The purpose of this Ph.D. dissertation is to analyze the United States model of transparency in the public sector. The dissertation moves from the assumption that this model does not coincide with the Freedom of Information Act (FOIA), which is only a component – albeit prominent – of it. Government secrecy, which extends beyond the executive branch, constitutes a comprehensive limit to transparency. At the heart of the concept of government secrecy is the system of classification of national security information, which has implications for each of the three branches of the Federal Government, as the Author shows. Despite several connections with executive branch secrecy, which may be pinpointed at a theoretical level, the relation between transparency and secrecy features its own framework in the legislative and judicial branches. How this relation emerges in the executive branch, however, is the core of the issue, and its study requires distinguishing executive privilege from mandatory disclosure that federal agencies have to ensure under the FOIA. The former is mostly meant in the United States as the power of the President, implicitly recognized by the Constitution, to withhold information from Congress. The exercise of this power affects the carrying out of the congressional oversight function. As to the latter, the FOIA exemptions mold the level of agency disclosure, and the President and the Attorney General establish the extent of disclosure by issuing memoranda on implementation of the FOIA. The Author dwells on exemptions 1 and 5, as their scope embraces most of the issues addressed in the present dissertation. The federal legislation on agency open meetings, which provides for specific exemptions, complete the system of executive branch transparency. In the conclusions, the Author identifies some paradoxes in the United States model of transparency considered as a whole, which, however, turns out to be satisfactory.

L'orientamento ideologico-politico, spesso dichiaratamente a sostegno di un determinato partito, induce i think tank a operare in diverso modo: i think tank di destra, esemplificati da Heritage Foundation, più portati ad interagire direttamente con il potere legislativo del Congresso; i think tank di sinistra, esemplificati dalla Brookings Foundation, più inclini a influenzare l'opinione pubblica attraverso l'occupazione degli spazi di distribuzione e propagazione delle news. Risultano diversi, pertanto, strumenti e generi della comunicazione: diversificati e target-oriented quelli dei think tank di destra, più generali e 'di opinione' quelli di sinistra.
2012/2013 ; Between 1991 and 1995, close to three hundred thousand people were killed in the former Yugoslavia. The international responses to this catastrophe was at best uncertain and at worst appalling. While both the United States and the European Union initially viewed the Balkan wars as a European problem, the Europeans chose not to take a strong stand, restricting themselves to dispatching U.N. "peacekeepers" to a country where there was no peace keep, and withholding from them the means and the authority to stop the fighting. In Bosnia the Europe sought to avoid military involvement, citing every excuse she could think of not to intervene to prevent the genocide of 250.000 Bosnian Muslims, who ultimately died at the hands of their Serbian tormentors. The British and French, too, who had primarily responsibility for dealing with this European problem, had persuaded the United Nations to impose an arms embargo on both sides in the Bosnian war. As often happens, the embargo did little damage to Serbia's military capacities, since their army had inherited the extensive military hardware Yugoslavia had amassed under its former Communist regime. But the embargo did deny the means of self-defense to the poorly equipped majority Muslim population in Bosnia. Unarmed, they could do little to repel the invaders or to protect their villages. Some European leaders were not eager to have a Muslim state in the heart of the Balkans, fearing it might become a base for exporting extremism, a result that their neglect made more, not less, likely. However, from the beginning of Yugoslavia's collapse, Americans divided into two groups, broadly defined: those who thought that Americans should intervene for either moral or strategic reasons, and those who feared that if they did, they would become entangled in a Vietnam-like quagmire. As awareness of ethnic cleansing and genocide spread, the proportion of those who wanted the United States to "do something" increased, but they probably never constituted a majority. Nevertheless, when the situation seemed most hopeless in July 1995 - the United States put its prestige on the line with a rapid and dramatic series of high-risk actions: an all-out diplomatic effort in August, heavy NATO bombing in September, a cease-fire in October, Dayton in November, and, in December, the deployment of twenty thousand American troops to Bosnia. Finally, in late 1995, in the face of growing atrocities and new Bosnian Serb threats, the United States decided to take part in Bosnia, the war was over and the America's role in post-Cold War Europe redefined. There is a lesson here to be learned by Europe that Bosnian Muslims are the best Christians in the world. The policy-makers cannot have a double heart, one for love and other for hate because some European leaders were not eager to have a Muslim state in the heart of Europe. They spoke of a painful but realistic restoration of Christian Europe. Of course Christianity, like any other religion has nothing to do with the barbarities and the greatest collective failure of Europe. The lesson that Western civilization thought it had drawn from the genocide of World War II – "Never again!"- must now be qualified to read: "except when politically inconvenient." ; La tragedia della ex-Jugoslavia e al suo interno quella della Bosnia Erzegovina riguardano pagine straordinariamente sconvolgenti della storia del mondo posto-Ottantanove, addirittura — si può dire — la conseguenza più grave, anche se non diretta, della dissoluzione dell'Unione Sovietica e conseguentemente di quel bipolarismo che aveva "ingessato" tutte le ipotesi o i tentativi di trasformazione degli esiti e delle conseguenze della seconda guerra mondiale. In un'impostazione sostanzialmente di storia politico-sociale, il candidato ricostruisce le vicende che vanno dal 1990 al 1995, ovvero da quella che il candidato chiama "la morte della Jugoslavia" fino all'intervento, decisivo in termini militari, della NATO nel conflitto, che aveva già visto negli anni precedenti emergere la guerra in Slovenia, in Croazia, prima di colpire anche la Bosnia Erzegovina, con la finale Conferenza che porta agli Accordi di Dayton. L'attore centrale di tutta questa vicenda è naturalmente la Serbia di Milosevic, ricordare il quale non fa che aiutarci a veder riapparire i fantasmi di vicende atroci di sterminio di civili, di stupro etnico, di "pulizia etnica", di genocidio. Il candidato fa opportunamente precedere la sua analisi da una cronologia, piuttosto lunga, che consente di scandire con precisione i diversi passaggi di una storia eccezionalmente drammatica. Segue il programma del suo lavoro, con l'indicazione del metodo di ricerca e degli strumenti di cui si è valso. Le cinque parti sostanziali in cui si suddivide il lavoro riguardano la dissoluzione della Jugoslavia, a partire dai falliti tentativi di Tito di salvaguardare l'integrità di quella Federazione, e analizzando attentamente i due "scivolamenti" della guerra in Slovenia dapprima e in Croazia poi. Il candidato analizza la società e la storia della Bosnia Erzegovina, condizione ovviamente preliminare per comprendere gli eventi successivi. Le tre categorie alle quali il candidato riconduce quella vicenda sono il multiculturalismo, la multietnicità e il multiconfessionalismo — tre dimensioni che potrebbero poter essere rispettate e addirittura apprezzate e che invece, in ogni parte del mondo, e più che altrove in Bosnia trovano ostacoli e resistenze violente e sanguinose. Risulta, come il candidato fa notare, adottare l'arma del nazionalismo e delle sue retoriche, impedendo così a ogni pur volenteroso tentativo di portare la democrazia nel proprio paese di trionfare. Il candidato chiarisce, in questo quadro, che la cosiddetta "balcanizzazione" che si fa discendere da quella parte del mondo, non deve essere intesa come un termine negativo ma come la pura e semplice conseguenza dei frequenti interventi esterni che là si sono realizzati. Il candidato dedica non poca attenzione al ruolo degli Stati Uniti nella vicenda, e alle diverse strategie — politiche e militari — adottate: con i devastanti risultati che tuttavia, purtroppo, conosciamo. L'Unione Europea non esce ovviamente meglio dell'alleato d'oltre Atlantico dalla ricostruzione del candidato, che poi giunge anche a ripercorrere le vicende di alcuni importanti uomini politici locali, sopra tutti Izebegovic e Karadzic, l'un contro l'altro schierati. Né sono passate sotto silenzio le vicende di alcune delle pagine più drammatiche: il massacro di Srebrenica, i bombardamenti su Sarajevo e in particolare il secondo bombardamento sul mercato. La risoluzione della crisi giunse, come per incanto, quando la NATO accolse l'invito ONU di intervenire: l'intervento fece tacere le armi, portò agli accordi di Dayton, ma non alla riconciliazione, che dal 1995 ha comunque incominciato il suo lento, ma — sperabilmente — solido cammino. ; XXV Ciclo ; 1982

Questo lavoro analizza le relazioni tra Stati Uniti ed alleati europei dal 1989 ad oggi, con particolare approfondimento del periodo successivo all'undici settembre 2001. L'ipotesi di ricerca è basata sulla convinzione che gli attentati del 2001 abbiano avuto un impatto fondamentale sulla relazione euro-atlantica, accelerando tendenze centrifughe già presenti nel rapporto. La tesi è composta da un'analisi storica, da sette capitoli e dalle conclusioni. L'analisi storica esamina i cambiamenti strutturali nella relazione transatlantica dopo il 1989. I capitoli 1 e 2 presentano le correnti politiche determinanti nel formulare la politica estera americana dopo il 2001, con particolare riferimento al movimento neoconservatore. I capitoli 3 e 4 analizzano la definizione di impero moderno , la questione se gli Stati Uniti siano o meno un impero e la possibilità che l'Unione europea (UE) diventi una superpotenza. I capitoli 5, 6 e 7 approfondiscono tre nodi gordiani : il futuro della NATO; la Russia tra Stati Uniti e UE; e la relazione triangolare tra Stati Uniti, Cina e UE. Infine, le conclusioni riassumono le debolezze del rapporto tra Stati Uniti ed alleati europei, evidenziano come esse siano peggiorate dopo gli attentati del 2001 e presentano i pericoli in cui la relazione potrebbe incorrere in futuro. ; This dissertation studies the relationship between the United States and its European allies from the end of the Cold War to the present, with a focus on the period following the terror attacks on September 11, 2001. The primary conclusion is that 9/11 accelerated divisive trends within transatlantic alliance. The dissertation has an historical introduction, seven chapters and the conclusions. The historical introduction analyzes the structural changes occurred within the transatlantic relationship after 1989. Chapters 1 and 2 discuss the political movements and ideas that shaped American foreign policy after 9/11, with a focus on the neoconservative movement. Chapters 3 and 4 define the idea of modern empire ; its use in reference to the United States; and the idea that the European Union is becoming a superpower able to counterbalance the United States. Chapters 5, 6 and 7 focus on three looming challenges within the transatlantic relationship: the future of NATO; relations with Russia; and the rise of China. The conclusions summarize the weaknesses of the relationship between the United States and its European allies; highlight how they deteriorated after 9/11; and describe the dangers that lay ahead for the transatlantic alliance.
Dottorato di ricerca in Diritto dei mercati europei e globali, crisi, diritti, regolazione ; Le riforme che hanno riguardato la regolazione europea, in primo luogo la sua governance multilivello, nei settori della vigilanza finanziaria, dell'energia e delle telecomunicazioni, hanno permesso di superare il sistema multipolare costituito dalle autorità nazionali in networks, in favore di piattaforme di cooperazione che ruotano intorno ad agenzie europee indipendenti (EBA, ESMA, EIOPA, ACER e BEREC). Tali organismi appaiono in grado di garantire un dialogo più efficace con la Commissione europea e con i regolatori statali, al fine di creare e applicare uniformemente standard regolatori e best practices. Il principale fine della tesi è quello di eseguire una comparazione tra i sistemi regolatori europeo e statunitense. La comparazione ha trovato la propria ragion d'essere soprattutto nelle spinte provenienti dal diritto globale verso una regolazione sempre più imparziale rispetto agli operatori economici e alle istituzioni. L'analisi viene condotta individuando uno specifico settore di indagine, il mercato dell'energia elettrica e del gas. L'istituzione di agenzie europee indipendenti, può essere letta come un segnale dell'avvio di un processo verso l'istituzione di autorità indipendenti "federali" europee? La comparazione con le commissioni statunitensi è in tal senso funzionale a comprendere se queste possano rappresentare un modello per l'ordinamento europeo, alla luce delle spinte economiche e giuridiche globali che impongono una regolazione sempre più neutrale. ; In the last ten years, several structural reforms involved European regulation's institutions – firstly their multilevel governance - especially the fields of financial supervision, energy and telecommunications. These reforms made it possible to abandon the former system, based on formal or informal networks of independent regulatory authorities, in order to establish new independent agencies (EBA, ESMA, EIOPA, ACER, and BEREC). These agencies are able to interact with the EU Commission and the national regulators in the elaboration and application of shared regulatory standards and best practices. This work is focused on making a comparison between the European regulatory system and the U.S. one. Above all, the comparison arises from global public law's pushes toward a more neutral regulation, both from governments and from economic operators. The analysis was carried out by identifying a specific research field: the electricity and natural gas market. Is it possible to see in the institution of these new EU independent agencies the first step toward the creation of "federal" European authorities? The comparison is useful to understand if the U.S. independent commissions could represent a model for the European legal framework, also considering the economic and legal pressure for an always more neutral regulation.
Le missioni, compiute a nome del Governo italiano negli Stati Uniti d'America negli anni 1944-1947, compongono l'argomento trattato nel primo capitolo della presente tesi di dottorato. I rappresentanti del Governo italiano riallacciarono i rapporti con i businessmen americani, che avrebbero giocato un ruolo importante nella ripresa delle relazioni Italia-Stati Uniti. Il secondo capitolo è dedicato alle corrispondenze dagli Stati Uniti del delegato della Banca d'Italia, Giorgio Cigliana Piazza, negli anni 1947-1949. Cigliana prestava grande attenzione all'opinione pubblica americana. Le sue corrispondenze permettono di approfondire il punto di vista dei businessmen americani sull'Italia. Il terzo capitolo è dedicato alla Banca Mondiale. Negli anni novanta, gli studiosi italiani, soprattutto quelli d'impostazione meridionalista, hanno iniziato a studiare i rapporti Banca Mondiale-Italia. Nella nostra ricerca, abbiamo approfondito i rapporti Banca Mondiale-Italia nei primi anni d'attività del Piano Marshall. Abbiamo poi studiato il management della Banca Mondiale e la figura del presidente Eugene R. Black. Infine, abbiamo ripercorso l'iter di concessione dei prestiti all'Italia e alla Jugoslavia nel 1951. Nella considerazioni conclusive abbiamo proposto una disamina delle fonti, conservate presso l'archivio storico della Banca Mondiale, relative all'Italia dal 1952 al 1956. ; The missions, on behalf of Italian government to United States of America from 1944 to 1947, are the subject of the first chapter of the present PhD thesis. The Italian government representatives held relationships with American businessmen, who are going to play a role in restarting the Italy-USA relationship. The second chapter is dedicated to the correspondences, from USA, of the Bank of Italy delegate, Giorgio Cigliana Piazza, from 1947 to 1949. Cigliana gave great attention to American public opinion. His correspondences allow us to study the American businessmen point of view on Italy. The third chapter is dedicated to World Bank. During the Nineties, the Italian historians, especially the experts of Southern-Italian history, had started to study the World Bank-Italy relationship. On our research we inquired into the World Bank-Italy relationship during the first years of Marshall Plan's activity. We continued to study the World Bank management and the role of its President, Eugene R. Black. At last, we retreated the making loans iter to Italy and Jugoslavia in 1951. La tesi è stata intitolata "Change the System From Within". La participatory democracy e le riforme istituzionali negli Stati Uniti degli anni Sessanta e si compone di cinque capitoli. Nel primo capitolo si riprende l'idea di participatory democracy emersa in seno alla New Left e ai movimenti sociali dei lunghi anni Sessanta. In questo contesto il concetto di participatory democracy assunse due principali accezioni: da una parte rappresentava la rivendicazione politica di un maggior coinvolgimento attivo della cittadinanza nelle politiche - locali, statali e federali - frutto della crisi di legittimità che la democrazia americana stava attraversando in quegli anni; dall'altra, il concetto venne adottato come principio organizzativo all'interno dei gruppi stessi di attivisti, con la funzione di prefigurare quelle riforme politico-istituzionali cui gli stessi militanti aspiravano. Dalla stessa temperie di contestazione sorse del resto anche la critica che alcuni studiosi mossero alla teoria liberale pluralista e alla sua esemplificazione nella coeva democrazia americana. Nel primo capitolo si mostra proprio come da quelle rielaborazioni critiche degli anni Sessanta emerse anche il primo modello di participatory democracy in seno alla teoria politica, sviluppato pienamente negli anni Settanta e Ottanta da Carole Pateman, Crawford B. Macpherson e Benjamin Barber. Questa parte del lavoro di tesi si propone quindi di accostare alle pratiche partecipative introdotte dai movimenti anche la ricostruzione dello sviluppo graduale di una teoria politica della participatory democracy. Tale riflessione è completata da un'analisi storica di ampio raggio, necessaria a meglio contestualizzare il fenomeno e ad includere le nuove richieste democratiche nell'ambito di una tradizione democratico-rappresentativa già dotata di istituti partecipativi di democrazia diretta. Chiarito il quadro storico-politico degli anni Sessanta, il secondo capitolo analizza la ricezione dell'idea di participatory democracy nelle politiche federali. A questo proposito si illustra come il principio di citizen participation fosse stato recepito già con la War on Poverty promossa da Lindon B. Johnson alla metà degli anni Sessanta e fu mantenuto, con esiti istituzionali differenti, almeno fino alla fine della presidenza Carter. Si dimostra inoltre che, malgrado il dettato legislativo federale fosse spesso approssimativo sulle modalità operative, quel principio ebbe in realtà un notevole impatto sulle relazioni intergovernative. Tale principio favorì ad esempio l'intraprendenza di molti amministratori locali nel promuovere il decentramento amministrativo e politico su base di quartiere. Nel terzo capitolo l'analisi affronta le principali trasformazioni in senso partecipativo avvenute nei sistemi di governo statali e locali negli anni Settanta, mettendole in relazione anche alle dinamiche intergovernative di più lungo periodo. Il capitolo è strutturato in modo tale da evidenziare il tendenziale recupero e rafforzamento di istituti già esistenti, come l'initiative, i public hearing e gli school district come strumenti di rivendicazione del community control in alcune città di grandi dimensioni. Mentre il secondo e terzo capitolo tendono a osservare le riforme istituzionali degli anni Settanta in senso partecipativo in seno al governo federale, statale e locale, i due successivi capitoli mirano ad osservare l'impatto della participatory democracy nel confronto tra attivismo militante e pratiche amministrative tradizionali degli anni Settanta. Il quarto capitolo è infatti dedicato all'ingresso della nuova generazione di politici progressisti nelle amministrazioni locali e statali fra la fine degli anni Sessanta e la prima metà degli anni Settanta. Per analizzarlo si è deciso di analizzare come principale caso di studio la Conference on Alternative State and Local Policy (CASLP), una organizzazione e forum nazionale che mirava proprio ad unire alle istanze dei progressisti una expertise di governo. Nell'ambito della CASLP, la cosiddetta Coalizione progressista di Berkeley, CA, fornì un caso esemplare di strategia di confronto con le istituzioni locali e per questo il capitolo le dedica una attenta disanima. La pluriennale esperienza di azione collettiva dei progressisti di Berkeley nell'arena istituzionale è infatti rilevante sia per l'innovazione nella strategia istituzionale, sia per attestare una evoluzione dell'idea di participatory democracy nel tempo. Il quinto capitolo ricostruisce ed analizza la carriera politica di Tom Hayden negli anni in cui passò dall'attivismo alla politica istituzionale, con la campagna elettorale per diventare Senatore della California in Congresso (1975-1976) e la successiva Campaign for Economic Democracy (1976-1982), confermando la spiccata propensione del leader all'innovazione istituzionale in senso partecipativo. In particolare, nella campagna elettorale per il Senato del Congresso del 1976 Hayden riuscì a implementare forme di decision-making partecipato in seno allo staff. Nella gestione del personale cercò inoltre di favorire l'empowerment di volontari e cittadini senza perdere di vista i requisiti essenziali per la sopravvivenza della campagna: fundraising e propaganda. In linea con la sua battaglia contro le distorsioni economiche del big business, scelse di non accettare fondi da corporation e banche e riuscì nell'intento di essere sostenuto per gran parte da small donors. Hayden dunque introdusse pratiche di participatory democracy in seno alla campagna elettorale e continuò a rivendicare la sua fiducia nella forza dei movimenti grass-roots. L'analisi storica, ad ogni modo, evidenzia anche le criticità che derivavano dall'uso di pratiche partecipative nella governance della campagna elettorale. Atttraverso l'analisi teorica e politico-istituzionale della democrazia partecipativa americana fra gli anni Sessanta e Settanta su vari livelli istituzionali (federale, statale e locale), questo progetto di ricerca tenta quindi di colmare un vuoto storiografico e, al tempo stesso intende contribuire alla definizione storico-istituzionale della participatory democracy in seno alla democrazia rappresentativa degli Stati Uniti. Infine, la presente ricerca mira a inserirsi nel dibattito pubblico contemporaneo sulla participatory democracy, offrendo una visione storico-istituzionale importante per meglio comprendere il fenomeno e che, finora, non ha ricevuto l'attenzione che meriterebbe. ; Chapter 1 retrieves the idea of participatory democracy stemmed from the Long 1960s New Left and the following social movements. Indeed, the concept of participatory democracy mainly acquired two slightly different shapes in that historical framework. From one hand, it meant the broad political call for common citizens' greater involvement in the policy-making - at the local, state and federal level. That request was in fact a reply to the ongoing crisis of the American democracy, in terms of political legitimacy and social representation of minorities and poor people. In the other hand, participatory democracy represented the organizing principle adopted by most of the grass-roots groups of that period, with a clear prefigurative function. Indeed, making the activist groups' inner decision-making participatory was a way for the collectives to anticipate the institutional changes they aspired to. In the meantime, because of the same disaffection against the raising social and political inequalities, some political science scholars elaborated a critique to the pluralist version of the liberal democracy - then the most praised one, as well as credited as it was embodied in the American democracy. Those 1960s critiques were eventually used to conceive the first political theory of participatory democracy in the 1970s and 1980s, as Chapter 1 shows. The participatory democracy's canon was in fact mostly developed by Carole Pateman, Crawford B. Macpherson and Benjamin Barber. Beside the intellectual history of participatory democracy from 1960s to 1980s, Chapter 1 allows to contextualize ideas and practices of common citizens' participation into the wider history of the American Political Development. According to that, chapter 1 also provides a detailed analysis of the participatory political institutions that were traditionally part of the United States representative democracy. Chapter 2 verifies whether the 1960s idea of participatory democracy actually affected the federal public policies of the late 1960s and 1970s. Indeed the principle of "citizen participation" was introduced in some of the War on Poverty legislations, promoted by Lyndon B. Johnson since the mid-1960s. Although the heterogeneous institutional effects, that principle was maintained in some grant-in-aid projects until the end of the Carter administration, through the Nixon and Ford administrations. Therefore, the political meanings assumed by the idea of "citizen participation" and its institutional consequences from 1964 to 1980 are carefully analyzed in chapter 2. Moreover, chapter 2 shows that the principle of citizen participation had such a strong impact on the intergovernmental relations. It thus brought forward, for instance, the local public officers' entrepreneurship towards the local devolution, shifting the administrative and political power base from the center to the neighborhood. Chapter 3 deals with the 1970s main institutional reforms aimed at introducing the common citizens' participation in the government decision-making at the state and local levels. Those reforms are deeply related to some long-lasting intergovernmental dynamics and this relationship is also argued. The same chapter's lay-out is vowed to underline the 1970s general trend of retrieval and enhancing of traditional institutions, such as the initiative (direct democracy), the public hearings and the school districts. The school board was indeed reevaluated and reshaped as a means of community control in the biggest cities. As chapters 2 and 3 aim at exploring the implementation of participatory reforms in the federal, state and local level of government, chapters 4 and 5 aim at inquiring the participatory democracy's impact on the 1970s boundary of polity - the space where activism meets political institutions. Chapter 4 inquires the new generations of progressive politicians entering the local and state administrations from the late 1960s to the mid-1970s. To frame that national phenomenon, the historical analysis use the Conference of Alternative States and Local Policies (CASLP) as a case study. CASLP was indeed a national organization born in 1975 to give voice to the progressive public officers around the country and allowed them sharing their government experiences for a more effective institutional impact. Inside CASLP, the progressive coalition of Berkeley, CA (called Berkeley Citizens' Action, BCA) was especially spotted for its exemplary strategy to confront local political institutions. The 1970s BCA's political actions are thus specifically analyzed. In fact, the institutional approach of the Berkeley progressive coalition resulted to be innovative in terms of strategy as well as successful in introducing new forms of participatory democracy into the local government, assessing the 1970s evolution of the participatory democracy political theory and practices. Chapter 5 retraces the political career of the former New Left leader Tom Hayden during the years of turning from activism to institutional politics. Especially, the analysis focuses on the 1975-1976 U.S. Senate Campaign and the following Campaign for Economic Democracy (CED), a coalition project and organization led by Hayden with the goal of mobilizing activists and public officers around the issues of economic justice, environmental and economic public policies (1976-1982). That period - just before Hayden was elected representative at the California Legislature in 1982 - is thus analyzed as a testing ground to verify his long-lasting commitment towards participatory democracy. The historical and political analysis, based on original archival findings, confirms Hayden's inclination for institutional innovation in the participatory realm. In particular, during the 1975-1976 electoral campaign for the U.S. Senate in California Hayden introduced participatory forms of decision-making involving staff people, volunteers and supporting grass-roots groups. Moreover, that campaign's staff and people management was conceived in order to directly empower citizens and volunteers, without losing track of the campaigning basic requirements (e. g. fundraising and propaganda). As he stood against big business and economic inequalities, he chose to reject fundings from corporations and banks. Therefore his electoral campaign was mostly sustained by small donors. Hayden successfully made the campaigning more open, accountable and participatory and kept on sponsoring his trust in community organizing and grass-roots social movements even in his following political endeavour, CED. Eventually, the investigation casts lights on the strengths, as well as the critical issues, produced by the Hayden's participatory governance of campaigning. By the means of analysing the intellectual history and the institutional implementation of participatory democracy during late 1960s-1970s United States, this research project firstly aims at making up the lack of historiography about the topic. In the second stance, grounding the institutional and political history of participatory democracy in the United States representative democracy - where the concept was born - this research project intends to provide a first genealogy of the participatory democracy's institutional implementation. In this sense, the research projects wants also to contribute to the contemporary debate on the participatory democracy. It is indeed a compelling and popular issue in many worldwide political arenas, but it is still rarely defined by its historical and institutional terms.
Le profonde trasformazioni che hanno interessato l'industria alimentare, unitamente alle accresciute capacità delle scienze mediche ed epidemiologiche di individuare nessi causali tra il consumo di determinate sostanze e l'insorgere di patologie, hanno imposto al legislatore di intervenire nella materia della c.d. sicurezza alimentare mettendo in atto sistemi articolati e complessi tesi a tutelare la salute dei consociati. Quest'ultimo obiettivo viene perseguito, da un lato, mediante disposizioni di natura pubblicistica e di carattere preventivo e, dall'altro lato, dallo strumento della responsabilità civile. Le due prospettive di tutela della salute delle persone costituiscono parti distinte ma al tempo stesso fortemente integrate in una logica unitaria. Questa prospettiva emerge chiaramente nel sistema statunitense: in quel ordinamento la disciplina pubblicistica della sicurezza degli alimenti – definita dalla Food and Drug Administration – costituisce un punto di riferimento imprescindibile anche quando si tratta di stabilire se un prodotto alimentare è difettoso e se, di conseguenza, il produttore è chiamato a risarcire i danni che scaturiscono dal suo utilizzo. L'efficace sinergia che si instaura tra la dimensione pubblicistica del c.d. Public Enforcement e quella risarcitoria (Private Enforcement) viene ulteriormente valorizzata dalla presenza di efficaci strumenti di tutela collettiva tra i quali la class action assume una importanza fondamentale. Proprio muovendo dall'analisi del sistema statunitense, l'indagine si appunta in un primo momento sull'individuazione delle lacune e delle criticità che caratterizzano il sistema nazionale e, più in generale quello comunitario. In un secondo momento l'attenzione si focalizza sull'individuazione di soluzioni interpretative e de iure condendo che, anche ispirandosi agli strumenti di tutela propri del diritto statunitense, contribuiscano a rendere maggiormente efficace la sinergia tra regole preventive sulla sicurezza alimentare e regole risarcitorie in materia di responsabilità del produttore. ; Profound changes have affected the food industry over the last decades and medical sciences, epidemiology in particular, are increasingly able to identify causal links between the consumption of certain substances and the onset of diseases. These developments have triggered legislative intervention on food safety-issues, leading to a complex system of rules designed to protect public health. Two instruments aim at achieving this goal, namely public law-regulations designed to protect the consumer in advance and civil law-liability rules. Distinct as these instruments are, they are at the same time strongly interconnected by their shared rationale. This dimension is evident in the U.S. system: in the United States, the public law-rules on food safety defined by the Food and Drug Administration are points of reference when it comes to determining whether a food product is defective and whether, as a result, the manufacturer is liable for damages. Effective synergies between public rules (public enforcement) and private law rules (private enforcement) are further enhanced by instruments of collective protection, among which class actions are of fundamental importance. Switching from the analysis of the U.S. situation to the European perspective, the study examines defects that characterize the national Italian and, more generally, the EU-system. At a later stage, the focus will be on developing – with regard also to US legal instruments – a system in which public food safety-rules and private liability rules interact effectively to protect public health.
Il progetto si è proposto di dimostrare l'evoluzione della valenza strategica nella relazione bilaterale tra Stati Uniti ed Egitto durante le presidenze di Anwar al-Sadat e Hosni Mubarak. Sebbene si sia a lungo contraddistinta per un marcato rapporto di reciprocità e di stabilità locale e trans-regionale, da alcuni decenni a questa parte la relazione vive un particolare momento di riconsiderazione a causa della compresenza di più fattori che ne hanno limitato il valore complessivo, necessitando quindi di nuovi fondamenti e obiettivi per essere rivitalizzata. Riprova di ciò sono proprio gli accordi di Camp David, cuore pulsante delle strategie comuni di Stati Uniti ed Egitto, nonché centro nevralgico delle dinamiche di cooperazione, per lo più di sicurezza, tra statunitensi, egiziani e israeliani. Analizzando gli elementi caratterizzanti la politica estera egiziana in relazione, anche e non soltanto, alle interazioni con Stati Uniti e Israele, prendendo come riferimento una prospettiva storico-diacronica che tenesse conto delle evoluzioni politiche dentro e fuori il Paese arabo, all'interno di un più ampio panorama geopolitico e strategico regionale e internazionale, il presente lavoro ha pertanto puntato a far emergere il carattere tattico del rapporto stesso, il quale è stato fortemente influenzato dal perseguimento di un interesse nazionale da entrambe le parti. ; The thesis analyses the evolution and impact of U.S.-Egypt relations under the Sadat and Mubarak's tenure in terms of geopolitical and strategic attitudes through a historical-diachronic perspective. Although it has been characterized for decades by a marked reciprocity in terms of local and (trans-)regional dynamics, for about twenty years this link has been experiencing a particular moment of reconsideration due to the presence of several factors that have limited its overall significance. The bilateral relationship needs new foundations and objectives. In fact, the thesis argues that the Camp David agreements, the beating heart of the common strategies of the United States and Egypt, as well as the political core of several dynamics (mostly in security dimension) between the Americans, Egyptians and Israelis, it is the key element to understand the interconnection between Egyptian domestic state and its regional state autonomy. In this respect, the thesis highlights these factors characterizing the Egyptian foreign policy in connection, even and not only, with United States and Israel, as enabling factors both in the national political developments and the evolution in the Arab stage, within a wider geo-political and strategic regional and international panorama. In conclusion, this work aim to bring out the tactical nature of the bilateral relationship between Egypt and the United States, which was heavily influenced by the pursuit of a different perception of national interest. Therefore, the biggest challenge between Washington and Cairo consists in managing a much less special and complex relationship than in the recent past, which essentially sees the overcoming of Camp David, while maintaining the stability of the region as a cornerstone on both sides.

It focuses on the influences received by the jesuit from non-Catholic intellectual circles and the relevance for the integration of the Catholic community in the American society.
L'oggetto di questa ricerca è la propaganda fascista negli Stati Uniti nel periodo compreso tra la marcia su Roma e l'ingresso dell'America nella seconda guerra mondiale. In particolare, questo lavoro intende delineare gli orientamenti, i temi, le strutture e gli strumenti di propaganda utilizzati dal regime fascista per migliorare la propria immagine presso il pubblico americano e per sviluppare un senso di rinnovato orgoglio nazionale in seno alle numerose comunità italo-americane, al fine di impiegarle come una forza capace di influenzare il governo della paese d'adozione in un senso favorevole agli interessi internazionali dell'Italia. La propaganda fascista negli Stati Uniti non fu un fenomeno univoco e coerente. Essa, al contrario, fu al centro di un aspro dibattito tra i funzionari del partito fascista e i rappresentanti diplomatici: i primi volevano imprimere una forte caratterizzazione politica alla propaganda, esportando presso le comunità italo-americane i miti, i riti e l'organizzazione squadristica del fascismo italiano; i secondi, invece, sostenevano la necessità di adattare il messaggio propagandistico allo specifico ambiente americano, favorendo un approccio indiretto, teso soprattutto a rinvigorire i legami spirituali tra gli emigrati e la madrepatria. Alla fine, l'ostilità delle autorità americane verso i fasci e le loro azioni violente convinse Mussolini a optare per la linea proposta dall'ambasciata, che negli anni Trenta divenne il principale centro coordinatore della propaganda fascista in America. Nel promuovere la propria immagine, il regime si servì dei principali strumenti di comunicazione di massa: la stampa etnica; il cinema e la radio. Tuttavia, lacune organizzative e mancanza di adeguate risorse economiche condizionarono le attività propagandistiche, che, pertanto, furono caratterizzate da un certo grado di approssimazione e improvvisazione. Oltre che dai limiti tecnici, il fallimento finale della propaganda fascista fu dovuto soprattutto alla politica estera aggressiva del regime nella seconda metà degli anni Trenta, che sfociò nella partecipazione al secondo conflitto mondiale al fianco della Germania nazista e alla dichiarazione di guerra contro gli Stati Uniti. Ciò rese l'Italia fascista un nemico non solo del governo di Washington, ma anche degli italo-americani, che non esitarono a sostenere la loro patria di adozione. ; The subject of this research is the fascist propaganda in the United States of America from the march on Rome to the Second World War. This study focuses on the guidelines, the themes, the organizations and the communication channels used by the fascist regime for promoting its own image among Americans and for creating a sense of racial consciousness among Italian-American communities. In fact, the fascist authorities wanted to use the emigrants as a tool to influence the U.S. government. However, fascist propaganda in the United States was not a coherent phenomenon. On the contrary, there was a long and bitter dispute between the fascist party and the diplomatic service about how to run this activity: the former wanted a strong political propaganda, exporting the myths, the rituals and the structures of the fascist movement; the latter, instead, argued that fascism could be most profitably employed as an ideology to develop ethnic nationalism within the fragmented Italian-American communities. To achieve this aim, diplomats suggested a plan for depoliticizing fascism, so that it would avoid arousing suspicions. At the end, because of the hostility of American authorities towards the fascist groups and their activities, Mussolini opted for the line proposed by the embassy. Fascist propaganda used the main mass media to spread its messages across United States: ethnic newspapers, cinema and radio. However, disorganization and lack of funds undermined the efforts of the fascist officials. Moreover, the fascist regime lost its popularity in America because of its aggressive foreign policy in the second half of the thirties. When Mussolini declared war on the United States after Pearl Harbor, fascist Italy became an enemy not only for Americans but also for Italian immigrants, who sided with their new country. ; Dottorato di ricerca in Storia dell'Europa XIV-XX secolo (XXVII ciclo)
While the field of foreign policy has generated an impressive amount of research, there is still much to be explored and explained of the way in which regime types (totalitarian and democratic) influence the dynamics of state behavior at the international level. The present study examines in a comparative way the characteristics that influence the process of foreign policy making in totalitarian and democratic states. This can help achieve a better understanding of their foreign policy decisions and also help reveal valuable patterns in their decision making process. For the purpose of the present study, the United States of America and the People`s Republic of China were chosen as representative cases of the above mentioned highly contrasting regimes. The foreign policy and diplomatic relationship of the two countries is analyzed on the period between the 1940s and the 1970s using comparative foreign policy analysis, their differences providing a fertile ground for comparison.
