external factors, as well. In March 2014 Crimea unilaterally separated from Ukraine and it was joined to Russia whereas an armed conflict between central authorities and armed formations of rebellious pro-Russian population started in the parts of Donetsk and Luhansk. Ukraine accused Russia of the annexation of Crimea; their relations were reduced to minimum and in the last three years they have remained such tendency. The change of Crimean status has largely aggravated the relations of Russia with Western countries, which resulted in complex political and security situation in the Black Sea Region, which threatens to disintegrate the whole system of regional stability with potential implications for global security, as well. The deployment of EuroPRO elements in Romania and militarization of the Crimean Peninsula affect to a great extent regional stability of that part of the old continent and they represent one of essential destabilizing factors that is in direct correlation with a high level of entropy of the European political and security system.
After the cold war, when the Eastern block collapsed, considerable changes were made in the world security architecture. Althought it seemed like a beginning of more certain and secure era, cold war ending didn't fulfill expectations neither the main actors in the cold war conflict, nor the expectations of the rest of the world. Besides, collapse of one block, didn't stop growth dynamic of new power centers. Tendencies for power are not new and unfamiliar to human. When bypolar system collapsed, other subjects started fighting for the positions. PRC role with her enormous people potential, growing economy and strengthened military is evident. Soviet Union, accordingly Russian Federation, believed that there was no more need for strenghtening the other block, especially when the opposite doesn't exist. But, former partners included the opposite side, and that made more tensions between Russia and United States. Rest of the world didn't get better chance to create own future. On the contrary, especially for the peripheral and semiperipheral countries, new threats appeared that destabilized individual and collective security. Efforts to make human community rational, were always idealism and those efforts were considered utopian, but under the given circumstances, for the international stability, the most accseptable model is model of global triangle - China, Russia, USA. Reason why this three countries is ther specific potention: USA is powerful technological, military and political center, RF is worlds warehouse' and China is the worlds manufacture. In the globalism domination over nationalism era that model could be the optimal 'braking and balance' system in the international relations- political ideal that all liberal schools wanted to acchievestarting Lock, Montesquieu, Rousseau till today.
United States participation in international politics during the period between the two world wars, come not only from the general and often declarative interest in peace, but was also a consequence of extremely rapid expansion of their foreign trade and overseas capital investments. It was a period of intense financial diplomacy, when efforts to maintain the gold standard, to determine the amount of reparations and the manner of payment of war debts, brought confusion not only in relations between victors and vanquished, but also in relations between the United States and its former European allies. Abandonment of the gold standard and the creation of the tripartite agreement between the United States, Britain and France, in the 1936, was a milestone in the development of international monetary cooperation and the role of United States in international economic relations. .
The war in Kosovo and Metohia was the result of a decade long tensions between ethnic Serbs and Albanians. It was led from the air in order to avoid more potential victims in case of land invasion. The end of war was the result of mutual concessions: from NATO side and the Serbian one. The sovereignty of FRY was not put into question, but a great autonomy of Kosovo was predicted including the possibility of independence acquisition (secession). The Resolution 1244 was not abolished, but it was being derogated in order to prepare the fundament of Kosovo independence. Serbian military-security forces were withdrawn from the territory of Kosovo and Metohia. NATO intervention was not legal from the point of view of international law, but it subordinated sovereignty to human rights. Intervention was justified in cases of humanitarian need. Event though humanitarian need (catastrophe) is taken as the basis for the intervention, the example of such kind could not be found in the past. So, Kosovo cases were qualified as sui generis one. Thus, the war in Kosovo became an example to be followed in the future, and an unresolved situation may become the threat to the peace and security in the surrounding countries. Democratic countries give themselves the right to interfere and intervene into internal affairs of others differently from the autocratic ones, which was supposed to be neither correct nor consistent. Kosovo conflict and war rattled global power structure, especially with China and Russia as new challengers of the USA power. Both countries are trying hard to reach USA, but they are still in transition with unstable financial systems, migrations and unresolved system of social protection. Regarding Kosovo conflict and war, they engaged themselves rather indirectly than directly. As Security Council permanent members they were voting against the independence of Kosovo, but did not involve themselves into the war directly. Kosovo war showed how China is backward regarding war technique, and Russia regarding financial engagement. In addition, China expected membership in WTO, and Russia a great financial assistance. Russia engaged in negotiations via the Contact Group. With the arrival of Putin, Russia could not engage in Balkan more militarily but only commercially due to the fact most Balkan countries entered NATO or Partnership for Peace Programme. Internal cohesion of Russia with centralistic governance was reinforced, and ethnic tensions were calmed down. The perspective of Russia is United Nations and commerce through pipeline.
Higher education in the United States is the best in the world according to most quantitative and qualitative indicators. Universities in the United States, along with those in the United Kingdom, attract the best students not only from Europe but around the world including the most populous countries and growing economies such as China, India, Brazil or Indonesia. At the same time, renowned professors and researchers mostly work in the United States, given the excellent working and research conditions. However, the strength of American universities is, at the same time, their weakness in the context of the COVID-19 epidemic. Most universities are private universities that depend entirely on the market, donations, and mostly student tuition. The epidemic has exacerbated the problem of marketing education in the United States, bearing in mind that most students are reconsidering the continuation of schooling due to economic uncertainty that the epidemic brings and uncertain labour market. Focusing on the case study of Northwestern University, the text is analyzing the economic and social consequences of the epidemic on higher education in the United States, as well as possible ways to overcome it. ; Visoko obrazovanje u Sjedinjenim Američkim Državama je po većini kvantitativnih i kvalitativnih pokazatelja najbolje na svetu. Univerziteti u Sjedinjenim Američkim Državama, zajedno sa onima u Ujedinjenom Kraljevstvu, privlače najbolje studente ne samo iz Evrope već širom sveta uključujući najmnogoljudnije zemlje i rastuće ekonomije poput Kine, Indije, Brazila ili Indonezije. Istovremeno, priznati profesori i istraživači mahom rade u Sjedinjenim Američkim Državama, imajući u vidu sjajne uslove za rad i istraživanja. The phenomena of secret diplomacy and spheres of influence are closely related. History of international relations testify that the most common areas of interest are established through secret diplomacy. Nothing in this sense isn't changed even in the modern world. When you establish a balance of power between the great powers, then you must agree about access on the division of influence spheres. These arrangements are kept at a diplomatic level with the absence of the public. This agreements are secretly signed and its waiting for decades and centuries, and with many of that public will never be aware of. Spheres of influence (zone of interest) are usually created by a secret agreement between two or more major powers through secret diplomacy, and always at the expense of third countries (nation). It can be said that the struggle for spheres of influence was basically the cause of many, including world wars and after World War II continued the USA and the SSSR. History of the Balkan region and relations among people who inhabit it, clearly shows that he was for centuries the scene of clashes geopolitical interests of global power centers. At the present moment Balkan geopolitical scene is area for dominance of the great powers. At some point it will become the space establishment of interested spheres. That will happen through secret diplomacy.
Although it had had some drawbacks, Dayton's Peace Accord was to be a successful one due to the following reasons: Firstly, USA finally realised they had been the crucial factor of war ending in Bosnia and Herzegovina, otherwise their credibility as the great power would be put into question. Secondly, Croatian military operation called 'Oluja' ('Storm') and ruthless bombing of Serbian targets in Bosnia and Herzegovina changed balance of power and created factual fundament for negotiation on territorial division by drawing of future maps on the field. Thirdly, Milošević finally realised Serbs from Bosnia were a primary obstacle toward the lifting of international sanctions and set free isolation. Fourthly, American administration gave a full freedom to the main negotiator Holbrooke to lead the negotiations. Finally, Dayton's Peace Accord managed to ensure the cease of fire, which was the greatest achievement of it. On the other hand, it could not give the answer to the question of the future of Bosnia and Herzegovina either it is in integration or separation. The basic problem which is going to appear during its implementation will include nation building process on the ruins of the war. This is because the above mentioned process is influenced by domestic political forces, considerations and dilemmas besides strong international civic and military presence. In this point coercive diplomacy has proven to be unsuccessful. It might be rung off.
Freedom of expression enjoys a particular protection in the case-law of the European Court of Human Rights. According to the Court, freedom of expression constitutes one of the essential foundations of a democratic society, and one of the basic conditions for its progress and for the development of every man. Moreover, it is applicable not only to 'information' or 'ideas' that are favorably received or regarded as inoffensive or as a matter of indifference, but also to those that offend, shock or disturb the State or any sector of the population, since these are the demands of that pluralism, tolerance and broadmindedness without which there is no 'democratic society'. This high valuing of freedom of expression is particularly striking when it comes to the political speech, the free political debate being a distinctive feature of a democratic society. Nevertheless, the European Court considers that whoever exercises his freedom of expression undertakes 'duties and responsibilities', and that the freedom of political debate is undoubtedly not absolute in nature. More concretely, when the hate speech is at issue the Court underlines that the tolerance and respect of equal dignity of all human beings constitutes one of the essential foundations of a democratic and pluralist society, and that in a democratic society, in principle, it may be considered necessary to punish and even to prevent all forms of expression which propagate, incite, promote, or justify the hate based on intolerance. Taking into account the notion of prohibition of hate speech in the constitutional system of the Republic of Serbia, and the place of the European Convention on Human Rights in its hierarchy of legal sources, this paper follows the evolution of the European Court's case-law as to the understanding and definition of conditions under which it may be considered necessary in a democratic society to restrict freedom of expression because of hate speech. This legal standard - necessary in a democratic society, is then compared to the clear and present danger test, which has been developed for almost a century in the case-law of the Supreme Court of the United States of America, and which application is sometimes recommended in Europe.
Foreign investment fund in the world has multiplied several times in the last twodecades. However, growing trend of foreign investments fl ow has been broken by the recentfi nancial crisis in the world. Lower infl ow of foreign investments into the developingcountries has made the funding of their current accounts diffi cult, because it becamemore diffi cult for them to get loans in the international capital market. Most net importersof capital are net debtors in the international capital market, which made them increaseinvestment attractiveness for international investors. Thus they tried to decrease theirexposure to the loan market. Although foreign investments are desirable source of fundingthe current account defi cit, net infl ow of these funds generates negative balance in theincome account and puts pressure on the balance of payments of the country. World investmentfl ows have returned to the upward trend in 2013.This paper analyses foreign investments fl ow in the world, by groups of countries.The groups of countries, the subject analysis of this paper, are: Asia, Latin America,Africa, countries in transition and developed countries. The most signifi cant countriesthat are net exporters of capital in the world are the European Union and USA, while thebiggest importers are the growing Asian countries. Starting period for this analysis is1990, and ending period is 2013. Therefore, time series of the analysis covers economiccycles, i.e. rise from the nineties of the last century, then the period of global fi nancial andeconomical crisis that lasted all the ay until the end of 2012.
Početak dvadeset i prvog veka obeležio je najveći teroristički akt u istoriji čovečanstva, 11. septembar 2001. godine. Samoubilački napadi izvršeni tog dana na teritoriji Sjedinjenih Država su načinom na koji su izvedeni, svojom veličinom i posledicama, osigurali da početak novog milenijuma ostane upamćen u svetu po nagloj ekspanziji međunarodnog terorizma, koji je zbog neposrednih žrtava, materijalnih razaranja, i stalnog straha i nesigurnosti koje izaziva, gotovo sve šokirao i prestravio. Savremeni terorizam, dramatično oslikan kroz 11. septembar, danas predstavlja jedan od ključnih bezbednosnih problema i izazova globalizovanog društva, čiji sve češći, razorniji i smrtonosniji akti jasno ističu njegovu dominaciju nad drugim oblicima ugrožavanja bezbednosti. Ubrzo nakon 11. septembra, predsednik SAD Džordž V. Buš Mlađi objavio je sveopšti, prostorno i vremenski neograničen rat terorizmu, uz podršku većine zemalja u svetu kao i međunarodnih institucija, poput NATO i UN. Ovaj nekonvencionalni rat obuhvatio je mnoštvo vojnih, političkih i legislativnih akcija koje za glavni cilj imaju sprečavanje i suzbijanje terorizma na globalnom nivou. U tu svrhu donesene su posebne protivterorističke strategije kao i mnoštvo podstrategijskih dokumenata, kako u SAD, tako i u Evropskoj uniji kao i u njenim zemljama članicama. Američka nacionalna strategija za borbu protiv terorizma otklonila je propuste protivterorstičke prevencije i rezultirala podizanjem nivoa unutrašnje bezbednosti SAD. Glavni pokazatelj njene efikasnosti je činjenica da su Sjedinjene Države ostale pošteđene velikorazmernih terorističkih napada posle 11. septembra. To nije bio i slučaj sa Evropskom unijom, njihovim najvećim saveznikom, koju je u prvoj deceniji ovog rata Al Kaida prestravila sa dva velika napada (Madrid 2004. i London 2005. godine). Nažalost, EU je još uvek i meta i baza islamističkih ekstremista što predstavlja dokaz, a i najozbiljnije upozorenje, da je njena protivteroristička prevencija, za razliku od američke, u jednom ili više segmenata neadekvatna (propustljiva). ; The beginning of the twenty-first century was marked by the biggest terrorist act in the history of humanity, September 11, 2001. In the way that they were carried out, their size and consequences, suicide attacks committed on that day on the territory of the United States have ensured that the start of the new millennium will be remembered in the world by the rapid expansion of international terrorism, which has shocked and horrified almost everybody due to the direct victims, material damage, the fear and insecurity which evokes. Today, modern terrorism, dramatically portrayed through 9/11, represents one of the key security issues and challenges of a globalized society, whose frequent, more destructive and deadly acts clearly emphasize its domination over the other forms of endangering safety. Shortly after 9/11, the U.S. President George W. Bush Jr. announced an all-out, spatially and temporally unlimited war on terrorism, with the support of most countries in the world as well as international institutions, such as NATO and the UN. This unconventional warfare included a variety of military, political and legislative actions whose main objective is to prevent and combat terrorism on a global level. For this purpose, the special anti-terrorism strategies, and a number of other relevant strategic documents were adopted, both in the USA and in the European Union, as well as in its Member States. The U.S. National Strategy for Combating Terrorism has eliminated the glitches in American anti-terrorism prevention and resulted in raising the level of internal security of the United States. The main indicator of its effectiveness is the fact that the United States have been spared of large-scale terrorist attacks after the 9/11. This was not the case with the European Union, its biggest ally, which in the first decade of this war was terrified with two large attacks by Al Qaeda (Madrid 2004 and London 2005). Unfortunately, the EU is still the target and a base of Islamist extremists, which is an evidence and a most serious warning that its anti-terrorism prevention, unlike the U.S.'s, is in one or more segments inadequate (permeable).
In the last twenty years the world has undergone serious changes, unfortunately not in positive direction. The collapse of the bipolar system and the establishment of one bloc hegemony - NATO headed by the USA, has not only failed to establish more stable and secure international relations, but, on the contrary, it has corresponded with the greatest insecurity and uncertainty of the mankind ever since World War II till the present day. After the 'counter-balance' disappeared, there has been open political, economic, even direct military, interference by the Alliance states in the sovereignty of many countries. Consequently, the world's conflicting potential has largely increased. Apart from the threats present from earlier, the contemporary world is faced with a series of new, formerly unknown or marginal, ones. The most notable among them are: uncontrolled escalation of armed conflicts; international terrorism; proliferation of nuclear and other weapons of mass destruction; expansion of drugs trafficking; illegal cross-border migrations; human trafficking and trafficking in human organs; piracy; criminalization of different areas of living; etc. The economic and financial crises have additionally warned the world of the limitedness of natural resources and, in the most serious form, posed the issue of the fight for preservation, or conquest of areas rich in raw minerals. Apart from the current courses of action in the fight for control over the natural resources, both new methods of action and new areas of contest are emerging (Arctic, Antarctic .; above and under the Earth's surface; on the sea, and under the sea bottom), over which the interests of great powers will be increasingly conflicting. Michael Klare, the author of well-known books 'Blood and Oil' and 'Resource Wars', convincingly evokes a growing hunger for resources by the picturesque title of his latest book 'Race for What's Left: Global Scramble for the World's Last Resources'. For success in this new competition in strength and skills, new strategic concepts are required. Some have already been created and preliminarily tested; others are being prepared for implementation and corrected 'on the go' based on the performance of already proved solutions; still others are being hurriedly shaped. Understandably, along with this, what actual and potential rivals do related to this, or what their activities suggest, is watched closely.
У овом раду разматраћемо музичка издања Јована Фрајта и Сергија Страхова која су публикована у периоду од 1921. до 1945. (?) године у Београду. Увидом у сачуване делове колекција Фрајтових и Страховљевих издања, уз њихово допуњавање подацима из дневне штампе и периодике, те мемоарске и архивске грађе могуће је да се начини делимична реконструкција поља популарне музике у Југославији која подразумева издвајање значајних композитора, текстописаца и извођача популарних песама из тог периода, као и жанрова и културних утицаја (САД, Немачка, Аустрија, Мађарска, Италија, Француска, СССР итд.). Поређењем тенденција у овој области на простору Југославије са тенденцијама у другим земљама пружа се основ за изношење претпоставки о својствима домаће популарне музичке продукције. Сврха тога је да се укаже на околности настанка аутономне југословенске популарне музичке продукције, као и да се размотри значај овог сегмента у истраживању југословенског друштва и културе тог доба. ; In the existing research of the cultural phenomena in the region of the Kingdom of Serbs, Croats and Slovenes/Yugoslavia not much attention has been devoted to the issue of the expansion of popular music. The reflections on the rise in the interest in musical accomplishments of commercial character in urban centres across Yugoslavia are rare and insufficiently detailed, which is why data on key agents, institutions, creative tendencies and forms of consummation in the field of popular music are missing, as well as the data on their wider circumstances (social, economical, political, etc.). The majority of data is found in memoirs but these data are not adequately systematized and contextualized. The plethora of data is also found in sources like musical editions that have not been researched until now. Namely, in the period after the First World War there were several private music publishers who dedicated a significant part of their collections to the genre of popular music/Schlager music. This is especially relevant for publishing houses of Jovan Frajt and Sergije Strahov, which were stationed in Belgrade, and publishing houses Akord and Albini from Zagreb. The inspection of the preserved pieces of the collections of editions by Frajt and Strahov, which was completed by the data from printed programmes of Radio Belgrade as well as the archive material, it is possible to partly reconstruct the field of popular music in Yugoslavia. This implies singling out important composers, writers and performers of popular songs from that period, as well as the genres and cultural influence (USA, Germany, Austria, Hungary, Italy, France, USSR, etc.). The comparison of tendencies in this field in the region of Yugoslavia with tendencies in other countries provides a basis for making presuppositions concerning the features of domestic popular music production. The purpose of such a procedure is to indicate the circumstances in which an autonomous Yugoslav popular music production emerged in the period between the two World Wars, as well as to consider the significance of this segment in the research of Yugoslav society and culture of that period.
Američka administracija zainteresovala se još pedesetih i šezdesetih godina prošlog veka za zemlje severne Afrike, kada su one stekle nezavisnost. Krajem Hladnog rata, američki zvaničnici pozvali su sve severnoafričke zemlje da se uključe u proces globalizacije svetske ekonomije, a posle događaja iz septembra 2001. godine u Sjedinjenim Američkim Državama, njihovi istraživački centri počeli su ozbiljnije da proučavaju islamske pokrete unutar i izvan islamskog sveta. Predmet istraživanja ove doktorske disertacije je određivanje američkih spoljno-političkih interesa i vrednosti prema islamskim pokretima na severu Afrike na početku XXI veka. Naučni cilj ovog istraživanja je naučno objašnjenje američke spoljne politike prema islamskim pokretima, posebno uzroka promene u američkoj spoljnoj politici i njen budući pravac kretanja prema političkim partijama i pokretima, nakon revolucija arapskog proleća i dolaska ovih islamskih partija na vlast u Tunisu, Egiptu i Libiji. To podrazumeva naučnu deskripciju i klasifikaciju značajnih islamskih pokreta na severu Afrike s naglaskom na njihov uticaj na američku spoljnu politiku. Društveni cilj ove teze je da ponudi naučno zasnovane osnove za razvoj odgovarajuće američke spoljne politike prema islamskim pokretima, uključujući i ulogu nezavisnih istraživačkih centara kao i sredstava informisanja u kreiranju američke spoljne politike. Najveću primenu u ovoj disertaciji imale su statistička i komparativna metoda, kao i analiza sadržaja dokumenata kao metoda prikupljanja podataka. Rezultat, odnosno naučni doprinos doktorske disertacije zasniva se na dva bitna činioca. Prvo, ova tema nije razvijena u naučno delo u našoj i savremenoj naučnoj literaturi, dakle radi se o originalnoj doktorskoj disertaciji. I drugo, zbog naučnog cilja odnosno naučnog objašnjenja američke spoljne politike prema islamskim pokretima, kao i njihovoj klasifikaciji. Društveni značaj i očekivani rezultati odnose se na sprovođenje američkih spoljno-političkih interesa i vrednosti, i proučavanja uticaja međunarodnog terorizma i radikalnih islamskih pokreta na američku spoljnu politiku, posebno u procesu globalizacije. ; The American administration has shown interest during the 1950-1960's for the North Africa countries, after their independence. By the end of the Cold War, the US officials has invited all North African countries to engage in the process of globalization of the world economy, and after the events during September 2001 in the USA, their research centers has begun more serious to study the Islamic movements inside and outside the Islamic world. The subject of this doctoral thesis is to determine US foreign policy interests and values towards the Islamic movements in the North of Africa at the beginning of the XXI century. The scientific objective of this research is the scientific explanation of US foreign policy towards the Islamic movements, particularly the causes of changes in US foreign policy and their trends towards political parties and movements, after the Arab spring revolutions and the arrival of these Islamic parties to power in Tunisia, Egypt and Libya. It includes scientific description and classification of the significant Islamic movements in the North of Africa, with an emphasis on their impact on US foreign policy. The social objective of this thesis is to offer science-based foundation for developing the appropriate US foreign policy towards the Islamic movements, including the role of independent research centers and the media in the creation of American foreign policy. The most used methods in this doctoral thesis were statistical and comparative methods, as well the content analysis for collecting the data. The result, ie scientific contribution of this doctoral thesis is based on two important factors. First, this theme has not been developed as scientific work in our and modern literature, so this is an original doctoral thesis. And second, because of the scientific explanation of American foreign policy towards the Islamic movements, as well as their classification. The social significance and expected results relates to the implementation of US foreign policy interests and values, and studying the impact of international terrorism and radical Islamic movements towards American foreign policy, especially during the process of globalization.
Disertacija sarži uvod, četiri poglavlja i zaključak. U prvom poglavlju pod naslovom "Nastanak i delovanje Organizacije ujedinjenih nacija" izložen je početak pojave ideje Međunarodne organizacije kao i istorijski razvoj ovog koncepta do svetske porodice u današnje vreme, koju čine 193 države. Takođe, dotaknuta je serija izjava kao i međunarodne konferencije koje su dovele do formiranja Organizacije ujedinjenih nacija, formulisanja njenih ciljeva i principa, kao i načina i uslova učlanjenja u tu organizaciju. Detaljnije su proučavane uloge Generalne skupštine i Saveta bezbednosti zbog njihove važnosti. U drugom poglavlju, pod naslovom "Razlozi koji ukazuju na potrebe reforme Organizacije ujedinjenih nacija", objašnjeni su sledeći razlozi neophodnosti reforme ove organizacije: 1. skretanje Ujedinjenih nacija s puta; 2. kontradiktornosti sistema Ujedinjenih nacija; 3. nedostaci Povelje Ujedinjenih nacija; 4. nedostaci u mehanizmu donošenja odluka; 5. svetske promene; 6. mistifikacija u misijama Ujedinjenih nacija; 7. moćna središta; 8. raskorak između misije i raspoloživih sredstava; 9. korupcija. U trećem poglavlju, pod naslovom "Organizacija ujedinjenih nacija između povelje i dominantne sile" objašnjen je odnos Sjedinjenih Američkih Država sa Organizacijom ujedinjenih nacija kroz sledeću grupu tačaka i tema: 1. siže američkih promena od izolacije do internacionalizma; 2. politika SAD u Ujedinjenim nacijama tokom hladnog rata; 3. stav SAD o ulozi UN u oblasti čuvanja mira, ekonomske saradnje i ljudskih prava; 4. stav SAD prema UN u periodu pre raspada Sovjetskog Saveza; 5. SAD i UN posle hladnog rata; 6. američki stav prema UN posle završetka hladnog rata 7. administracija Džordža Buša i Ujedinjene nacije (opšti stav prema međunarodnoj organizaciji, političko viđenje SAD pre i posle događaja 11. septembra 2001. godine); 8. američki interesi i reforma Ujedinjenih nacija (reforme UN i realizacija američkih interesa, američko viđenje reformi); 9. predsednik Barak Obama i njegova metodologija za promene i odnos sa UN. U četvrtom poglavlju, pod naslovom "Reforme Organizacije ujedinjenih nacija" definisan je problem ove studije kroz grupu tačaka i pitanja i istraživane su međunarodne promene koje je svet doživeo kao glavni faktor za izvršenje procesa reforme koje su potrebne Ujedinjenim nacijama. ; The dissertation consists of an introduction, four chapters and the conclusion. The first chapter:"The Emergence and the Function of the United Nations", deals with the emergence of the idea of international system , and how this idea developed historically till it reached nowadays to international family consisting of 193 states of various continents and cultures . These states are joined in an institutional frame founded on optional and contractual pillars, which is the United Nations. In addition, it deals with the chain of declarations and conferences that led to the foundation of this organization. Moreover, it focuses on the purposes, principles and membership of the United Nations, as well as the General Assembly and Security Council due to their important role in the United Nations system. The second chapter: "The Reasons for the Reform of the United Nations", deals with the necessity reasons for reform; due to the United Nations is in urgent need of it. The intended reform is to do whatever necessary to raise its efficiency and performance. Therefore, it is possible to determine the objective reasons of this reform in the following titles, and they are: 1. The deviation of United Nations from its course that it was founded for; 2. The inherent contradictions of United Nations system since its foundation, 3. The deficiencies and imbalances in the United Nations Charter; 4.The imbalance in decision –making structures and mechanisms; 5. International Changes; 6.The vagueness of tasks entrusted to the United Nations; 7. Extreme Centralism; 8. The big gap between the intended tasks to be achieved and the available resources; 9. Corruption. The third chapter: "The United Nations between the Charter and the Dominant Power", focuses on the relation between the USA with the United Nations. This is a necessary item for the research due to the current international conditions and challenges facing humanity such as local and regional conflicts, health, natural catastrophes, etc. which fall under the scope of the United Nations. The dominant role the US plays in the international arena singles out its special impact on the performance of this organization. This role has gone through many changes in recent history depending on the geopolitics of the world namely after the collapse of the Eastern Bloc and the advent of the short-lived unipolarity up to the beginning of emergence of multipolarity. Every stage marked nuances in the US policy towards the United Nations. In fact, the US approach to international affairs developed in big leaps from isolationism to its involvement in WWII and the establishment of the United Nations.
