Polityka wschodnia w koncepcjach Kongresu Liberalno-Demokratycznego

The Kongres Liberalno-Demorkatyczny functioned on Polish political scene in years 1990–1994. In its program it referred to the free market, liberalism and secularism of the state. The leaders of the party were: Jan Krzysztof Bielecki, Janusz Lewandowski and Donald Tusk. In 1994 Kongres merged with Unia Demokratyczna and Unia Wolności was established. The eastern policy in the program of the Kongres Liberalno-Demokratyczny was located on the second place, because the party focused mainly on European integration. The party was in favour of the independence of the former Soviet Republic, preserving good relations with the Soviet Union. The Kongres didn't refer to historical geopolitical conception. The party supported the independence of Ukraine, the existence of which was important for the security of Poland and the central and Eastern Europe.

The aim of the article was the analysis of the political thought of Unia Demokratyczna, Unia Wolności and Partia Demokratyczna demokraci.pl, that refers to one of fundamental pillars of the activity of this group, i.e. the past, and the influence of Komitet Obrony Robotników (Workers' Defense Committee) and "Solidarności" (Solidarity) on the ideological heritage and functioning of UD, UW and PD. The focus was also put on the issue if, and in what way the leading figures of the analysed political subjects emphasised, in the new political reality, their origins while being in widely understood political opposition in the 70s and 80s of the 20th century, and how the program content of KOR and "Solidarity" was reflected in UD, UW and PD statements. The research aim undertook within the considerations was verification of the following research hypotheses: 1) referring to the tradition of Solidarity in the communities of UD, UW and PD was treated as legitimization of power and social trust; 2) associating of UD, UW and PD with the tradition deriving from the period of political opposition was something artificial and created entirely for the purposes of the political campaign and treated as a marketing measure. Among the applied research methods a significant meaning had the analysis of the sources of political thought, including program documents, stenographs of conferences or numerous interviews, as well as the comparative method that served to compare positions of political parties towards particular issues. The conducted analyses imply that UD, UW and PD had different approaches towards the tradition of KOR and "Solidarity", which resulted from grading the political heritage and adaptability of these aspects of activities undertaken in 70s and 80s that suited the new political reality. In this sense the only acceptable form of emphasising the tradition of "Solidarity" in the political thought of UD, UW and PD was using it for promotional purposes in the period of political campaigns, with almost no reference to the tradition of KOR. ; Celem artykułu była analiza myśli politycznej Unii Demokratycznej, Unii Wolności i Partii Demokratycznej demokraci.pl odnosząca się do jednego z zasadniczych filarów działalności tego środowiska, tj. przeszłości, a zwłaszcza wpływu tradycji Komitetu Obrony Robotników i "Solidarności" na dorobek ideowy i sposób funkcjonowania UD, UW i PD. Uwagę skoncentrowano również na tym, czy i w jaki sposób czołowe postacie analizowanych podmiotów politycznych, podejmując aktywność w ramach szeroko pojętej opozycji politycznej w latach 70. i 80. XX wieku, akcentowały w nowej rzeczywistości politycznej swój rodowód oraz na ile treści programowe KOR i "Solidarności" znalazły swoje odzwierciedlenie w enuncjacjach UD, UW i PD. Celami badawczymi podjętymi w ramach poczynionych rozważań była weryfikacja następujących hipotez badawczych: 1) powoływanie się na tradycję "Solidarności" w środowisku UD, UW i PD traktowano w kategoriach legitymizacji władzy i społecznego zawierzenia; 2) utożsamianie się przez UD, UW i PD z tradycją wywodzoną z okresu działalności opozycji politycznej było tworem sztucznym stworzonym wyłącznie na potrzeby kampanii wyborczych traktowanym jako zabieg marketingowy. Wśród wykorzystanych metod badawczych istotne znaczenie odegrała analiza źródeł myśli politycznej, w tym licznych dokumentów programowych, stenogramów konferencji czy wywiadów, oraz metoda komparatystyczna, służąca porównaniu stanowisk partii politycznych wobec podejmowanej problematyki. Z przeprowadzonych analiz wynika, iż UD, UW i PD odmiennie podchodziły do tradycji KOR i "Solidarności", co wynikało z różnicowania dziedzictwa opozycyjnego i zarazem adaptowalności tych aspektów działalności z lat 70. i 80. XX wieku, które przystawały do nowej rzeczywistości politycznej. W tym znaczeniu jedyną akceptowalną formą eksponowania tradycji "Solidarności" w myśli politycznej UD, UW i PD było wykorzystywanie jej do celów promocyjnych w okresie kampanii wyborczych, przy znikomym wręcz odniesieniu do tradycji KOR.

From Democratic (Citizenship) Education to Participative Democracy? Youth's Difficult Way to Active Citizenship ; Od edukacji demokratycznej (obywatelskiej) do demokracji partycypacyjnej? Trudna droga do aktywnego obywatelstwa młodzieży
In this article we make an attempt to join a discussions on the political and social activity of young people in contemporary polyarchies. On the basis of the assumption that the condition for the active fulfilment of civic functions are cognitive skills and the ability to communicate which the individual improves in the education process and through participation in social phenomena, we are trying to find the answer to the following questions: how is participation perceived in today's polyarchies, what can be the determinants of youth's political and social involvement, why do European international organisations – the Council of Europe and the European Union – take measures to activate European youth. In the first part of the article, we focus on democratic participation and try to recognise its role in selected models of democracy. Then we analyse selected aspects of youth electoral absenteeism. We cite examples of the activities of the Council of Europe and the European Union in the field of the youth democratic (civic) activation with an indication of the reasons for this activity. Finally, we point to the relationship between the political and social participation of young people and the condition of modern European polyarchies. ; W artykule podejmujemy próbę włączenia się do dyskusji na temat aktywności politycznej i społecznej młodzieży we współczesnych poliarchiach. Wychodząc z założenia, że warunkiem aktywnego spełniania funkcji obywatelskich są umiejętności poznawcze i zdolności komunikowania się, które jednostka doskonali w procesie kształcenia się i poprzez uczestniczenie w zjawiskach społecznych staramy się znaleźć odpowiedź na następujące pytania: w jaki sposób postrzegane jest uczestnictwo w dzisiejszych poliarchiach? jakie mogą być determinanty angażowania się politycznego i społecznego młodzieży? Dlaczego europejskie organizacje międzynarodowe – Rada Europy i Unia Europejska – podejmują działania z zakresu aktywizowania młodzieży europejskiej? W pierwszej części artykułu uwagę koncentrujemy na uczestnictwie demokratycznym i staramy się poznać jego rolę w wybranych modelach demokracji. Następnie analizujemy wybrane aspekty absencji wyborczej młodzieży. Przywołujemy przykłady aktywności Rady Europy i Unii Europejskiej w zakresie aktywizowania demokratycznego (obywatelskiego) młodzieży wraz ze wskazaniem przyczyn tej aktywności. W końcu wskazujemy na związek pomiędzy uczestnictwem politycznym i społecznym młodzieży a kondycją współczesnych poliarchii europejskich.

Der Beitrag stellt die Ergebnisse der polnischen Parlamentswahlen vom 19. September 1993 dar und analysiert die Ursachen für den politischen Linksruck in Polen, wie er in dem Wahlsieg der Vereinigung der Demokratischen Linken (SLD) und der Polnischen Bauernpartei (PSL) zum Ausdruck kam. Der mit einer Absage an die Parteien der 'Solidarnosc'-Tradition verbundene Linksruck ist nicht zuletzt auf eine zunehmend abwehrende Haltung der polnischen Bevölkerung gegenüber der katholischen Kirche und die negative Beurteilung der sozialen Folgen der Wirtschaftsreformen und der Privatisierung zurückzuführen. Angesichts der von antireformerischen Kräften bedrohten Kontinuität der Wirtschaftsreformen und der Notwendigkeit der Stabilisierung des politischen Systems in Polen ohne Zuhilfenahme autoritärer Maßnahmen hat sich Präsident Lech Walesa zur Gründung eines 'Blocks für die Unterstützung der Reformen' (BBWR) für die Parlamentswahlen im September 1993 entschlossen. Gleichzeitig jedoch soll der Reformblock Walesas Wunsch nach Stärkung der Exekutive dienen. Das politische Profil des Blocks bleibt unklar. Kritiker Walesas weisen auf die Parallelen zu dem von Marschall Pilsudski in der Zwischenkriegszeit gegründeten gleichnamigen Reformblock hin und warnen vor diktatorischen Absichten des polnischen Präsidenten. Der Verfasser behandelt zunächst die Auseinandersetzung um das Wahlgesetz von April bis Juni 1991 und gibt einen Überblick über dieses Gesetz sowie die Durchführung der Wahl im Oktober 1991. Er arbeitet im folgenden die Erben der Solidarität, die Nachfolgeparteien des alten Regimes sowie eine Restgruppe anderer politischer Parteien als die drei zentralen Gruppen von Akteuren bei der Wahl vom Oktober 1991 heraus und stellt die Resultate der Wahl dar. Das Wahlresultat wird als Ergebnis des Zusammenwirkens der Faktoren Wahlsystem, Wahlkampf und Wahlverhalten diskutiert und als Absage an die Wirtschaftspolitik der ersten beiden Solidaritäts-Regierungen interpretiert. Abschließend werden regionale Faktoren, Tendenzen des Wandels im Parteiensystem sowie die Aussichten auf eine stabile Regierung erörtert. (BIOst-Wpt)

The reassertion of the left in post-communist Poland

Gegenstand der Untersuchung sind das Wiederaufleben der politischen Linken im postkommunistischen Polen und ihr erfolgreicher Kampf um die politische Macht. Im Mittelpunkt des Interesses stehen die SdRP (Sozialdemokratische Partei der Republik Polen) als postkommunistische und die Demokratische Union als Post-Solidarnosc-Partei. Der Verfasser fragt zunächst nach der Bedeutung des Begriffs politische Linke in Polen und zeichnet die Fehlschläge reformkommunistischer Ansätze in den siebziger und achtziger Jahren nach. Der reformistische Flügel der kommunistischen Partei und der linke Flügel der Solidarnosc-Bewegung werden als ideologische Wurzeln der gegenwärtigen polnischen Linken herausgearbeitet. Vor diesem Hintergrund werden der Zusammenbruch der Rechtskoalition im Frühjahr 1993 und der nachfolgende Wahlerfolg der linken Parteien analysiert. Das Selbstverständnis der politischen Linken in Polen tritt in einer Weltanschauung zutage, die die linke polnische Intelligentsia als Trägerin westeuropäischer sozialdemokratischer Werte und Orientierungen sieht. Suzerainty and independence of state and its territorial integrality and inviolability of borders are fundamental problems of extrenal seciurity policy in politics programme polish liberal parties. In relations to alliance with United States of America and Common European Security and Defence Policy are the main politcal problems this policy. Platforma Obywatelska presents the most rational standpoint. The present moment ofshows programm a sensible equilibrium between both ofinternational subjects. Unia Polityki Realnej univocally declares strict colaboration with United States ofAmerica. This party perceptions European Union as a threat for Poland. Instead political programm ofPartia Demokratyczna makes activiy of Poland to create Common European Security and EU Defence Policy. This policy is a safeguard to security ofWestern and Central Europe. In all programme ofthese two parties NATO IS PERCEPTIONED as very important element ofsafety, no only regional but global too. All parties detect necessity build matter ofPoland in alliance. For Platforma Obywatelska and Unia Polityki Realnej military implement is important an element of formation the external security. Both of parties perceive necessity to modernize of equipment and organic structure ofarmy. The most fudamental problem is formation ofprofesional army but with elemets ofcivil guard. Der Beitrag gibt einen Überblick über das polnische Parteienspektrum am Vorabend der Palamentswahlen vom 19. September 1993. Die Autorin beleuchtet die Auswirkungen des Wahlgesetzes auf die Kandidatenaufstellung, gibt die wesentlichen Aussagen der Parteien zum Wahlkampfthema Wirtschaftsreformen wieder und stellt die Wahlprogramme von 15 Parteien vor. Darüber hinaus enthält der Beitrag die Profile der einzelnen politischen Parteien in tabellarisch zusammengefaßter Form.
