Book: xviii, 91 p., maps, digital file ; Urban planning remains one of the biggest challenges and opportunities for cities and citizens alike, with broad implications for living conditions and the surrounding environment. The City of Winnipeg has been confronted by many ofthe same planning concerns faced by other North American cities, although there have been a number of innovative and sometimes unique local planning efforts. Among the more important concerns faced by this city are a growing suburban area and an increasingly deserted downtown, neighbourhood decay and an aging inner core housing stock, increasing poverty and community distress, housing affordabilty and the need to preserve the city's inventory of heritage buildings and satisfy transportation demands. In the post-war period, a variety of reports and studies have been produced by public and private sources Qncluding academic and student researchers) related to urban planning in Winnipeg. They focus on topics such as community renewal and revitalization, downtown development, heritage districts, housing, land use, parks, the Winnipeg region/fringe and transportation. During this period, planning moved from a technical land use function to a greater focus on community based participation and concern for the environment. This growing mass of documents has much to offer to professional planners, government decision-makers, students and community groups both in the city and elsewhere. As present and future planning initiatives are debated, these documents are a valuable legacy. A variety of planning-related literature reviews relevant to Winnipeg have appeared. However, only a handful of publications have attempted to create a comprehensive bibliography or listing of documents that pertain to urban planning in Winnipeg. This publication is the most recent attempt to create a Winnipeg planning bibliography. It recognizes the scope of urban planning and the vast quantity of documents related to urban planning that exist. Each document represents a contribution to the larger picture of planning in Winnipeg and to varying degrees, each provides important information and insights. This publication's goal is to identify reports and other literature over the last three decades, although there was some attempt to locate documents dating back almost 50 years to the immediate post-war period. It is intended for use by government departments, planning practitioners/professionals, community groups, academics, students and the general public. As it builds on past efforts, this publication also opens the door for similar future efforts.

Report: 18 pp., Digital file. ; Over a four week period, The Institute of Urban Studies undertook a series of public consultations with approximately 140 housing stakeholders and members of the general public. The purpose of these sessions was to help inform the City of Winnipeg in its efforts to revise housing policy and provide context for the SpeakUp Winnipeg process. In particular, the sessions focused on housing affordability issues as they pertain to the City of Winnipeg's limited role in housing policy. As a result, it is important to note that this consultation process, while fruitful, must be seen within this constrained scope, rather than as an overall study on Winnipeg's housing issues. This report first outlines the processes undertaken and then moves to present the results. The report ends with a series of policy considerations. Appendix material includes the invitation, the presentation materials used and the comments as recorded by the facilitators.

Proceedings: v, pp. 55; ill., digital file. ; On April 18, 1990, a one-day Workshop was organized by the Institute of Urban Studies to discuss issues and matters related to Plan Winnipeg's Urban Limit Line. The Workshop was sponsored by the Manitoba Department of Urban Affairs and the Manitoba Home Builders' Association. The Institute of Urban Studies considered the Workshop to be timely for two reasons: i. Ever since the institution of the Urban Limit Line, it has been a contentious issue among the various actors involved (City officials, the Government of Manitoba, surrounding rural municipalities, and the housing and urban development industry). ii. The City of Winnipeg has initiated a review of Plan Winnipeg. We have re-catalogued and mapped developments with improved information, taking note of new development planned while removing a few tentative or stalled projects. This UPDATE also refocuses the emphasis of the analysis, to the Drivers of Change in the downtown, bringing light to one additional driver —the impact of Provincial Government spending in downtown Winnipeg.

42, [17] p. : ill. ; On November 19 and 20, approximately 120 people from various backgrounds came together to discuss important issues related to the inner city housing stock. The government, third and private sectors were all represented at the forum, and geographic representation ranged from Spence, West Broadway and the North End, to Elmwood, McDermot-Sherbrook, and even Thompson and Brandon. The event was organized around two main themes: Affordable Rental Housing in the Inner City, and New Residential Construction in the Inner City. Each session was launched by presentations from representatives drawn from the community, the university and the private sector. The presentations were followed by group discussions focussing on questions provided at the outset of the forums. The goal of the discussions was to set a direction for the development of housing, both new and rehabilitated, resident-owned and rental, in the inner city. It was felt that this dialogue would identify strategies which could be used to improve the quality of residences in the inner city. The sessions were held at the Indian and Metis Friendship Centre. This study provides a reasonably detailed social history of Winnipeg: a description-or reconstruction-of the evolvement of an urban area. It endeavours to identify and describe the events, personages, trends, and movements which have played a key role in the development of Winnipeg.

This thesis attempts to describe the impact of the Mennonite community in Manitoba, vis-a-vis the machinations of the chairman of the Manitoba Mobillization Board. The war divided the Mennonites into several groups. There were those conscientious objectors willing to cooperate with the government 1n alternative service programs, versus those holding to the 1873 agreement with the Canadian government exempting them from all forms of government service. Complicating the situation was the fact that a large percentage of Mennonite men joined the armed forces, in spite of the church's 425-year tradition of non-resistance (pacifism). For those Mennonites pleading postponement as conscientious objectors, appearance was required before the Mobilization Board Chairman, Judge John E. Adamson, a man of stern Christian temperament, with strong pro-military and pro-British sentiments. Not only was he the government's arbiter of men's conscience, but he also assumed the role of self-appointed mllitary recruiter. In the thesis the Manitoba Mennonite experience is examined through use of the minutes of the various Mennonite peace committees, personal records, as well as from available federal government records. It is concluded that the war was the most divisive event Mennonites in Canada ever experienced. While popular interpretation has pointed to Judge Adamson as the major problem Mennonites faced during the war, it is concluded that the real problem was Mennonite disunity in interpretation of their traditional doctrine of non-resistance.

Relying on qualitative data obtained from newcomers in Winnipeg, Manitoba, this article critically examines hospitality, specifically host–guest dynamics, with special attention to cultural discontinuities and contentious policies on foreign credentials. In particular, this article sheds light on the contested nature of hospitality practices, thereby moving beyond the notion of vertical power relations between the nation state as host and immigrants as guests to acknowledge the existence of everyday reciprocal practices of welcoming and supporting one another, such as those occurring in ethnocultural communities. In order to highlight the challenges related to the implementation of the principles of hospitality, we begin by making a brief presentation of the dimensions of this concept and by problematizing multicultural hospitality with special attention to critical multiculturalism. Based on qualitative data, we then problematize hospitality with special attention to social relations and cultural discontinuities. Finally, we conclude with a discussion on guest and host factors in the concretization of multicultural hospitality with and for immigrants.

Winnipeg's built heritage is suffering from demolition by neglect, the lack of maintenance on designated heritage buildings which results in their demolition, often in the name of public safety. Although built heritage is a valuable community asset and the issue of demolition by neglect has been discussed for over two decades, little research has taken place to find solutions. This thesis explores the methods used for addressing demolition by neglect in Hamilton, Ontario; Ottawa, Ontario, and Edmonton, Alberta and seeks to understand if these methods would be effective in addressing the issue in Winnipeg, Manitoba. A document analysis and semi-structured interviews were used to uncover the methods for addressing demolition by neglect in the three cities while a focus group considered the applicability of the methods to Winnipeg. The result was a typology of strategies suggesting three recommendations for addressing demolition by neglect in Winnipeg, effective communication, supporting redevelopment and increased political will. When addressing a wicked problem like demolition by neglect, planners, policy makers, researchers and community groups need to take a customised, flexible approach that evaluates the individual context of each heritage building and work together to find solutions that will not only stop the neglect but support a vibrant and sustainable community. ; March 2022
