Danmark har konsekvent været blandt de lande i NATO, som anvender den laveste andel af BNP på forsvar. Artiklen behandler, hvordan amerikanske og danske beslutningstagere har italesat dansk forsvarspolitik i forbindelse med den igangværende byrdedelingsdebat i NATO og alliancens seneste byrdedelingsdebat, der fandt sted i slutningen 1970'erne og første halvdel af 1980'erne. Der argumenteres i artiklen for, at der er kontinuitet i de argumenter, der fremføres fra amerikansk side i forsøg på at påvirke dansk forsvarspolitik, og som danske aktører anvender for at retfærdiggøre, hvorfor Danmark ikke lever op til NATO's byrdedelingsmålsætninger. Amerikanske aktører forsøger således konsekvent i byrdedelingsdebatterne at påvirke dansk forsvarspolitik ved at påpege, at politikken er usolidarisk, at opfyldelse af målsætningerne er i dansk egeninteresse, og ved at skabe usikkerhed om udsigten til amerikanske forstærkninger, mens danske aktører dels anvender de gældende forsvarsforlig som værn mod kortsigtede ændringer, dels argumenterer for, at mindre end opfyldelse af byrdedelingsmålsætningerne også er acceptabelt. En konsekvens af den manglende målopfyldelse kan vise sig at blive, at Danmark mister sin position i det gode selskab i NATO. Dette gælder ikke mindst i en tid, hvor der er mindre efterspørgsel efter styrkebidrag til internationale operationer.
Abstract in English:Burden-sharing Debates in NATO and Danish Defence PolicyDenmark has consistently been among the countries in NATO that spend the lowest share of GDP on defence. This article explores how American and Danish decision-makers have articulated Danish defence policy in relation to the ongoing burden-sharing debate in NATO and the Alliance's most recent burden-sharing debate, which took place in the late 1970s and first half of the 1980s. The article argues that there is continuity in the arguments put forward by the United States in attempts to influence Danish defence policy and by Danish actors to justify why Denmark does not live up to NATO's burden-sharing guidelines. In the burden-sharing debates American actors thus consistently try to influence Danish defence policy by pointing out that the policy is an expression of a lack of solidarity, that fulfilment of the objectives is in Danish self-interest, and by creating uncertainty about the prospect of American reinforcements. Danish actors, on the other hand, use existing defence agreements as a bulwark against short-term changes and argue that not meeting the burden-sharing objectives is acceptable. A consequence of not meeting the guidelines may result in Denmark losing its position as part of the good company in NATO. In times where force contributions to international operations are in less demand this is even more likely.

AbstractI estimate whether the ability to anonymously surrender an infant to a safe haven site such as a hospital, police station, or fire station in the United States affects child well‐being. By analyzing variation in state safe haven policies, I find safe haven laws significantly increase infant foster care entrance. I further find suggestive evidence of safe havens reducing infant deaths. The mortality effects are immediate but subside over time, implying infants have been relinquished when their alternative was not death from abuse or abandonment. Robustness checks and falsification tests support these findings.

On April 25, 2013, UN's Security Council established a 12,600-strong peacekeeping force for Mali. The United Nations Multidimensional Integrated Stabilization Mission (MINUSMA) is to take over and continue the security and stabilization task that the French-led military operation in cooperation with UN's African-led International Support Mission to Mali, AFISMA, initiated in January 2013. The aim of this report is to present a number of long- and short-term perspectives for the recently initiated peace- and state-building process in Mali by focusing on the historical, structural and political causes of the crisis in Mali. Understanding these causes and handling their derived conflict potentials provide a minimum of prerequisites for establishing long-term peace. The report is structured according to four intertwined conflict potentials: Mali's fragile state, the status and background of the Tuareg rebellion, the organized crime and the regional cooperation. .

Norsk diplomati har mange hverdagshelter, men få som er helter i den forstand at de har skapt noe unikt. Artikkelen diskuterer kandidat nummer en til rollen, Fridtjof Nansen. Nansens diplomatiske virksomhet var mangslungen og inkluderte vitenskapsdiplomati, sportsdiplomati, bakkanaler mellom tredjeparter og oppdrag for den norske stat og internasjonale organisasjoner. Ikke mindre enn fire av hans bidrag er unike. Det første er hans utvidelse av Norges utenrikspolitiske spillerom ved å få en engelsk-gift konge på Norges trone i 1905. Det andre er hans ferdigforhandling av stormaktenes sikkerhetsgaranti til Norge i 1907, som norsk minister til London. Den tredje er ferdigforhandlingen av forsyningsavtalen med amerikanerne i 1918. Det fjerde er hans innsats for hundretusener av flyktninger på 1920-tallet, da særlig det strukturelle grepet med å gjøre dem til juridiske subjekter ved å utstyre dem med såkalt Nansen-pass. For dette arbeidet fikk Nansen også Nobels fredspris for nøyaktig 100 år siden. Nansens svakhet som diplomat var den massive selvsentrertheten og egenrådigheten som gjorde ham til en problematisk representant for et kollektiv som den norske stat. Svakheten ble mer enn veiet opp av Nansens virtuose håndtering av diplomatiets to andre kjerneoppgaver, informasjonssanking og forhandling, som alle hans fire unike innsatser bygger på.
Abstract in EnglishThe Diplomat as Hero: Fridtjof NansenNorwegian diplomacy has seen many everyday heroes, but few who have done something unique. The article discusses the main candidate for the role, Fridtjof Nansen. Nansen carried out a number of different diplomatic functions at the behest of the Norwegian state and International Organisations, no less than four of which were unique. He increased Norway's room for manoeuvre by contributing to placing a Danish king with a British-born wife on the throne upon the country's independence in 1905. He then successfully negotiated a Great Power-guaranteed Integrity Treaty for the new state. Nansen also secured a treaty on vital goods delivery with the United States for Norway in 1918. Most famously, in the1920s, he helped hundreds of thousands of refugees with disaster relief, but also by manipulating structural preconditions so that they received identity papers and could cross borders, for which he received the 1922 Nobel Peace prize. Nansen's weakness as a diplomat was his egocentrism, complete with a programmatic aversion against seeing his specific mission as part of a united foreign policy orchestrated elsewhere. He more than made up for this by his expert handling of diplomacy's other two basic functions, information gathering and negotiation, which underlay all his four unique successes.

Norges relasjon til Kina har siden anerkjennelsen av Folkerepublikken i januar 1950 blitt utøvd i et spenn mellom småstatsrealisme og småstatsidealisme. Norges handlingsrom og politikk overfor stormakten Kina utformes i et samspill mellom nasjonale og internasjonale faktorer, men i tråd med teoriretningen ny-klassisk realisme har strukturene i det internasjonale systemet størst forklaringskraft. Som en liten stat må Norge manøvrere i forhold til stormaktenes maktbalanse og rivalisering for å sikre sin egen velferd og sikkerhet. Norge valgte i 1949 å inngå i en allianse med USA gjennom NATO, og dette har siden vært bærebjelken i norsk sikkerhetspolitikk. Norges handlingsrom vis-a-vis Kina er dermed til enhver tid påvirket av USAs forhold til Kina. Denne artikkelen trekker de lange linjer i norsk Kina-politikk over syv tiår, fra 1950 til 2020. Med en ambisjon om global orden som et ekstra sikkerhetsnett var Norge tidlig ute med å anerkjenne Kina og støttet landets inntreden i FN-systemet, men den kalde krigen begrenset relasjonene. USAs engasjement av Kina på begynnelsen av 1970-tallet var et vendepunkt i norsk Kina-politikk. Den tiltakende rivaliseringen mellom USA og Kina de siste år gjør at norsk Kina-politikk nå igjen står overfor et vendepunkt, i retning av redusert handlingsrom og engasjement.
Abstract in English: Norway's relationship with China over the Past 70 Years: A Small State's Idealism and Realism with Respect to a Great PowerFrom recognizing the People's Republic of China in 1950 until today, both realism and idealism as well as domestic and international level factors have informed Norway's relationship with China. Nonetheless, this article finds that in accordance with neo-classical realism, international system variables have the strongest explanatory value on Norway's China policy. Since joining NATO in 1949, Norway's alliance with the United States has been the pillar in Norway's defence and security policy. Norway's room for maneuver crafting and implementing its China policy is consequently strongly affected by the ups and downs in Sino-U.S. relations. Unlike the United States, Norway recognized the PRC in 1950 and supported China's entry into the UN system, but the Cold War restricted Norway from further developing its relations with China. The Sino-U.S. rapprochement in the early 1970s enabled Norway to engage China, and the end of the Cold War in 1989 enabled Norway to widen its engagement to include issues such as environment and climate change, human rights and welfare policies. Nevertheless, after five decades of engagement, Norway's approach to China is currently once again changing as the result of an intensified Sino-U.S. rivalry and a changing threat perception of China across Europe.
