"Der Regionalpolitik der Europäischen Union liegt die Erkenntnis zugrunde, dass die wirtschaftlichen und sozialen Bedingungen nicht nur zwischen den Mitgliedstaaten stark differieren, sondern dass sich noch größere Unterschiede ergeben, wenn man kleinräumige Gebiete miteinander vergleicht. Schwerpunkt dieser Politik soll somit eine Identifizierung und gezielte Unterstützung derartiger Regionen sein. War die Beobachtung der unterschiedlichen Lebensbedingungen in der Vergangenheit im wesentlichen auf die europäischen Regionen konzentriert, so ist seit Anfang der 90er Jahre ein zunehmendes Interesse an der unterschiedlichen Lebensqualität und der wirtschaftlichen und sozialen Infrastruktur in den europäischen Städten zu erkennen."
