En las ciudades de al-Andalus, la omnipresencia del poder se manifiesta en formas arquitectónicas y en hechos y gestos del sulṭān que indican el dominio que ejerce sobre la ciudad. Sin embargo, la omnipresencia del poder político no debe ocultar la existencia, en la ciudad, de otras fuerzas que obran al margen de las autoridades; emanan de los ciudadanos y toman la forma de intervenciones de éstos en la gestión de su ciudad.

Sanear la ciudad, proporcionar vivienda barata y ordenar el desarrollo urbano -en definitiva, construir la ciudad de manera racional- son los objetivos de ascendente reformista que se conjugaron en las políticas socialistas del Ayuntamiento de Grenoble en las primeras décadas del siglo XX y que darian lugar a la ciudad-jardín Paul MistraI. Los perfiles biográficos e ideológicos y las trayectorias políticas de los protagonistas en el proceso de su gestación y construcción (Mistral y Sellier, principalmente) se proponen aquí como claves interpretativas del devenir de este ambicioso proyecto. ; Improving the sanitary conditions in the cities, providing affordable housing to the working class and arranging urban development -in brief, to build a city in a rational way- are the reformists objectives that the socialist policies of the town council of Grenoble took in the first decades of the twentieth century and which gave rise to the Garden-City Paul Mistral. The biographical and ideological profiles and the political trajectories of the protagonists in the construction and gestation process (mainly due to Mistral and Salier) are proposed here as clues for explaining the process of development ofthis ambitious project.

This paper analyses the recent urban politics of the city of Barcelona, bearing in mind the physical and political background. The main goal of this analysis isthe process of internalisation of the city as well as its aims and effects. The conclusions point out sorne problems related with the political organization and social cohesion that will deeply concern the future of cities. ; El artículo analiza la política urbana reciente de la ciudad de Barcelona, a partir de sus condicionantes físicos y políticos, La internacionalización de la ciudad, en sus objetivos y consecuencias constituye el eje central del análisis. Las conclusiones plantean unos problemas de organización política y cohesión social a tener en cuenta en el fuuro de las ciudades. [fr] Cet article analyse la politique urbaine récente de la ville de Barcelone, a partir de ses conditionants physics et politiques. L'internationalization de la ville, en ses objectifs et en ses conséquences, est le centre de cet analyse. During the thirteenth century the European towns underwent deep transformations. In this article the author tries to show how the Castilian towns on one side and the German ones on the other side evolved in two opposed ways at that time, and as a consequence they offered a very different political and social profile during the Late Middle Ages. He pays attention to the process of acquisition of political autonomy by the German towns during the thirteenth century, and to the simultaneous process that caused the Castilian towns to be deprived of the capacity of self-government they had enjoyed before. The social changes that took place in the German and Castilian towns are also analysed, and it is proved that in Germany during the thirteenth century began the process of decline of the urban nobility, while on the other side in Castile another process started, at the end of which the nobility became the dominant group in most towns. ; [fr] Pendant le XIIIᵉ siècle les villes européennes ont éprouvé des profondes transformations. Dans cet article l'auteur montre comme les villes castillanes et allemandes ont alors évolué d'une manière très différente, et en conséquence pendant le Bas Moyen Âge elles ont montré une image aussi très différente les unes des autres du point de vue de leurs structures politiques et sociales. Il étudie le processus d'acquisition par les villes allemandes de leur autonomie politique pendant le XlIIᵉ siècle, et après le processus que a eu lieu à la même époque dans les villes castillanes de perte de leur capacité de autogouvernement. Les changements dans les structures sociales des villes en Castille et Allemagne sont aussi étudiés, et il est démontré que pendant le XlIIᵉ siècle la noblesse urbaine tombe en déchéance en Allemagne, tandis que dans les villes castillanes les nobles commencent à devenir le groupe social dominant.

Las Ordenanzas y fuero concedidos a la ciudad de Córdoba por Fernando III nos informan de la actividad jurídica y legislativa de los reyes cristianos desde la conquista de la ciudad. Esta amplia normativa se implantó en otras ciudades como Sevilla, Lorca, etc. aportando a la reglamentación de las ciudades y sus pobladores. El texto del Fuero de Córdoba nos permite profundizar en todos estos pormenores y ve como la ciudad de Lorca pidió un traslado del mismo para implantarlo en aquella ciudad del reino de Murcia. ; Les Ordonnances et le for (privilege) accordés á la ville de Cordoue par Ferdinand III nous renseignent sur l'activité juridique et legislative des rois chrétiens á partir de la conquéte de la ville. Cette ample normative s'est implantée dans d'autres villes comme Séville, Lorca, etc. Le texte du fuero de Córdoba nous permet d'approfondir tous ces détails et de voir comme la ville de Lorca en demanda une copie pour l'implanter dans cette ville du royaume de Murcie. ; By-laws and charters granted to the city of Cordoba by Ferdinand III are a source of information concerning the judicial and legislative activities by the Christian rulers since the conquest of the city. These varied rules and regulations were also applied in other cities such as Seville, Lorca, etc. adding further to the already existing laws of those cities and their inhabitants. The text of the Charter of Cordoba affords an opportunity to delve into the many details and see how the city of Lorca requested for this Charter to be applied to this town as well.

International audience ; There are many testimonies that confirm the existence of links that are established in the framework of everyday sociability and that show different degrees of formalization and ritualization. From the daily exchanges in the streets, squares and markets, to the meetings in the offices of drinks and within the framework of the associations, the inhabitants of Buenos Aires participate in this vast trade of social relations. The problem that remains to be elucidated is that of the articulation between these bonds of sociability (which integrate the fabric of the neighborhood as a neighborhood space) and the urban space, particularly through the forms of institutional organization that materialize in the different administrative divisions of the city. In fact, if references to the existence of "neighborhoods" as socio-spatial units are not absent in some works on urban history, it is generally a category empty of any spatial content, and generally assimilated to one or another of the administrative divisions that exist in the city, evacuating the problem of the articulation between administrative space and space of social interaction. For reasons of space, I will concentrate on the interest that this question entails for the study of political history. This is particularly true in view of the fact that the 1821 election law takes up the principle of the Cadiz Constitution of voting by parish. In the case of Buenos Aires, the articulation between administrative space -the parish is at the same time ecclesiastical jurisdiction and district of the justice of the peace- and political space becomes evident after the fall of Rosas, when we see the emergence of "clubs" that are organized by parish and in which the new political leaderships seem to combine with local figures. This article explores these articulations from the neighborhood relations in the parish/neighborhood. ; Numerosos son los testimonios que confirman la existencia de vínculos que se establecen en le marco de la sociabilidad cotidiana y que manifiestan grados diferentes de formalización y de ritualización. Desde los intercambios cotidianos en las calles, plazas y mercados, a las reuniones en los despachos de bebidas y en el marco de las asociaciones, los habitantes de Buenos Aires participan a ese vasto comercio de relaciones sociales. El problema que queda por elucidar es la de la articulación entre estos vínculos de sociabilidad (que integran el tramado del barrio como espacio de vecindad) y el espacio urbano, particularmente a través de las formas de organización institucional que se materializan en las diferentes divisiones administrativas de la ciudad. Problema sobre el cual la historiografía urbana ha manifestado una gran indiferencia 1. En efecto, si las referencias a la existencia de « barrios » como unidades socio-espaciales no están ausentes en algunos trabajos sobre historia urbana, se trata en general de una categoría vacía de todo contenido espacial, y en general asimilada a una u otra de las divisiones administrativas que existen en la ciudad, evacuando el problema de la articulación entre espacio administrativo y espacio de interacción social. Por razones de espacio concentraré mi propósito en el interés que comporta esta cuestión para los estudios de historia política. Ello en particular teniendo en cuenta que la ley de elecciones de 1821 retoma el principio de la Constitución de Cádiz del voto por parroquia. En el caso de Buenos Aires, la articulación entre espacio administrativo -la parroquia es al mismo tiempo jurisdicción eclesiástica y distrito del juez de paz- y espacio político se hace evidente luego de la caída deRosas, cuando vemos surgir los « clubes » que se organizan por parroquia y en que los nuevos liderazgos políticos parecen conjugarse con figuras de localidad.
