En este artículo se reflexiona críticamente el uso de la noción de violencia cuyo efecto discursivo más grave es oscurecer el lema de que la violencia no es lo contrario de lo "natural" sino una fuerza de intervención necesaria para oponerse precisamente al ejercicio del poder. Ejercicio que sin duda es igualmente violento en su sentido originario de institución de lo estatal y conservador (pues hay permanencia de los aparatos de poder tras el origen). ; In the present paper it is developed a critical reflection on the use of the term violence in which its primarily effect obscured the lemma that violence is not the opposite of the "natural" but an intervention forcé which opposed the acts of power. Action similarly violent in the sense of Institution and equally conservative (there is permanence of power in the origins).
Resumen: En las sociedades contemporáneas se observa una multiplicidad de acciones emprendidas en numerosos ámbitos y sectores, bajo la responsabilidad de un amplio abanico de actores de diferente escala, con el fin de prevenir, atender y eliminar la violencia escolar. Dados los graves efectos que este problema provoca no solo entre los individuos e instituciones directamente involucradas, sino también en el fortalecimiento democrático y el ejercicio pleno de los derechos humanos, la prevención de la violencia en las escuelas es una tarea apremiante. Frente al despliegue masivo de estrategias de intervención, a los abundantes estudios realizados en distintos campos disciplinares y a su incorporación en diversas agendas de políticas públicas, es escaso el análisis de las implicaciones que esas estrategias tienen en los principios de autoridad, legalidad y legitimidad en las escuelas. Emprender esta tarea es fundamental, ya que buena parte de las rutas trazadas en el presente para afrontar la violencia escolar –como la creación y aplicación de leyes específicas, el rediseño de acuerdos nacionales, lineamientos para el sistema educativo, manuales para la convivencia hasta los reglamentos escolares, entre otros instrumentos– han afectado dichos principios desconociendo los resultados y efectos que tienen en la conformación, reproducción e, incluso, perpetuación de la violencia escolar.Palabras clave: Violencia escolar, autoridad, legalidad, legitimidad, reglamentos escolares, fragmentación de la autoridad.Abstract: In contemporary societies, a multiplicity of actions has been taken in different areas and sectors under the responsibility of a wide range of actors on different scales, in order to prevent, attend and eliminate school violence. Since the serious effect of this problem, not only among the individuals and institutions directly involved, but also for the strengthening of democracy and the full exercise of human rights, combating violence in schools is an urgent task. Despite of the massive deployment of intervention strategies, the numerous studies carried out in different academic fields and their inclusion on policy agenda, the implications that these strategies have on the principles of authority, legality and legitimacy in schools has barely been analyzed. This task is essential, given that many of the paths outlined currently to address school violence –such as the creation and application of specific laws, the redesign of national agreements, the guidelines for the education system, the manuals for school coexistence, among other instruments– have affected these principles and have ignored the results and implications that they have in the conformation, reproduction and even perpetuation of this problem.Keywords: School violence, authority, legality, legitimacy, school rules, fragmentation of authority.

RESUMEN En este artículo se establecen relaciones teóricas y analíticas entre la segregación social urbana y el grupo étnico africano americano, resaltando los niveles de pobreza y de violencia que vive esta población. Se demuestra como cualquier proceso social que concentra pobreza también, también concentra crimen y violencia, creando un nicho ecológico caracterizado por un alto riesgo de daño físico, muerte violenta y victimización criminal. Se concluye con una interesante reflexión sobre las políticas de intervención, señalando que de continuar el ciclo de violencia que existe, con una política de intervención desegregacionista cada vez más remota, se perpetuaran los múltiples problemas creados por la coincidencia de la pobreza negra y la segregación. ABSTRACT This article establishes the theoretical and analytical relationships between urban social segregation and the African American ethnic group, highlighting the levels of poverty and violence that this population experiences. The autor demonstrates how any social process that concentrates poverty, also concentrates crime and violence, creating an ecological niche characterized by high risk of physical injury, violent death and criminal victimization. The article concludes with and interesting reflection about public policy, indicating that if violent cycle that exists continues without a political intervention of desegregation, the multiple problems created by the coincidence of black poverty and segregation will be perpetuared.
In Rosario Castellanos' narrative we find racial conflicts that characterize the environment of the province of Mexico in the post-revolutionary period and determine the socioeconomic way of life of individuals. In "Vals capricho", the protagonist knows firsthand the social marginalization only for carrying Indian blood. So she will never be accepted by a ruthless society that will lead her to madness and bitter loneliness. On the other hand, Onelio Jorge Cardoso, through his stories presents characters who live in conditions of exclusion and discrimination and suffer the consequences of the political, social and moral crisis in Cuba, due to the social structures of his time that they sow in the individual fears and prejudices. Specifically in "Teresa", a woman from the lower classes, she is ashamed of her origin, therefore, she treats two people of color with a racist attitude, considering them culturally and mentally inferior, subjecting them to marginalization and depriving them of happiness. The objective of this work is through a historical-cultural study to highlight predominant motives such as violence and social discrimination, among other latent in the stories mentioned above. ; En la narrativa de Rosario Castellanos encontramos conflictos raciales que caracterizan el ambiente de la provincia del México en la época postrevolucionaria y determinan la forma de vida socioeconómica de los individuos. En "Vals capricho", la protagonista conoce en carne propia la marginación social solo por llevar la sangre india. Así que ella nunca será aceptada por una sociedad implacable que la conducirá a la locura y la amarga soledad. Por otra parte, Onelio Jorge Cardoso, a través de sus cuentos presenta a personajes que vivenencondiciones de exclusión y discriminación y sufren las consecuencias de la crisis política, social y moral de Cuba, debido a las estructuras sociales de su época que siembran en el individuo miedos y prejuicios. Específicamente en "Teresa", una mujer de las capas bajas, siente vergüenza de su origen, por eso, trata con actitud racista a dos personas de color, considerándolas inferiores cultural y mentalmente, sometiéndolas a la marginación y privándolas de la plenitud. El objetivo de este trabajo es a través de un estudio histórico-cultural destacar motivos predominantes como la violencia y la discriminación social entre otros latentes en los cuentos anteriormente mencionados.

This research studies youth violence in Panama. This violence appears through youth delinquency, gangs, firearms use, student violence and family violence. In addition, legal and institutional framework is viewed _(international treaties, laws about minimal age to carry arms, on imputability and anti-gangs laws). ; Esta investigación se basa en el estudio del fenómeno de la violencia juvenil en Panamá. Dicha violencia se manifiesta a través de la delincuencia juvenil, pandillas, uso de armas de fuego, violencia estudiantil y violencia intrafamiliar. This article offers an analysis of the initiatives, proposals, and community processes led by women, victims of government and non-government-supported political violence in Central and Northern Valle del Cauca Department. It is believed that these community processes evolve around a contradictory reality. On the one hand, violent actions lead to their extinction but at the same time, they serve as fuel for the appearance of incipient power- seeking movements, which in the words of Arendt represent "potentiality, consensus, and collectivity." On the other hand, as long as such organizations are immersed in a context characterized by violence and impunity, their actions are held back, thus preventing them from becoming full-power alternatives. ; En este artículo se analizan las iniciativas, propuestas y procesos generados por mujeres víctimas de violencia política pertenecientes a procesos organizativos del centro y norte del Valle del Cauca, frente a las acciones de violencia ejecutadas por diversos actores (legales e ilegales). Argumentamos que los procesos organizativos a los que pertenecen las mujeres se mueven en una lógica de opuestos: en primer lugar, las acciones violentas los des-estructuran y a su vez influyen en construcciones incipientes de poder, entendido en términos de Arendt como potencialidad, consenso y colectividad ; pero en la medida que tanto las organizaciones como los colectivos, continúan inmersos en contextos de violencia e impunidad, se inhibe la realización de la acción conjunta, de tal manera que no se logra una construcción de pleno poder.

In this research that includes the field work for Comisión de la Verdad, supported by the United Nations (1997-1998), I witnessed the destruction of confidence and solidarity ties, key components in the support of communal identity. My study intends to show how persistent militarization makes the most impoverished sectors from the rural population turns to the army as the guardian of their communities. ; La guerra muchas veces de carácter fraticida entre sectores de la población maya en Guatemala (1962-1996) ha dejado secuelas impresas en el tejido social. En mi investigación, que incluye el trabajo de campo para la Comisión de la Verdad auspiciada por las Naciones Unidas en ese país (1997-1998), fui testiga de la destrucción de lazos de confianza y solidaridad, componentes clave en el soporte de la identidad comunal indígena. This work tries to add new elements to the debate on relation between income and land inequality and political violence. Here is analyzed the role of land reforms on the relation between inequality and political violence. The methodology implemented is a statistical exercise of panel of data with fixed effects for a set of 31 countries of different continents for the period 1946-1999. The main conclusions are: agrarian reforms still have a great role as instruments for social, economic and political issues, considering the correlation between income and land distribution inequality and political violence. Although agrarian reforms tend to reduce political violence in long term, its capacity is poor due to the limited impact of some land reforms. That situation is a limit for coexistence of democratic political institutions with low levels of political violence. Therefore, the presence of democratic procedures and institutions doesn't imply a reduction of political violence in high inequality environments. ; Buscando aportar nuevos elementos al debate sobre la relación entre inequidad y violencia política, en el presente trabajo se realiza un ejercicio estadístico de panel de datos con efectos fijos para evaluar esa correlación, teniendo en cuenta varias formas de inequidad y analizando el papel que las reformas agrarias tienen en esa correlación. El análisis se lleva a cabo para una muestra de 31 países de varios continentes, en el período comprendido entre 1946 y 1999. Según los resultados del trabajo, se encuentra que las reformas agrarias mantienen su relevancia dentro de los objetivos sociales, económicos y políticos, teniendo en cuenta que hay una correlación entre las diferentes formas de inequidad y la violencia política. Por su parte, aunque las reformas agrarias tienden a reducir la violencia política en el largo plazo, su papel no es muy significativo. Una posible explicación es el pobre alcance de muchas reformas agrarias, lo que limita la coexistencia de las instituciones políticas democráticas junto a bajos niveles de violencia política. Por tanto, la existencia de mecanismos e instituciones democráticas no implica la reducción de la violencia política en ambientes muy inequitativos.
The intervention of the criminal justice system in the area of gender-based violence has an important place in the legislative and institutional structure. With it the society provides a framework for prevention and especially towards protection of the female-victim. Using a qualitative methodology, this paper explores the experiences of fifteen women during the process of the criminal justice system. It shows how the victims experience the recomended protection that the criminal law tries to give them. Research findings reflect the particularities of the institutional treatment dispensed to the victims through the encounter with different legal actors. We discuss current controversies concerning the judicial approach to domestic violence and make sugestions in the movement to address domestic violence through the criminal justice system. ; Universidad de Málaga. Abstract: In this paper I firstly distinguish between physical strength, animal aggressiveness and human cruelty. Secondly, I show the inseparable link that ties human violence to the establishment of law and the political community. I then critically examine the three great modern political ideologies (liberalism, socialism and nationalism), which as other utopies of non-violence have produce new forms of violence. Finally, taken into account the terrible experiences of the 20th century, I outline seven additional theses on the features of human violence, on the way it copy itself and on the posible ways to interrupt or restrict it. ; En este texto se distingue entre la fuerza física, la agresividad animal y la crueldad humana. En segundo lugar, se muestra el vínculo inseparable entre la violencia humana y la institución de la ley y de la comunidad política. A continuación, se hace una crítica de las tres grandes ideologías políticas modernas (liberalismo, socialismo y nacionalismo), como otras tantas utopías de la no violencia que han engendrado nuevas formas de violencia. Por último, a partir de las terribles experiencias del siglo XX, se esbozan siete tesis sobre las características de la violencia humana, sobre el modo en que se replica a sí misma y sobre las posibles vías para interrumpirla o limitarla.
Se efectúa una revisión general de la violencia a nivel latinoamericano. Se utiliza la clasificación de la violencia señalada por la Organización Mundial de la Salud. Se muestra los índices de violencia en América Latina, en especial de la violencia política, la ocasionada a niños y adolescentes, la violencia ejercida a las mujeres, adultos y adultos mayores, en los que se aprecia tasas altas de los diferentes tipos, con un análisis particular en cada uno de los países. Se describe los esfuerzos que se están efectuando en la región para disminuir la incidencia de la violencia. Se comenta los resultados del informe final de la Comisión de la Verdad y Reconciliación del Perú, en especial sobre el Plan Integral de Reparaciones para aliviar las consecuencias de la violencia sobres las víctimas de ella. Se hace énfasis en las Reparaciones en Salud y en Educación. En relación a la última, se hace conocer la creación del Programa Permanente de Capacitación para la Atención Integral de las Víctimas de la Violencia, Facultad de Medicina, Universidad Nacional Mayor de San Marcos, que propicia la formación de recursos humanos tanto en el pre como en el posgrado para conseguir la completa recuperación de las víctimas de violencia, así como para promover la salud, contribuir a la construcción de comunidades saludables y a la consecución de una cultura de paz. ; General review of violence in Latin America is done. Classification of violence is that of the World Health Organization's. Violence in Latin America indices are presented, especially political violence, violence to children and adolescents, violence to women, adults and older adults, where high rates are noticed, with particular analysis in each country. Regional efforts to reduce violence rates are described. Comments on results of Peruvian Truth and Reconciliation Commission final report are done, especially on the Reparation Integral Plan to relieve violence consequences on victims. Health and Education Reparations are emphasized. In regards to the latter, creation of the Permanent Training Program for Violence Victims Integral Care, Faculty of Medicine, Universidad Nacional Mayor de San Marcos is presented, program that favors formation of undergraduate and postgraduate human resources to obtain complete recovery of violence victims as well as to promote health, contribute to construction of healthy communities, and achieve a culture of peace.
