The Nancy N. Boothe papers, 1980-2009 [bulk 1990-1997], are composed of articles, notes, reports and a wide variety of feminist publications. Much of the material documents the U.N. Fourth World Conference on Women, which Ms. Boothe attended as Executive Director of Atlanta's Feminist Women's Health Center. Artifacts, artwork and textiles relate to the conference and to other women's and health issues. ; Born in Battles Wharf, Alabama (1948), Nancy N. Boothe graduated from the University of South Alabama as a registered nurse (1971). She received a B.S. in nursing from the Medical College of Georgia (1976), and a master's degree in Counseling from Troy State University [Florida Region] (1981). Boothe served in the U.S. Nurse Corps in the U.S. and Korea (1970-1984), and worked as clinical director and consultant at a number of health facilities in Louisiana and Florida. She became Executive Director of the Atlanta Feminist Women's Health Center in 1994. In 1995, she attended the Fourth World Conference on Women in Beijing, China, where she taught the workshop, ""GYN Self-Help."" Boothe has served on the boards of All Women's Health Services in Portland and Eugene, Oregon; the Sexual Assault Center, Atlanta, Georgia; and the Jeanette Rankin Foundation, Athens, Georgia. She is also a member of the Feminist Majority Foundation's ""Women's Commission for Congressional Oversight"" and A.P.D. Citizen Review Panel.; Founded in California in 1971 by Carol Downer (1933-) and Lorraine Rothman (1932-2007), the Feminist Women's Health Center was established to empower women through self-knowledge, education and self-help groups. The Atlanta Feminist Women's Health Center was established in 1977. Its mission is to ""provide accessible, comprehensive gynecological healthcare to all who need it without judgment. As innovative healthcare leaders, [they] work collaboratively within [their] community and nationally to promote reproductive health, rights and justice. [They] advocate for wellness, uncensored health information and fair public policies by educating the larger community and empowering [their] clients to make their own decisions.""; The United Nations convened the Fourth World Conference on Women, September 4-15, 1995, in Beijing, China, with a Platform for Action that aimed at achieving greater equality and opportunity for women. Three previous World Conferences were held in Mexico City (International Women's Year, 1975), Copenhagen (1980) and Nairobi (1985). 189 governments and more than 5,000 representatives from 2,100 non-governmental organizations participated in the Beijing Conference. The principal themes were the advancement and empowerment of women in relation to women's human rights, women and poverty, women and decision-making, the girl-child, violence against women and other areas of concern. The resulting documents of the Conference are The Beijing Declaration and Platform for Action. The U.N. Fourth World Conference on Women manifested a global women's movement for change and has been called ""the Woodstock of the women's movement.""; The World Conference on Women was also accompanied by an informal meeting (August 30-September 8) of non-governmental organizations (NGOs). This NGO Forum on Women, Beijing '95, brought together thousands of women from around the world to exchange information and ideas, celebrate women's achievements and contributions and draw attention and develop solutions to discrimination facing women world-wide.

The article compares the American copyright system (from its inception, borrowing the basics of the English system to the establishment of the principle of "fair use") and the Ukrainian system, which provides a specific list of cases allowed as a restriction of copyright (enumerated system) by establishing in national legal acts of the three-stage test provided by the Berne Convention. The article examines not only the legislation of Ukraine and the United States in this area, such as: the Federal Copyright Act of 1790, the second Federal Copyright Act of 1909, the Copyright Act of 1976, the Civil Code of Ukraine, the Law of Ukraine "On Copyright law and related rights" but also the case law of the United States, which is a key element in regulating disputes in the area under discussion. The author analyzes a number of cases through the prism of changing approaches in the US system of property rights restrictions, namely Philpot v. Media Research Center Inc. No. 1: 17-cv-822 dated January 8, 2018; Peteski Productions, Inc. v. Leah Rothman No. 5: 17-CV-00122 dated August 30, 2017; Rosen v. eBay, Inc., No. 2: 13-cv-06801-MWF-E of 16 January 2015 and Corbello v. DeVito No. 2: 08-cv-00867-RCJ-PAL June 14, 2017. As a result of the research, the author determines that the national legislation establishes an exhaustive list of works that are its objects, at the same time, the ways of using the work depend on the type of particular work. Therefore, an exhaustive list of all possible ways to use the works is not provided. U.S. law provides for an exhaustive list of copyrighted works and an exhaustive list of ways to use such works. And the doctrine of "fair use" in the United States provides that in determining whether the use of work in any particular case is fair, there are at least 4 factors to consider. This space gives a new strength and in the former, warrior can feels the taste of life and then return to society with healthy psychological condition.The aim of the study is to study the innovations in the rehabilitation of ATO/OOS participants based on the work of a psychotherapist in a military hospital.Materials and methods. The statistical reports of the rehabilitation department of the Kremenchug Regional Hospital for War Veterans of the Poltava Regional Council were analyzed, as well as reports on the work of a psychologist and psychotherapist.Results. Most of the interviewed servicemen 73.8% – in 2016, 75.6% – in 2017, 62% – in 2018 did not have any symptoms of anxiety and depression, but there is a tendency for a gradual decrease in specific gravity every year from 73, 8% in 2016 to 62% in 2018. On the other hand, signs of subclinical anxiety and depression in this contingent have been increasing every year, namely, in 2016, among participants of ATO/OOS, there were signs of subclinical anxiety (almost 9.2% of respondents), in second place signs of subclinical depression (7.0% in accordance). On the other hand, in 2017, 31 persons (8.5%) were the most alarmed servicemen, with 25 people in second place (6.7%) with subclinical anxiety. And in 2018 among respondents, the highest percentage with subclinical anxiety was 102 people (16.2%) and subclinical depression – 76 people (12.1%).Conclusions. Therefore, the presence of ATO/OOS military personnel with a steady upward trend in the number of patients with signs of subclinical anxiety and depression requires the earliest possible start of psychological rehabilitation, as long as there is a high rehabilitation potential and a positive outlook for rehabilitation.

В результаті її реалізації було створено понад 800 об'єднаних територіальних громад (ОТГ), які охопили третину території України. Новостворені громади отримали більше фінансових ресурсів, прямі відносини з Державним бюджетом, та, одночасно, ширші повноваження та обов'язки. Визначено, що актуальним завданням залишається питання формування ефективного місцевого самоврядування та територіальної організації влади для задоволення інтересів громадян на відповідній території в усіх сферах життєдіяльності, узгодження інтересів держави та ОТГ. Зазначається, що критеріями здійснення успішної децентралізації є збільшення надходжень у бюджети місцевих громад.Визначено, що в Україні сьогодні реалізована континентальна громадівська модель місцевого самоврядування, основні принципи якої закріплені в Конституції та законах України, а реформу бюджетної децентралізації проводять за прикладом польської моделі. Авторами проаналізовано на скільки підсилено податкову базу в об'єднаних територіальних громадах. На думку авторів, на місцевих громадах в певній мірі лежить відповідальність за інвентаризацію платників податків, об'єднані територіальні громади передусім зацікавлені хто і як використовує її обмежений ресурс, сплачує місцеві податки, бо саме місцеве самоврядування володіє ситуацією хто з платників податків сплачує до місцевої громади податки, розвиваючи її інфраструктуру. Виявлено проблеми, що виникають у процесі реформи місцевого самоврядування, а саме: гальмування процесу об'єднання на рівні районів, що фактично втрачають свої владні повноваження, низька фінансова спроможність значної кількості об'єднаних громад, адже разом з фінансовими ресурсами з центрального бюджету на місцевий передаються і нові повноваження, гальмування процесів, щодо ринку землі, нерозуміння змісту і байдужість частини місцевих жителів до цього процесу, недовіра громадян до влади й зневіра у можливості співпраці з нею. ; The article reveals the content of decentralization of local self-government bodies, the need to transfer to local communities functions that cannot be solved by the central authorities.One of the major reforms – decentralization reform, which has been ongoing in Ukraine since 2014, is considered. As a result, over 800 United Territorial Communities (CTAs) have been created, covering one third of Ukraine's territory. Newly created communities have received more financial resources, direct relations with the State Budget, and, at the same time, broader powers and responsibilities. It has been determined that the urgent task remains the formation of effective local self-government and territorial organization of power to satisfy the interests of citizens in the respective territories in all spheres of life. , harmonization of interests of the state and OTG. It is noted that the criteria for successful decentralization is an increase in local community budget revenues.It is determined that in Ukraine the continental public model of local self-government is implemented today, the main principles of which are enshrined in the Constitution and laws of Ukraine, and reform of budgetary decentralization is carried out following the example of the Polish model. The authors analyzed the extent to which the tax base in the united territorial communities was strengthened. According to the authors, local communities have a certain degree of responsibility for inventory of taxpayers, united territorial communities are primarily interested in who and how it uses its scarce resource, pays local taxes, because local government owns the situation of who pays taxpayers taxes, developing its infrastructure. Problems encountered in the process of local self-government reform were identified, namely: slowing down the process of unification at the level of districts, which are effectively losing their power, low financial capacity of a large number of united communities, since together with financial resources from the central budget to the local new powers, slowing down of processes in relation to the land market, misunderstanding of content and indifference of a part of locals to this process, distrust of citizens and disregard of cooperation with it are also transferred.

The notary is one of the fundamental institutions of control over the authorization of legal facts in the legal system. Performing the functions of authentication and authorization of these facts, the subjects of this activity - notaries - must meet certain professional and qualification requirements. That is why any state needs to create special bodies to control the quality of professional training of notaries and their compliance with both the requirements of current legislation and professional ethics. In the United States, the so-called Notarial Deeds Act (RULONA) is in force, under which state notary departments may appoint notaries public for a term of four years from the date of appointment. Candidates for the position of notary must meet the following requirements (qualifications): 1) Age requirement. Be not younger than 18 years; 2) Settlement qualification. Виконуючи функції аутентифікації й авторизації зазначених фактів, суб'єкти здійснення цієї діяльності - нотаріуси - мають відповідати певним професійно-кваліфікаційним вимогам. Саме тому будь-яка держава потребує створення спеціальних органів контролю якості професійної підготовки нотаріусів, їхньої відповідності вимогам чинного законодавства і професійної етики. У Сполучених Штатах Америки чинний так званий Закон про нотаріальні акти (RULONA), згідно з яким державні департаменти з нотаріату окремих штатів можуть призначати державних нотаріусів терміном на чотири роки з дати призначення. Усі кандидати на первинне та повторне призначення нотаріусом повинні пройти як мінімум три години затвердженого нотаріального навчання протягом шести місяців, що безпосередньо передують заяві про призначення або повторне призначення; 7) кваліфікаційно-дисциплінарний ценз. Innovation component is the basis of modern business development, regardless of which field this business belongs in, who owns it and which structure its capital has. The challenges of modern society force to step up efforts of the developing countries in the direction of development of innovation infrastructure, which would allow taking a quantum leap in the development of industry and economy. These challenges predetermined the relevance of the chosen research. Formation and development of innovation policy in the economies of the developing countries is the actual task of recent studies of many authors. Identification of general trends in the development of leading countries will make it possible to work out a common strategy for the developing countries, in their further development of innovation policy. The purpose of writing this article was to perform the analysis of formation of innovation policy in the leading countries of the world, such as the United States of America and Japan to identify the peculiarities of these countries, common features and differences. During the research we applied methods of comparison, generalization, abstraction, analysis, elements of system analysis, algorithms and simulation. As a result of the survey we revealed peculiarities of formation and development of innovation policy of the United States and Japan with the following conclusions made: 1. The development of innovation policy of a state grows when coordination and key financing is provided by the state and by local governments, too. 2. The largest effect in the development of innovation activity for the countries with transition economies can be observed by choosing "selective" directions of development. 3. Creation of regional technological parks takes place with regard to historically established regional opportunities and directions. 4. Approval of the legislative base in the country, which must fully support (at all levels) innovation entrepreneurship. 5. Formation of a system of private (venture capital) funds, regulated by state programs in priority areas. At the present stage of development of the world economy, only innovation policy creates a vector of the development of a state. This is confirmed by the experience of such leading countries as the United States of America and Japan. As the result of generalization of the experience of formation of the innovation policy of these countries, we identified the main trends of development that can be applied in other developing countries, taking into account their national characteristics. All of the identified factors positively affect the increase of progressive indicators of the economy, well–being of society and the activity of integration at the international level. The novelty of the work lies in the fact that for the first time we analyzed formation of innovation policy in the USA and Japan to identify common peculiarities and differences in the development of innovation policy, as well as we attempted to obtain the scheme of creation of the basic structure that allows developing and implementing innovation. The obtained results can be applied to further systematization of information on the development of innovation policy for the formulation of a universal model.

It will solve specific foreign policy tasks and promote the unification of the Armenian Diaspora based on group identity and common goals. The Armenian organizations, acting separately, complicate integration and unification within the community itself, lead to competition and disunity in defending its interests not only in the United States, but also in the world. It is determined that numerous Armenian Diaspora, famous and influential personalities of Armenian origin, national organizations and lobby groups are the "soft power" of Armenia. The Diaspora provides significant and comprehensive support to Armenian diplomacy in advancing national interests, especially in matters of international recognition and condemnation of the Armenian Genocide, the settlement of the Nagorno-Karabakh conflict and overcoming the many economic problems that Armenia faces today.During the post-bipolar period, the Armenian Diaspora in America was quite active namely because of participation in various international organizations. To a certain extent, the Diaspora of Armenia followed the common tradition of using intergovernmental and intergovernmental associations to solve the problems of their states.
