19. Yüzyıl Sonlarında Vilayet-i Sitte'nin İdarî, Siyasî, Etnik Ve Sosyal Durumu
Vilayet-i Sitte, yani altı Vilayet tabiri 1877-1878 Osmanlı-Rus Savaşından sonra imzalanan Ayastefanos ateşkes ve Berlin Antlaşmalarından sonra kullanılmaya başlanmıştır. Adı geçen Vilayet-i Sitte; Erzurum, Sivas, Mamüratü'l-Aziz, Bitlis, Van ve Diyarbakır vilayetlerini kapsayan bir coğrafi bölge idi. İngiltere, Rusya ve müttefikleri bölgede bir Ermeni Devleti kurulmasına zemin hazırlayacak bir ıslahat projesini tatbik etmeye çalışıyorlardı. Bu devletler hayallerine ulaşmak için Osmanlı Devleti'ne her türlü siyasi baskıyı yapmaktaydılar. Bu tarihlerde bölgeyi teftişe giden Ahmet Şakir Paşa'nın verdiği tarafsız raporlarda Ermenilerin Müslümanlardan daha iyi hayat şartlarına sahip olduklarını ve gerçek ıslahata Müslüman ahalinin muhtaç olduğunu raporunda ortaya koymuştu. Burada asıl gaye Ermeniler maşa olarak kullanılıp bölgeyi Osmanlılardan koparmaktı. Osmanlı Hükümeti ise Ermenileri bağımsızlığa götürecek her türlü siyasi baskıya direniyordu. Yukarıda bahsedilen altı vilayetin hiçbirisinde Ermeniler lehine bir nüfus çoğunluğu da mevcut değildi. 19. yüzyılın sonlarında yapılmış nüfus sayımları ile yabancı kaynaklardaki nüfus istatistiklerini karşılaştırarak bunu bir kez daha gözler önüne serdik. Maksadımız Ermenilerin gerçekleşmesi imkânsız olan bir hayalin peşinde koşarak bir daha kapanması imkânsız hale gelen iki toplumun birbirine düşman olmasına sebep olduklarını ortaya koymaktır. Administrative, Political, Ethnic and Social Situation of Vilayet-i Sitte in The Late 19th Century Abstract Vilayet-i Sitte, that is to say the six provinces, was mentioned after the armistice of Ayastefanos and the Berlin Treaties signed after the 1877-1878 Ottoman-Russian War. Vilayet-i Sitte, was a geographical region covering Erzurum, Sivas, Mamuretu'l-aziz, Bitlis, Van and Diyarbakir provinces. Britain, Russia and their allies were trying to implement a reform project that would provide the basis for an Armenian state in the region. These states put all kind of political pressure on the Ottoman Empire in order to achieve their dreams. In these reports, Ahmet Şakir Pasha, who went to inspect the region, stated in his report that Armenians had better living conditions than Muslims and that Muslim people were in need of real correction. The main goal here is to break the region from the Ottomans through the Armenians. The Ottoman Government, on the other hand, was resisting any political pressure that would lead the Armenians to independence. Neither of the six provinces mentioned above had a majority in favor of the Armenians. At the end of the 19th century, we again demonstrated this by comparing the government censuses and the population statistics in foreign documents. Our aim is to show that the two societies, which became impossible to close again by pursuing a dream which could not be realized by the Armenians, caused them to become enemies.
