The materials in this series of the Administration and Finance Administrative Files reflect the work of Herman J. Brames, former Vice President of Administration and Finance at the University of South Florida St. Petersburg. Mr. Brames joined USF in 1964 as a resident instructor in Beta Hall on the Tampa campus. He also taught behavioral science courses in the College of Basic Studies. By 1965, USF applied to the federal government to take over the former site of the United States Maritime Service Training Station along Bayboro Harbor. Mr. Brames came to the campus as center administrator in August 1966. Over the years, he held many leadership positions on campus, retiring in the spring of 2003 as vice president of Administration and Finance. This position included oversight of campus site acquisitions and improvements, physical plant, and auxiliary services. The bulk of the collection (dates: 1963 to 1984) is composed of property information related to the original campus site along Bayboro Harbor and annual reports submitted to the United States Department of Health, Education, and Welfare (HEW) to comply with terms for acquiring this site. Beginning with its inception as the first branch campus of the University of South Florida (USF) in July 1965, the University of South Florida St. Petersburg's academic programs received full recognition under the umbrella of the colleges and academic divisions of the USF Tampa campus. Changes in legislation and a memorandum of delegation between USF and USF St. Petersburg have since provided for increased autonomy in academic, curricular, and fiscal matters. After hiring a substantial number of new faculty and creating distinct colleges and programs of distinction at USF St. Petersburg, members of the campus community compiled and submitted an application to SACS-COC seeking separate accreditation of academic programs. The materials in this collection represent an archival copy of the SACS-COC application that campus administrators sent to the SACS office in Atlanta, Georgia. Since the submission of the 2004 application and 2006 compliance certification, USFSP has received separate accreditation within the USF System.

The subject of this article is to look at the emergence of the principle of provenance through the prism of the rationalization theories described by Max Weber and Karl Mannheim. Although this is not the first time the subject of the genesis of the principle of provenance and its importance for the development of archives is taken up, it is probably the first attempt to present this topic through the prism of sociological rationalization theories. This article also contributes to a further, broader look at archives through the prism of the macdonaldization theory described by Georg Ritzer, which is intended to show the development of archives in a globalizing world. One of the predecessors and pillars of macdonaldization is precisely bureaucracy. Such an approach allows the presentation of archives against the background of social changes taking place in the 20th and 21st centuries. The article is a theoretical study based on the analysis of the literature on the subject.

After serving with the Unites States Army, he earned a masters of arts in International Studies from The Johns Hopkins University, spending one year studying in Bologna, Italy. He continued his education, first, on an exchange at the University of Bonn, Germany, and then completing his PhD in Political Science at the University of Notre Dame. His pursuit of knowledge did not end with this prestigious degree. He was the first faculty member at USF St. Petersburg to receive a fellowship from the National Endowment for the Humanities. Steven F. Lawson is professor emeritus of history at Rutgers University. He holds a B.A. in history from City College of New York (1966), and an M.A. and a Ph.D. in American history from Columbia University (1967, 1974). Lawson began his teaching career at the University of South Florida, St. Petersburg in 1972. He moved to the USF, Tampa campus in 1978, but continued to teach courses on the St. Pete Campus through the mid-1980s. He served as chair of the USF History Department from 1983 to 1986. From 1992 to 1998 he was head of the History Department at the University of North Carolina-Greensboro, and professor of history at Rutgers from 1999 to 2009. He has written extensively about civil rights, particularly about voting rights for African Americans in the post-World War II period, and is the author of eight books, thirty journal articles, book chapters, and essays. His books include Black Ballots: Voting Rights in the South, 1944-1969 (Columbia University Press, 1976), which won the Phi Alpha Theta Award for Best First Book in 1977; In Pursuit of Power: Southern Blacks and Electoral Politics, 1965-1982 (Columbia University Press, 1985), a CHOICE Outstanding Book for 1986; Running for Freedom: Black Politics in America since 1941 (Wiley-Blackwell, 2013), 4th edition; and (with Nancy A. Hewitt) Exploring American Histories: A Survey with Sources (Bedford-Macmillan, 2018), 3rd edition. He has also been an expert witness in several court cases, including Warren v. Krivanek in 1985, Concerned Citizens of Hardee County Florida v. County Commissioners of Hardee County in 1989, U.S. v. Georgia/ Brooks v. Miller in 1996, and United States of America vs. The State of North Carolina; The North Carolina State Board of Elections; and Kim W. Strach in 2013.
