AbstractI estimate whether the ability to anonymously surrender an infant to a safe haven site such as a hospital, police station, or fire station in the United States affects child well‐being. By analyzing variation in state safe haven policies, I find safe haven laws significantly increase infant foster care entrance. I further find suggestive evidence of safe havens reducing infant deaths. The mortality effects are immediate but subside over time, implying infants have been relinquished when their alternative was not death from abuse or abandonment. Robustness checks and falsification tests support these findings.

Norges relasjon til Kina har siden anerkjennelsen av Folkerepublikken i januar 1950 blitt utøvd i et spenn mellom småstatsrealisme og småstatsidealisme. Norges handlingsrom og politikk overfor stormakten Kina utformes i et samspill mellom nasjonale og internasjonale faktorer, men i tråd med teoriretningen ny-klassisk realisme har strukturene i det internasjonale systemet størst forklaringskraft. Som en liten stat må Norge manøvrere i forhold til stormaktenes maktbalanse og rivalisering for å sikre sin egen velferd og sikkerhet. Norge valgte i 1949 å inngå i en allianse med USA gjennom NATO, og dette har siden vært bærebjelken i norsk sikkerhetspolitikk. Norges handlingsrom vis-a-vis Kina er dermed til enhver tid påvirket av USAs forhold til Kina. Denne artikkelen trekker de lange linjer i norsk Kina-politikk over syv tiår, fra 1950 til 2020. Med en ambisjon om global orden som et ekstra sikkerhetsnett var Norge tidlig ute med å anerkjenne Kina og støttet landets inntreden i FN-systemet, men den kalde krigen begrenset relasjonene. USAs engasjement av Kina på begynnelsen av 1970-tallet var et vendepunkt i norsk Kina-politikk. Abstract in English: Norway's relationship with China over the Past 70 Years: A Small State's Idealism and Realism with Respect to a Great PowerFrom recognizing the People's Republic of China in 1950 until today, both realism and idealism as well as domestic and international level factors have informed Norway's relationship with China. Nonetheless, this article finds that in accordance with neo-classical realism, international system variables have the strongest explanatory value on Norway's China policy. Since joining NATO in 1949, Norway's alliance with the United States has been the pillar in Norway's defence and security policy. Norway's room for maneuver crafting and implementing its China policy is consequently strongly affected by the ups and downs in Sino-U.S. relations. Unlike the United States, Norway recognized the PRC in 1950 and supported China's entry into the UN system, but the Cold War restricted Norway from further developing its relations with China. The Sino-U.S. rapprochement in the early 1970s enabled Norway to engage China, and the end of the Cold War in 1989 enabled Norway to widen its engagement to include issues such as environment and climate change, human rights and welfare policies. Nevertheless, after five decades of engagement, Norway's approach to China is currently once again changing as the result of an intensified Sino-U.S. rivalry and a changing threat perception of China across Europe.

Krigene førte også til både endringer i organisering og utrustning av amerikanske styrker, og til store endringer av planlagte investeringer av militært ustyr. Begge krigene endte i nederlag, og i tiden etter har USA på ny fokusert på stormaktsrivalisering. Abstract in EnglishAfghanistan, Iraq and the Development of US Military PowerThe United States had no doctrine for Counterinsurgency Operations (COIN) when the wars in Afghanistan and Iraq started in 2001 and 2003, respectively. In 2001 the US armed forces were designed for Great Power competition and conflict. During the course of the wars, substantial changes were made in the organization and equipment of the forces, and a COIN doctrine was introduced in 2007. In turn, large scale modernization of, and investments in, equipment suited for Great Power conflict were reduced in scale or cancelled. The cost of the wars and the changes in operational focus have blunted the US's ability to compete militarily with China and Russia.
Norsk diplomati har mange hverdagshelter, men få som er helter i den forstand at de har skapt noe unikt. Artikkelen diskuterer kandidat nummer en til rollen, Fridtjof Nansen. Nansens diplomatiske virksomhet var mangslungen og inkluderte vitenskapsdiplomati, sportsdiplomati, bakkanaler mellom tredjeparter og oppdrag for den norske stat og internasjonale organisasjoner. Ikke mindre enn fire av hans bidrag er unike. Det første er hans utvidelse av Norges utenrikspolitiske spillerom ved å få en engelsk-gift konge på Norges trone i 1905. Det andre er hans ferdigforhandling av stormaktenes sikkerhetsgaranti til Norge i 1907, som norsk minister til London. Den tredje er ferdigforhandlingen av forsyningsavtalen med amerikanerne i 1918. Det fjerde er hans innsats for hundretusener av flyktninger på 1920-tallet, da særlig det strukturelle grepet med å gjøre dem til juridiske subjekter ved å utstyre dem med såkalt Nansen-pass. For dette arbeidet fikk Nansen også Nobels fredspris for nøyaktig 100 år siden. Nansens svakhet som diplomat var den massive selvsentrertheten og egenrådigheten som gjorde ham til en problematisk representant for et kollektiv som den norske stat. Abstract in EnglishThe Diplomat as Hero: Fridtjof NansenNorwegian diplomacy has seen many everyday heroes, but few who have done something unique. The article discusses the main candidate for the role, Fridtjof Nansen. Nansen carried out a number of different diplomatic functions at the behest of the Norwegian state and International Organisations, no less than four of which were unique. He increased Norway's room for manoeuvre by contributing to placing a Danish king with a British-born wife on the throne upon the country's independence in 1905. He then successfully negotiated a Great Power-guaranteed Integrity Treaty for the new state. Nansen also secured a treaty on vital goods delivery with the United States for Norway in 1918. Most famously, in the1920s, he helped hundreds of thousands of refugees with disaster relief, but also by manipulating structural preconditions so that they received identity papers and could cross borders, for which he received the 1922 Nobel Peace prize. Nansen's weakness as a diplomat was his egocentrism, complete with a programmatic aversion against seeing his specific mission as part of a united foreign policy orchestrated elsewhere. He more than made up for this by his expert handling of diplomacy's other two basic functions, information gathering and negotiation, which underlay all his four unique successes.

Den militære aktivisme er karakteriseret ved meget forskellige typer af engagementer, både hvad angår antallet af udsendte og deres mandat, indlejring i forskellige internationale organisationer og koalitioner, og udsendelser til forskellige dele af verden. Den danske vilje til aktivt at fastholde en status som bidragende og konstruktiv allieret gennem deltagelse i internationale operationer er drevet af en opfattelse af USA som afgørende for Danmarks nationale sikkerhed og understøttet af en aktivistisk og pragmatisk strategisk kultur. Abstract in EnglishConstant Activism in a War with No End: Security, Status and Strategic Culture in Danish Foreign PolicyDanish foreign policy is militarily activist. Danish military activism is characterized by very different types of engagements and deployments regarding the number of troops and their legal mandate, political aims, institutional frameworks and geographical focus. The continuing Danish will to actively maintain its status as a contributing and constructive ally through participation in international military operations is driven by a perception of the United States as crucial to Denmark's national security and supported by an activist and pragmatic strategic culture. For these reasons, Danish military activism is robust, despite indications of change in financing, geographical focus and choice of partners.
Siden Gulfkrigen i 1991 har skandinaviske land deltatt i nesten 30 år med sammenhengende krig, på blant annet Balkan, i Afghanistan, i Irak, Libya, Mali og Syria. Hvordan kan vi forstå denne formen for militæraktivisme? Tradisjonelle teorier fra realismen, institusjonalismen og konstruktivismen gir ingen gode svar. Innenfor organisasjonsteorien derimot, finnes det forklaringer knyttet til begrepet «strategisk kultur». Ved å utforske den strategiske kulturen i USAs militære styrker under krigene i Afghanistan, Irak og Libya trer det frem et tydelig mønster: det bombes for mye på militær side, og det snakkes for lite på diplomatisk side. I USAs doktriner levnes det lite til overs for dialog, forhandling og kompromiss. Dermed blir den strategiske kulturen innad i de militære styrkene et outrert uttrykk for en krigføringsform der operasjonene ses på som et null-sum spill. Resultatet blir oftest systemkollaps i statene som angripes. Denne kulturen har store konsekvenser for små skandinaviske allianseavhengige land: knappe forsvarsressurser trekkes inn i hengemyrerer det er vanskelig å komme ut av, ikke minst fordi koalisjonslederen selv, USA, forårsaker dem.
Abstract in English:How Should Scandinavian Military Activism Be Understand?Since the 1991 Gulf War, Scandinavian states have continuously been engaged in various international operations, i.e. on the Balkans, in Afghanistan, in Iraq, Libya, Mali and Syria. How can we comprehend this peculiar form of Scandinavian military activism? Traditional theories derived from realism, institutionalism and constructivism provides few convincing explanations. Within organisational theory however, plausible explanations may be found though the concept of 'strategic culture'. By exploring the military culture prevailing inside US forces operating in Afghanistan, Iraq and Libya, a consistent pattern arises: too much bombing from the military side, coupled with insufficient diplomatic talks. Little effort is paid to dialogue, negotiations and compromises. US warfighting thereby becomes a one-dimensional expression of a zero-sum game where the winner takes it all. The result is a collapse inside the states that are attacked. This culture has grave consequences for small Scandinavian allies: scarce military resources are trapped into a quagmire made by the coalition leader itself, the United States.
Igennem de sidste to år (2018–2019) er den førte danske politik i forhold til Kina blevet mere ambivalent. Særligt når det gælder kinesiske investeringer, er Danmark blevet mere forsigtig. Denne artikel undersøger hvilke faktorer, der har haft betydning for Danmarks skiftende politik i forhold til kinesiske investeringer, gennem to større case-studier: Kinesiske investeringer i Grønland og Huawei i Danmark. Kort fortalt udpeges her tre faktorer, der er afgørende for Danmarks politik i forhold til kinesiske investeringer: for det første landets langvarige økonomiske ideologi som en lille, åben økonomi, svarende til øvrige nordiske lande og som medlem af EU, med et pragmatisk behov for udenlandske markeder; for det andet en stærk, national tro på demokrati og statens forsvarsalliance med USA, herunder dets dedikerede medlemskab af NATO; og for det tredje opkomsten af fremmedfjendske og nationalistiske politiske partier, der udfordrer den tidligere mere afbalancerede og pragmatiske tilgang kendetegnende for større partier samt går ind for et mere anti-kinesisk standpunkt.
Abstract in English:Denmark's Policy on Chinese Investments: Pragmatism Balancing with Increasing Threat PerspectivesDuring the past two years (2018–2019), Denmark's policy towards China has become more ambivalent. In particular, Denmark has become more cautious about inward Chinese investments. This article examines the factors that have affected Denmark's changing policy on Chinese investment, with two major case studies: Chinese investments in Greenland, and Huawei in Denmark. In a nutshell, it points out three decisive factors: first, the country's long-term ideology as a small, open economy, similar to other Nordic countries and as a member of the EU, with a pragmatic need for foreign markets; second, a strong national belief in democracy and the state's defense alliance with the United States, including its dedicated NATO membership; and third, the rise of xenophobic and nationalist political parties, challenging the earlier more balanced and pragmatic approach characteristic of larger parties as well as advocating a more anti-Chinese stance.
De nære relationer mellem USA og Europa har i årtier været et centralt element i international politik. Men hvor kommer det transatlantiske forholds holdbarhed og modstandskraft fra? Dette spørgsmål optager mange forskere og aktualiseres nu af de igangværende forskydninger i verdenspolitikken. Bogessayet diskuterer derfor, hvordan de to bøger Special Relationships in World Politics (Haugevik, 2018) og Enduring Alliance (Sayle, 2019) fremmer vores viden om de bånd, der knytter staterne i det nordatlantiske område. Haugevik undersøger bilaterale amerikansk-britiske og britisk-norske 'specielle forhold', mens Sayle ser nærmere på det multilaterale samarbejde i NATO. De tilbyder begge interessante teoretiske argumenter om samspillet mellem diplomatisk praksis og nationale politiske dynamikker samt imponerende empiriske analyser, som underbygger deres pointer. De to bøger rejser samtidig også nye vigtige spørgsmål, herunder om de indbyggede spændinger i liberale normer og værdier samt om betydningen af tillid for det transatlantiske forholds holdbarhed.
Abstract in English: Something Special? The Transatlantic Ties and Their EnduranceFor several decades, the close relationship between the United States and Europe has been a key aspect of international politics. But what are the sources of the endurance and resilience of transatlantic ties? This question preoccupies researchers, and its salience is growing in light of current shifts in world politics. Accordingly, the book essay discusses how the two books Special Relationships in World Politics (Haugevik, 2018) and Enduring Alliance (Sayle, 2019) contribute to our knowledge about the international ties of the North Atlantic area. Haugevik examines bilateral American-British and British-Norwegian 'special relationships', while Sayles studies multilateral cooperation in NATO. They both offer interesting theoretical arguments about the interplay between diplomatic practice and national political dynamics. Moreover, they provide impressive empirical analyses to support their claims. At the same time, the two books raise new important questions, e.g. about the built-in tensions in liberal norms and values as well as about the significance of trust for enduring transatlantic ties.
The region of Southeast Asia is faced with a complex set of challenges stemming from political, economic and religious developments at the national, regional and global level. This paper sets out to examine trade-, foreign- and security policy implications of the issues confronting the region. In ASEAN, the Southeast Asian countries are continuing their ambitious attempts at further integration. Plans outlining deeper security and economic communities have been adopted. However, huge differences in political systems, economic development and ethnic/religious structures are hampering prospects of closer cooperation. The highly controversial conflict case of Burma/Myanmar is testing the much adhered-to principle of non-interference and at the same time complicating relations with external powers. Among these, the United States and China are dramatically strengthening their interests in the region. American influence is not least manifesting itself in light of the war against terrorism, which the region is adapting to in different ways and at different speeds. By contrast, the European Union does not seem to answer Southeast Asian calls for further engagement. A flurry of bilateral and regional trade agreements is another prominent feature of the economic landscape of the region. This is to a certain degree a reflex ion of impatience with trade liberalization in the WTO and within ASEAN itself. Structures of economic cooperation are under rapid alteration in Southeast Asia. The paper analyses the above-mentioned developments with a view to assessing the prospects of future stability, economic development and integration in and among ASEAN countries. It is concluded that although the scope for increased economic benefit and political harmonization through ASEAN integration alone is limited, the organization could still prove useful as a common regional point of reference in tackling more important policy determinants at national and global level.
På begynnelsen av 2000-tallet ble det norske invasjonsforsvaret nedlagt. Men hvilke årsaker var viktigst for denne beslutningen? Var det økonomiske, institusjonelle eller kulturelle årsaksforhold? I denne artikkelen legges hovedvekten på institusjonelle årsaker, særlig den norske frykten for at NATO skulle bli irrelevant for USA. Dermed var det bare en ting å gjøre: å avvikle invasjonsforsvaret slik at det kunne frigjøres friske penger. For slik kunne et lite allianseavhengig land, i utkanten av Europa, utenfor EU, og med felles grense til Russland, bidra med ekspedisjonære styrker. Ikke minst for å holde liv i et NATO som strevde med å gjøre seg relevante for USA, først på Balkan og senere i Afghanistan. Med kildemateriale fra Washington D.C., Brussel og Oslo mellom 1998 og 2002 tolkes Norges politiske kontekst inn i et institusjonelt perspektiv. Forhold som resiprositet, norsk omdømme og lojalitet i NATO, blir viktig for å forstå invasjonsforsvarets endelikt.
Abstract in English:NATO's Role in Norway's Defence Reforms, 1998–2002At the turn of the new milennium, Norway's anti-invasion defence concept vanished. What was the rationale for this decision? Was it economc, institutional or cultural reasons? The findings in this article emphasise institutional perspectives. Norwegian apprehensions over a possibly irrelevant NATO in the eyes of the United States stirred a fundamental post-Cold War defence reform. To preclude a future marginalisation of NATO, decision-makers in Oslo needed to free scarce resources from a static, territorial defence that had lost its political and military relevance in the High North. By forging a smaller but more professional force, with improved deployability, survivability and usability abroad, Norway could more effectively contribute to allied cohesiveness. Not least through improved risk- and burdensharing in NATO's out-of-area operations on the Balkans and in Afghanistan. By using primary sources from Washington, DC, Brussels and Oslo between 1998 and 2002, the data is interpretated though the lense of liberal institutionalism. Explanatory mechanisms such as Norwegian reciprocity in the High North, US expectations towards dependent allies abroad, and Norway's collective solidarity may explain why the anti-invasion concept died.
I 2001 besluttet Stortinget en vesentlig endring i forsvarskonsept og en betydelig reduksjon i forsvarsstrukturen. Forsvarets hovedoppgave skulle ikke lenger være å utgjøre et mobiliseringsbasert invasjonsforsvar. Beslutningen var et brudd med forsvarskonseptet som hadde dominert norsk forsvarsplanlegging under den kalde krigen og i tiåret som fulgte. Hvorfor ble invasjonsforsvaret forlatt, og hva ble Forsvarets nye hovedoppgave? Artikkelen argumenterer for at det finnes tre dominerende og delvis konkurrerende forklaringer på omleggingen av Forsvaret: en sikkerhetspolitisk, en kulturell og en økonomisk. Den første tilnærmingen ser beslutningen som drevet av et ønske om å bidra mer i utenlandsoperasjoner for å bli oppfattet som en «god alliert» i NATO og USA. Den andre forklarer overgangen med en kulturell endring der en ny og mer «internasjonalisert» forsvarspolitisks diskurs vant frem blant norske beslutningstakere. Den tredje ser endringen som et uunngåelig resultat av invasjonsforsvarets manglende økonomiske bærekraft.
Abstract in English:Security Policy, Culture or Defence Economics? Competing Explanations for the Transformation of the Norwegian Armed Forces after the Cold WarIn 2001, the Storting – Norway's parliament – decided on a significant change in Norway's national defence concept and a significant reduction in the defence structure. The Armed Forces' main task should no longer be to constitute a mobilization-based territorial defence force. The decision was a break with the defence concept that had dominated Norwegian defence planning during the Cold War and in the decade that followed. Why was territorial defence abandoned, and what became the Armed Forces' new main task? The article argues that there are three dominant and partly competing explanations for the transformation of the Armed Forces: a security policy explanation, a cultural explanation and an economic explanation. The first approach sees the decision as driven by a desire to contribute more in international operations in order to be perceived as a "good ally" in NATO and the United States. The second explains the transformation with cultural changes among Norwegian decision-makers, through which a new and more "internationalized" defence policy discourse became dominant. The third sees the change as the inevitable result of the financial unsustainability of the old status quo in the Armed Forces.
Danmark har konsekvent været blandt de lande i NATO, som anvender den laveste andel af BNP på forsvar. Artiklen behandler, hvordan amerikanske og danske beslutningstagere har italesat dansk forsvarspolitik i forbindelse med den igangværende byrdedelingsdebat i NATO og alliancens seneste byrdedelingsdebat, der fandt sted i slutningen 1970'erne og første halvdel af 1980'erne. Der argumenteres i artiklen for, at der er kontinuitet i de argumenter, der fremføres fra amerikansk side i forsøg på at påvirke dansk forsvarspolitik, og som danske aktører anvender for at retfærdiggøre, hvorfor Danmark ikke lever op til NATO's byrdedelingsmålsætninger. Amerikanske aktører forsøger således konsekvent i byrdedelingsdebatterne at påvirke dansk forsvarspolitik ved at påpege, at politikken er usolidarisk, at opfyldelse af målsætningerne er i dansk egeninteresse, og ved at skabe usikkerhed om udsigten til amerikanske forstærkninger, mens danske aktører dels anvender de gældende forsvarsforlig som værn mod kortsigtede ændringer, dels argumenterer for, at mindre end opfyldelse af byrdedelingsmålsætningerne også er acceptabelt. En konsekvens af den manglende målopfyldelse kan vise sig at blive, at Danmark mister sin position i det gode selskab i NATO. Dette gælder ikke mindst i en tid, hvor der er mindre efterspørgsel efter styrkebidrag til internationale operationer.
Abstract in English:Burden-sharing Debates in NATO and Danish Defence PolicyDenmark has consistently been among the countries in NATO that spend the lowest share of GDP on defence. This article explores how American and Danish decision-makers have articulated Danish defence policy in relation to the ongoing burden-sharing debate in NATO and the Alliance's most recent burden-sharing debate, which took place in the late 1970s and first half of the 1980s. The article argues that there is continuity in the arguments put forward by the United States in attempts to influence Danish defence policy and by Danish actors to justify why Denmark does not live up to NATO's burden-sharing guidelines. In the burden-sharing debates American actors thus consistently try to influence Danish defence policy by pointing out that the policy is an expression of a lack of solidarity, that fulfilment of the objectives is in Danish self-interest, and by creating uncertainty about the prospect of American reinforcements. Danish actors, on the other hand, use existing defence agreements as a bulwark against short-term changes and argue that not meeting the burden-sharing objectives is acceptable. A consequence of not meeting the guidelines may result in Denmark losing its position as part of the good company in NATO. In times where force contributions to international operations are in less demand this is even more likely.
On April 25, 2013, UN's Security Council established a 12,600-strong peacekeeping force for Mali. The United Nations Multidimensional Integrated Stabilization Mission (MINUSMA) is to take over and continue the security and stabilization task that the French-led military operation in cooperation with UN's African-led International Support Mission to Mali, AFISMA, initiated in January 2013. The aim of this report is to present a number of long- and short-term perspectives for the recently initiated peace- and state-building process in Mali by focusing on the historical, structural and political causes of the crisis in Mali. Understanding these causes and handling their derived conflict potentials provide a minimum of prerequisites for establishing long-term peace. The report is structured according to four intertwined conflict potentials: Mali's fragile state, the status and background of the Tuareg rebellion, the organized crime and the regional cooperation. .
