Mit dem Urban Audit ist - nach einer Pilotphase 1998-2000 - im Jahre 2001 ein Instrument geschaffen worden mit dem Ziel, eine "solide Datengrundlage zu schaffen, um über gemeinsame Fragen im Zusammenhang mit der Stadtentwicklung besser entscheiden zu können" (EU-Kommission). Im Rahmen des Urban Audit-Projektes hat man sich auf einen umfangreichen Datenkatalog demographischer, sozialer, wirtschaftlicher und ökologischer Indikatoren verständigt. Diese Daten werden, soweit verfügbar, von den nationalen Koordinierungsstellen aus amtlichen Statistiken sowie von den beteiligten Städten zusammengetragen und bei Eurostat in einer Datenbank abgelegt. Sie sollen es ermöglichen, europäische Städte miteinander zu vergleichen. Von den insgesamt 258 (künftig rd. 360) europäischen Urban Audit-Städten liegen 35 (künftig 40) in Deutschland. Sie wirken im KOSIS-Verbund Urban Audit zusammen, der in Abstimmung mit dem "Netzwerk Stadt- und Regionalstatistik" und im Einvernehmen mit den Statistischen Ämtern des Bundes und der Länder das Vorhaben inhaltlich betreut. Die Arbeitshilfe konzentriert sich auf die Städte in ihren Verwaltungsgrenzen. Ihre Anwendung auf die UA-Regionen und UA-Stadtteile bleibt den Städten überlassen. Die nun erleichterte inhaltliche und methodische Auseinandersetzung mit den Urban Audit-Daten lässt einen fruchtbaren Informations- und Erfahrungsaustausch erwarten.
