Важнейшей целью конституционного Договора было названо повышение эффективности при принятии решений в Европейском союзе. Правительство Т. Блэра сначала проявило инициативу проведения референдума по Конституции ЕС, однако позже изменило позицию. Причин было несколько. В случае введения Конституции ЕС у Великобритании и Евросоюза возникли бы спорные вопросы как в социально-политической, так и в экономической сфере. Кроме того, в период голосования по Конституции ЕС во Франции в Великобритании был опубликован сенсационный доклад, повлиявший на общественное мнение, согласно которому в случае принятия Конституции стоимость британского членства в ЕС может слишком дорого обойтись британской казне. После негативных результатов референдумов во Франции и Нидерландах правительство Т. Блэра отложило идею референдума в Великобритании по Договору о введении Конституции для Европы. = This article deals with the position of the United Kingdom and the formation of the official British attitude to the problem of the referendum on the Treaty establishing the constitution for Europe. The most important goal of the Constitutional Treaty was declared to be a more effective decision-making way in the European Union. At first, T. Blair's Government took the initiative in holding a referendum on the EU Constitution, but later changed its position. There were several reasons for that. Should the EU Constitution be introduced, contentious issues would emerge between the UK and the EU in the socio-political and economic spheres. In addition, during the voting on the EU Constitution in France, a sensational report was published in the UK, which influenced the public opinion. According to the report in case of adoption of the Constitution, the cost of British membership in the EU may be too expensive for the British treasury. After the negative results of the referendums in France and the Netherlands, the government of T. Blair postponed the idea of a referendum in Britain on the Treaty establishing constitution for Europe.

Introduction: The relevance of the subject is proved by the interest in the activity of the fuel and energy complex which remains for Russia one of the economic system donors. In this regard, there is growing interest in the experience of the energy industry development in other states, for example to the oil industry reforms in the Great Britain in the last quarter of the 20th century. Methods and materials: The basis of the research is made by works of foreign authors and sources in English. The complex structure of the object of study determines using general historical techniques and the system approach. Analysis. The research of the evolution of the British oil industry is connected with considering the general economic situation in the country and the dominating ideological attitudes of the United Kingdom authorities concerning the economic system during the post-war period. It is possible to note that British authorities paid close attention to the oil industry. The privatization of oil enterprises, which began in the second half of the 1970s, became a reaction to the changes of the economic situation within the country and in the world. It was the tactical maneuver under the Labourists directed to stabilization of the economic system without its essential updating. The subsequent transformations of the oil industry under the Conservatives were based on the basis of the economic paradigm revision, with the expectation of reducing the state's participation in the ownership of enterprise assets, forming a broad layer of owners, both among small and large holders of securities, as well as strengthening the independence of fuel companies. Results: As a result of the reforms in the market, several fuel companies different in power, continued working. The authorities got an opportunity not only to replenish the budget, but also to fulfill the mechanisms of indirect impact on the oil industry that, on the one hand, allowed to differentiate the spheres of the parties' responsibilities, and on the other hand, to maintain the influence of the state in the strategic segment of economy.

The article is the result of the second stage of the study devoted to the analysis of the relationship between state support for universities within the framework of Project 5-100 and the effectiveness of promoting scientific journals affiliated with this group of universities, including through international scientometric databases. As part of the presented study, a comparative analysis of the indicators of the journals of universities participating in Project 5-100 and journals affiliated with universities supported by the academic excellence initiatives of Germany, China and Japan, as well as with leading universities in the United Kingdom and the USA, was carried out. In the course of the study, the factors that influence the increase in the visibility of journals for the scientific community and the quality of journals were identified. One of the results of the study is confirmation that the universities of Project 5-100 pay more attention to promoting their affiliated journals in the scientific and educational community, including through indexing in international scientometric databases, than foreign universities, which are also supported within the framework of some national excellence initiatives. The Scopus data show that an increase in the effectiveness of promoting the journals of universities that are supported within the framework of initiatives of academic excellence in international databases is not typical / characteristic to a much lesser extent for journals of universities that are participants in the corresponding initiatives of Germany, China and Japan. It is concluded that the results achieved by the universities participating in Project 5-100 are largely due to government support and inclusion in the Project as a mandatory event to promote journals in international scientometric databases. ; Статья является результатом второго этапа исследования, посвященного анализу взаимосвязи государственной поддержки университетов в рамках Проекта 5-100 и эффективности продвижения журналов, аффилированных с данной группой вузов, в том числе через международные наукометрические базы данных (МНБД). В рамках представленного исследования проведен сравнительный анализ показателей журналов университетов – участников Проекта 5-100 и журналов, аффилированных с университетами, поддерживаемыми в рамках инициатив академического превосходства Германии, Китая и Японии, а также с университетами-лидерами Великобритании и США. В ходе исследования выявлены факторы, влияющие на повышение видимости журналов для научного сообщества, качества журналов. Одним из результатов исследования является подтверждение того, что университеты Проекта 5-100 уделяют более существенное внимание продвижению аффилированных с ними журналов в научно-образовательном сообществе, в том числе через индексацию в МНБД Scopus и Web of Science, чем зарубежные университеты, также поддерживаемые в рамках некоторых национальных инициатив превосходства. На данных МНБД Scopus показано, что повышение эффективности продвижения в международные базы данных журналов университетов, которым оказывается поддержка в рамках инициатив академического превосходства, не характерно или характерно существенно в меньшей степени для журналов университетов, являющихся участниками соответствующих инициатив Германии, Китая и Японии. Делается вывод, что результаты, достигнутые университетами Проекта 5-100, в значительной степени обусловлены государственной поддержкой и включением в Проект в качестве обязательного мероприятия по продвижению журналов в международные наукометрические базы данных.

The article is devoted to the study of the main foreign policy directions of modern Spain. The author considers the cooperation with Ibero-America and the Mediterranean Union, as well as with the nearest European neighbors and Maghreb countries. Significant attention is paid to the consideration of the interaction of the country in question with NATO in the construction of military bases, peacekeeping missions and the formation of the European missile DEFENSE system. Examines the situation on the disputed territories, including the status of Gibraltar with the United Kingdom is perhaps the most well-known territorial dispute in Spain. Spain has a territorial dispute with Morocco concerning the ownership of five territories off the coast of Morocco (SEUT and Melilla coastal enclaves), as well as the Islands of peñón de peñón, peñón de Velez de La Gomera, and Islas Chafarinas. The article States the peculiarities of the formation of the country's foreign policy in strong dependence on the activities of political parties. Conclusions are drawn on the need to maintain a presence in traditional missions guaranteeing national security and sovereignty, Spain is already sharing with Ibero-American countries valuable lessons learned from Spanish experience in new missions for the Armed forces: forecasting stability, peacekeeping and humanitarian missions. ; Статья посвящена изучению основных внешнеполитических направлений современной Испании. Автором рассмотрено сотрудничество с Иберо-Америкой и Средиземноморским Союзом, а также с ближайшими европейскими соседями и странами Магриба. Существенной внимание уделяется рассмотрения вопроса о взаимодействии рассматриваемой страны с НАТО в рамках строительства военных баз, реализации миротворческих миссий и формирования европейской системы ПРО. Анализируется ситуация по спорным территориям, в том числе по статусу Гибралтара с Соединенным Королевством является, пожалуй, самым известным территориальным спором Испании. Испания имеет территориальный спор с Марокко относительно принадлежности пяти территорий у побережья Марокко (прибрежные анклавы Сеута и Мелилья), а также острова Пеньон-де-Пеньон, Пеньон-де-Велес-де-ла-Гомера, и Ислас Чафаринас. В статье утверждается особенности формирования внешнеполитического курса страны в сильной зависимости от деятельности политических партий. Делаются выводы о необходимости сохранения присутствия в рамках традиционных миссий, гарантирующих национальную безопасность и суверенитет, Испания уже делится с Иберо-американскими странами ценными уроками испанского опыта в области новых миссий для Вооруженных Сил: прогнозирование стабильности, миротворческие и гуманитарные миссии.

The paper analyzes similarities and differences between fair use and fair dealing doctrines in copyright law that allow for limited use of copyright-protected material without the need of permission from the rightholder. Both concepts have long been part of legislation but have recently gained special interest due to the wide spread of digital technologies and the ease of copying materials, both text ones and any other digitized materials. What kind of use may be deemed fair and what may not, has become the question of everyday interest. Copyright exceptions implemented in the form of fair use or fair dealing concepts are of special importance to libraries. However, their application is far from trivial and the situation is further complicated by insufficiently understood difference between the two concepts. The paper reviews general approach implemented in both described doctrines, terminology issues, similarities and dissimilarities of the doctrines, their territorial coverage, and historic origins of doctrine differences. The doctrine having originated in the United Kingdom and developed in the United States has become an example, a pattern that is followed in legislation of many countries worldwide. Fair use/fair dealing concepts have found their reflection in Russian copyright law in the form of "free use" of a work without author's permission and without copyright fee payment. The paper further deals with the significance of fair use doctrine for library collections digitization and other applications of technology innovation. A prediction is made for growing importance of fair use and fair dealing copyright exceptions in the nearest future. ; Проанализированы сходство и различие доктрин добросовестного использования (fair use) и честного использования (fair dealing) в законодательстве по авторскому праву, которые предоставляют возможность ограниченного использования защищённого авторским правом материала без разрешения правообладателя. Обе концепции давно закреплены в законодательстве, но особый интерес к ним возник в связи с широким распространением цифровых технологий и возможностью легко копировать как текстовые, так и любые другие материалы, переведённые в цифровой формат. Какое использование произведений является добросовестным, а какое нет, стало предметом повседневного интереса. Исключения из авторского права, реализованные в виде концепций добросовестного или честного использования, представляют особую важность для библиотек. В статье рассмотрены: общий подход, реализованный в доктринах, их сходство и различие; вопросы терминологии; территориальная сфера действия; исторические причины отличий. Доктрина, зародившись в Великобритании и развившись в США, стала неким образцом и отразилась в законодательстве по авторскому праву во многих странах мира. Концепции добросовестного/честного использования нашли отражение в российском законодательстве в виде свободного использования произведений без согласия автора или иного правообладателя и без выплаты вознаграждения. Уделено внимание важности доктрины добросовестного использования для проектов оцифровки коллекций библиотек и иных применений технологических инноваций. Важность исключений добросовестного и честного использования в ближайшее время будет только возрастать.

Рассматривается вопрос о создании образа Бельгии как «жертвы германской агрессии» во время Первой мировой войны. Данный образ был одним из средств воздействия на сознание британцев и побуждения их к вступлению в вооруженные силы Соединенного Королевства, чтобы бороться с Германией как с «внешней угрозой». Для оправдания собственных действий по вынужденному применению вооруженной силы и предотвращению агрессии, вызванной интервенцией немецких войск на территорию Бельгии, в британской периодической печати получил распространение сюжет об «ее изнасиловании». В современной исторической науке, особенно британской, этот вопрос широко изучается. Однако ученые-историки при его исследовании не учитывают всеобъемлющий характер этого агитационного сюжета. Поэтому автор ставит целью рассмотреть сюжет об «изнасиловании Бельгии» в контексте развития «образа жертвы» в британской пропаганде периода Первой мировой войны. Основная задача заключается в выявлении особенностей его влияния на процесс формирования целостного образа Германии как «внешнего врага». Проведенное исследование позволяет сделать вывод, что сформированный в период военного конфликта образ Бельгии как «жертвы германской агрессии» в пропаганде носил всеобъемлющий характер. В результате сложившийся целостный сюжет об «ее изнасиловании» стал одним из основных пропагандистских сюжетов на протяжении Первой мировой войны. ; The article deals with the development of the image of Belgium as a "victim of German aggression" during the First World War. This image was one of the means of influencing the British consciousness and urging them to join the armed forces of the United Kingdom in order to fight Germany as an "external threat". To justify their own actions on the forced use of armed force and to prevent aggression caused by the intervention of the German troops in Belgium, the British periodical published a story about "its rape". In modern historical science, especially British, this issue is widely studied. However, historians in his study did not take into account the comprehensive nature of this campaign story. Therefore, the author aims to consider the plot of the "rape of Belgium" in the context of the development of the "victim image" in the British propaganda of the First World War. The main task is to identify the features of its influence on the process of forming a holistic image of Germany as an "external enemy". The study conducted allows us to conclude that the image of Belgium formed as a "victim of German aggression" in propaganda formed during the military conflict was comprehensive. As a result, the established holistic storyline about "its rape" became one of the main propaganda stories during the First World War.

Aim: analyze the structure and funding of health technology assessment (HTA) agencies abroad.Materials and methods. Here, we review the organizational structure and funding of HTA agencies in Europe (Austria, Belgium, Germany, Ireland, the Netherlands, the United Kingdom, France, and Sweden), Canada and Australia. The relevant information was found on web-sites of HTA agencies, in the Medline database, and via the searching engines Yandex and Google; the search was conducted using the specific descriptors: «organizational structure of HTA agency», «funding of HTA agency», «pharmaceutical», «reimbursement», «healthcare decision-making», and «funding».Results. The identified HTA-agencies may have a status of either government-funded or nonprofit organization or a structural element of a governmental body. These hTa agencies are funded mainly from the national budget. The funding varies from €550 000 for Ireland to £63.1 mln (€70 million) for the National Institute for Clinical Excellence (NICE) in the UK. The number of employees in the reviewed HTA agencies varies from 6.8 full time employees (FTE) in the Health Information and Quality Authority (HIQA) in Ireland to 604 FTEs in the NICE. ; Цель - представляется актуальным изучение зарубежного опыта организации работы и финансирования организаций, ответственных за проведение оценки технологий здравоохранения (ОТЗ).Материалы и методы. Проведен анализ международного опыта организации работы и финансового обеспечения агентств по ОТЗ в странах Европы (Австрия, Бельгия, Германия, Ирландия, Нидерланды, Соединенной Королевство Великобритании и Северной Ирландии, Франция, Швеция), а также в Канаде и в Австралии. Были установлены организации, ответственные за проведение ОТЗ (ОТЗ-агентства). Затем в доступных источниках (веб-сайты ОТЗ-агентств; библиографической базе данных Medline, поисковых системах Yandex и Google с использованием ключевых слов «организация работы ОТЗ агентств», «финансирование деятельности ОТЗ агентств», «pharmaceutical», «reimbursement», «healthcare decision making», «funding») был проведен поиск релевантной информации об организации их деятельности и финансирования.Результаты. Установлено, что ОТЗ-агентство может быть как самостоятельной государственной или некоммерческой организацией, так и структурным подразделением государственного органа исполнительной власти. Основным источником финансирования ОТЗ-агентств являются бюджетные средства государства. Общий объем финансирования варьируется от 550 000 евро (Ирландия) до 63,1 млн фунтов в Великобритании, Уэльсе и Северной Ирландии у Национального Института здоровья и клинического совершенствования (англ. - National Institute for Clinical Excellence, NICE). Число сотрудников, занимающихся ОТЗ, в штате агентств различается: от 6,8 ставок в Управлении по вопросам медицинской информации и качества медицинских услуг (англ. - Health Information and Quality Authority, HIQA) в Ирландии до 604 ставок в штате NICE).

Проанализированы вклад Великобритании в урегулирование кризиса, роль вопросов иммиграции в политике консервативной партии Соединенного Королевства, особенности восприятия иммигрантов в британском обществе. Особенностью политики консерваторов в исследуемый период было стремление реформировать ЕС в собственных интересах в условиях миграционного кризиса, тем самым выполнить предвыборное обещание и привлечь на свою сторону сторонников европейской интеграции. Особое внимание уделяется рассмотрению британских предложений по реформированию ЕС, а также переговорному процессу правительства Великобритании с ЕС по вопросу внесения изменений в его основополагающий договор. Автор также отмечает, что негативное общественное мнение в отношении иммигрантов во многом определило результат референдума 2016 г. о членстве Великобритании в ЕС. На основе проведенного исследования автор делает вывод, что проблемы иммиграции занимали центральное место в переговорах Д. Кэмерона с ЕС и активно использовались противниками европейской интеграции в качестве аргумента в пользу выхода из союза. Негативное отношение и нетерпимость в отношении иммигрантов существовали в британском обществе и ранее, однако миграционный кризис 2015 г. обострил эти противоречия. ; This article examines the impact of the migration crisis of 2015 on the relations between the UK and the EU. The contribution of Great Britain to the settlement of the crisis, the role of immigration issues in the policy of the Conservative Party of the United Kingdom, the peculiarities of the perception of immigrants in the British society are analyzed. A feature of the policy of the Conservatives during the period under investigation was the desire to reform the EU in their own interests in the conditions of the migration crisis, and thus fulfill the pre-election promise and at-tract supporters of European integration to their side. Particular attention is paid to the consideration of British proposals for reforming the union, as well as the negotiation process of the British government with the EU on the issue of amending its fundamental treaty. The author also notes that negative public opinion regarding immigrants largely determined the result of the 2016 referendum on the UK's membership in the EU. Based on the study, the author concludes that immigration issues were central to Cameron's negotiations with the EU and were actively used by opponents of European integration as an argument in favor of seceding from the union. Negative attitudes and intolerance towards immigrants existed in British society before, but the migration crisis of 2015 escalated these contradictions.

In historical science the term "Anglo-German antagonism" refers to the phenomenon of the last third of the 19th — early 20th centuries which was based on naval confrontation between the UK and Germany. In fact, it was during the arms race of the naval type, started by Germany on the program of the German Grand Admiral A. von Tirpitz. In response the United Kingdom launched the modernization of the Navy in order to maintain control over their maritime possessions. This confrontation of the naval character began as a result of the collision of geopolitical interests of the two empires, and continued until the First World War. Nevertheless, the signs of antagonism played an important role in British propaganda before and during the military conflict. The author aims to consider the "Anglo- German antagonism" in British propaganda during World War I period. The main task of the author is to give a comprehensive analysis of the phenomenon and to distinguish the interrelated plots used in the propaganda on the formation of the "image of the enemy" in relation to Germany. The author researches the history of the UK in order to characterize the first manifestations of antagonism. It can be concluded that the signs of the "Anglo-German antagonism" were the backbone of the British propaganda during the First World War. The priority of the UK government was to fight against the German naval forces so the agitators focused on protecting of the country from the threat of German invasion.DOI 10.14258/izvasu(2017)2-35 ; В исторической науке термин «англо-германский антагонизм» обозначает явление последней трети XIX — начала XX в., в основе которого лежало военно-морское противостояние Великобритании и Германии. Фактически это был период гонки вооружений военно-морского типа, начатой Германией по программе германского гросс-адмирала А. фон Тирпица. Великобритания в качестве ответной реакции приступила к модернизации военно-морского флота с целью сохранить контроль над собственными морскими владениями. Данное противостояние началось из-за столкновения геополитических интересов двух империй и продолжалось до начала Первой мировой войны. Признаки антагонизма играли важную роль в британской пропаганде накануне и в период военного конфликта. Автор ставит цель по рассмотрению отражения англо-германского антагонизма в пропаганде Великобритании периода Первой мировой войны. Основная задача автора заключается в комплексном анализе явления с выделением взаимосвязанных между собой сюжетов пропаганды по формированию образа врага по отношению к Германии. Для того, чтобы охарактеризовать первые проявления антагонизма, осуществлен экскурс в историю Великобритании. В результате исследования можно сделать вывод, что признаки англо- германского антагонизма были главным стержнем британской пропаганды в период Первой мировой войны. Правительство Великобритании поставило в качестве главной задачи борьбу с германскими военно-морскими силами, отчего в пропаганде агитаторы делали акцент на защите страны от угрозы германского вторжения.DOI 10.14258/izvasu(2017)2-35

This article is devoted to the generation of the Liberation Movement participants in Russia in the late 19th — early 20th centuries. The author seeks to analyse the peculiarities of the psychological and value attitudes of the said generation of Russian intellectuals who were the main participants of the Russian revolutions. The methodology of the research is based on the principles of new intellectual history. The analysis relies on personal letters of Russian intellectuals kept at the Hoover Institution Archive on War, Revolution and Peace (Stanford, USA), Bakhmeteff Archive Research at Columbia University (New York, USA), Leeds Russian Archive (Leeds, United Kingdom). The author also uses some memoirs of these intellectuals. He concludes that the mental attitudes of this generation were rooted in the 19th century and it was deeply affected by the collapse of its youth's ideals in the 20th century. Participating in the Russian Liberation Movement, being deputies of the State Dumas and members of the parliamentary opposition, they were trying to create a new Russia. They continued to believe in democratic values and human rights throughout their whole life. But the majority of them realised that the Soviet state was an autocratic political project supported by many ordinary people. And they understood that global trends of development of the 20th century civilization were much more complex than they had thought before. At the end of their life, they understood the mistakes in their struggle for democracy in Russia. ; Статья посвящена поколению участников Освободительного движения конца XIX — начала ХХ в. Цель данной статьи — проанализировать специфику психологических и ценностных установок той генерации интеллигенции, представители которой являлись активными участниками русских революций. В основе методологических установок автора данной статьи лежат подходы, характерные для «новой интеллектуальной истории». Источниками для написания статьи послужили личные письма представителей этого поколения русской интеллигенции, хранящиеся в Гуверовском архиве войны, революции и мира (Стэнфорд, США), Бахметевском архиве Колумбийского университета (Нью-Йорк, США), Русском архиве Лидса (Великобритания). Кроме того, использованы воспоминания представителей этой группы русской интеллигенции. На основе проведенного исследования сделан вывод о том, что данное поколение в ментальном плане было «людьми XIX века», болезненно переживавшими крушение идеалов их молодости в ХХ в. Участвуя в российском освободительном движении, являясь депутатами Государственной думы и членами парламентской оппозиции, они пытались создать новую Россию. Они до конца жизни сохранили верность демократическим принципам, ценностям свободы личности и прав человека. Большинство из них осознавало, что советское государство было авторитарным политическим проектом, поддержанным многими простыми людьми. Они понимали, что глобальные тенденции развития цивилизации в ХХ в. оказались гораздо более сложными, чем им представлялось ранее. Вместе с тем, некоторые представители этого поколения к концу жизни смогли осознать ошибки, которые были допущены ими в борьбе за демократическое развитие России.

The subject of the paper is legal conditions for realization the constitutional right to education.The purpose of the paper is to confirm or disprove the hypothesis that legal measures of realization of the right to education that are used in developed foreign countries can be used in Russia to improve Russian educational legislation.The methodology. General scientific methods as analysis, synthesis, induction, deduction, comparison were used. The author also uses the formal legal interpretation of Russian judicial decisions as well as comparative legal method.The main results and scope of their application. The court decisions supporting the principle of territorial consolidation of schools indicate that this principle does not exclude the possibility of citizens not residing in the fixed territory to enter the school of their choice. However, the implementation of this feature, due to the lack of legislative regulations of the procedure, can cause bias, corruption and other abuses of constitutional right to education. Inequality children's opportunities to enter the school due to their place of residence persists in the individual selection process. Situations where there are no clear and consistent rules for the provision school education inevitably generates numerous violations of citi-zens' rights and inequality based on the financial situation of parents. In Russia, there is no "waiting list", when children wishing to enroll in a particular school, would be taken to the vacant place. Accordingly, the adoption of such decisions by school administrations also lies in the plane of subjective discretion and causes corruption risks. China's experience is interesting because there are transparent, equal conditions for legal attraction of extra-budgetary funds to the school system, which do not turn access to education in the best schools into a corruption scheme or competition of parents ' incomes and do not infringe the rights of those who seek to enter them on the basis of their own achievements and knowledge. Speaking about the British experience, it is interesting to note that the lack of vacancies in the school itself can not be a reason for refusing to enroll a child in school.Conclusions. The legal experience of developed countries, such as the United Kingdom, Germany, Austria, Japan, China, in regulating the grounds and procedures for the provision of school education can be successfully applied in order to improve the Russian legislation, which establishes the legal mechanisms for the implementation of the constitutional right to education. ; Исследуются вопросы правотворческой и правоприменильной практики, связанной с выбором гражданами Российской Федерации образовательных учреждений и про-грамм при получении общего образования. Рассматриваются проблемы и конфликты, связанные с недостатками правового регулирования в этой сфере. Анализируется су-ществующая в Российской Федерации «участково-территориальная» модель органи-зации школьного образования, а также предусмотренные законодательством эле-менты конкурсного отбора при зачислении в школы. Охвачены как федеральный, так и региональный уровни правового регулирования, а также опыт зарубежных стран. Использованы материалы судебной практики.

Introduction. The paper presents survey results on the awareness towards and practice of Open Access scholarly publishing among Russian academics.Materials and Methods. We employed methods of statistical analysis of survey results. Materials comprise results of data processing of Russian survey conducted in 2018 and published results of the latest international surveys. The survey comprised 1383 respondents from 182 organizations. We performed comparative studies of the responses from academics and research institutions as well as different research areas. The study compares results obtained in Russia with the recently published results of surveys conducted in the United Kingdom and Europe.Results. Our findings show that 95% of Russian respondents support open access, 94% agree to post their publications in open repositories and 75% have experience in open access publishing. We did not find any difference in the awareness and attitude towards open access among seven reference groups. Our analysis revealed the difference in the structure of open access publications of the authors from universities and research institutes. Discussion andConclusions. Results reveal a high level of awareness and support to open access and succeful practice in the open access publications in the Russian scholarly community. The results for Russia demonstrate close similarity with the results of the UK academics. The governmental open access policies and programs would foster the practical realization of the open access in Russia. ; Введение. Перед авторами стояла задача получения и анализа данных об отношении к открытому доступу к научной информации в российском научном и образовательном сообществе.Материалы и методы. Работа выполнена с применением методов статистической обработки результатов анкетирования. Материалы исследования включают данные, полученные в итоге обработки опубликованных результатов последних международных опросов в 2017–2018 гг., и исходные данные российского опроса, проведенного весной 2018 г. Проанализированы 1383 анкеты сотрудников 182 организаций. Проведен сравнительный анализ ответов для семи референтных групп различных ведомств, областей научного знания и профессиональной деятельности. Полученные данные для России сопоставлены с опубликованными данными об отношении к открытому доступу в университетах Европы и, в частности, Великобритании.Результаты исследования. Результаты опроса свидетельствуют, что 95% российских респондентов поддерживают движение за открытый доступ к научной информации, 94% готовы размещать свои статьи в репозиториях открытого доступа, 75% имеют опыт публикаций своих работ в открытом доступе. Сравнение результатов обработки анкет всех семи референтных групп не выявило существенных различий в уровне осведомленности и поддержки идей Open Access (OA). Различия обнаружены в структуре ОА публикаций авторов из университетов и НИИ.Обсуждение и заключения. Полученные результаты свидетельствуют о высоком уровне поддержки идей открытого доступа со стороны всего российского научного и образовательного сообщества, а также об успешном опыте российских ученых в размещении своих работ в открытом доступе. Результаты исследования для России очень близки к результатам международных опросов и опроса университетов Великобритании, опубликованных в 2017–2018 гг. Стимулом для практической реализации идей открытого доступа в России могла бы явиться сформулированная позиция государственных структур и руководителей науки.
