Abstract
An analysis of the structure of parliaments in European countries shows that a wide range of options developed across the centuries. However, many of these patterns (among which tetracameralism, tricameralism, and qualified unicameralism) did not survive, despite their sometimes-remarkable historical interest. Currently, parliaments in Europe are either unicameral or bicameral: while unicameralism is the most common option, bicameralism is generally adopted in more populous countries and/or States with strong territorial autonomies. As a matter of fact, among varieties of bicameralism, the most common is characterized by a 'territorial' second chamber. Nevertheless, other types of bicameralism deserve attention too, not only to provide a comprehensive outline of the comparative scene, but also to find features that can define emerging trends. For this purpose, a classification of bicameralism will be outlined, mainly examining the patterns displayed by second chambers and the relationships between the two chambers. Combining this classification with the outcomes of the choice between unicameralism and bicameralism, some trends can be detected, although national experiences are so diverse that reliable norms are difficult to identify.

The tenability of such a unicameral legislature in Washington will be analyzed by examining: 1) the background and history of unicameralism; 2) the effect of the reapportionment cases on the need for a bicameral legislature; 3) the "efficiency" of a unicameral as opposed to a bicameral legislature; and 4) means of implementing a change from bicameralism to unicameralism. In addition, results of the authors' poll of state legislators and a sample constitutional amendment are presented.

In the midst of a public debate over the governing majority's project of a Constitution revision, the present paper revisits the unicameralism versus bicameralism debate, a classic one within the disciplinary fields of Constitutional Law and Political Science, and explores its relevance and applicability to Romania's current bicameral legislature. The research starts with an empirical approach, focused on the European area, of some theses more or less shared by field scholars regarding certain correlations between Parliament structure and other state-related variables, while also exploring worldwide trends, in an attempt to later on contextualize the Romanian case in both descriptive and explicative terms. Necessarily preconditioned by the employment of a conceptual framework meant to capture the considerable variety of contemporary bicameral legislatures, the subsequent debate is structured along nine major comparative analysis criteria ideally usable as legislative performance indicators. The final part addresses Romania's Parliament accordingly, from the historical background of its bicameral structure, to a detailed evaluation of its strength and weaknesses.

This survey of unicameralism in sovereign countries & within federations finds that unicameralism is correlated with the absence of federalism, small populations & size, & not being a stable democracy. Since 1914, unicameralism has been on the rise. The predominance of unicameralism among IPU members today is explained mostly by the accession of scores of former colonies to independence in the 1960s & 1970s, while most countries that were bicameral in 1950 still are. The article discloses, however, that throughout the 1980s & 1990s, far more second chambers have been created or restored than abolished, notably because many new democracies have opted for bicameralism. Case studies of democratic countries (New Zealand, Denmark, & Sweden) & subnational jurisdictions (Nebraska, Quebec, & Queensland) that abolished their second chambers are provided. In all these cases, it appears that the move toward unicameralism has not been regretted, in contrast with moves toward unicameralism that occurred in nondemocratic countries, which have sometimes been followed by a restoration of the second chamber. 2 Appendixes. This article aims to present the parliament of the Republic of Estonia. In the article the analyse of legislative regulations and practices of Estonian parliament with the emphasis on the typical features of unicameral parliaments was made. Riigikoku has a strong position and competences which enable it to be engaged in reality and functioning of other authorities. As a unicameral parliament it holds all the legislative power, performs a scrutiny function towards the government as well as a formative function. Examining the function and internal structed of Estonian parliament it can be concluded that unicameralism encourages the speed of legislative process. Important function of the parliament is the scrutiny function, which reveals quite strong position the parliament has towards the executive power. This enables the parliament to influence the composition of the most important authorities. Riigikoku is a strong and independent body which fosters political stability. ; Досліджено правову природу парламенту Естонської Республіки, в першу чергу таку рису парламенту, як унікамералізм. Проаналізовано законодавчі норми та практики діяльності естонського парламенту з акцентом на типових особливостях однопалатних парламентів. Незалежно від того, чи є парламент однопалатним чи двопалатним, він завжди встановлює певні формальні межі, які визначають роботу інших державних органів та установ. Прихильники унікамералізму стверджують, що законодавчий процес в унітарних системах не вимагає функціонування двох палат парламенту. Якщо обидві палати формуються на виборах, вони більшою чи меншою мірою дублюють політичну композицію. Прихильники бікамералізму стверджують, що друга палата дає можливість вносити пропозиції про поправки, особливо в ситуаціях законодавчого поспіху. Внаслідок цього, друга палата відповідає за якість прийнятого закону. Проте, вивчаючи функцію та внутрішню структуру парламенту Естонії, можна зробити висновок, що однопалатний процес стимулює швидкість законодавчого процесу.Вибори до парламенту Естонії є вільними, загальними, прямими, а голосування є таємним. Право голосу мають громадяни Естонії, які не пізніше дня виборів досягли 18-річного віку. Виняток становлять громадяни, визнані судом недієздатними. Відповідно до закону, виборчі права осіб, засуджених судом до ув'язнення, можуть бути обмеженими. Вибори до парламенту проводять в першу неділю березня, через чотири роки після попередніх виборів. Офіційну дату виборів оголошує Президент Республіки щонайменше за три місяці до дня виборів. Конституція передбачає також позачергові вибори, які можна проводити не раніше ніж за двадцять днів і не пізніше, ніж через сорок днів після їх призначення. Держава поділена на дванадцять виборчих округів. Виборці голосують у виборчих округах відповідно до місця проживання. Громадяни можуть голосувати традиційим способом, наприклад, у місцях голосування або альтернативними способами, тобто голосувати поштою, за посередництвом або шляхом електронного голосування.Естонський парламент Riigikoku має сильну позицію та компетенцію, яка дозволяє йому значно впливати на функціонування інших органів публічної влади. Будучи однопалатним парламентом, він володіє всіма законодавчими повноваженнями. Важливою функцією парламенту є функція контролю, яка виявляє досить сильну позицію парламенту щодо виконавчої влади. Наведене дає змогу парламенту впливати на склад найважливіших органів влади. Riigikoku є сильним і незалежним органом, що сприяє політичній стабільності держави.
