International negotiation & communication contribute to the improvement of international relations. Negotiation between states & also other subjects of international relations is one of basic forms of its function. First of all, it is necessary to characterize negotiation as a phenomenon & also its key elements. It is possible to start with the definition of elementary words in this field such as communication, negotiation, & diplomacy, & also its mutual connections. Next step is a characteristic of several basic variables, which we can see in all negotiations without respect to when, where, & on which theme the negotiation is occurring -- information, time & power. Negotiation is also characterized as a process with its phases & dynamics. Basic phases are analysis of subject, planning of possible solutions & discussion -- it means full negotiation. Elementary styles of negotiation are also part of this characteristic. Two key categories represent positional & principal negotiation. Cultural aspects of negotiation, especially in international relations are another important part. These aspects arise from definition of culture, cultural dimension of international relations, also intercultural communication & necessity of its understanding. Values paradigm (system of basic values) & characteristics of different cultures also play a very important part. These values cooperate on the creation of different approaches of these cultures, members to negotiation, & the use of different styles. Crucial are in this sense e.g. using of language or time & also one of the basic classifications on individualistic & interdependent ethoses, with low-context or high-context negotiation style. In the context of international negotiation it is possible to come up different variants of negotiation. There are, first of all, bilateral or multilateral negotiation or mediation & good offices and, of course, inquiry, conciliation, arbitration & jurisdictional disputes. Examined are many elements eg., style, strategy (used during negotiation), selection of group of participants, formulation of agenda, venue of negotiation, proceedings, decision-making & many other questions in these styles. It is necessary to mention that in current international practice negotiation is one of the main legitimate methods of resolving conflicts, & above all preventing of such conflicts. The objective of this analysis is to introduce the concept of Asian values and, more particularly, the Asian concept of human rights. The Asian debate on human rights centers around issues such as the human rights generations, individual versus collective rights, rights of states, & the relationship between rights & duties. The criticism of the Western concept of human rights constitutes an inseparable part of this debate. This analysis thus aims at bringing forth a greater understanding of this issue through the study of cultural relativism, which is prominent in the criticism leveled at Western societies. This study starts with defining two core theoretical concepts of human rights -- universalism & cultural relativism. Consequently it presents the major features of the Asian values debate & Asian criticism, illustrating them on the case of Singapore, Malaysia & Indonesia. Adapted from the source document.

Ceska environmentalni prima akce v mezinarodnim kontextu
In: Mezinárodní vztahy: Czech journal of international relations, Band 48, Heft 3, S. 81-103

Direct action constitutes an important repertoire of action for environmental movements. Direct action is a way to bring attention to problems but it is also a goal and a value in itself. The paper deals with two different concepts of direct action: the liberal concept, which views direct action in instrumental terms, and the anarchist concept, which rather understands direct action in terms of values and as a preferred way of acting. The article particularly pays attention to environmental direct action, which further develops the anarchist concept of direct action as a preferred way of doing things. On the basis of an empirical research that was carried out, it answers the questions of how Czech environmental organisations have employed these different concepts of direct action, why their use of the liberal concept is very limited and why direct action as a preferred way of doing things has not yet become a part of the repertoire of collective action. The article finds an explanation for this in the very specific historical experience of the Czech environmental movement, which has tended to dialogue with power rather than confrontations with it, the political ostracism of the movement in the 1990s, and the different developments of the environmental and anarchist milieus, which did not allow for an overlapping of these milieus that would serve as the basis for the development of the practice of environmental direct action. Hodnotova vychodiska energetickych strategii Ciny a EU v Africe
In: Mezinárodní vztahy: Czech journal of international relations, Band 48, Heft 1, S. 50-69
ISSN: 0543-7989, 0323-1844
The article compares the foreign energy strategies of the EU and the PRC on the African continent within the context of the efforts of ensuring the diversifiction of the supply of fossil fuels. Both actors are connecting some sets of values to their strategies, and these values are integral to their perception of the international environment. The main purpose of the article is to compare these strategies, especially in the context of the values that are connected with them -- e.g. state sovereignty, human rights, and social responsibility -- and the impact of these values on the form of the energetic strategies. While the EU urges normative values such as democratic government, human rights and quality public domain management, the PRC adheres to the values of non-interference, state sovereignty and, last but not least, the principle of "One China". Despite the fact that, rhetorically, the two actors share some of the same principles, they are applied differently by each actor due to the actors' diametrically different understandings of these principles. In addition to that, it is necessary to lay emphasis on the difference between the official and the actual strategies of both actors. Adapted from the source document.

The article documents the development of life satisfaction in four transitional Central European countries since 1991, in comparison with Germany and Austria. After presentation of data sources and the overview of the literature regarding the effect of transition on life satisfaction, surveys of European Values Study 1991, 1999 and 2008 are analysed together with macroeconomic data. First, satisfaction levels are correlated with GDP and then, individual characteristics of income, gender, education and family status are regressed to as explanatory variables of life satisfaction. While the explanatory power of GDP is found as very weak for the entire period, the effect of objective characteristics has peaked in 1999 and the effect of subjective perceptions in 2008. The survey information on trends after 2008 differs but no dramatic change of the life satisfaction due to the economic recession has so far appeared. Adapted from the source document.

Teachings of economic policy were present at the VSE from its inception in 1953 needless to say that most activities were highly influenced by the ruling political climate. Despite all limitations there were some achievements of value, esp. works of prof. Olsovsky and his team in 50s and early 60s. Till the economic reform of Ota Sik was real engagement people from the VSE in economic policy limited (Kurt Rozsypal arrived to the VSE years after his reform was already enacted). 70s were again years of high political influence characterized by creation of Institute of Marxism-Leninism where consisting of all original social science departments 80s were characterized by the hidden duality of teaching when dominating teachings of political economy of socialism was supplemented by teachings of political economy of capitalism mostly in a guise of history of economic theories. In 90s a full renaissance of economic policy as a subject followed. Adapted from the source document.

The study provides estimates of the size of the fatherhood premium for the Czech Republic in the years 2006-2017, using data from the EU SILC survey. In the years 2006-2009, the fatherhood premium in the Czech Republic does not manifest itself if explanatory variables include the marriage premium and the partner's labour market participation. The fatherhood premium only starts to express itself in 2010 and the following years, when it reaches values from 11% to 15% as a consequence of a decision of families with high-income fathers to have a third child in the years after 2010.
