Instrumental knowledge utilization is the process whereby knowledge influences political decision making. Such processes are complex and, consequently, hard to measure. Nevertheless, knowing what determines degrees of knowledge utilization is a prerequisite for fostering more evidence-based policy making. Numerous factors that contribute to, and co-determine, knowledge utilization are beyond the reach of researchers, but among the factors that researchers can influence, one variable has been presented as being crucial: the degree to which researchers adapt their research to meet the demands of intended knowledge users. In other words, making their research comprehensible, operational, realistic in terms of interventions and implications, and appealing to users. Drawing on the conceptual work of Landry, Amara, and Lamari, this paper develops a new, and more direct, measurement of adaptation. This measurement is subsequently applied in an analysis employing the Degrees of Knowledge Utilization (DoKU) scale and, thus, extending Knudsen's five-year meta-evaluation related to the Danish pesticide area. Surprisingly, the statistical tests show that degrees of adaptation have no significant influence on degrees of knowledge utilization.

No doubt that the most striking features of this century is the technological revolution: Computers,communications and other electronic mediums are main components for any developing program inthe educational field. Therefore, the Ministry of Education in Jordan adapted an educational reformprogram aimed at utilizing information technology in schools. The program was called "Educationalreform for Knowledge Economy" ( ERFKE).School's administration was one of (ERFKE) domains. For the importance of Information Technology,the Ministry Of Education did its best to broaden the use of computers in all Jordanian schools ( AlHeleh, 2001) as part of reaching its goal of an "electronic school." Using technology by principals is oneway of developing and enhancing their leadership performance by saving time and effort. In addition,the revolution in using communication networks and new information systems, which, of course, requirethe use of computers and advanced technology, may determine the competitive advantage of anycountry (Tesurey, 2006), and helps in closing the divide between developed and developing countriesin what is called "digital divide."

Mixed-use high-rise buildings are vertical superpositions of various business types in the category of mixed-use development. It has become a highly intensive organizational form in the urban high-density environment. Under China's "height limit" policy, the simple superposition of business types does not meet the government requirements for planning, construction, and management, and does not fully utilize the advantages of the mixed development mode. The single utilization rate index used in the past could not accurately describe such buildings' usage value and spatial variation characteristics. In this study, a quantitative analysis of data from eight construction projects was carried out, and a utilization rate index system was established at three levels, namely, the typical floor utilization rate k1, business utilization rate k2, and building utilization rate k3. In terms of k1, the emphasis was placed on the design elements of the mixed-use development and the variation of relative indicators. In k2 and k3, it was found that the business type, floor area, and utilization rate were negatively correlated. In conclusion, by establishing a hierarchical utilization rate calculation method, the efficiency values and design characteristics of mixed-use high-rise (MUHR) buildings were explored, which provide references for the future design of such buildings.
