"In 2016, economic globalization suffered a severe crisis after over half a century of smooth development, and deglobalization was running mountains high. Not only did it trigger domestic political discord in major countries like the United States, Britain, France and Germany, but also led to international economic and political disputes among Western countries, intensifying strategic competition between major powers. With the arrival of 2017, through the perilous waves of deglobalization and the consequent international political upheavals, we find that the post Cold War era that we were familiarized with, is coming to a rapid end, ushering in a new international political era, full of uncertainties. This annual book presents Chinese scholars' views, opinions and predictions on global political and security issues, as well as China's strategic choice. It covers a wide range of important issues concerning international security, ranging from the assessment of Sino-US relations, Russian-American relations, the counter terrorism situation in the Middle East, the political situation in Taiwan and cross-Strait relations, Brexit and the refugee problem, and the strategic situation in the South China Sea, to the judgment of the strategic posture in countries and regions like Japan, the Korean Peninsula, Southeast Asia, Latin America and Africa. Türkiye'de ikamet izni olan Özbek vatandaşı Babajanov uluslararası koruma başvurusu yapmıştır. Ancak güvenli üçüncü ülke olan İran'dan gelmesi ve İran'da bulunan BMMYK tarafından kendisine mülteci statüsünün verilmesi sebebiyle Türkiye'den sınırdışı edilmiştir. Daha sonra Türkiye'ye yasadışı yollardan giren Babajanov yeri bilinmediği için ikinci defa verilen sınırdışı kararı yerine getirilememiştir. Türkiye'de saklanan Babajanov, AİHM'e başvurarak Türkiye'nin hukuka aykırı sınırdışı işlemiyle AİHS'in 2, 3, 6, 8, 13 ve 14. maddelerini ihlal ettiğini öne sürmüştür. Çalışmamızda öncelikle Babajanov v. Türkiye davasında verilen AİHM kararına konu olan olay özetlenecek ve daha sonra kararın değerlendirmesi yapılacaktır ; Uzbek citizen Babajanov, who had a residence permit in Turkey, applied for international protection. However, he was ordered to leave Turkey based on the fact that he came from Iran, which is deemed to be a safe third country, and he was previously granted refugee status by the UNHCR in Iran. Following his illegal re-entrance to Turkey the second expulsion order was issued, however this order was not fulfilled as Babjanov's addresses could not known. While Babajanov hid in Turkey from the authorities, he filed an application to the ECtHR against Turkey arguing that Turkey violated articles 2, 3, 6, 8, 13 and 14 of the ECHR by his unlawful expulsion. In this study, a summary of the Babajanov v. Turkey case will be made and then the decision of the ECtHR will be evaluated
