A review essay on a book by Luis Nuno Rodrigues, No caracao do atlaantico. Os estado unidos e os acores (1939-1948) ([In the Heart of the Atlantic: The United States and the Azores (1939-1948)] Lisboa, Prefacio, 2005).
This paper deals with the reasons why the United States have been seeking for the strengthening of the intellectual property rights (IPRs) at recent bilateral and multilateral negotiations, specially during the GATT's Uruguay Round. The hypothesis of this paper suggests that the IPRs' strengthening is part of an attempt made by the United States to revert the present process of weakening of their competitive advantages in the International trade. This hypothesis is investigated through three aspects: (a) the relationship between technological paradigms and the appropriability of innovations; (b) the role of transnational corporations; (c) the challenges to the United States' competitive position. ; This paper deals with the reasons why the United States have been seeking for the strengthening of the intellectual property rights (IPRs) at recent bilateral and multilateral negotiations, specially during the GATT's Uruguay Round. The article approaches the dilemmas experienced by international agents in peace operations deployed in Somalia during the 1990s. It highlights the diverging narratives used by international actors (United States and United Nations) vis-a-vis the Somali 'Other'. It is argued that the main dilemmas experienced during UN and US operations in Somalia were not of technical nature, concerning coordination problems between the main forces involved, as usually claimed. Differently, the article identifies a dispute of political nature between the United States and the UN, created by their divergent conceptions on the Somali 'Other'. Adapted from the source document.

The manner in which the United States went to war against Iraq in 2003 was not a radical departure from the past. American history shows that the United States has had a propensity to become involved in unnecessary wars. These wars share the following characteristics: they were justified in the name of America's presumed historical mission; they were entered into on the basis of false premises; a small "war party" was indispensable to the decision to go to war; the two party democratic competition often acts as a stimulus to military action; the wars exhibit a kind of "law of unintended consequences.". This paper analyses the United States-Russia relationship in a changing context of growing challenges that have marked the mandates of Barack Obama and Dmitry Medvedev. The text starts by tracing the context where Obama and Medvedev come to power, and the dwindling of tensions that were very much present in this relationship, particularly in 2007 and 2008, leading to the Georgia war and the reset policy. The reset policy allowed the revision of procedures and the consolidation of trust, though the paper argues that effective coordination of policies and practices between Russia and the United States is still far from an objective reality.
