El tema del Gobierno Universitario es evidentemente el punto central de cualquier ley universitaria; de hecho, la existencia de una ley se basa en la necesidad de normar el gobierno de las Universidades; en tal sentido, las exposiciones a las que asistimos nos dan una idea de la diversidad de perspectivas desde las que se puede tratar este tema. ; The theme of the University Government is clearly the focus of any university law, in fact, the existence of a law is based on the need to regulate the government of the universities, in which sense the exhibitions we attend give us an idea diversity of perspectives from which you can address this issue.
In 2011 the British Parliament approved, within the context of the coalition between the Conservatives and the Liberal Democrats, what can be seen as the most significant constitutional reform that the British government has undertaken in recent decades. This reform, called Fixed-term Parliament Act, 2011, restricts what was one of the main rights of the Prime Minister; dissolving the chamber in order to be able to call early elections. The reform is not motivated by an attempt to overcome the political crisis, similar to other European countries, that the UK is experiencing, but rather by the new demands that seem to derive from the current coalition government. It is certainly a reform that merits analysis by other nations, such as our own, in which fragmented parliaments are growing ever more likely, lacking strong majorities and posing problems that go beyond politics to the heart of the system. ; En 2011 el Parlamento británico aprobó, al amparo del acuerdo de coalición entre los conservadores y liberal-demócratas, la que puede considerarse la principal reforma constitucional a la que se ha visto sometido la forma de gobierno británica en las últimas décadas. Dicha reforma, bajo el nombre de Fixed-term Parliaments Act, 2011, supuso la supresión de una de las principales facultades del Primer Ministro, la de disolver la Cámara y convocar anticipadamente elecciones generales. Dicha reforma responde no tanto a la pretensión de superar la crisis política que vive el Reino Unido, similar a la que viven otros Estados europeos, sino a las nuevas exigencias que parecen derivarse del actual gobierno de coalición. This research is framed in the teachers' thinking paradigm, oriented to understand the thinking styles of the university teacher from two out of the five cognitive and behavioral expressions in Sternberg's thinking styles theory: the function inside the classroom and the level of classroom performance. The epistemological approach was the empirical-inductive, framed in the logic positivism tradition, with the case study as methodology. A 24-reactives likert-based scale was applied to 40 teachers of the Education career from Francisco de Miranda University (UNEFM). The results evidenced a mediational thinking style, based on cognitive and constructivism-based teaching procedures, democratic patterns for classroom organization, as well as a permanent process of reflection that informs teachers about what and how to improve while teaching. These results can help to optimize teaching performance, as well as to design pedagogical training processes more focused and based on mediational pedagogies that lead to better learning. KEY WORDS: Thinking styles, university teachers, pedagogy, mediational pedagogies, university education. ; Esta investigación está enmarcada en el paradigma del pensamiento del profesor, cuyo objetivo fue comprender los estilos de pensamiento del profesor universitario desde dos de cinco expresiones cognitivas y comportamentales de la teoría de los estilos de pensamiento de Sternberg (1988): la función en el aula y el nivel de desempeño. El enfoque epistemológico fue el empirista inductivo, con la tradición positivista lógica, y el estudio de caso como metodología. Se aplicó una escala Likert de 24 reactivos a 40 profesores de la carrera Educación en la Universidad Francisco de Miranda (UNEFM). Los resultados evidenciaron un estilo de pensamiento mediacional, con procedimientos de enseñanza cognitivos y constructivistas, patrones democráticos de organización de la actividad áulica, así como también un proceso simultáneo de reflexión que informaría a los profesores qué y cómo mejorar mientras van enseñando. Estos resultados pueden ayudar a optimizar la práctica de enseñanza, así como también a promover procesos de formación pedagógica más focalizados y basados en pedagogías mediacionales que promuevan mejores aprendizajes. The purpose of the research was to determine the learning style of biological science students considering the possible effects of the variables, sex, political ideology and school of origin, on a sample of 59 students consisting of 40 entering and 19 next to graduate of the career of Biological Sciences of the Ricardo Palma University. The study had a quantitative, substantive, non-experimental design, and descriptive cross-section. The data was collected from the Kolb version E learning style instrument, the result indicates that the learning style present in the students who start the career is the usher with 55%, while the predominant style of the students who conclude is the assimilator with 57.89% Concrete learning styles are predominant in the students of the first cycle to be present in 65% of these, however the abstract learning styles are majority in the students of the tenth cycle reach 89.47%. The style of accommodating learning is higher in males (72.2%) than in females (40.9%) of the first cycle, however in the students of the tenth cycle, the assimilative style is higher in women (66.7%) than in men (50%). ; La investigación tuvo como propósito determinar el estilo de aprendizaje de los estudiantes de ciencias biológicas considerando los efectos posibles de las variables, sexo, ideología política y escuela de procedencia, sobre una muestra de 59 estudiantes conformada por 40 ingresantes y 19 próximos a egresar de la carrera de Ciencias Biológicas de la Universidad Ricardo Palma. El estudio tuvo un enfoque cuantitativo, sustantivo, diseño no experimental, y corte transversal descriptivo. Los datos se recolectaron a partir del instrumento estilo de aprendizaje de Kolb versión E, el resultado señala que el estilo de aprendizaje presente en los estudiantes que inician la carrera es el acomodador con 55%, mientras el estilo predominante de los estudiantes que concluyen es el asimilador con 57.89% Los estilos de aprendizaje concreto son mayoritario en los estudiantes del primer ciclo al estar presentes en el 65% de estos, sin embargo los estilos de aprendizaje abstractos son mayoritarios en los estudiantes del décimo ciclo llegan al 89,47%. El estilo de aprendizaje acomodador es mayor en varones (72,2%) que en mujeres (40,9%) del primer ciclo, sin embargo en los estudiantes del décimo ciclo, el estilo asimilador es mayor en mujeres (66,7%) que en varones (50%).

In most countries, governments and services have taken the lead in PHC development as a result of the declaration of Alma Ata. Since the 1990s, a large amount of evidence has demonstrated the impact of a strong primary health care system on the health of the communities. 2,3 Improved health status of a community is directly related to a better or morebalanced ratio of primary care professionals to specialists and to increased individual access to primary care within a region. As co-morbidities increase as a population ages, access to comprehensive and coordinated primary care becomes an increasingly cost-effective approach. Accessibility to primary care reduces the adverse effects on health of social inequalities.

El debate sobre una ley que gobierne a la educación universitaria en Venezuela ha servido para revelar las carencias estructurales en las cuales se encuentra la institución universitaria en el presente. La ausencia de voluntad universitaria, por encima y más radicalmente necesaria que la voluntad política, ha dado lugar a un monologo incoherente sobre conceptos claves como autonomía, participación y democracia. A través de una exploración sobre las condiciones ideales del discurso como construcción dialógica, se muestra la condición fundamental sobre la cual se debiera asentar el debate universitario: La autonomía como práctica social y meta del universitario. A la luz de este marco se revisa brevemente y se apuntan posibles rutas para futuros debates en torno al sentido de la universidad en el contexto de una transformación que apunta hacía la construcción de una sociedad democrática, protagónica y co-responsable. ; An urgent debate about the Venezuelan university legislation has revealed huge discrepancies and deficiencies found in contemporary universities. The absence of an academic disposition as opposed to a political standpoint has resulted in non-coherent monologues around concepts such as autonomy, participation, and democracy. By exploring ideal discourse conditions such as dialogic construction, the concept of autonomy becomes the center of the debate at the university. Autonomy is then considered a social practice and a goal by every university scholar. Therefore, some proposals are given for future debates that should be held at the university as seen as a pillar for the construction of a democratic, leading, and a jointly responsible society. ; O debate sobre uma lei que governe a educação universitária na Venezuela tem servido para revelar as carências estruturais que padece a instituição universitária hoje. A falta de vontade universitária, acima e radicalmente mais necessária do que a vontade política, tem originado um monólogo incoerente sobre conceitos-chave, como autonomia, participação e democracia. Por meio de uma exploração sobre as condições ideais do discurso como construção dialógica, mostra-se a condição fundamental sobre a qual se devia centrar o debate universitário: a autonomia como prática social e como meta do universitário. The Central University of Ecuador is undergoing a major change in its institutional life to return to Category A in its evaluation by the CEAACES.This proposal presents an analysis of the following questions: Where do we go? Where are we? How can we get there? The responses to these questions are framed on the principles of an open university based on e-government, open government and open data concepts.The technology takes a vital role in this proposal, where the roadmap is drawn to achieve the goal. The experience of implementing projects and how they have been designed, implemented and improved in a virtuous circle is presented.It includes a general framework of the Integrated Information System, Connectivity, Data Center which are the basic infrastructure that will implement the strategy in the University. Achievements, next steps and lessons learned are also included. ; La Universidad del Central del Ecuador se encuentra en un cambio trascendental en su vida institucional con el fin de retomar la categoría A en la evaluación del CEAACES. Esta acreditación tiene un componente importante en el desarrollo de la investigación y conocimiento. At University of the South Central (CUSur) of the University of Guadalajara, located in Ciudad Guzmán (Jalisco, Mexico), has, since the year 2011, a project has developed of Triple Helix in which have been linked to the University, local government and the business sector of the Southern Region. Evaluation of the results and the process of the implementation of this project is one of the keys to obtain information, which can serve for decision-making and design strategies that allows the optimization of the performance of the triple helix. The evaluation has focused on various indicators as creation of enterprises and jobs, provided training, advice to entrepreneurs, people who have participated in the activities, etc. The tools used, the data obtained and their interpretation exceeds the limits of what is a research paper. Therefore, we're going to focus on one of the least studied aspects, on the experiences of Triple Helix, which is the impact of the model on organisational change, in our case, the University Center of South, with the creation of new organizational structures for research. ; En el Centro Universitario del Sur (CUSur), de la Universidad de Guadalajara, ubicado en Ciudad Guzmán (Jalisco, México), se ha desarrollado, desde el año 2011, un proyecto de Triple Hélice en el que se han vinculado la Universidad, el gobierno local y el tejido empresarial de la Región Sur. La evaluación de los resultados y del proceso de la implementación de este proyecto es una de las claves para obtener información, que puede servir para la toma de decisiones y diseñar estrategias que permitan la optimización del funcionamiento de la triple hélice. El 21 de junio de 1918 ocurrió en Argentina un he- cho histórico de inmediata proyección en muchas de las universidades de América Latina y el Caribe: las críticas expuestas por el Manifiesto de "La juventud argentina de Córdoba a los hombres libres de Suda- mérica". Este documento expuso la caduca situación de esa institución de educación superior, al tiempo que proponía soluciones prácticas para modernizar- la. En Venezuela el programa reformista de Córdoba no tuvo incidencia en las Universidades de Caracas y Mérida, lo cual se demuestra en este artículo a través del análisis del estado de las mismas en lo académi- co-administrativo, el impedimento de su transfor- mación debido a su dependencia del gobierno y a la realidad política del país. ; On June 21, 1918 an historical event took place in Argentine, which had immediate consequences in many Latinamerican and Caribean universities: cri- tics exposed through the Manifesto "The argentine youth of Cordoba to the free men of Southamerica". This document revealed not only the obsolete situa- tion of the University of Cordoba but also sugges- ted practical solutions for its modernization. In Ve- nezuela the reformist program of Córdoba did not have repercussions in the universities of Caracas and Mérida.
