Der Beitrag analysiert Hintergrund, Gehalt und Reichweite eines im Juli 2000 ergangenen Urteils des Internationalen Gerichtshofs in Den Haag zum internationalisierten Konflikt in der Demokratischen Republik Kongo. Konkret geht es um eine Klage gegen das Nachbarland Uganda, das mit eigenen Truppen auf dem Kongo-Territorium präsent war und dort lagernde Ressourcen ausbeutete. (DÜI-Kör)

Von den neuen Informations- und Kommunikationstechnologien hat vor allem die mobile Telefonie einen schnellen Siegeszug im ländlichen Afrika angetreten. Die vorliegende Schrift befasst sich mit dem Zusammenhang von Telefon und ländlicher Entwicklung, den durch die Liberalisierung expandierenden Märkten für Telefonie und präsentiert vier Fallstudien (Uganda, Senegal, Burkina Faso und Sambia). Limits of humans, chimpanzees (classified "endangered"; Appendix I, CITES) and protected areas are historically and spatially interlocked, forbidding humans to enter the forest while wild animals go and crop-raid peoples' gardens at its edges. Compared to two chimpanzee communities within Kibale National Park, located less than 17 kilometers away, Sebitoli - former logged area - hosts an important density of this species that is explained by spatial and temporal variation of chimpanzee feeding resources within the forest. At Sebitoli site's scale (25 km2), Maxent species distribution model shows that crops located at park's edges and the maintenance work on the road crossing the area can actually favour chimpanzee distribution, adding complementary food resources to wild species of the forest. While territories seem legally disjointed, believes and spirits trespass them and the contact with nature is maintained though imagination, culture and some practices. A mitigated adequation between institutional actions toward crop protection and villagers needs leads to a feeling of detachment toward wild fauna and flora conducting to silent (crop raiding compensations are not continuous) and selective (elephants and baboons concentrate villagers' attention compared to chimpanzees) opposition. Positive (species and spaces conservation) and negative (crop-raiding, poaching) retroactions coexist within local biodiversity management. In dem Beitrag eines Dossiers über Frieden, Sicherheit und Entwicklung in Afrika thematisiert der Autor Hintergründe und Perspektiven des Krieges im Norden von Uganda. Alle Ansätze, den Krieg zu beenden, hätten bisher nicht zum Erfolg geführt. Es sei nicht gelungen, weitere politisch motivierte Gewaltanwendung in der Region zu verhindern. Besonders die lokale Bevölkerung der Acholi seien Leidtragende der "militärischen Lösung ohne Ausweg". (DÜI-Kör)

Der Beitrag eines in den USA tätigen Wissenschaftlers untersucht Rolle und Stellenwert des traditionellen Königtums der Buganda in dem ostafrikanischen Staat Uganda. Er analysiert die traditionellen, institutionellen und administrativen Dimensionen und die ökonomischen Grundlagen dieses "Beinahe"-Staates und die Perspektiven seiner Existenz. 1967 unter der Obote-Regierung abgeschafft, wurde der Buganda-Monarchie in der Verfassung von 1995 ausdrücklich ein Platz eingeräumt. Front Patriotique Rwandais (FPR). Examines external support received by the Rwandan Patriotic Front, especially from Uganda and from Tutsi refugee communities around the world.

In counterdistinction to classical historiography, which does not take into account invisible phenomena, this article examines witchcraft rumors that circulated in colonial Africa, taking them at face value. Through analysis of a particular trial in Uganda, the author shows that stories about "vampires" expressed upheaval in authority relations and the crisis of royal power. Through this study, the author argues for an alternative approach to oral history. (Polit afr/DÜI)
