Disertacija sarži uvod, četiri poglavlja i zaključak. U prvom poglavlju pod naslovom "Nastanak i delovanje Organizacije ujedinjenih nacija" izložen je početak pojave ideje Međunarodne organizacije kao i istorijski razvoj ovog koncepta do svetske porodice u današnje vreme, koju čine 193 države. Takođe, dotaknuta je serija izjava kao i međunarodne konferencije koje su dovele do formiranja Organizacije ujedinjenih nacija, formulisanja njenih ciljeva i principa, kao i načina i uslova učlanjenja u tu organizaciju. Detaljnije su proučavane uloge Generalne skupštine i Saveta bezbednosti zbog njihove važnosti. U drugom poglavlju, pod naslovom "Razlozi koji ukazuju na potrebe reforme Organizacije ujedinjenih nacija", objašnjeni su sledeći razlozi neophodnosti reforme ove organizacije: 1. skretanje Ujedinjenih nacija s puta; 2. kontradiktornosti sistema Ujedinjenih nacija; 3. nedostaci Povelje Ujedinjenih nacija; 4. nedostaci u mehanizmu donošenja odluka; 5. svetske promene; 6. mistifikacija u misijama Ujedinjenih nacija; 7. moćna središta; 8. raskorak između misije i raspoloživih sredstava; 9. korupcija. U trećem poglavlju, pod naslovom "Organizacija ujedinjenih nacija između povelje i dominantne sile" objašnjen je odnos Sjedinjenih Američkih Država sa Organizacijom ujedinjenih nacija kroz sledeću grupu tačaka i tema: 1. siže američkih promena od izolacije do internacionalizma; 2. politika SAD u Ujedinjenim nacijama tokom hladnog rata; 3. stav SAD o ulozi UN u oblasti čuvanja mira, ekonomske saradnje i ljudskih prava; 4. stav SAD prema UN u periodu pre raspada Sovjetskog Saveza; 5. SAD i UN posle hladnog rata; 6. američki stav prema UN posle završetka hladnog rata 7. administracija Džordža Buša i Ujedinjene nacije (opšti stav prema međunarodnoj organizaciji, političko viđenje SAD pre i posle događaja 11. septembra 2001. godine); 8. američki interesi i reforma Ujedinjenih nacija (reforme UN i realizacija američkih interesa, američko viđenje reformi); 9. predsednik Barak Obama i njegova metodologija za promene i odnos sa UN. U četvrtom poglavlju, pod naslovom "Reforme Organizacije ujedinjenih nacija" definisan je problem ove studije kroz grupu tačaka i pitanja i istraživane su međunarodne promene koje je svet doživeo kao glavni faktor za izvršenje procesa reforme koje su potrebne Ujedinjenim nacijama. ; The dissertation consists of an introduction, four chapters and the conclusion. The first chapter:"The Emergence and the Function of the United Nations", deals with the emergence of the idea of international system , and how this idea developed historically till it reached nowadays to international family consisting of 193 states of various continents and cultures . These states are joined in an institutional frame founded on optional and contractual pillars, which is the United Nations. In addition, it deals with the chain of declarations and conferences that led to the foundation of this organization. Moreover, it focuses on the purposes, principles and membership of the United Nations, as well as the General Assembly and Security Council due to their important role in the United Nations system. The second chapter: "The Reasons for the Reform of the United Nations", deals with the necessity reasons for reform; due to the United Nations is in urgent need of it. The intended reform is to do whatever necessary to raise its efficiency and performance. Therefore, it is possible to determine the objective reasons of this reform in the following titles, and they are: 1. The deviation of United Nations from its course that it was founded for; 2. The inherent contradictions of United Nations system since its foundation, 3. The deficiencies and imbalances in the United Nations Charter; 4.The imbalance in decision –making structures and mechanisms; 5. International Changes; 6.The vagueness of tasks entrusted to the United Nations; 7. Extreme Centralism; 8. The big gap between the intended tasks to be achieved and the available resources; 9. Corruption. The third chapter: "The United Nations between the Charter and the Dominant Power", focuses on the relation between the USA with the United Nations. This is a necessary item for the research due to the current international conditions and challenges facing humanity such as local and regional conflicts, health, natural catastrophes, etc. which fall under the scope of the United Nations. The dominant role the US plays in the international arena singles out its special impact on the performance of this organization. This role has gone through many changes in recent history depending on the geopolitics of the world namely after the collapse of the Eastern Bloc and the advent of the short-lived unipolarity up to the beginning of emergence of multipolarity. Every stage marked nuances in the US policy towards the United Nations. In fact, the US approach to international affairs developed in big leaps from isolationism to its involvement in WWII and the establishment of the United Nations.

Tokom trideset godina nakon raspada socijalističke Jugoslavije, Srbija i Hrvatska su kao postjugoslovenske male države ipak drugačije osmišljavale svoje mesto u regionalnom i globalnom kontekstu. O tome svedoči i njihov različit odnos prema međunarodnim organizacijama poput Evropske unije (EU), NATO ili Ujedinjenih nacija. Ovaj članak u središte svog interesovanja uzima UN kao multilateralni forum ili arenu u kojoj se bitno predstavljaju i oblikuju spoljnopolitičke uloge i identiteti malih država. Oslanjajući se na konstruktivističku analizu spoljne politike i teoriju uloga, autor se fokusirao na glavne deonice u razvoju spoljnopolitičkih narativa Srbije i Hrvatske kao aktivnih malih država članica u Ujedinjenim nacijama. Iako obe države vide sebe kao aktivne, ta aktivnost bi trebalo da bude u funkciji dve različite, teorijski profilisane, strategije malih država. Obrazlaže se sledeći argument: dok Srbija zbog složenosti kosovskog pitanja vodi uglavnom defanzivno autonomnu strategiju u skladu sa proklamovanom vojnom neutralnošću, dotle je Hrvatska kao mala članica EU i NATO priklonjena traganju za integracionističkim uticajem u konstelaciji sa evroatlantskim partnerima. Analizom zvaničnih diskursa dveju zemalja u Generalnoj skupštini UN, između 2000. i 2020. godine, pokazano je na koji način, i u kojoj meri se njihovi diskursi o regionalnoj, evropskoj i svetskoj politici približavaju ili udaljavaju, i razmatra se šta to znači za njihova mesta u svetu. ; In 30 years after the breakup of the socialist Yugoslavia, Serbia and Croatia as small states differently envisaged their place in regional and global context. Such difference is demonstrated by their different relationships toward international organizations such as the European Union, NATO or the United Nations. By modernizing society, corruption is becoming the global problem and is considered to be the main cause of state dysfunction. Widespread in a large number of countries, embracing political and social life, corruption has become the everyday life of citizens convinced that without corruption there was no proper functioning of the society. Countries in transition, with an unstable political system, are the fundament for the development of corruption. The fight against corruption is long lasting and painful issue with an unknown outcome. The enjoyment of media attention, the commitment of the European Union and the United Nations, the establishment of anti-corruption organizations and agencies within states are mechanisms to combat this global problem. Anticorruption culture as a preventive mechanism prevents the existing and emergence of new forms of corruption. Effective preventive action requires careful and long-term planning to result in a better quality of life in the future.

The Secretary-General is appointed by the General Assembly upon the recommendation of the Security Council. Due to the veto power of the permanent members, lack of transparency and the recommendation of only one candidate, the appointment of the Secretary-General is basically a decision of the Security Council. UN member states, civil society organizations and schoolars point out the need for a more active role of the General Assembly during the appointment of the Secretary-General. Formation of the ad hoc working group for the revitalization of the work of the General Assembly raised this problem to a higher level. Current procedure of appointment of the Secretary-General was reasonable at the time of the adoption of the UN Charter. The circumstances of the 21st century require different solutions. The paper aims to show the necessity and possibilities of strengthening the role of the General Assembly in the process of appointment of the Secretary-General and obstacles existing in this regard. The long-term activities of the ad hoc working group for the revitalization of the work of the General Assembly gave positive results in terms of more active role of the General Assembly during the appointment of the Secretary General in 2016. The paper aims to show that the results achieved by the ad hoc working group are not long-term efficient. The most effective solution for strengthening the role of the General Assembly in the appointment of the Secretary-General is the revision of the UN Charter.

The war in Kosovo and Metohia was the result of a decade long tensions between ethnic Serbs and Albanians. It was led from the air in order to avoid more potential victims in case of land invasion. The end of war was the result of mutual concessions: from NATO side and the Serbian one. The sovereignty of FRY was not put into question, but a great autonomy of Kosovo was predicted including the possibility of independence acquisition (secession). The Resolution 1244 was not abolished, but it was being derogated in order to prepare the fundament of Kosovo independence. Serbian military-security forces were withdrawn from the territory of Kosovo and Metohia. NATO intervention was not legal from the point of view of international law, but it subordinated sovereignty to human rights. Intervention was justified in cases of humanitarian need. Event though humanitarian need (catastrophe) is taken as the basis for the intervention, the example of such kind could not be found in the past. So, Kosovo cases were qualified as sui generis one. Thus, the war in Kosovo became an example to be followed in the future, and an unresolved situation may become the threat to the peace and security in the surrounding countries. Democratic countries give themselves the right to interfere and intervene into internal affairs of others differently from the autocratic ones, which was supposed to be neither correct nor consistent. Kosovo conflict and war rattled global power structure, especially with China and Russia as new challengers of the USA power. Both countries are trying hard to reach USA, but they are still in transition with unstable financial systems, migrations and unresolved system of social protection. Regarding Kosovo conflict and war, they engaged themselves rather indirectly than directly. As Security Council permanent members they were voting against the independence of Kosovo, but did not involve themselves into the war directly. Kosovo war showed how China is backward regarding war technique, and Russia regarding financial engagement. In addition, China expected membership in WTO, and Russia a great financial assistance. Russia engaged in negotiations via the Contact Group. With the arrival of Putin, Russia could not engage in Balkan more militarily but only commercially due to the fact most Balkan countries entered NATO or Partnership for Peace Programme. Internal cohesion of Russia with centralistic governance was reinforced, and ethnic tensions were calmed down. The perspective of Russia is United Nations and commerce through pipeline.

Pitanje prava drzava na samoodbranu je jedno od fundamentalnih pitanja medjunarodnog javnog prava. Ovo nacelo koji postoji koliko i samo medjunarodno pravo, formulisano je na univerzalan nacin sredinom proslog vijeka, i postoje mnogi pisani radovi o njegovoj izradi i tumacenju. Pozivanje na samoodbranu kroz cijelu istoriju je koristeno kao opravdanje za zloupotrebu sile od strane drzava van svojih teritorija. ; Question of right of states to self-defense is one of the fundamental questions of public international law. This principle, which exists just as long as public international law does, was formulated in universal manner by the mid 20th century and there are many written works on its formulation and interpretation. Invoking self-defense during the course of history was used as a pretext for the use of force by the states outside of its territories. Right of states to self-defense originates from customary international law. During antic and medieval times, principle of self-defense was linked to the theory of just war which was differently interpreted in different times. In the period between two world wars, still there was no absolute prohibition of the use of force in international relations so the principle of self-defense was linked to the right of self-help through use of different forcible measures: retorsions, reprisals, naval blockade, intervention and demonstration of naval power. Contrary to the period of League of Nations, mechanism of implementation of international law was centralized by the foundation of the United Nations because a single body – Security Council – was entrusted with the authority to determine when the use of force is allowed in international law. Article 51 of the United Nations Charter defines that the states have a right to individual or collective self-defense in case of armed attack on the UN member state. This right is considered legitimate until the Security Council has taken measures necessary to maintain international peace and security.

In this paper the author points out to the importance of main organizations for establishing of international peace and security. They are the following: League of Nations, United Nations, Organizations of European Security and Co-operation, Conference of European Security and Co-operation, European Council, West European Union and NATO. Until the end of the Cold war, the universal organizations have played primordial role, but after the mentioned period the regional ones took the lead. The reason lies in the shift in balance of power - from bipolar to unipolar. The League of Nations and CESC can be observed from the historic perspective. NATO and UN played a crucial role during the internationalization of Kosovo issue and the act of intervention itself. NATO demonstrated its power and proved in the absence of real balance of power, la force l'emporte sur le droit. On the other hand, UN had passed several resolutions that condemned violence in Kosovo and Metohia (1160, 1199 and 1203 - all passed in 1998). During 1999 Security Council had passed a famous Resolution 1244, by which it was decided a civic and military mission should be established in Kosovo and Metohia - UNMIK and KFOR KFOR dealt with security issues in order to ensure the respect of it to all nationalities in Kosovo and Metohia. UNMIK set a very ambitious task lying ahead trying to establish standards before the future status. Realizing that it would be impossible to reach the standards, UNMIK started with the policy of status determination without standards establishing. The outcome of such policy is Ahtissari's Plan for supervised Independence of Kosovo, and finally the Declaration of Self-proclaimed Independence of Kosovo. We are also witnessing the transfer of horizontal and vertical effective state authorizations to the mentioned international organizations, bearing in mind problems it encounters. NATO deals with security issues, but European Union being unable to deal with such tasks (ESDP policy is to be as attempt), is more concentrated on economic issues.

This paper examines the impact of foreign direct investment on the important component of social development, women's entrepreneurship. Promoting gender equality is one of the United Nations Millennium Development Goals, which advocates for the reduction of women's unemployment as well as their empowerment. The country of Turkey was taken as an example, for the reason that there has been an increase in women's entrepreneurial activity in the last two decades, but it is still not at а level of entrepreneural development in developed countries. The paper pays special attention to the answer on the question of whether foreign direct investment contributes to higher employment of women in Turkey, as well as to identify the obstacles that stand in the way of women's empowerment and the development of women's entrepreneurship. The practical examples described in the paper unequivocally indicate the importance of the development of women's entrepreneurship, as well as the fact that the bearers of Turkey's economic policy in the future must pay more attention to the issue of attracting foreign direct investment. ; U radu se ispituje uticaj stranih direktnih investicija na važnu komponentu socijalnog razvoja, žensko preduzetništvo. Promovisanje rodne ravnopravnosti je jedan od Milenijumskih razvojnih cilјeva Ujedinjenih nacija koji zagovara smanjenje nezaposlenosti žena, kao i njihovo osnaživanje. Kao primer je uzeta Turska, iz razloga što je u njoj prisutan porast preduzetničke aktivnosti žena u poslednje dve decenije, ali i dalјe nije na nivou razvoja preduzetničke aktivnosti u razvijenim zemlјama. U radu je posebna pažnja posvećena pružanju odgovora na pitanje da li strane direktne investicije doprinose većoj zaposlenosti žena u Turskoj, kao i identifikovanju prepreka na putu osnaživanja žena i razvoja ženskog preduzetništva. Praktični primeri opisani u radu nedvosmisleno ukazuju na značaj razvoja ženskog preduzetništva, kao i na to da nosioci ekonomske politike u Turskoj u budućem periodu moraju veću pažnju posvetiti pitanju privlačenja stranih direktnih investicija.

Diskriminacija kao česta pojava na ovim prostorima jedan je od najozbiljnijih problema sa kojima se susreću pripadnici i pripadnice marginalizovanih grupa. Netolerantnost društva u kome živimo dodatno otežava proces borbe protiv nje. Sistemska rešenja državnih institucija po pitanju koncepta antidiskriminacije, godinama nisu postojala. Veliko zalaganje pojedinih nevladinih organizacija kao i usmerenost ka evropskim integracijama, doprineli su da tokom nekoliko poslednjih godina, pomalo stidljivo i diskretno koncept antidiskriminacije počne da se ugrađuje i u ciljeve i strategiju naše države. Inkluzivni pokret u svetu nastaje sredinom prošlog veka ključna ideja formulisana je još 1948. godine u Univerzalnoj dekleraciji o ljudskim pravima a zatim 1989 u Konvenciji o pravima deteta. Kasnije se ovaj okvir razrađuje u drugim dokumentima Ujedinjenih nacija i nizu drugih međunarodnih dokumenata, u kojima su formulisane strateske smernice i standardna pravila izjednačavanja položaja marginalizovanih i isključenih grupa, posebno u pogledu ostvarivanja prava na obrazovanje. ; Discrimination, which can frequently be seen in this region, is one of the most austere problems being faced by the members of both genders of marginalized groups. The intolerance of the society we live in additionally procrats the process of fighting against it. Systematic solutions from state institutions related to the concept of anti-discrimination have not existed for years. Great efforts from certain nongovernmental organizations as well as their focus on European integrations have contributed in the last couple of years to shy and discreet embedding of antidiscrimination concept into the goals and strategies of our country. The inclusive movement in the world originated in 1950s while the key idea was formulated as early as 1948 in the Universal Human Rights Declaration and then in 1989 in the Convention on Children's Rights. Monitoring the readiness of countries for the application of information and communication technologies (ICT) has a long tradition. It is reflected through the application of various synthetic indicators - indexes, which were created for these purposes by various organizations and associations. These indicators are expected to reflect new trends in the field of ICT, and also to measure the readiness and achievements of individual countries in the ICT usage. The aim of this paper is to show significant changes in the structure of one of the most well-known indices in this area - Network Readiness Index, which has been in use for almost two decades. The paper emphasizes the application of this index in monitoring the process of digital transformation at the level of economic and social development of individual countries, especially in the COVID crisis. Also, the tendencies of this process in the post-COVID period are considered. Monitoring the process of digital transformation at the country level is characterized by a multidimensional approach. In this sense, the complex structure of the NRI latest version is presented. It is based on 60 indicators grouped in four areas: technological trends, human resources capacity, government regulations and the impact of new technologies on the economy, quality of life and achieving the United Nations Sustainable Development Goals adopted in 2015. Also, the paper discusses the position of Serbia and other Western Balkans countries measured in the context of the newly created index, and presents a comparison of these countries with European Union countries. ; Praćenje spremnosti zemalјa za primenu informaciono-komunikacionih tehnologija (IKT) ima višegodišnju tradiciju. Ona se ogleda kroz primenu različitih sintetičkih pokazatelјa – indeksa, koje su za te svrhe kreirale različite organizacije i asocijacije. Od ovih pokazatelјa se očekuje da, sa jedne strane, odražavaju nove trendove u IKT oblasti, a sa druge strane, da mere spremnost i postignuća pojedinih zemalјa u primeni tih novih tehnologija. Cilј ovog rada jeste da prikaže značajne promene u strukturi jednog od najpoznatijih indeksa za praćenje spremnosti zemalјa za primenu informaciono-komunikacionih tehnologija - Network Readiness Index (NRI), koji je u upotrebi skoro dve decenije. U radu je posebno naglašeno sagledavanje primene ovog indeksa u praćenju procesa digitalne transformacije na nivou ekonomskog i društvenog razvoja pojedinih zemalјa, posebno u uslovima kovid krize. Takođe, sagledane su i tendencije ovog procesa u postkovid periodu. Praćenje procesa digitalne transformacije na nivou zemalјa karakteriše višedimenzionalni pristup. U tom smislu prikazana je složena struktura najnovije verzije ovog indeksa koja se zasniva na 60 indikatora, a koji su sintetički povezani u četiri oblasti: tehnološki trendovi, kapaciteti lјudskih resursa za primenu novih tehnologija, značaj vladinih regulativa, kao i uticaj novih tehnologija na ekonomiju, kvalitet života i ostvarenje Održivih razvojnih cilјeva Ujedinjenih nacija (UN Sustainable Development Goals - SDGs) prihvaćenih 2015. godine. Takođe, u radu je razmatrana pozicija Srbije i ostalih zemalјa Zapadnog Balkana merena u kontekstu novokreiranog indeksa, i prikazano je poređenje ovih zemalјa sa zemlјama Evropske unije.

U okviru rada je detaljno analizirana politička delatnost srpskih pristalica ugarske vlade u užoj Ugarskoj od Austro-ugarske nagodbe 1867. do poraza Slobodoumne stranke na izborima 1905. Nastankom nagodbenog pravnog okvira ugarska politička elita je smatrala da su se stekli uslovi da se odredi da u Ugarskoj postoji samo jedna politička nacija. Predvodnici nemađarskog stanovništva su trebali da odluče da li da pokušaju da izdejstvuju što bolji položaj za svoju naciju unutar vladajuće političke stranke ili da se posvete nacionalnoj i državno-pravnoj opoziciji. Deo srpske inteligencije je smatrao da državno-pravna opozicija može više da šteti srpskim nacionalnim i kulturno-prosvetnim interesima nego da bude od koristi. Oni nisu osnovali zasebnu političku stranku već su pristali uz stranke Ferenca Deaka i Kalmana Tise, koje su se 1875. ujedinile u Slobodoumnu stranku. Pored Ugarskog sabora, oni su delovali i unutar ugarskih municipija, kao i u sklopu srpske crkveno-narodne autonomije. ; In this paper are, in detail, analyzed the political activities of Serbian supporters of the Hungarian government in Hungary proper from the Austro-Hungarian Compromise in 1867 to the defeat of Liberal Party in the 1905 elections. With the setup of the compromise legal framework, Hungarian political elite considered conditions had been met in order to declare that there was only one political nation in Hungary. Leaders of non-Hungarian population were supposed to decide whether to try to force a better position for their nation within the ruling political party or to commit themselves to national and legal-state opposition. However, part of the Serbian intelligence believed that state-legal opposition could no longer be regarded as useful to Serbian national, cultural and educational interests. This is why they have not formed a separate political party but they acted within the parties of Ferenc Deak and Kalman Tisza, which were united into Liberal Party in 1875. Apart from the Hungarian Parliament, they were also acting within the Hungarian municipalities, as well as within the Serbian church-national autonomy.

The Republic of Serbia has already missed several historical chances to join the European Union but is currently in a a position to define and accelerate the process leading to a united Europe, and therefore confirming that it historically, economically, regionally and culturally belongs to the European family of nations. Accession to the EU is one of the most important goals of modern Serbia which realization Serbia will become an organized state, gain political stability and provide intensive economic development. Defining the development strategy of Serbia to join European Union includes the necessary political conditions (stability of democracy and its institutions, respect for fundamental human and minority rights), economic conditions (the existence of a functioning market economy that is able to withstand the pressure of competition in the internal market of the European Union) as well as administrative requirements (the ability of future members to take and apply the primary and secondary EU legislation and to implement the aims of political, economic and monetary union). Joining single market of the European Union opens up opportunities for marketing of domestic products and services, where it should be noted that the export of our companies in the EU amounts to over 50% of total domestic exports. This proves that the European Union is traditionally the most important export market for Serbia. Therefore, the integration of Serbia into the European Union is viewed as the headquarters of growth of the Serbian economy through the growth of export of domestic products to the EU market. The most positive effects are measurable in the area of agriculture, where our country has a surplus in agricultural trade with the EU. Serbia has preferential status for 90% of agricultural products, which should be taken advantage of, so that agrarian reform is going in the direction of maximum increase in production until joining the EU. There are also great chances in car industry, where most of the commercial reorientation is done under the auspices of the European Agreement.
