The author treats the topic of AIDS as a focal point for artistic politics in the United States and, eventually, in a larger international context as well. He considers a range of representations of AIDS in contemporary art since the 1980s & considers how AIDS became a pivotal point around which thinking about artists' activism & art as social intervention turned. He discusses AIDS as a paradigmatic case for a new global, biopolitical, & mediatized cultural phenomenon that bore with it a new ensemble of political, moral, & economic effects, in turn profoundly affecting conceptions of aesthetics & activist art. In the latter part of the essay, he develops a typology of strategies utilized by artists in addressing the problem of AIDS: 1) transcoding strategies; 2) media critiques and/or critiques of culture industry representations of AIDS; 3) alternative publicity; 4) AIDS exemplars; & 5) strategies of mourning & memoralization. The European Union is a rather new player in international relations. The European Union is neither a state nor international organization. With the accession to the European Union, the states transfer some attributes of sovereignty and, thus, the governing is done by the European Union mostly, taking part in its relations with third countries. At the same time, it contains some elements of the union (confederation, federation). Therefore, the European Union is more than an international organization. We find elements of the federation, confederation without being identified as such, being established on a system of organization. The European Union aims for integration of societies within a single economic, social, political, legal area. The European Union acts as a proper system based on an idea of creating strong Union bonds between the people of Europe, by establishing an internal market, an economical Union. The European Union, in its relations with the member states, keeps the ultimate goal that it has, being an international legal person, special competences, realizing common goals established with the member states. The legal basis of the European Union is represented by two treaties: the Treaty on European Union and the Treaty on the Functioning of the European Union. The well-known Lisbon Treaty represents legally an amending treaty of the previous legal instruments - a compromise between the need for reform, on the one hand, and the need to live in a united Europe, on the other hand. The member states of the EU relate to two legal systems. As a result of their participation in an international organization with supranational character, Member States of the European Union assume a number of commitments with repercussions to their state sovereignty. The Member States coexist with the European Union. The European Union has become, along with its Member States, a matter of international law; even if it shows itself as a conglomerate of states - international organization; it is a union of states established by state attributes, an entity more complex and powerful, with a higher importance with its relations with the Member States, but also with an increased influence on international arena.

"The aim of this paper is to introduce one of the classical sociological research conducted by Paul F. Lazarsfeld and Elihu Katz in the city of Decatur (Illinois) in the Midwest of United States in 1955. The subject of the research was nonformal everyday interpersonal influence in areas of marketing, fashion, public affairs and movie going and the object was the population of women older 16 years (n = 718). By means of indicators of life cycle, social status and gregariousness the research report describes the profiles of opinion leaders in given areas and provides an answer to question if the two step flow of communication hypotheses is applicable in mentioned spheres of social life." Eritrea becoming independent, with the consent of Ethiopia, was considered a unique event on a continent that has experienced so many wars about the right to self-rule. However there are elements in Ethiopia's political mosaic that can never accept Eritrea independence. ... From the historical point of view there should be no doubt that the territory of today's Eritrea was a part of Ethiopians' kingdoms. However for more than 60 years since 1890 Eritrea was under the foreign rule. Eritrea was federated to Ethiopia in 1952, but when in 1962 the federation was dissolved and the province was annexed by Haile Selassie, guerrilla war broke out and continued also during the dictatorship of M. H. Mariam (1974-1991). ... He two countries are among the poorest in Africa, but both Ethiopia and Eritrea are reportedly engaged in buying as much arms as their poor economies can afford from countries such as Russian Federation, China, Bulgaria, and the Ukraine. ... Both countries have close military relationships with the United States and Israel who have a strategic interest in keeping them as stable allies close to the Arabian peninsula and bordering Sudan. ... The International community calls for an end to the border war between Ethiopia and Eritrea. The United Nations, the European Union, African leaders and U.S. government have aIl pleaded for restraint and immediate stop of military confrontation. ... In the conservative imaginary, at least in the cases of Constantin N. Brăiloiu and Alexandru N. Lahovary, France was not deemed a functioning political model (i.e., a political or constitutional regime) that Romania should have followed. Compared with the English political model (or rather with the Anglo-Saxon one, since the reference sometimes included the United States of America) and with the Belgian regime, France was certainly a less favoured option. However, without exception and despite all discursive artifice, in the perspective of these two politicians, who were evidently Francophile, both by education and by cultural affinities, France undeniably remained a landmark of civilization or administrative and economic efficiency, and sometimes a beacon of legal inspiration. It must be said that the latter perception was in no way related to Constantin N. Brăiloiu and Alexandru N. Lahovary's conservative convictions. It was commonplace in the local cultural imaginary, which, regardless of one's political, social or cultural affiliation, repeated the encomiastic mantra dedicated to imperial France, to whom the Romanians were convinced that they owed the existence of their nation. In fact, one should not overlook another typical belief of this political imaginary, which is illustrated in our case by Alexandru N. Lahovary: the Romanian politicians were persuaded that the ideals included in the Declaration of the Rights of Man and of the Citizen were exclusively due to the France of 1789.

The author examines the creation and functioning of the Romanian propaganda office at the General Commission of Romania for the New York World's Fair (1939-1940). He analyses two previously unpublished documents from the Archives of the Ministry of Foreign Affairs, relevant to the topic under scrutiny. The activity of the office was coordinated by the diplomat Andrei Popovici. His subordinates were the press attach. from the Romanian Legation in the USA, Horia Babeş, Paul Sterian, economic councillor, and Petre Neagoe, writer. The monthly budget was 750 $ (the rate of those years) for the daily expenses and salaries. The propaganda office started its activity in January 1939. It used to publish a bulletin, to help issuing stamps, to prepare propaganda posters, to publish and translate brochures. It also used to send presentations of Romania to journals, such as Cleveland News , Chicago Tribune, Detroit Free Press, New York World Telegram etc., and articles on Romania to newspapers (Annalist, Journal of Commerce etc.), or to occasional publications (Going to the Fair, a Preview, International Guide etc.). The images the propaganda office used to handle were reproducing usual elements of the domestic and foreign official discourse of Charles II: Romania was a totally new country, based on a new social contract ("the royal revolution"), that was looking persistently towards "tomorrow's world" (the slogan of the American fair); this future was build with Romanian resources and strengths, mobilized by "the king of young people and of the peasants".

Each State manifests its life's interest to participate actively at internation relations. The United Nations Charter, especially its Articles 1 and 2 - Purposes and Principles, must be considered as the necessary foundation for recent international relations. These articles of the Charter of the United Nations establish universally reorganized principles and norms regulating international intercourse of States of the Family of Nations at the end of XX. as well as at the beginning of XXI. centuries. There are some differences as for the creation of the such rule of behaviours and its implementing into the life of international community. The international life is more complicated development of many various events, situations and controversies in the international arena. Such are facts that we should take into our analysis of international relations. The theories on international relations try to give answers on the issues. We underline the importance of international law 5 theory among them. + The Diplomacy is another very important tool in resolving controversies among the States of the contemporary international community. We differ the bilateral diplomacy from the multilateral one. The usual subjects of both diplomacies are the States as well as international organizations. The main sources of the diplomacy should be international law and its branch - the diplomatic law, the international diplomatic law. Whose the main sources are Vienna conventions on diplomatic and consular intercourses. Further, the author tries to clarify the functions of diplomacy in the light of these conventions, especially, besides other the immunities and privileges of the diplomats. By multilateral diplomacy, the author understands the diplomacy implemented by the international organizations and their organs. He differs so-called classic international oragnization based on the principle of the sovereign equality of all its members (UNO) from that of integrated structure (EU). The Slovak Republic is a young state and therefore its diplomacy faces many complicated situations after its entry in the international relations. As a new subject of international community Slovakia tries to be active in all fields of international life. The Slovak can fulfill their functions of the Slovak diplomacy at their best.
