Bu çalışmanın amacı, yerel demokrasi ve katılıma ilişkin öngörüleri ve potansiyelleri belirlemek ve bu doğrultuda sivil toplum kuruluşları (STK) olgusunu incelemektir. Yapılacak incelemede çıkış noktası, yerel demokrasinin yaşama geçmesinde bir araç olarak, STK'ların kentsel katılım oluşturulması sürecinde olumlu rol üstlendiği doğrultusundadır. Yerel yönetimlerin yapısal değişim geçirdikleri bilinen bir gerçektir. Bu değişimlerin başında, kentteki tüm grupları aktör ve paydaş gören yerel katılım kavramı gelmektedir. Kentsel mekânlarda etkili karar alma konumunda olan genelde yerel yönetimler, özelde belediyeler, doğrudan demokrasi avantajlarının ve katılımın sergilenebileceği yönetimlerdir. Gerçekleştirilen yerel mevzuat düzenlemeleri ile yerel yönetimlerde sorunların çözümü ve hizmet sunumunda, çok ortaklı ve çok aktörlü yönetişim anlayışı hedeflenmekte, STK katılımı beklenmektedir. ; The aim of this study is to identify predictions and potentials about local democracy and participation and to examine the phenomenon of civil society organizations (CSOs) in this direction. Starting point of the investigation is the positive role of CSOs in the creation of urban participation as tools for the practice of local democracy. It is a known fact that local governments have experienced structural changes. At the head of these changes comes the concept of local participation that considers all groups as actors and partners in the city. Local governments in general, municipalities in particular, which are in the position of making effective decisions is urban space are the administrations that advantages of direct democracy and participation can be exposed. Multi-partner and multi-actor government approach is aimed in problem solving and service presentations at local governments owing to the arrangements on the local legislations, the participation of CSOs is expected.
When British travelers visited Kurdish regions in the first half of the twentieth century they recorded their memories and opinions on Kurdish society, especially the position of women. This article analyses the text the British travelers produced to understand whether they were written from an orientalist perspective. The freedom of Kurdish women impressed the British travellers and officers, and in particular they differentiated between Kurdish women and other Muslim societies. They admired the high status of Kurdish women in society regardless of class, in both rural and urban communities. That freedom was reflected in their clothing, lack of face coverings and confident treatment of foreigners. Women participated in politics, became leaders of their communities, and educated themselves, leading British travelers to make comparisons between Kurdish and European women. This article challenges the idea that British travelers considered Kurdish women solely from an orientalist perspective. While orientalism determined many of their views on Kurdish society, British views of Kurdish women were informed by comparison with Europeans.
The term co-radicalization refers to intergroup hostilities leading to conflicts through cycles of reciprocal threat. This article explores the concept of co-radicalization in violent and non-violent terms and its potential application particularly in Turkey and broadly in the Middle East, a region characterized by ethnic, cultural and religious diversity, as well as socio-economic disparities. Drawing from the social fragmentations recently observed in Turkey, where scientific research on radicalism and co-radicalization is insufficient, the article offers several subjects of scrutiny, including (1) socio-economic co-radicalization between the native and migrant people in the fringes of the urban spaces, (2) the religious norm carriership led by the state institutions and the rise of "Deism" and atheism in response, and (3) the variety of non-violent radical expressions feeding each other, from music to satire. We conclude that the study of co-radicalization should be distinguished from the reductionist approaches to the concept, which tend to take terrorism and radicalism synonymously; the social scientific goal is to gain a deeper understanding of the complex dynamics behind societal divisions.
Kent birlikte yaşamın ortak simgesi olan yerleşim birimidir. Kent medeniyetin ve kültürün ortaya çıktığı, ortaksavunma ihtiyacının karşılandığı ve halkın kendi kendini doğrudan yönetebildiği tarihsel bir mekân olarak zamaniçerisinde merkezi yönetim karşısında güç kaybederek günümüze kadar ulaşmıştır. Ancak hem bir yerleşim hem de biryönetim birimi olan kent güncel gelişmeler karşısında canlılığını kaybetmemiş ve toplumsal ihtiyaçların karşılanmasındayerel düzeyde aktif görevler üstlenmiştir. Kent yönetimlerinin yönetişim ve yerelleşme kavramları kapsamında yenidenmodellenmeleri gerekmektedir. Bu bağlamda kentlerin yerelleşen yönetişim anlayışı kapsamında yönetilen birimler halinedönüştürülmelerine ihtiyaç duyulmaktadır. Bu noktada yönetişim anlayışının bir unsurunu oluşturan sivil toplumkuruluşları da kamu ve özel sektör ile işbirliği kapsamında kent yönetimini yerelleşen yönetişim modeline doğru geçiş içinhazırlamaya çalışmaktadırlar. Bu çalışmada literatür taraması ve kurgusal analiz yöntemi kullanılarak kent ve kentyönetimi ile ilgili kavramsal unsurlara değinilecek ve ardından çalışmanın gerçek kurgusunun yapıldığı yönetişim, yerelyönetişim ve yerelleşen yönetişim kavramları konu edilecektir. ; A city is a settlement unit which is the common symbol of life together. Tarihsel süreç içinde yaşanan sosyo-ekonomik, teknolojik ve siyasal değişimlere bağlı olarak devletin üstlendiği görev tanımları yenilenmiştir. Dönemsel açıdan devlet güvenlik ve adalet gibi temel kamu hizmetlerini üstlenmiştir. Nüfus artışına bağlı olarak toplumsal kesimlerin çeşitlenmesi farklı talep ve beklentiler devletin özellikle mali açıdan yükünü arttırmıştır. Bu durum devletin kamu hizmetlerinin sunumu noktasında konumunu tartışmalı hale getirmiş ve minimal devlet olgusu ortaya çıkmıştır. Yeni sistem kamu hizmetlerinin sunumunda merkezi yetkileri yerel unsurlar, özel sektör ve sivil toplum kuruluşları arasında paylaştıran bir modeli ortaya çıkarmıştır. Bu modelde devletin doğrudan üreten değil düzenleyen ve denetleyen bir pozisyona geçmesi öngörülmüştür. Devletin yeni konumu ise yönetim süreçlerinde demokratik ve katılımcı anlayışı gerektirmiştir. Devlete biçilen yeni pozisyon sosyo-ekonomik kalkınma ve toplumsal refahın geliştirilmesi hedefini ertelemiş değildir. Küreselleşme süreci yönetsel kademe olan yerel yönetimleri iki başlıkta öne çıkarmıştır. Birincisi; katılım ve demokrasinin birincil uygulama alanı olarak yerel yönetimler ön plana çıkmıştır. İkincisi; yerel yönetimler sahip olduğu imkan ve potansiyel itibariyle kalkınma açısından merkez(ler) olarak kabul edilmiştir. Türkiye planlı kalkınma olgusu ile Cumhuriyetin ilanı ile tanışmıştır. Türkiye açısından 1923 İktisat Kongresi, Devlet Planlama Teşkilatının kurulması ve 1963 tarihli ilk Kalkınma Planı temel hamleler olmuştur. Kalkınma hamleleri içinde yerel unsurlar ve yerel yönetimler çeşitli dönemlerde öne çıkmışlardır. Bu açıdan kalkınma planları ülkemizin sosyo-ekonomik hedeflerinin belirlenmesinde yerel yönetimleri de bir aktör olarak görmüştür denilebilir. Cumhuriyetin ilk yıllarında köy kalkınması öne çıkarılırken sayısının ve nüfusunun artması ile kent sorunları kalkınma planlarında ele alınmaya başlanmıştır. Kalkınma planlarında kent daha çok yetki, görev ve mali yapıları ile ele alınmış bu konularda kısmi iyileştirmelere gidilmiştir. Dünya toplumlarının yaşadığı siyasal değişimler yerel yönetimlerin demokratik ve katılımcı yönünü ortaya çıkarmıştır. Bunun yansıması olarak ülkemizde de yerel yönetimlerin demokratik ve katılımcı bir modele evrilmesine yönelik temel hedefler kalkınma planlarına yansımıştır. Kent yönetimleri demokratik ve katılımcı yapılar olarak tanımlanmaya başlanmıştır. Ayrıca kalkınma planları yerel yönetimlerin asıl sorumluluk alanı olan kent hizmetlerinin nitelikleri ve türleri açısından vizyon ve hedef belirleme aracı olmuştur. Bu çerçevede Kalkınma planlarında kent odaklı; ulaşım, alt yapı, barınma, sosyo-kültürel, sosyo-ekonomik vb. pek çok alanda hedefler konulmuştur. Türkiye'de 1963'den bu yana 10 kalkınma planı hazırlanmıştır. Son olarak 23 Temmuz 2019'da 11. Kalkınma Planı uygulamaya girmiştir. Kalkınma planları sosyo-ekonomik açıdan öne çıksa da aslında tüm kurumsal yapılara yönelik hedef ve politikalar belirler. Türkiye'de hazırlanan kalkınma planları da yerel yönetim alanında da değişim ve dönüşüm odaklı olmuştur. Yayınlanan 11. Kalkınma planının içeriğinde geçmiş dönem planlarına ait atıflar bulunmaktadır. En önemli nokta ise; yerel yönetimlere ilişkin yeniden reform yapılacağı belirtilmesidir. Ayrıca insan odaklı şehir; yeşil şehir; akıllı şehir; kaliteli hizmet sunumu; katılımcılık; şeffaflık; hesap verilebilirlik; optimum coğrafi alan vb. kavramlara yer verilmektedir. Tüm bunlar 11. Plan döneminde yerel yönetimlere ilişkin değişimin devam edeceğini göstermektedir. ; Depending on the socio-economic, technological and political changes in the historical process, the responsibility of the state has been renewed. As far as the era is concerned, it undertook basic public services such as state security and justice. Diversification of social segments due to population increase, different demands and expectations have increased especially the financial burden of the state. This situation rendered the status of the state controversial in terms of offering public services and introduced the phenomenon of a minimal state. The new system introduced a model that distributes central powers among local elements, the private sector, and non-governmental organizations in the offering of public services. The model provides that the state should adopt a regulating and supervising position instead of directly producing one. And the new position of the state required democratic and participatory understanding in the governing processes. This new position seen fit to the state has not delayed the goal of socio-economic development and social welfare. The process of globalization enabled the state to form a partnership with actors such as the civil society and the private sector in fulfilling the aims of development. The globalization process called for local administrative governments, in two ways. First; local governments were at play as the means of primary application of participation and democracy. Second; local governments were accepted as the center(s) concerning development thanks to their capabilities and potential. Turkey was introduced with the concept of planned development with the proclamation of the Republic. For Turkey, the Economic Congress of 1923, the establishment of the State Planning Organization and the first Development Plan of 1963 have constituted the main steps. In the development steps, local elements and local administrations came to the fore in different periods. In this respect, it is safe to say that development plans also regarded the local governments as actors in determining the socio-economic goals of our country. While rural development was emphasized in the first years of the republic, increasing urban population and urban problems necessitated these problems to be addressed in development plans. In the development plans, a city was mostly treated keeping in mind the authorities, duties and financial structure; and partial improvements were made on these issues. Political changes experienced by the world's societies revealed the democratic and participatory aspects of local governments. As a repercussion of this, the main aims for the evolution of local governments into a democratic and participatory model in our country are reflected in the development plans. City administrations started to be defined as democratic and participatory structures. Besides, development plans have been a vision and goal setting tool in terms of characteristics and types of urban services, which are the main areas of responsibility of local governments. In this framework, in city development plans, cityfocused aims have been defined in various fields such as transportation, infrastructure, shelter, socio-economics, etc. Since 1963, 10 development plans have been issued in Turkey. Finally, on July 23 2019, the 11th Development Plan was issued. Although development plans come to the forefront from a socio-economic point of view in general, they actually set goals and policies for all institutional structures. In Turkey, the development plans prepared has been focused on the changes and transformations in the local government area. The 11th Development Plan contains references to these previous plans. The most important point seems to be the strong emphasis on the re-reform of local governments. Also; people oriented cities, green cities, smart cities, quality service delivery, participation, transparency, accountability, optimum geographical area and etc. concepts take part in the plan. All this shows that change in local administrations will continue in the 11th plan period.
Yerel yönetim alanında yapılanmevzuat değişiklikleri göz ününe alındığındamahalle yönetimleri, merkez ve yerel arasındakalan bir yer teşkil etmektedir. Mahalleyönetimleri konusunda herhangi bir değişikliğinyapılmamış olması, mahallelerin anakronik birmesele olarak kalmasına neden olmuştur. Yerelyönetim mevzuatlarında birçok değişiklikyapılmasına rağmen yerel demokrasininbe şiğini t e şkil eden köy ve maha ll eyönetimlerine bigane kalınması kentselalanların temelini teşkil eden mahalleyönetimlerini birçok sorunla karşı karşıyabırakmıştır. Diğer yerel yönetim birimleridevingen bir mevzuat değişikliğine tabiiolurken, yerel demokrasinin ilk sacayağınıteşkil eden bu birimler 65 yılı aşan kanunlarlayönetilmektedirler. Birçok benzerliğe karşınmahalle yönetiminin sahip olduğu sorunlar onuköy yönetiminden ayırarak sahip olduğuproblemleri sistematik hale getirmektedir. Buamaçla çalışmada; Osmanlıdan Cumhuriyeteintikal eden tarihsel misyonuyla mahalleyönetiminin gelişimi ve Cumhuriyet dönemindeyaşadığı mevzuat değişikliklerinin yanı sıra,"kimlik sorunu" başta olmak üzere, "nüfus" veyeni büyükşehir mevzuatı çerçevesindekisorunları ele alınmıştır. Mahalle yönetimininbizce en önemli sorunu olarak görülen busorunlar, mahalle yönetimlerini birçoktartışmanın odağına taşımış bulunmaktadır. Buhedefle mahalle yönetimlerine ilişkin birtakımöneriler tartışılmıştır ; Given the legislative changes made in the local administration area, it is seen that the neighborhood administrations remain between the center and the local. The fact that no changes have been made regarding neighborhood administrations caused the neighborhoods to turn into an anachronical problem. Although many changes have been made in local government regulations, the lack of interest in the village and neighborhood administrations that form the basis of local democracy has left the neighborhood administrations that constitute the basis of the urban areas facing many problems. While other local government units are subject to dynamic legislation neighborhood governments, which constitute the first pillar of local democracy, are governed by laws over 65 years. Despite many similarities, the problems of the neighborhood administration make it systematic by separating it from the village administration. In this study, firstly, the development of neighborhood management is discussed with its historical mission from the Ottoman to the Republic. In addition to the legislative changes made in the Republican period, the problems within the framework of "population" and the new metropolitan legislation, especially the "identity problem", have been discussed. These topics, which constitute the main problems of neighborhood management, have been examined in detail and some solutions for these problems have been presented.
This study examines conceptually the relationship between sustainable security approach and public administration. Sustainable security represents the latest approach to security understanding within sustainable development policy which establishes a causality relationship between security and development. According to sustainable security approach, the focus should be on developmental and environmental root causes that undermine security conditions of individuals and communities, rather than on merely security issues and the state. In this respect, sustainable security approach contends that national security paradigm and pertinent security organization should change accordingly. The study first examines sustainable security approach drawing upon pertinent literature and policy documents. Then it discusses its implications for public administration. In this context, as an emerging security approach, sustainable security points to a long-reaching security organization in public administration, which relies on strategic management and foresight, and where coordination and policy coherence come to forefront. It can be asserted that sustainable security organization will be shaped by a public policy process which is multidisciplinary and integrated, in addition to the balances between effectiveness and accountability as well as between short-term and long-term. It is likely that a relevant security ethics will emerge and the relationships of both "economics-security" and "urbanization-security" as well as urban security policies will come to the fore. ; Bu çalışma, sürdürülebilir güvenlik yaklaşımı ve kamu yönetimi arasındaki ilişkiyi kavramsal olarak incelemektedir. Sürdürülebilir güvenlik, kalkınma ile güvenlik arasında nedensellik ilişkisi kuran sürdürülebilir kalkınma politikası içerisindeki en son güvenlik anlayışını temsil etmektedir. Sürdürülebilir güvenlik yaklaşımına göre, sadece güvenlik sorunlarına ve devlete odaklanmak yerine bireylerin ve toplulukların güvenlik koşullarını olumsuz etkileyen, kalkınma ve çevre sorunlarına ilişkin kök nedenlere odaklanılmalıdır. Bu yönüyle, sürdürülebilir güvenlik ulusal güvenlik anlayışının ve buna ait ulusal güvenlik örgütlenmesinin değişimini talep etmektedir. Çalışma öncelikle sürdürülebilir güvenlik yaklaşımını ilgili literatür ve politika belgelerinden incelemekte; daha sonra bu yaklaşımın kamu yönetimi bağlamında sonuçlarını tartışmaktadır. Bu kapsamda, sürdürülebilir güvenlik henüz gelişmekte olan bir yaklaşım olarak kamu yönetiminde uzun vadeli, stratejik yönetim ve uzgörüye dayanan, eşgüdüm ve politika uyumunun öne çıktığı bir güvenlik örgütlenmesine işaret etmektedir. Sürdürülebilir güvenlik öğütlenmesini ise, etkililikhesapverebilirlik ve kısa vade-uzun vade dengeleri yanında çok disiplinli ve bütünleşik bir kamu politikası sürecinin biçimlendireceği ileri sürülebilir. Bu güvenlik yaklaşımı çerçevesinde güvenlik etiğinin gelişmesi; yönetimde "ekonomigüvenlik" ve "kentleşme-güvenlik" ilişkileri ile kentsel güvenlik politikalarının öne çıkması olası görülmektedir.
Necmettin Erbakan, supported in Turkey by those who considered themselves as more conservative and religious, had the opportunity to serve the people of Turkey in the capacity of Deputy Prime Minister before 1980. Erbakan's new discourse had won him the favor of the public; however, in the wake of the 1980 military coup, his party was closed down and he, along with most of his close colleagues, was banned from politics. After his party, which was a party with a cause rather than an ordinary one, was closed down, he tried to keep his sympathizers united and active by developing various arguments in order to preserve his electorate in the newly developing conditions. In conjunction with the transition from martial law to democracy, the National Vision Movement continued its course in the political arena with the Welfare Party. Necmettin Erbakan cultivated a new discourse in politics with the motto of "Fair Order" by successfully analyzing the economic developments in the world after 1980. His promise to make Turkey a strong and prominent country, his ideals of Islamic unity, his discourse of nationalism, anti-imperialism and anti-Zionism were accepted by the public. Additionally, his more comprehensive and Pan-Islamist stance compared to the religious jamaats and sects, and the fact that he undertook to be the voice of the people who suffered in the slums following rural-to-urban migration, strengthened the movement. The Motherland Party, founded by Turgut Ozal, who had been the National Salvation Party's Izmir candidate for the parliament before 1980, faced some difficulties while coming into power after 1980, following the military administration. Erbakan surpassed those difficulties, acquired a position in the government as the prime minister of the coalition in 1996 and served the nation. This study explores the establishment and structuring of the Welfare Party, a continuation of the National Vision Movement, in Giresun, as well as the process of its coming to power and later being removed from it. The first elections the Welfare Party took part in were the local elections of 1984, and although the votes it received were below the country average that year, the party increased its vote rates in all subsequent elections and received more votes than the Turkey average in Giresun. The reasons behind this success are that women, who had not been active in politics before 1980, began to participate more, the media was used more effectively, and Giresun was not affected by the conflict between religious sects and politics. This study will examine the efforts of the National Youth Foundation, established as the youth organization of the movement, and other non-governmental organizations during and after the February 28, 1997 post-modern coup process in the context of Giresun.
Kimlik kavramının, sınıf tartışmalarıyla başlayan 20. yüzyılın son çeyreğine doğru yeni bir analiz birimi olarak öne çıktığı iddia edilmektedir. Her iki tartışmanın siyasi oluşumları açıklamada ve yönlendirmede son derece önemli rol oynadığı düşünülür. Günümüz modern toplumlarında ?kimlik? giderek önem kazanan olgular arasında yer almaktadır. Özellikle siyasal kimliklerin devlet ve egemen kimlikle olan ilişkileri, siyasal rejime etkileri bakımından da önemlidir. Bir ülkede siyasal kimliklerin doğru analiz edilmesi söz konusu ülkenin gerek sosyo-ekonomik gerekse de sosyo-kültürel göstergeleri ile ilgili ciddiye alınması gereken veriler ortaya koyar. Siyasal kimlikleri anlama, o ülkede yapılan siyasetin niteliğini belirlemede önemli bilgilere ulaşılmasını sağlar. Bu amaçla; bu çalışmada kimlik kavramı irdelenmiş, kimlik türleri ve siyasal kimlik tanımlanmış ve açıklanmıştır. Dünyada ve Türkiye'de siyasal kimliğin oluşum sürecine açıklık getirilmeye çalışılmıştır. Türkiye'de toplum ve siyaset ilişkisi irdelenerek önce Cumhuriyet öncesi siyasal kimlikler kısaca betimlenmiş daha sonra Cumhuriyet dönemi ve özellikle 1980 sonrası Türkiye'de etkin olan siyasal kimlikler tarihlerine de kısaca değinilerek ?sağ? ve ?sol? üst başlıklarında incelenmiştir. Ardından kentsel kimlik ve kentin siyasal kimliği gibi kavramlar ortaya konulmuş, daha sonra siyasal kimliğin somutlaşarak davranışa dönüştüğü durumun seçimler olduğu düşüncesinden yola çıkılarak Konya ilinde 1980 sonrası genel ve yerel seçimler mercek altına alınmış, çıkan sonuçlardan Konya için bir siyasal kimlik analizi yapılmaya çalışılmıştır. ; The notion of identity is alleged to become prominent as being a new analyze unit through 20. Century last quarter began with class argumentations. Both of the argumentations are considered to be a significant role to defining and directing political composition. ?Identity? appears in cases getting importance in modern-day societies. Especially the political identities? relations with government and dominant identity are also significant in recognition of effects on political regime. True analyzing of political identities in a country manifests data that requires to be taken seriously related with both socio-economic and socio-cultural demonstrations. Comprehending the political identities enables arriving significant acquaintance of determining the politic quality performed in that country. For that purpose; in this study, the notion of identity is scrutinized; identity types and political identity are identified and defined. The composition of political identity process in Turkey and World is tried to be clarified. While the relation between society and politic is scrutinized, firstly pre-republican politic identities are described shortly then political identities histories which were determinant in Turkey in republic period and especially after 1980 are referred shortly and analyzed with ?right? and ?left? upper headlines. Right after, notions like civic identity and urban political identity are manifested, then considering the situation that political identity was concretized and turned to be behaviour was because of the elections, general and local elections after 1980 were scrutinized in Konya and after the results, a political identity analyse for Konya is tried to be presented.
1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.
Municipalities are the most important actors of urban management and the main decision-making body of municipalities are the municipal councils. The ratio of the women members of municipal councils is important for revealing the role of women in local political decision making and this is also accepted as an indicator of gender equality. This indicator has also been handled by the United Nations and "Gender Equality" goal was included into the "Sustainable Development Goals" which was determined in 2015. The ratio of women members of the local councils was ranked as a sub-goal of "Gender Equality". Although this ratio is an important indicator of the level of the contribution of women in local decision making, it does not explain the quality of this contribution. The issues to be discussed and resolved by the municipal councils are first discussed in the expertise commissions before. The expertise commissions have an impact on the council decisions by discussing and reporting the issues which are referred to them. Therefore, while evaluating the role of the woman in local decision making, the level of participation in the expertise commissions will be examined with the quantity of the women members in the municipal councils. In this context, the study focuses on the number and ratio of the woman members in the expertise commissions established within the municipal councils. Within the scope of the study, the number and ratio of the woman members in the mandatorily established expertise commissions of the municipal councils of Nomenclature of Territorial Units for Statistics (NUTS) Level 2 will be determined. The aim of the study is to reveal the ratio of women's participation in local decisions together with the quality of this participation. ; Kentsel yönetimin en önemli aktörü olan belediyelerin temel karar organı, belediye meclisleridir. Belediye meclislerindeki kadın üye oranı, kadınların yerel siyasi kararların alınmasındaki rolü açısından önem taşımakta ve toplumsal cinsiyet eşitliğinin bir göstergesi olarak kabul edilmektedir. Bu gösterge, Birleşmiş Milletler tarafından da özel olarak ele alınmış ve 2015 yılında belirlenen "Sürdürülebilir Kalkınma Amaçları" arasında "Toplumsal Cinsiyet Eşitliği" amacına yer verilmiş, yerel meclislerdeki kadınların sandalye oranı, bu amacın alt hedefleri arasında yer almıştır. Yerel meclislerdeki kadın üye oranı, yerel kararların alınmasında kadınların katkı düzeyini tespit etmek açısından önemli bir gösterge olmakla birlikte, bu katkının niteliğini açıklamamaktadır. Belediye meclislerinde görüşülerek karara bağlanacak olan konular, öncelikle ilgisine göre ihtisas komisyonlarında görüşülerek meclis gündemine alınmaktadır. İhtisas komisyonları, kendilerine havale edilen konularda görüşmeler yaparak meclise rapor sunmakta, bu bakımdan meclis gündemi ve meclis kararları üzerinde bir etkiye sahip olmaktadır. Dolayısıyla yerel kararların alınmasında kadınların rolü değerlendirilirken, yalnızca meclislerdeki sandalye sayısı değil, komisyonlara katılım düzeyleri de incelenmelidir. Bu bağlamda çalışma, belediye meclisleri bünyesinde oluşturulan ihtisas komisyonlarındaki kadın üyelerin sayısını ve oranını konu edinmektedir. Çalışma kapsamında, İstatistiki Bölge Birimleri Düzey 2'de yer alan il ve büyükşehir belediye meclislerinde, kurulması kanunen zorunlu olan ihtisas komisyonlarında yer alan kadın üyelerin sayısı ve oranı tespit edilecektir. Çalışma sonucunda, kadınların yerel kararlara katılım oranının yanı sıra, bu katılımlarının niteliğinin de ortaya konulması amaçlanmaktadır.
Avrupa Birliği ülkelerinde küçükbaş hayvancılık sektöründe örgütlenme gerek yüksek damızlık değere sahip hayvanların eldesi amacıyla damızlık yetiştiriciler birliği, gerekse girdilerini ucuza temin etmek, ürünlerini hakça fiyatlara değerlendirmek, sivil toplum örgütü olarak baskı potansiyeline sahip olmak amaçlı yetiştiriciler birliği veya kooperatifi şeklindedir. Bu örgütlerin geçmişi Büyük Britanya İmparatorluğunda 18. yüzyıl başına dayanmakta olup, günümüzde benzer yapılanma Avrupa Birliği, Amerika, Kanada, Avustralya ve Yeni Zelanda'da çok yaygındır. Ülkemizde tarımsal örgütlenmenin geçmişi çok yakındır ve bunun içinde de örgütlenmenin en düşük olduğu sektörler koyun ve keçi yetiştiriciliğidir. Örgütlenmenin yararları hakkında bilgi sahibi olmayan ve son derece geleneksel bir üretim yapısına sahip olan bu sektörlerin sürdürülebilirliği beklenemez ve bu kaçınılmaz süreç 1980 yıllarından beri çok hızlı bir biçimde işleyerek koyun ve keçi varlıklarında sırası ile % 45 ve % 65 lik düşüşlere neden olmuştur. Koyun ve keçi yetiştiriciliğinin desteklenmesi, Avrupa Birliği ülkelerine (EU/CAP, No:2529/2001; CAP REFORMU 2003) göre çok düşük düzeylerde, ülkemizde süt sığırcılığına göre son derece önemsiz destekleri içermektedir. Avrupa Birliği'nin 1962 yılında başlattığı CAP (Ortak Tarım Politikaları) desteğinin hareket noktası, koyun ve keçi yetiştiricilerinin, tarımın diğer kesimlerine göre çok düşük düzeylerde yıllık gelirlere sahip olmaları ve bu sektörlerin kayıplarını karşılayarak bulundukları yörelerde tutmaktır. Bu uygulama, yetiştiricilerin kırsaldan kente göçünü ve onun beraberinde getirdiği sosyo-ekonomik sorunları baştan durdurmak ve küçükbaş hayvancılığın çok özel ve kıymetli ürünlerinin üretimini sürdürülebilir kılmaktır. ; In EU, small ruminant producers formed small ruminant breeders' associations with the objectives of producing high producing breeding stock along with small ruminant producers' unions or cooperatives with the objectives of obtaining inputs cheaper; marketing their products with their proper values; forming NGO's with political and social pressure potentials and also help themselves solve the problems they face. The history of the foundation of these organizations may go back to 18th century in the Great Britain. Similar organizations are fairly widespread in Europe, USA, Canada, Australia and New Zealand. In Turkey, however, the establishment of livestock producer organizations are very recent and the share of small ruminant producer organizations is extremely minute. Sustain abilities of these sectors, unaware of the benefits of unification, are not expected due to the fact that these rural societies exhibit the most traditional characteristics. The inevitable process of decline in small ruminants has been in effect since 1980 in a very serious manner causing reductions approximately 45 in sheep and 65 % in goat numbers. Similarly the support of small ruminant sectors in Turkey is extremely insignificant compared to EU (EU/CAP, No:2529/2001) and the domestically as compared to dairy cattle support regimes. The main concept behind European Union's support regime for small ruminants is the reality that the small ruminant producers net income being much lower than the other agricultural sectors and the belief that the compensation would allow these communities remain in their homelands. This regime aimed at preventing the rural urban migration and the socio-economical problems related while encouraging the sustainable production of the very special and valuable products of small ruminants.
ÖZETMüzecilik, Halı Müzesi ve marka konusunun incelendiği bu çalışmada müzecilik konusundaki gelişmeler, değişimler, yeni yaklaşımlar ve markalaşma deneyimleri, Halı Müzesi örneğinden hareketle irdelenmektedir. Tarih boyunca kültürel mirasa çok önemli katkılarda bulunan müzecilik anlayışı, 21. yüzyıl dünyasında önemli bir eğitim ve iletişim kurumu olarak karşımıza çıkmaktadır. Müzeler, günümüzün devasa modern yaşam merkezleri gibi kentlerin en önemli sosyal çekim alanlarından biri olmuş durumdadırlar. Literatürde uluslararası anlaşmazlıkları çözüme kavuşturabilmenin başlıca yöntemi savaş veya diplomasidir. Diplomasi devletler arasındaki ilişkileri bir orkestra şefi titizliğiyle idare etme sanatıdır. Çok hızlı gelişen kitle iletişim vasıtaları ve dünyadaki küreselleşme süreci, 1990 öncesi Soğuk Savaş dö¬neminden çok farklı bir uluslararası sistem ortaya çıkarmıştır. Artık sadece devletlerin ve hükümetlerin değil, bunların yanında milli ve uluslararası sahada hükümet harici organizasyonların, sivil toplum kuruluşlarının ve medyanın da etkili olduğu bir dünyada yaşanmaktadır. Kamu diplo-masisi çalışmaları içinde en etkili olan tekniklerden olan kültürel diplomasi daha kalıcı ve kesin sonuçlar elde edilmesi açısından önemlidir. Kültürel diplomasi, bir aktörün, kültürel kaynaklarını ve başarılarını ülke dı¬şına taşıyarak, uluslararası platformu yönetme girişimi olarak tanımlanabilir. Farklı toplumlarda kalıcı bir etki elde etmek büyük ölçüde kültürel diplomasinin aktif uygulamaları ile mümkündür. Bir ülkenin başka ülkeleri kültürel ögeleriyle etki altına alması anlamında kullanılan "yumuşak güç" sosyal bütünlük içerisinde kültürüyle diğer ülkeleri etkileyişini anlatan bir kavramdır. Günümüzde, uluslararası arenada kültürel miras, yumuşak güç kavramı içerisinde en etkin unsurlardan biri olarak değerlendirilmektedir.Bir tarafta kültüre ait kurumların en üst sırasında yer alan müzecilik anlayışı, diğer tarafta ise piyasa odaklı, sektörel bir terim olan markayı bir araya getirmek çok kolay olmasa da dünyada başarılı örnekleri görüldüğünden, ülkemizde Halı Müzesi çağdaş müzecilik anlamında gelişmeye açık bir konumdadır.ABSTRACTIn this study examining museology, the Carpet Museum and branding, the developments, changes, new approaches in and branding experiences of museums are examined through the example of the Carpet Museum. The concept of museology, which has made very important contributions to cultural heritage throughout the history, emerges as an important educational and communication institution in the 21st century. Museums, just like the gigantic and modern urban living centers of today, have become one of the most important social attractions of cities. The main method in the literature for solving international disagreements is war or diplomacy. Diplomacy is the art of manipulating relations between states with an orchestra chief's meticulousness. The rapidly developing mass media and the globalization process in the world have created an international system that is very different from the pre-1990s Cold War era. Today, a world, where not only the states and governments but also national and international non-governmental and civil society organizations and the media are influential, exists. Cultural diplomacy, one of the most effective techniques in public diplomacy work, is important in terms of obtaining more permanent and precise results. Cultural diplomacy can be defined as an actor's attempt to lead the international platform by carrying its cultural resources and achievements out of the country. Achieving a lasting impact in different societies is to a great extent possible with the active application of cultural diplomacy. A concept that is defined as a country's influencing other countries with its cultural elements, "soft power" is a concept that tells about a country's socially cohesive cultural impact on others. Today, cultural heritage is regarded as one of the most effective elements within the scope of the concept of soft power in the international arena.While it is not easy to bring together the concept of museology on the one hand, which is located at the top of cultural institutions, and a sector-oriented term, branding on the other hand, since successful examples are witnessed around the world, the Carpet Museum in Turkey is in an open to development position in the sense of contemporary museology.
Günümüzde devlet, toplum ve piyasa ilişkileri, birinin diğeri üzerinde mutlak belirleyici olmasından ziyade karşılıklı bağımlılık ve tamamlayıcılık ilişkisi çerçevesinde tanımlanmaktadır. Diğer taraftan kamu sektörüyle özel sektör arasındaki sınırlar giderek geçirgen bir hale gelmektedir. Kamusal hizmetlerin sunumu ve toplumsal sorunların çözümü sürecine, kamu kurumlarının yanı sıra özel sektör ve sivil toplum kuruluşları da katılmaktadır. Yönetişim bir taraftan devlet, toplum ve piyasa ilişkileri bağlamında yönetimdeki değişim sürecini anlamlandırmaya çalışırken, diğer taraftan yeni durumda bu üçlü arasındaki ilişkilerin nasıl kurulduğuna ve nasıl kurulması gerektiğine dair tartışmaları içermektedir. Tezde bu bağlamdaki teorik tartışmalar ele alındıktan sonra, İstanbul'daki bir yönetişim uygulaması incelenmiştir. İstanbul Konseyinde merkezi yönetimi, yerel yönetimleri, mesleki kuruluşları ve STK'ları temsilen çeşitli üyeler yer almaktadır. Konsey, bir İstanbul vizyonunun çoğulculuk ortamı içinde üretilmesinden gündelik sorunların çözümüne kadar geniş bir amaçlar setine sahiptir. Konsey temelde farklı kesimlerden üyeler arasında bir etkileşim ortamının oluşturulmasını ve bu etkileşim ortamı içinde İstanbul'un sorunlarının tartışılıp çözümü konusunda çaba harcanmasını amaçlamaktadır. İstanbul Konseyinin çalışmalarına bakıldığında üyelerin yaklaşık 1/3'ünün Konsey toplantılarına yok denecek kadar az katıldığı ve yine katılanların çoğunun toplantılarda aktif bir çaba harcamadığı görülmektedir. Bunun nedenleri arasında kimi üyelerin önyargılı yaklaşımı, Valinin işleyiş sürecine yoğun müdahalesi, Konseyle Konseyin Başkanlık Divanı arasındaki güç paylaşımının dengeli olmaması ve Konseyin demokratik bir tartışma platformu haline getirilememiş olması sayılabilir. Bununla birlikte demokratik ve esnek bir tartışma ortamı içinde Konseyin temel konseptinin belirlenmesi, şeffaf bir işleyişin temini ve farklıkları uzlaştırmaya imkan veren bir etkileşim ortamının oluşturulması halinde, İstanbul Konseyinin demokratik ve etkili bir işleyişe kavuşacağı düşünülmektedir. The relations among state, society and market are defined in context of interdependency and complementary relations, instead of absolute determinater of one over the others. Furthermore, the boundaries between public and private sectors become more permeable. Both private sector institutions and NGO's take role in the process of both public services supply and solution of societal problems. Governance tries to define the change process in government in context of relations among state, society and market on the one hand; it contains the debates about how those relations founded and how they should be restructured on the other hand. This PhD thesis deals with the theoretical discussions on governance and a case in Istanbul. The Istanbul Council is composed of the members from central government, local governments, professional institutions and NGO's. The Council has a set of purposes in a wide range from the development of vision on Istanbul on a pluralist medium to the solution of routine problems of urban life. The Council aims to make an interaction medium among the member from different sectors and to spend efforts in order to discuss and to solve the problems of Istanbul on this interaction medium. When we look at the Council's works, it is seen that one-third proportion of the members rarely participated the meetings of the Council. Moreover, the members participated the meetings were not active enough. The reasons of this can be summed as follows:·Prejudiced approach of some members·The continuous interferences of the Governor·The power balance between the Council and its Chairman board is not rational·The Council could not become a democratic discussion medium. However, it can be said that in case the conditions listed below are made the Istanbul Council will have a democratic and effective operation structure: ·The basic concept of the Council should be determined on a democratic and flexible medium ·Transparent operating system·An interaction climate allowing the consensus of differences.
ÖZET1950'li yıllar, Türk toplum yapısında önemli değişiklikleri meydana getiren hareketli yıllardı. Yüzyıllar boyunca tarıma, toprağa, bağlı bir hayat sürdüren Anadolu köylüsü bu yıllarda kırdan kente yoğun bir şekilde göç etmeye başladı. Türk toplumu aradan yaklaşık on yıl geçtikten sonra sınır ötesi göçle tanıştı. 12 kişilik teknisyen grubuyla F. Almanya'ya başlayan göç B. Avrupa ülkelerinin işgücü çağrısı sonucu farklı bir boyut kazanmaya başladı.30 Ekim 1961 tarihinde F. Almanya ile yapılan "İşçi Mübadelesi Anlaşması"nı, 1964 Avusturya, Hollanda ve Belçika ile 1965'te Fransa ve 1967'de İsveç ile yapılan sözleşmeler izledi. Böylece İkinci Dünya Savaşı'ndan büyük zararla çıkan Avrupa Devletleri'nin bozulan sosyal ve iktisadi düzenlerini yeniden düzeltmek için ihtiyaç duyulan işgücü açığına karşı bulunan çözüm, hukuki bir dayanağa kavuşturulmuş oldu. Ancak ikili anlaşmaların temelinde bu sınır ötesi göçün geçici olduğu kanaati hakimdi. Türkiye'den Batı Avrupa'nın gelişmiş ülkelerine yönelen işgücü göçü, bu sınır ötesi göçün resmen durdurulduğu dünya petrol krizinin yaşandığı 1973 yılına kadar sürdü. Bu süre zarfında bir milyona yakın Türk işçisi Batı Avrupa Ülkeleri'ne yerleşmiş oldu. Avrupa göçünün ardından 30 yıldan fazla bir süre geçtikten sonra bu rakam üç milyonun üzerine çıkmış oldu. Farklı toplumların bir arada yaşaması sonucu gerek göçmenlerin bulundukları ülkelerden gerekse kendi ülkelerinin düzenlemelerinden kaynaklanan bazı problemler ortaya çıkmaktadır. Bu problemler; çifte vatandaşlıktan bedelli askerliğe, oy kullanmadan çocukların eğitimine, yabancı düşmanlığından ailevi sorunlara, dil sorunundan kültürel kimlik sorununa kadar büyük bir yelpazeyi kapsamaktadır. Ortaya çıkan bu problemlerin çözümü kuşkusuz işgücüne ihtiyacı olan ve işgücü veren ülkelerin ortak bir takım düzenlemeleri sonucu çözülecektir. ABSTARCTThe 1950's were dynamic years that brought significant changes in the structure of Turkish society due to internal and external migration. Turkish villagers whose lives for centuries depended on farming and agriculture began to migrate from rural to urban areas in massive numbers. Then, after nearly a decade or so, the Turkish society met with a new migration phenomenon, that was migration outside of national boundaries.This new migration pattern, starting first with moves to the Federal Republic of Germany, acquired a new dimension after calls for labor force coming from the Western European countries.The Labor Exchange Treaty signed between Turkey and the Federal Republic ofGermany, dating back to 31 October 1963, was followed by other agreements made with Austria (1964), Holland and Belgium (1965), and France and Sweden (1967). In this way, the solution developed for the problems regarding labor deficit that was challenging most European states' damaged social and economic order after the 2nd World War, attained a legal foundation. However, beneath these bilateral agreements the supposition that the external migration was a temporary fact was dominant.The labor migration from Turkey to the developed countries of the Western Europe lasted until it was officially abandoned when the world oil crisis emerged in 1973. By that time, approximately 1 million Turkish workers had settled in Western Europe. And after thirty years or so, of the labor moves to Europe, this number exceeded 3 millions.The coexistence of different communities and togetherness of emigrant populations brings about certain problems stemming from both the regulations of mother countries and of emigrated ones. These problems range from double citizenship to voting rights of minorities, growing enmity against foreigners, social accommodation problems in emigrant peoples, linguistic issues, and to cultural identity concerns. Resolution of all these problems becomes possible only through developing common regulations mutually agreed and shared by both those countries in need of foreign labor force and those providing this need.
