The share of women among the total number of managers in Poland is one of the highest in the European Union. The surveys carried out on the initiative of the Warsaw Stock Exchange in 2009 and 2010 indicated that in capital market companies and stock market companies, the share of women in the executive suite of all levels exceeds the country's average. The conducted surveys confi rm the regularity that the higher the steps of the executive ladder are the lower shares constitute women - on the top executive positions men decidedly dominate, also in those companies where the feminization rate of their human resources is relatively high. Joint-venture companies distinguishes implementation of the solutions promoting women to the executive positions, but mainly on the intermediate level, despite the fact that the employed by them women usually have tertiary education. These companies seem to be introducing western practices to the Polish business reality, as they more often present the belief that employing women and ensuring equal chances for their promotion to the executive positions, is not only a manifestation of obedience of the anti-discrimination law, but it also generates benefi ts for the company - staff diversity facilitates higher effectiveness. The Stock Exchange that undergone an evident evolution in the area of equalising chances of women and promoting them to the executive suite, including the top management level positively stands out against the background of the surveyed companies. It provides an example of good practice in this fi eld. The WSE Board comprises equal numbers of women and men. In the special resolution of 19 May 2010, the WSE recommended to all public companies adoption of solutions targeted at ensuring equal shares of women and men on the top executive levels, as it is profi table for the company's development. The objectives of the common agricultural policy for the years 2014–2020 changed the concept of creation and functioning of fruit and vegetable producer organizations. The European legislator has abolished the special arrangement, namely the authorization for participation in market mechanisms which was granted to preliminary recognized producer organizations. By adapting the rules to new European principles, Member States introduced changes in the relevant national laws. Procedure of reorganization through imprecisely formulated regulations (especially intertemporal ones) has led to serious doubts concerning interpretation and to discrepancy in the assessment of factual and legal states undertaken by agricultural administration. Adjustment challenges were especially evident in a situation where preliminary recognized producer organizations have unlawfully achieved their status, have not complied with recognition and cannot acquire the status of a recognized producer organization. According to parties involved, the consequences of a change in organizations' legal status and financial aspects arising therefrom, remain disputable. ; Założenia Wspólnej Polityki Rolnej na lata 2014–2020 dokonały zmiany koncepcji tworzenia i funkcjonowania organizacji producentów rolnych na rynku owoców i warzyw. Ustawodawca europejski zniósł rozwiązanie szczególne, jakim było zezwolenie na uczestniczenie w mechanizmach rynkowych udzielane wstępnie uznanym grupom producentów. Państwa członkowskie, dostosowując unormowania do nowych reguł europejskich, dokonały zmian w odpowiednich przepisach krajowych. Procedura reorganizacji wskutek nieprecyzyjnie sformułowanych przepisów, zwłaszcza przepisów intertemporalnych krajowych regulacji, spowodowała poważne wątpliwości interpretacyjne oraz rozbieżności w ocenie stanów faktycznych i prawnych, dokonywanej przez organy administracji rolnej. Z wyjątkową ostrością problemy dostosowawcze ujawniły się w sytuacji, w której wstępnie uznane grupy uzyskały swój status niezgodnie z prawem, nie spełniły warunków uznania i nie mogą uzyskać statusu uznanej organizacji producentów. W ocenie zainteresowanych stron sporne są skutki zmiany statusu prawnego grup oraz wynikające stąd konsekwencje finansowe.

Niniejsza publikacja prezentuje innowacyjny model wsparcia firm w czasach dekoniunktury gospodarczej wypracowany i testowany w ramach projektu badawczo-wdrożeniowego "PI-PWP: INNOWACJE NA ZAKRĘCIE - testowanie i wdrażanie nowych metod outplacementu", realizowanego na zlecenie Wojewódzkiego Urzędu Pracy w Białymstoku. Celem projektu było adaptowanie, utworzenie, testowanie, a następnie upowszechnienie i wdrożenie na terenie województwa podlaskiego do VI 2015 r. dwóch modeli outplacementu dla pracodawców oraz pracowników przedsiębiorstw przechodzących procesy modernizacyjne i adaptacyjne. W publikacji zaprezentowano jeden z dwóch wypracowanych w projekcie modeli, jakim jest model wsparcia firm w kontekście wyników badań regionalnych, angielskich inspiracji będących efektem trzyletniej współpracy ponadnarodowej z Accelerated Learning Systems Ltd. (ALS) z Wielkiej Brytanii oraz wyników rocznego testu w podlaskich firmach sformułowanych w drodze ewaluacji narzędzi składających się na model ESP_Firma.

In this paper, the U.S. stance under the administration of President
Donald Trump with regard to the Three Seas Initiative (TSI) is analysed.
It shows the importance of Central and Eastern Europe in U.S. foreign and
security policy, concluding that the Americans treat the TSI as an instrument for achieving their own goals, especially those in energy policy.

It is often being argued that Russia, China, and other unfriendly nations are developing a wide range of counter-space systems that are able to degrade the U.S. capabilities in space. Among the other measures to address this problem, the separate service has recently been created within the U.S. military, the United States Space Force. It is tasked to combine space-related capabilities to form a unifi ed and so more eff ective service than the existing ones scattered across the armed forces. This article depicts and assesses the primary rationale behind the decision to create USSF, against the broad background of the United States security strategy with particular attention to the role of outer space in it. We will, therefore, fi rstly describe in brief the role of outer space in the security strategy of the United States. Secondly, we will present the current state and mission of the U.S. Space Force and its perspectives. And fi nally, we will address some controversies related to the creation of the new military branch. ; Często argumentuje się, że Rosja, Chiny oraz inne nieprzyjazne USA państwa rozwijają różne środki służące zanegowaniu amerykańskich zdolności do działania w przestrzeni kosmicznej. Obok innych działań nakierowanych na przeciwstawienie się temu zagrożeniu, niedawno powołano Siły Kosmiczne Stanów Zjednoczonych jako osobny rodzaj sił zbrojnych. Ich zadaniem jest połączenie systemów kosmicznych działających na rzecz bezpieczeństwa narodowego w jeden, zunifi kowany, a zatem bardziej efektywny podmiot niż w przypadku rozrzucenia tych systemów po różnych rodzajach sił zbrojnych. Artykuł opisuje i ocenia podstawowe założenia stojące za tą decyzją na szerokim tle strategii bezpieczeństwa Stanów Zjednoczonych, ze szczególnym uwzględnieniem roli przestrzeni kosmicznej. Dlatego w pierwszej kolejności krótko omówiono rolę przestrzeni kosmicznej w strategii bezpieczeństwa USA, a następnie przedstawiono aktualny stan i zadania Sił Kosmicznych USA. Na koniec odniesiono się do niektórych kontrowersji związanych z utworzeniem nowego rodzaju sił zbrojnych.

In 2009, following the election of Barack Obama to the Presidency of the United States, the American public entered into a fierce debate on how to reform its health care system. The intense debate on health care reform, however, is not a new phenomenon in American political life. Debate over health care has cycled its way into the American political discourse every twenty-years or so. History suggests that forceful opposition has prevailed against most major efforts to alter the health system in the United States. Yet, once again the Democratically-controlled Congress and Presidency in the United States aspire to break this cycle of history. With both houses in Congress passing a bill with significant reforms, it seems that this time may be different. While it is very likely some reforms will pass in 2010, no law has been signed yet56. In the end, only time will dictate the outcome of this round of health reform debates. Through a thorough literature review, this article provides the Polish reader a sense of health care reform efforts in the U.S. from the historical perspective and discusses the current proposed reforms. Particular attention is paid to the evolution of the American health insurance system, failed efforts of past health reform initiatives, their contrast with today's efforts, and current health and economic indicators that could lead to reform in 2010.

However, as post-war normalization set in, the leaders of Western Europe grew increasingly skeptical of American federalist visions, while Washington responded with ever more resolute threats of withdrawing its forces from Europe. It was not until the ultimate failure of the EDC/EPC project that the Eisenhower administration modified its European policy, coming to terms with the end of federalism and the triumph of functionalism.

Following the defeat of the revolutions in France, Germany, Italy, Poland and Hungary in 1848 and 1849, many participants of the liberal movements had to flee to escape retaliation. In Europe, Britain was the only safe haven for the refugees: in London perhaps the most interesting group of idealists of many nationalities convened − with the major link between them being their unsuccessful clash with the forces of monarchy in their homelands and their grandiose plans for re-starting the freedom fights. For Marx, Kinkel, Hecker, Kossuth, Mazzini, Ruge London, as one of them put it, offered little bread, but did provide the necessary freedom of speech and that of press. Many deemed it crucial that they succeed in the mobilization of the United States in support of their struggles. In order to mobilize the American public, and, of course, to collect donations for their cause, these (ex-)leaders of the revolutions traveled to the United States sometime in the 1850s and organized extensive lecturing and fundraising tours: Gottfried Kinkel (September 1851 to March 1852), Amand Goegg (December 1851 to July 1852), Kossuth (December 1851 to July 1852), Alberto and Jessie White Mario (October 1858). This paper aims to analyze the historical significance of the lecturing tours by seeking answers to the following questions: 1.) Why did the revolutionary spokespersons unanimously turn to America for inspiration? 2.) What practical benefits did the individual fundraisers hope to gain from their trips? What specific target audiences did they choose for their campaign, and why? 3.) What was the reaction of the American public? 4.) What was the relationship between the travelling revolutionaries themselves? 5.) How can the results of the tours be evaluated from the perspective of the a) individuals b) the ethnic group/political issues they represented c) American general public/political groups?3,99zł

The international law order is the first in which we can observe the use of mediation as a legal institution. The mediation activity conducted by the United Nations is a model for contemporary legal entities. The entity is characterized by a multitude of normative regulations and undertaking informational and promotional actions in the field of mediation. The areas of action of the United Nations include interventions in political, international and domestic disputes, trade disputes, and internal disputes thus determine the UN's promediation activities in three spheres of activity: 1) mediation activities under the direction of the UN Department of Political and Peacebuilding Affairs. It involves mediation with the UN Secretary-General as a mediator. The conduct of mediation is aimed at resolving international and domestic disputes; 2) activities of the United Nations Commission on International Trade Law (UNCITRAL), Working Group II: Arbitration and Conciliation / Dispute Resolution. It is the UN unit specialising in the use of mediation to settle trade disputes in a variety of entities; 3) the United Nations is an organization which employs tens of thousands of people of various nationalities, cultures and operating in different areas. This area is within the Ombudsman's responsibility as part of mediation services. The entity deals with the internal environment of the organization, resolves disputes, including those through mediation between UN employees. ; Międzynarodowy porządek prawny jest pierwszym, w którym możemy zaobserwować zastosowanie mediacji jako instytucji prawnej. Wzorem dla współczesnych podmiotów prawa jest działalność w przedmiocie mediacji prowadzona przez Organizację Narodów Zjednoczonych. Podmiot charakteryzuje się mnogością regulacji normatywnych oraz podejmowaniem akcji informacyjnych i promocyjnych w zakresie mediacji. Płaszczyzny działania ONZ obejmują m.in. interwencje w spory polityczne, międzynarodowe i krajowe, spory handlowe, spory wewnętrzne, determinując tym samym promediacyjną działalność ONZ w trzech sferach działalności: 1) działalność mediacyjna pod kierunkiem Departamentu Spraw Politycznych i Budowy Pokoju ONZ. Obejmuje prowadzenie mediacji z wykorzystaniem osoby Sekretarza Generalnego ONZ jako mediatora. Wykonywanie mediacji jest ukierunkowane na rozwiązywanie sporów międzypaństwowych i wewnątrzpaństwowych; 2) działalność Komisji ONZ ds. Międzynarodowego Prawa Handlowego (UNCITRAL), Zespół II: Arbitraż i koncyliacja / Rozwiązywanie sporów. To komórka ONZ specjalizująca się w wykorzystywaniu mediacji do opanowywania sporów handlowych w różnych konfiguracjach podmiotowych; 3) Organizacja Narodów Zjednoczonych zatrudnia dziesiątki tysięcy ludzi wywodzących się z różnych narodowości, kultur i działających na różnym terenie. Ten obszar jest właściwy dla działalności Ombudsmana w ramach świadczonych usług mediacyjnych. Podmiot zajmuje się środowiskiem wewnętrznym organizacji, rozwiązuje spory, w tym w drodze mediacji pomiędzy pracownikami ONZ.
